Jeanne Ives (R-Wheaton) had been passing separate nominating petitions for both her re-election to the Illinois House and a possible primary bid for governor against incumbent Republican Bruce Rauner. The ultra-conservative firebrand now says she has stopped passing re-election petitions. But if a recent poll is any indication, Rep. Ives might want to keep her House re-election bid alive because the state’s Republican Party may not be nearly as divided as some GOP politicians have been claiming it is. A Capitol Fax/We Ask America poll found that 61 percent of 1,064 likely Republican voters had a favorable impression of Gov. Rauner. Just 24 percent had an unfavorable opinion, despite the fact that he has been taking enormous heat from his right flank ever since he signed a publicly funded abortion on demand bill into law in late September. The intensely outspoken anger directed at Rauner over the abortion bill, which he promised to veto last spring, is pretty much without precedent. “In the face of overwhelming evidence of Rauner’s inability to competently administer the Illinois government, inability to stand up to Mike Madigan effectively, and inability to keep his word and his commitments, I can no longer support him,” said Rep. Peter Breen (R-Lombard) after Rauner signed the bill. “And whether or not they are able to agree publicly, I know hundreds of elected Republicans, along with hundreds of thousands of Republican voters, who feel the same way I do.” Maybe not. We didn’t test President Donald Trump in this poll, but nationally he’s been getting somewhere between 80 and 85 percent support from members of his own party. So while Rauner has some very real problems when compared with Trump, is the opposition stiff enough to actually take him out in the primary? The poll, conducted for my newsletter subscribers Oct. 25-29, found Gov. Rauner is leading Rep. Ives 64-19, with 16 percent undecided. The poll had a margin of error of +/-3 percent. Rep. Ives told the Daily Herald not long ago that she had commitments for “hundreds of thousands of dollars” in contributions. But she’s gonna need a whole lot more than that because almost nobody knows who she is. According to the poll, 83 percent of Republican voters have never heard of Ives. Rep. Ives can tap into a strong statewide network of seasoned pro-life activists to collect enough signatures to get her onto the ballot against Rauner. And while that network also can generate lots of word of mouth for her candidacy (including via social media), it has historically never generated the kind of money that Ives will need to compete with the deep-pockets Rauner. If no millionaire surfaces to fund her campaign, she’ll need to tap into national small-dollar sources. So, it was somewhat surprising that Rep. Ives did not try to use her kickoff to closely tie herself to President Donald Trump. She never uttered his name during a long Illinois Channel television interview and didn’t appear to mention her party’s national leader when she launched her petition drive. That’s probably the easiest way to attract national attention and support, particularly since Gov. Rauner is so reticent to comment on anything the president says or does. According to the poll, 85 percent of Downstaters and suburban Cook voters have never heard of Ives, and neither has 78 percent of collar county suburbanites. Gov. Rauner’s Downstate lead over Rep. Ives is 65-17. It’s 67-16 in suburban Cook County and 65-22 in the collars. Among men, Rauner leads 69-21 with 10 percent undecided. Among women, it’s 60-17, with 23 percent undecided. Forty-seven percent of the respondents were mobile phone users. Her only “bright spot” is Chicago, where Rauner’s lead is 41-34. Even so, 76 percent of Chicagoans say they’ve never heard of her, meaning they chose her without knowing who she is. Chicago is the only region where Rauner’s favorability is upside down. Just 40 percent have a favorable opinion versus 49 percent who have an unfavorable view. “It won’t be easy to convince potential deep-pocket contributors that she has a fighting chance,” said pollster Gregg Durham of Rep. Ives. “In this first, albeit early poll, it’s hard to see a path for her success should she decide to take the plunge into these very treacherous waters.”)

(FROM THE ARTICLE: The memories of those many hours I spent teaching rushed back to me as I read the Census Bureau report that in 2016 a record 65.5 million people age five or older speak a language other than English at home, a total that has increased six million since 2010, and more than 34 million since 1990. The largest increases from 2010 to 2016 were among Spanish speakers, up 3.5 million; Chinese, up 564,000; Arabic, up 366,000; Hindi, up 201,000; Telugu, up 143,000; Vietnamese, up 129,000; Tagalog, up 128,000; Haitian, up 109,000; Bengali, up 101,000; Tamil, up 89,000, and Urdu, up 86,000. Telugu and Tamil are spoken in India, and Tagalog is the national language of the Philippines; Bengali is spoken in India and is also the national language of Bangladesh. Huge increases in the non-English speaking population – now more than one in every five households converses in a language other than English – don’t surprise me. As I entered the second half of my teaching career, the special green card and refugee programs ended, and the school district replaced them with open enrollment sessions. Enrollment became more diverse – more immigrant students from different corners of the world. In the end and sadly, however, few students demonstrated a commitment to learning English. That is, when they left the classroom, they returned to their homes in ethnic enclaves, and resumed speaking their native language. In California, not speaking English was particularly easy since most every government and retail service is offered in multiple languages. Learning a new language is hard, and more challenging when there’s no pressing need to adapt linguistically. But one statistic in the Census data jumped out at me. Many of those who speak a foreign language at home aren’t immigrants, but rather are born in the United States – 44 percent, or 29 million, of the 65.5 million. The U.S. born citizens, then, grow up in a household where the heads of family don’t speak English. My final takeaway from two decades of English language instruction was that the experience was personally enriching, but with generous amounts of frustration included in the mix. I would tell my students that to fully take advantage of the American way, English is essential. Without English, newcomers are limited to an unsatisfying life of low-paying jobs or welfare dependency. To Congress, pause in the unsustainable policy of admitting one million legal immigrants annually. Maintaining the current immigration pace guarantees an increasingly fractured America.)

(FROM THE ARTICLE: GAO’s enabling legislation goes back to the 1921 Budget and Accounting Act and threads through updated audit-related laws in 1945, 1950, 1970, 1974, 1984, 1990 and 1994. It began with a broad role of investigating “all matters relating to the receipt, disbursement, and application of public funds” and to “make recommendations looking to greater economy or efficiency in public expenditures,” its website says. Such authority was later expanded to include audits of financial statements, program evaluation and contractor protests. “For the vast majority of agencies we deal with, we get very good cooperation and are able to access the data we need,” GAO spokesman Chuck Young told Government Executive, adding that “Like anything, there are some exceptions. In those instances where we hit a roadblock, we elevate the issue within that agency, and here at GAO, and typically can get issues resolved.” GAO’s tendency to try to negotiate agency resistance was confirmed by David Walker, who led GAO as comptroller general from 1998-2008. “We had a general process for accepting engagements and a review process,” he said in an interview. “After agreeing to accept [a project], we would have a meeting every week to talk about how the engagements progress was going and ask, ‘Are we having difficulty obtaining access to records or other challenges in executing GAO’s statutory responsibilities?’” Walker explained. “We rarely had access problems, and when we did, we’d try to work through them, and in most cases we were able to.” The notable exceptions, added Walker, who is now running for governor of Connecticut, required the agency to issue a “demand” letter to a non-cooperating agency.)

In 1995 the Ku Klux Klan legally obtained a permit to demonstrate in the county court house. So what do you do when this happens in your town? An organization of hate and ignorance which has historically caused great suffering to a great number of people. This is how it was handled in Wheaton. Citizens of Mexican heritage organized a 26-piece mariachi band to perform on the common grounds. There were also protestors. If you came to this event you could stand with the protestors and chant, “Hey! Hey! Ho! Ho! KKK has got to go!” Or you could hang out with the band and do a little La Bamba. The best case scenario for a KKK rally is that nobody shows up. Having not that many people there and a mariachi band wasn’t a bad response. That organization hasn’t been back to Wheaton since. There was a police presence to keep the peace. To make sure people were protected from harmful actions, not offensive words.)

Ives stopped short of announcing her candidacy but said she will circulate petitions in pursuit of the required signatures to appear on the March 20 primary ballot while she continues contemplating the decision to run. “Today my team and I are taking the first step toward restoring common sense in Illinois,” Ives said. “I have started circulating petitions to get on the ballot as governor of Illinois.” Ives’ announcement comes in the wake of withering support of Rauner, who has lost a growing list of allies in the conservative community after signing into law HB40, which forces Illinois taxpayers to fund abortions during all nine months of pregnancy. Rauner had earlier he would veto the bill, and his reversal led to an open revolt within the Illinois Republican Party leading many local party organizations to withdraw invitation by Rauner to speak and refuse to circulate his petitions. “There is little trust between most Illinoisans and their government at many levels — and for good reasons,“ Ives said. “Top political leaders have lied to the people about who they are and what they are going to do, and they continue to make promises we cannot keep.” In addition, Rauner has been roundly criticized for signing a so called “sanctuary state” bill that limits cooperation between the state and federal authorities in matters involving the deportation of illegal immigrants, signing legislation that allows persons to change their listed gender on their birth certificates and for authorizing a 15 percent premium increase on Obamacare silver health insurance plans in order to prop up Medicaid expansion under Obamacare. As a member of the General Assembly, Ives has focused much of her efforts on government transparency. “Public corruption is an everyday event across the state,” she said. “Many Illinoisans have simply decided to leave for better opportunities elsewhere.” Ives’ tenure has also been marked by her pursuit of tax reform, term limits and school choice. Rock Island-based former state representative and community college Prof. Rich Morthland will be Ives’ running mate. “Rich and I know, however, that if you change out the politicians and tell people the truth, then the reform can begin,” Ives said. “And Illinois can recover. Our promise to you is to be honest about the problems we face and the path we must take to make Illinois a place where businesses and families can thrive. (FROM THE ARTICLE: Chris Cleveland, chairman of the Chicago GOP and a conservative leader in the party, wrote to the IL GOP’s State Central Committee this week, expressing the frustrations the conservative base is having with the party’s direction and Governor Rauner’s bullying tactics within the party ranks. “State Central Committee member, I’m writing to alert you to a problem with the Rauner campaign’s use of state party resources, and to problems within the state party generally. A few days ago, a Chicago GOP staffer was informed that he could no longer use a desk within state party headquarters. We had put him there a few days a week so we could coordinate our activities with the state party. In the past, the city GOP has frequently supplied volunteers for state party-backed candidates. The reason they offered was a press report that I was under consideration as Rep. Jeanne Ives running mate. (Jeanne and I have talked, but as of this moment she has not yet made a final decision, and she has a number of very good candidates to choose from.) Subsequently, the state party cut off our GOPDataCenter access. Consider what has happened here: the Rauner campaign has ordered the state party to cut off an elected, regular Republican organization, based purely on the rumor that the head of the organization *might* be working with a candidate in a primary against him. To the best of my knowledge, the state central committee has neither endorsed nor slated Bruce Rauner. And given the widespread doubt within the Republican Party over his policy choices and his ability to execute, it seems to me that some dissent is warranted. But whether you love him or hate him, this behavior is abusive, and the state central committee should not stand for it. Our difficulties with the state party go beyond this recent behavior. It has long been the position of senior staffers in the state party that the Chicago GOP should not be running candidates in the city. The theory is that this just “activates” the other side and reminds them that there is an election. We in the Chicago GOP have rejected this position, and believe that a vigorous attack in the belly of the beast has many benefits. While the Chicago GOP is a small organization, and Chicago is often derided as a Democratic bastion, the number of Republican voters here is not small. We cover 7.5% of the Republican voters in the state, more than any county except Cook and DuPage, with 20,000 more voters than the next largest county, Lake. You ignore this constituency at your peril. Four years ago, we ran candidates across the city for the purpose of generating enthusiasm and volunteers for phone calls and door knocks. In close coordination with the Rauner campaign, we flooded their offices with volunteers and executed 363,000 voter contacts, 263,000 of which were door knocks. We were able to raise Rauner’s vote in Chicago to 20.63%, just a hair above the magic 20% threshold. And he won. If Rauner is on the ballot this fall, this won’t happen. Not because we wouldn’t want to; we’re loyal Republicans and Rauner over Pritzker would be an easy choice. It won’t happen because the state party has consistently undermined our efforts to recruit here, and because there is zero enthusiasm for this governor. Even prior to HB 40, we couldn’t get people to sign his petition. It’s past time for the state central committee to step in and right the ship. First, I ask that you prevail upon Bruce Rauner to stop the petty retribution. This is the Republican Party, not the mob, and it’s time for them to grow up. (FROM THE ARTICLE: The movement to take down incumbent Republican Gov. Bruce Rauner from within his own party is gaining steam. A coalition of conservative, anti-abortion organizations met Saturday for the second time in as many weeks to discuss a “viable Republican primary candidate” against the first-term governor, according to Paul Caprio, director of the Family-Pac political action committee. While no formal decision was made, Caprio said the group of about 35 people planned to meet again in November “to further clarify the group’s position” and likely endorse a challenger to Rauner. “Historically, the way the pro-life, pro-family movement has operated relative to selecting and endorsing candidates for statewide office, we have always had a meeting of all of these different groups together,” Caprio said. The coalition met around this time three years ago, he continued, at which point there was a split, though not drastic, among its members in their support of a gubernatorial candidate. The group officially endorsed then-state Sen. Kirk Dillard, though some in attendance chose instead to back state Sen. Bill Brady. Rauner – the eventual nominee – was invited to the 2014 meeting despite his pro-abortion rights stance at the time, though he declined to attend or fill out a questionnaire to receive the organizations’ support and financial backing. While some of the organizations eventually ended up supporting Rauner in the race against the incumbent Democrat Pat Quinn, this time around, the coalition has made it clear that under no circumstances will Rauner receive their endorsement. During its initial meeting on Oct. 9, the coalition of 20 statewide organizations voted unanimously in favor of a “Bill of Particulars” outlining the groups’ stance on Rauner and in particular, his support of House Bill 40. Signed into law on Sept. 28, HB 40 allows the state of Illinois to cover abortions for its employees and Medicaid recipients, and protects access to abortion in Illinois should the landmark Roe v. Wade Supreme Court decision legalizing it be overturned. Rauner publicly changed his stance on the issue multiple times, attempting to traverse the politically difficult decision without alienating either his GOP base or more moderate, particularly female voters ahead of his upcoming bid for re-election. However, his choice to ultimately sign the bill into law angered conservatives, who have quickly moved to organize against him. The coalition’s “Bill of Particulars” vows that the groups will not support Rauner in next year’s GOP primary or general election after he “shockingly, caved to pressure from radical abortion extremists and signed this dastardly legislation” and will only support candidates committed to repealing the law. This marks a major departure from 2014 in which some organizations offered Rauner their qualified endorsement in solely the general election. Now, conservative groups have not only disavowed Rauner, but are actively searching for a challenger. One potential candidate is state Rep. Jeanne Ives, of Wheaton. Ives said earlier this month that she was “exploring the option by having important conversations with folks around the state,” and while she hasn’t begun circulating nominating petitions, sources said that may change over the next week. Ives is looking into forming an exploratory committee, sources said, adding that she would likely run if she could raise $1 million. While Ives is among the candidates that the anti-abortion groups are considering, Caprio said there have been a few other names floated and the coalition hopes to make an official determination at its next meeting in November. Reflecting on this year’s “unusual set of circumstances,” Caprio said that there are typically three or four significant candidates in the race at the time the groups make their decision, but without any declared challengers – who would certainly face an uphill battle against an incumbent Republican governor with very deep pockets – the task of reaching a consensus has become that much more difficult. But the groups are united in their staunch opposition to Rauner’s re-election, so much so that Caprio foresees a situation in which conservatives might even “take two bites at the apple.” While the right-wing firebrand was not in attendance at Saturday’s meeting, former Congressman Joe Walsh is also considering throwing his hat in the ring for governor – but only as an Independent. In August, Walsh slammed Rauner, saying he was “done” should the governor sign a bill to effectively turn Illinois into a so-called “sanctuary state,” preventing law enforcement officials from detaining individuals based solely on their immigration status. And ever since Rauner signed that bill the following week, it appears as though Walsh – who did not immediately respond to request for comment – has been floating the idea of taking on the governor himself. “He feels like he’s going to focus his interest, in the issue of the defeat of Rauner, on the possibility of his own Independent candidacy,” Caprio said of Walsh, adding that the oft-incendiary radio host is “very interested” in running. But Walsh is leaning towards waiting until after the primary, Caprio said, to see if Rauner is able to emerge victorious even without a large swath of conservative support. If the billionaire governor succeeds, Walsh may at that point enter the race as an Independent – drawing both votes and perhaps even the backing of Republican organizations away from the GOP governor. “If Rauner and his millions are able to buy the election, if our candidate were not successful in the Republican primary, then I think there would be a very serious discussion of the possibility of an independent candidate,” Caprio said. But first, the organizations will gather once again in November at which point it’s “very likely that we will have a candidate,” he added.)
