CHAMPAIGN/URBANA NEWS GAZETTE
— DIERSEN HEADLINE: Jim Day picks Pat Brady and Jim Thacker to talk about John Cox. Cox and I served together on the Illinois Center Right Coalition Steering Committee. On July 5, 2003, Cox came with the other four announced candidates for U.S. Senate (Chirinjeev Kathuria, Andy McKenna, Jim Oberweis, and Jack Ryan) to a picnic that I arranged in the Prairie Path Park in my precinct for voters in my precinct, in Jeanne Ive’s precinct to the east, and in Debra Olson’s precinct to the west. The 200 attendees included Randy Hultgren. We can forever ask ourselves, “What if Trump had endorsed Ives?”)
http://www.news-gazette.com/opinion/columns/2018-06-10/jim-dey-perennial-illinois-office-seeker-finds-more-success-out-west.html
(FROM THE ARTICLE: Those who recall Cox’s political activities in Illinois have watched with amazement as he’s made his run in California. “He was one of those guys who was always kind of out there running,” said Chicago lawyer and former state GOP Chairman Pat Brady. Rockford political consultant Jim Thacker, who worked both for and against Cox, described him as a “self-made guy” who “always had the credentials and the smarts” to be a credible candidate. “The circumstances were never right for him,” Thacker said. “I didn’t know he had even moved to California. But he’s sure getting his 15 minutes of fame now.” Cox’s endless runs for public office here created an image as that of a political gadfly, someone not to be taken seriously by the news media or the political establishment.)

http://www.breitbart.com/big-government/2018/06/10/may-2018-the-third-consecutive-month-of-record-background-checks/
(FROM THE ARTICLE: There were 19 consecutive months of record background checks under Barack Obama. Those began in May 2015 and lasted through November 2016. They were driven by a non-stop assault on the Second Amendment, characterized by attempts to secure all-out bans on certain types of weapons and “high capacity” magazines, as well as efforts to implement universal background checks and other controls. Such fears largely vanished under the Trump administration and record levels of background checks faded. Then came the February 14, 2018, Parkland school shooting, which was immediately followed by leftist celebrities, student gun control activists, and the establishment media relentlessly pushing for all-out bans on certain types of weapons and “high capacity” magazines, as well as efforts to implement universal background checks and other controls. Now background checks for gun sales are surging, NRA membership is up to 6 million, and donations to gun rights’ groups are increasing.)

FED SMITH
— Pay Parity and a 2019 Pay Raise for Federal Employees – Ralph R. Smith
https://www.fedsmith.com/2018/06/10/pay-parity-2019-pay-raise-federal-employees/
(FROM THE ARTICLE: The other potential factor is politics. Federal employee unions are often the public face and out in front on articulating arguments on behalf of federal employees. The unions are often supporting one political party (Democrats) over the other (Republicans). While Republicans are often thought of as the strong supporters for higher military spending, etc., there are no unions in front of the public spending time and money on behalf of one political party. That may be a conundrum for federal employees and their representatives. It can work out well, particularly for unions as an institution, when Democrats occupy the White House and one or both Houses of Congress. At other times, it can be a disadvantage if the federal workforce is perceived as a political force instead of a politically neutral, professional cadre of people supporting the current administration in power. We do not know, of course, what the final pay raise will be for military or civilian employees in 2019. If I were betting on the outcome, I would feel secure in assuming that whatever the percentage, it will be higher for military than for civilians.)

NEW STRAITS TIMES
— Can our retirement funds sustain our golden years? – Rajen Devadason (DIERSEN: Have you slashed your lifestyle expectations? Since 1997, when I was 49 years old, my income, and therefore, my lifestyle has been dramatically slashed. Since 1997, my Civil Service Retirement System pension has been only 41% of what my salary was in 1997 in today’s dollars, that is, only $51,864 instead of $125,325.)
https://www.nst.com.my/lifestyle/sunday-vibes/2018/06/378452/can-our-retirement-funds-sustain-our-golden-years

(FROM THE ARTICLE: Aspiring to improve Most of us, however, don’t wish to maintain our lifestyle. We aspire to improve it year by year! This desired escalation in lifestyle tacks on a few percentage points to the appropriate inflation rate for our lives every year. So by way of illustration, if our long run national inflation rate is 3.6 per cent a year, and your specific desired escalation of lifestyle is 2.4 per cent a year, then your annual personal inflation rate = 3.6 per cent + 2.4 per cent = 6 per cent. Then, using the Rule of 72, we find that you’ll need twice as much money in 12 years (= 72 / 6) to live the life you want in 2030. So, if you’re 25 years old and spending RM2,500 a month in 2018, it is straightforward to work out, using our Rule of 72, that in 12 years (age 37 in 2030), you’ll need RM5,000 a month. What is staggering to comprehend though is 12 years after that in 2042, you won’t be able to comfortably get by on RM5,000 + RM2,500 = RM7,500. No. You’ll need twice your needed amount at age 37 at age 49, which is RM5,000 x 2 = RM10,000 a month! Then at 61, you’ll want RM20,000, and so on. The longer you live, the more money you’ll need unless you choose (or more likely are forced) to slash your lifestyle expectations.)

— Rauner trails Pritzker in latest poll – SARAH HAYDEN (DIERSEN: What has Rauner done so far to encourage those who voted for Trump and/or for Ives to help reelect him on November 6, 2018? For example, has he offered to sign a pledge that he will not take any action against Illinois Republican Party (IRP) platform? For example, has he offered to attend a summit meeting with those who endorsed Trump, those who endorsed Ives, and the conservative leaders in Illinois? What does Rauner say to those who increasingly conclude that he does NOT want those who voted for Trump and/or for Ives to help reelect him on November 6, 2018? (FROM THE ARTICLE: Gov. Bruce Rauner is trailing Democratic gubernatorial rival J.B. Pritzker by at least 15 points, according to the May edition of The Illinois Poll. The telephone survey contacted 1,208 voters May 22-24. While Rauner holds narrow leads in northern and central Illinois, he has surged in the southern part of the state, with a 46-to-30 percent lead over Pritzker. Predictably, Pritzker is leading Rauner 76 to 11 percent in Democratic Chicago and suburban Cook County. The poll also asked residents whether they believe Rauner deserves to be re-elected to a second term in office. Thirty four percent of respondents said yes, while 53 percent said no.)

https://www.theday.com/article/20180610/OP04/180619985

(FROM THE ARTICLE: The Pew Research Center is out with a fascinating poll on “news fatigue.” The poll finds: “Almost seven-in-ten Americans (68%) feel worn out by the amount of news there is these days, compared with only three-in-ten who say they like the amount of news they get,” according to the report. “The portion expressing feelings of information overload is in line with how Americans felt during the 2016 presidential election, when a majority expressed feelings of exhaustion from election coverage.” On one hand, this is understandable given the constant drumbeat of scandal and outrage. On the other hand, no one forces Americans to watch or read the news. It is a choice whether to consume it or not, and judging from those stunning poll results (e.g. only 43 percent polled last year could name a single Supreme Court justice), many people do a fine job of being uninformed. Nevertheless, to the degree one attempts to be a diligent citizen, it seems to many that they are drinking out of the proverbial firehose. Looking a little closer, we see an interesting phenomenon. Distaste for President Donald Trump — and perhaps glee at his failures — makes Democrats more eager to ingest as much news as they can. “While majorities of both Republicans and Democrats express news fatigue, Republicans are feeling it more,” according the Pew’s findings. “Roughly three-quarters (77%) of Republicans and Republican-leaning independents feel worn out over how much news there is, compared with about six-in-ten Democrats and Democratic-leaning independents (61%). This elevated fatigue among Republicans tracks with them having less enthusiasm than Democrats for the 2018 elections. The lack of interest in the news and in the election suggests that an outsize segment of Republicans don’t want to hear that much about, or take stock of, the president and Congress they elected. Yes, we can sympathize that it is stressful to see someone you were warned not to vote for display just about every rotten trait you chose to overlook during the campaign (e.g. dishonesty, vulgarity, racism). Ironically, the less-informed people feel the most overwhelmed, even if they don’t actually consume a whole lot of news. (“While a majority of those who follow the news most of the time (62%) are feeling worn out by the news, a substantially higher portion (78%) of those who less frequently get news say they are fatigued by the amount of it that they see.”) There may be a strong segment of the electorate that is trying to hide from the news — but just can’t. The demographic groups that most strongly supported Trump are now the most exhausted by the news. “Some demographic groups — most notably white Americans — are more likely than others to feel exhausted by the news,” the poll finds. “Nearly three-quarters (73%) of white Americans express fatigue with the amount of news, much higher than among both Hispanic (55%) and black Americans (55%). Women are also somewhat more likely than men to feel worn out (71% vs. 64%, respectively).” There is some good news in this for the anti-Trump forces. It seems they are more energized (perhaps by a sense of vindication or by a desire to stop the Trump madness) than Republicans, who, gosh, just don’t seem to want to be reminded of what and whom they voted for. They are not “tired of winning.”)

HUFFINGTON POST
— Catholic Diocese Banned A Valedictorian’s Speech, So The Teen Found A Megaphone Kentucky’s Diocese of Covington said Christian Bales’ speech was too “political” for the high school’s graduation ceremony. – Carol Kuruvilla
https://www.huffingtonpost.com/entry/catholic-diocese-banned-gay-valedictorians-speech-so-he-found-a-megaphone_us_5b0c19d3e4b0568a880d85ed
(FROM THE ARTICLE: a statement to The River City News, the Diocese of Covington said that it had the right to review and approve student speeches at graduation ceremonies. The diocese said that two speeches were not submitted for review before the deadline. In addition, the speeches were apparently too “political.” “When the proposed speeches were received, they were found to contain elements that were political and inconsistent with the teaching of the Catholic Church,” diocese spokesperson Tim Fitzgerald said. Holy Cross High School and the Diocese of Covington did not respond to HuffPost’s request for clarification about what parts of Bales’ speech were inconsistent with Catholic teaching. Bales’ mother, Gillian Marksberry, told WCPO that the school didn’t give her child a formal deadline to submit the graduation speech. In addition, she said school principal Mike Holtz had called her last week to remind her that diocesan officials would want Bales to dress in traditional men’s clothing and to refrain from wearing makeup or hairpins. “That was disturbing because in four years I had never received a phone call from the principal,” Marksberry told WKRC. “No one ever reached out to me to help learn about my child.” The teen pledged to continue speaking up about the issues that matter. “I think I’m going to keep fighting for what I believe in,” Bales told WKRC. “I’m going to keep using my megaphone and intensifying my voice.”)

— Many Americans have less than $5k set aside for retirement (DIERSEN: Are you on track to have “80 percent of your former earnings” when you retire? In today’s dollars, my “former earnings” was $125,325. 80% of that is $100,260, but my Civil Service Retirement System pension is only $51,864, or only 41% of my “former earnings.”)
https://chicago.suntimes.com/working/many-americans-have-less-than-5k-set-aside-for-retirement/
(FROM THE ARTICLE: We’re told of the importance of saving for retirement, especially given the way healthcare and other senior living costs continue to rise. But apparently, a large number of workers aren’t listening. In fact, one-third of Americans have less than $5,000 set aside for the future, according to new data from Northwestern Mutual. Incidentally, 21 percent of Americans have no retirement savings at all. It’s one thing to have less than $5,000 in your nest egg when you’re only in your 20s or even 30s. But if you’ve been in the workforce for quite some time, that $5,000 doesn’t paint a great picture. And if you don’t take steps to ramp up, you’ll be sorry for it later on. Social Security just won’t cut it Many workers don’t save for the future because they assume they can live on Social Security. But that’s a dangerous, misguided assumption. In a best-case scenario, Social Security will replace about 40 percent of the average earner’s pre-retirement income. Most seniors, however, need double that amount to live comfortably. Even if you’re willing to cut corners in retirement, you can only slash so many basics. You’ll still need a roof over your head, a way of getting around town, and food on the table. Therefore, a frugal lifestyle might allow you to get away with spending a bit less than 80 percent of your former earnings, but not much. That means that while your Social Security income will help cover the bills when you’re older, you still will need a nice amount of savings to avoid falling short.)

WILL COUNTY GAZETTE
— Resolution calling for Ford Heights library audit sparks contentious debate in House – Angela Underwood (DIERSEN: What do you know about Ford Heights and the south suburbs? Rep.  William Davis (D-Homewood)
says that Ives sits “in her ivory tower in Wheaton where they have a ton of businesses and a lot of opportunity” and that Ives “has no idea of the true problems that exist” in his district and that Ives “has never even been to the communities” in his district and that Ives should “leave my communities out of her mouth” and that until Ives is ready to come to the table and talk about helping his district, she should remain silent and that “Can you do that, I don’t think you can?” I lived in the south suburbs 1948-1976. I worked in Chicago Heights 1964-1966 and 1970-1972. I worked in Park Forest 1966-1969. I worked in Harvey and Joliet 1972-1974. In addition to Ford Heights, Rep. Thaddeus Jones (D-Calumet City) represents Crete where I lived 1948-1972 and where my brother continues to live in a home that I have half ownership in. The real estate taxes on that home are about 10% of market value. I delivered major appliances to homes in Ford Heights for Firestone Stores 1970-1972. I collected delinquent federal taxes in Ford Heights 1972-1973.)
https://willcountygazette.com/stories/511416297-resolution-calling-for-ford-heights-library-audit-sparks-contentious-debate-in-house
(FROM THE ARTICLE: A debate over a resolution directing the auditor general to perform an assessment of the Ford Heights Public Library District brought harsh words during House debate May 10. “This will allow the current board to have a health audit,” Rep. Thaddeus Jones (D-Calumet City) said of the resolution, HR843. However, the discussion for a clean audit turned ugly after Rep. Jeanne Ives (R-Wheaton) shared her particular concern for the south suburbs and Cook County, where property taxes are reaching up to 5 and 10 percent in property values. “You are seeing a continuing decline in services including police and fire protection,” Ives said. Rep. William Davis (D-Homewood) did not like Ives talking about his turf and noted their inability to make payments and continue needed programs is because representatives like Ives don’t vote to help fund better breaks in the south suburbs. “She can sit in her ivory tower in Wheaton where they have a ton of businesses and a lot of opportunity,” Davis said. He said all Ives does is talk about how bad his district is but she has no idea of the true problems that exist. “She has never even been to the communities,” Davis said. “So, I wish she would leave my communities out of her mouth.” Davis said until Ives is ready to come to the table and talk about helping his district she should remain silent. “Can you do that, I don’t think you can?” Davis said.)

REPUBLICAN NEWS WATCH
— GOP Boss Hogs 4 Titles But Says Black Trump Supporters Can’t Have 1 – DOUG IBENDAHL
http://republicannewswatch.com/wp/?p=14478
(FROM THE ARTICLE: I strongly suspect one big reason that neither Sean Morrison nor Tim Schneider lifts a finger for President Trump is they look at polls saying Trump is unpopular in Cook County and they fear standing-up for the President would hurt their prospects of keeping their cushy County Board positions. In my opinion they have a serious conflict of interest. In any case, it’s at least a reasonable question they should have to address. But on one point there can be no disagreement. Donald Trump is the best thing the GOP has going for it. It’s not even close. Trump is where all the energy is and he’s pretty much the only Republican who is getting things done, anywhere. Trump is also making politics fun again and is bringing in new people like never before. It’s a shame we are burdened with so many Republican officials in Illinois who will never get it, but the fact is President Trump has completely changed the game, on multiple levels. As just one example there is a major paradigm shift going on in the black community where black folks who never, ever would have considered supporting a Republican president are supporting this one. Kanye West is just one high profile example.)

— Court Rules on Forced Retirement Standards (DIERSEN: Outrageously, I was denied my 7th Amendment rights in Diersen v GAO.)
https://www.fedweek.com/retirement-financial-planning/court-rules-on-forced-retirement-standards/
(FROM THE ARTICLE: A recent federal appeals court decision could make it easier for federal retirees to succeed in a claim that they were forced into retirement, by holding that the evidence they cite in support of their argument should be viewed as a whole. The Court of Appeals for the Federal Circuit noted that federal retirements (and resignations) are presumed to be voluntary, but that presumption can be overcome if the employee proves that he or she “had no realistic alternative but to resign or retire, and the employee’s resignation or retirement was the result of improper acts by the agency.” That should be determined by examining “the surrounding circumstances to test the ability of the employee to exercise free choice.” The court sent back to the MSPB a case in which a retiree argued that his retirement was involuntary, saying that the MSPB improperly viewed his evidence as a series of separate developments, none of which it found was sufficient to support that claim. The court cited the employee’s evidence that he was afraid to meet personally with certain supervisors after “multiple instances of hostility” from them, his request to be transferred away from them, and the worsening of a health problem. The court said that they should have been considered “as a series of escalating incidents” and viewing them “collectively, rather than dismissing them one by one, as the Board did, we find that a person in like circumstances could reasonably feel unable to exercise free choice and compelled to retire.”)
— Guidance Sent on Recording Resignations ahead of Possible Discipline (DIERSEN: Outrageously, I was denied my 7th Amendment rights in Diersen v GAO.)
https://www.fedweek.com/federal-managers-daily-report/guidance-sent-on-recording-resignations-ahead-of-possible-discipline/

(FROM THE ARTICLE: OPM has told agencies to record in the official personnel file of an employee who resigns during an investigation that could lead to disciplinary the results of that investigation if the agency concludes that action would have been warranted. The guidance carries out a 2016 change in law resulting from concerns that by resigning, those employees could later return to the government without consequences because their personnel records would not reflect it. That same law also required agencies to review those records when considering hiring a former federal employee. OPM’s memo says that before putting that information in an individual’s official personnel file, an agency must provide notice of the adverse finding and an opportunity to respond and receive a final agency decision. That could be appealed to the MSPB. “While the statute prescribes the process for making the required permanent notation, an agency may use its own discretion for determining the format for making the notation. Agencies may wish to consult with their legal counsel,” OPM said. The guidance includes a sample for documenting the notation, and further recommends that agencies place the document and any supporting materials on the permanent side of the employee’s OPF, subject to removal if the employee prevails in an appeal at the MSPB.)

PRAIRIE STATE WIRE
— Ives, McSweeney endorse Shaw for GOP chairman – Glenn Minnis (DIERSEN: Questions for your Illinois Republican Party (IRP) State Central Committee (SCC) member:

– What are the times, locations, and agendas of the May 19 IRP SCC and Illinois Republican County Chairman’s Association meetings in Springfield?
– Do the agendas include public comment periods, and if so, how long and how many minutes will each speaker be limited to?
– What is the status of potential Winchester litigation against the IRP?
– If the 15th Congressional District (CD) IRP SCC position is still in dispute on May 19, will the vote for IRP chairman be postponed or will the vote be taken without the 12.1% 15th CD weighted vote?
– Do you agree with those who believe that if Rose casts the 15th CD weighted vote, Schneider will be reelected and if the vote is taken without the 15th CD weighted vote, or if Winchester casts it, Shaw will be elected?
– In the past, especially in 2005 and 2013, many have sought the IRP chairman position. Why are only two seeking the position now?
– Will the IRP allow Ives to speak in favor of Shaw at the May 19 IRP SCC meeting?
– Who does Schneider want the IRP Executive Director to be? Who does Shaw want the IRP Executive Director to be?
– Would it be correct to say that you will only vote for an IRP chairman candidate who can and will defend and advance all the planks in the Republican Party platform and the IRP platform, including their traditional family, right to life, and immigration planks?
– What is your weighted vote and which IRP chairman candidate are you going to vote for and why?
– How many chairs will the IRP set up for observers at the IRP SCC meeting: 100, 200, 300, 400, 500+?
– Who has asked you to nominate them to serve as your deputy?
– Who has asked you to appoint them to the 2020 IRP State Convention Platform and Resolutions Committee?)

(FROM THE ARTICLE: During an interview with CLTV’s Paul Lisnek on Monday, state Rep. Jeanne Ives went on a tear against Gov. Bruce Rauner and Tim Schneider, the Illinois Republican Party chairman the governor is backing. Ives, who narrowly lost to Rauner in the March primary, is supporting Schneider’s opponent Mark Shaw in a heated fight over the GOP throne. Among the reasons Ives is backing Shaw: she blames Schneider for the Nazi candidate running as a Republican in Illinois’ 3rd congressional district. “So he’s alienating the base by propping up Schneider again, and Schneider has failed. Look we have 37 state reps, Democrats, unopposed in this coming up election. It is the party chairman’s responsibility to find opponents. We have an avowed Nazi sitting as a Republican in a congressional race, and that’s wrong too. And then on top of it, the entire emphasis from Tim Schneider and Rauner et al over the last campaign cycle is simply to get Rauner elected, and so much of what they did in terms of data collection and everything else did not support our state reps. We need a whole new vision for our party, and a whole new way to attract voters.” And then there’s this exchange. Ouch: Lisnek: “If polls look close come November and it looks like Pritzker could pull it out, would that be enough of a scare for you to look at your supporters and say it’s ok, vote Rauner?” Ives: “I can’t predict what the future’s going to look like, umm, in a few months, so we’ll just see what’s going on.”)

— Illinois Cleared for New Mental Health, Addiction Pilot Programs – Amanda Vinicky
https://chicagotonight.wttw.com/2018/05/07/illinois-cleared-new-mental-health-addiction-pilot-programs
(FROM THE ARTICLE: As is the question over who will be the party’s next leader. Rauner’s hand-selected chairman, Cook County Commissioner Tim Schneider, faces a challenge from Lake County GOP Chairman Mark Shaw, who has won the endorsement of state Rep. Jeanne Ives, who narrowly lost the gubernatorial nomination to Rauner. Ives in a statement said Schneider’s “tenure has been an unmitigated disgrace” and lauds Shaw’s credentials as a “common sense conservative.” Rauner on Monday said Schneider is a “great chairman” and that he supports his re-election by the Republican State Central Committee on May 19. But the governor said, “I also don’t spend any time really thinking about that.” Rauner pushed back against the suggestion that the intra-party divide is a reflection of his own leadership. “Going back as far as I know, and I’ve lived in Illinois my whole life … there have been fights and disagreement and challenges many times over the years. It’s … part of the process,” Rauner said.)

Further, it was always under tremendous pressure from Democrat politicians to hire, to retain, and to promote young Democrat minorities and young Democrat females.)

FEDERAL TIMES
— OPM is out to cut retirement benefits – Jessie Bur (DIERSEN: Starting in 1966, when I was 18 years old, my critics/opponents, their operatives, and their dupes have been furious that I was earning credits toward a Civil Service Retirement System (CSRS) pension. Since 1993, when I was 45 years, old, they have been furious that I had the option to take early retirement. Since 1997, when I was 49 years old, they have been especially furious that I started getting a CSRS pension. Few of my critics/opponents, their operatives, and their dupes a) are earning credits toward a pension or b) are getting a pension; they are filled with envy and hatred.)
