(FROM THE ARTICLE: Political corruption will never be eliminated in Chicago, but some people will tell you nobody ever did more to slow it down than William Witkowski. Those who are old enough should recognize the names of Witkowski’s investigative targets: Illinois Gov. Otto Kerner, powerhouse Ald. Thomas Keane, Attorney General William Scott, Judge Reginald Holzer and John Cardinal Cody. Others will recognize the lawyers who gained prominence prosecuting them: Jim Thompson, Sam Skinner, Tyrone Fahner, Jeremy Margolis and Scott Turow. But very few are familiar with the former IRS agent whose extraordinary investigative skills made those cases — and in the process made him a legend in certain circles. Witkowski died Nov. 13 from complications of multiple sclerosis. He was 74. Never one to take bows during his lifetime, Witkowski will have to suffer these accolades in silence. “Bill Witkowski was the single best investigator I have ever known,” said veteran investigative reporter Edward Pound, formerly of the Chicago Sun-Times. I’m quoting Pound here because many people regard him as the single best investigator ever to work in my business, and it takes one to know one. But everyone who spoke to me about Witkowski offered the same sort of superlative assessment without reservation. “We wouldn’t have been able to do the prosecutions we did without him,” said Fahner, the prosecutor who convicted Keane and went on to become Illinois Attorney General and later a successful lawyer with Mayer Brown. In the 1970s and 1980s, it was the IRS that did most of the heavy lifting on political corruption in Illinois. And in that circle, Witkowski gained a reputation as the alpha dog. Many recall his unassuming style. A large man with a flat top brush cut, Witkowski looked more the part of the neighborhood guy he was than anybody’s notion of an IRS agent.)

(FROM THE ARTICLE: A bill introduced Wednesday in the Illinois General Assembly would punish any businesses that help the federal government build a wall along the U.S. southern border by placing them on a “Prohibited Investment List” alongside companies that boycott Israel and do business with Sudan and Iran.  Building the wall between the U.S. and Mexico was a major promise President-elect Donald Trump made to voters during his successful presidential campaign. It is also the first goal of Trump’s “10 Point Plan to Put America First.” Trump said he will “begin working on an impenetrable physical wall on the southern border, on day one. Mexico will pay for the wall.” The proposed legislation submitted by Rep. Will Guzzardi (D-Chicago) would amend the Illinois Procurement Code to prohibit any state agency from “entering into a contract subject to the Code with a business that contracts with the federal government to build a wall along the border of Mexico and the United States of America.”)

(FROM THE ARTICLE: German Americans are the largest ancestry group in the United States. Some 46 million Americans, comprising 14 percent of the population, claim German roots. Germans have been part of American history almost from the start. The first German immigrants settled in rural Pennsylvania and upstate New York. Many were Protestants who had made the journey to the New World from predominantly Catholic parts of Central Europe. A second, larger immigration wave would come in the nineteenth century, when around seven million Germans arrived, doubling the population of the United States at the time. Many of them established farms in the Midwest, leading to a heavy concentration of German Americans in states like Michigan, Minnesota, Wisconsin and the Dakotas. Impact  German Protestants and Jews tended to vote Republican; most Catholics were Democrats. What united them was opposition to slavery and Prohibition and in general a mistrust of Southern populists and New England puritans alike. Germans played an important role in the early American labor and socialist movements, which were strongest in those Midwestern states that had large German minorities. Milwaukee, for example, was the only major city in America with socialist mayors for a long time. German contributions to American culture include beer, hot dogs, Christmas trees and kindergarten (literally, “garden for children”). Companies such as Boeing, Goldman Sachs, Heinz, Kraft Foods, Lehman Brothers and Levi’s were all started by Germans. Prejudice  There had been little prejudice against German until the United States entered World War I on the Allied side in 1917. Former president Theodore Roosevelt denounced “hyphenated Americanism”. Anti-German bigotry became widespread. A German minister was tarred and feathered in Minnesota after he was overheard praying in his native language with a dying woman. A man suspected of spying for the Germans was lynched in Collinsville, Illinois. The Justice Department was no help. It drew up a list of all German aliens in the country, counting some 480,000. More than 4,000 of them were incarcerated until the hostilities in Europe ended a year later. Ordinary Germans responded by speaking English in public and anglicizing their names: Koenig became King, Müller became Miller, Schmidt became Smith. The German American experience during the Second World War was mixed. Nearly 11,000 German citizens were interned and some 300,000 German-born residents were restricted in their travel and property rights. But President Franklin D. Roosevelt — Theodore’s nephew — also sought out German Americans for top war posts, including General Dwight D. Eisenhower, who spearheaded the Allied war effort in Europe, and Admiral Chester Nimitz, who was the American naval commander in the Pacific. German speakers were recruited as translators and spies. Very few sympathized with the Nazis. Assimilation  Despite their numerical preponderance, German Americans have been something of a silent majority throughout American history. Partly that’s because they themselves deemphasized their Germanness in the first half of the twentieth century. Barely any German speakers remain. Many first-generation German immigrants were also poor, uneducated farmers, who spread out across the Midwest, unlike, say, more middle-class Irishmen and Italians, many of whom settled in the big cities of the Northeast where they could more easily become a political force. Whether it is in spite or because of this process of assimilation, German Americans now do better than most ethnicities on many metrics. They are more likely to have college degrees and less likely to be unemployed. Their median household income is 18 percent above the national norm. She served the remaining term of her late husband, Jesse. Neither candidate has held elected political office, other than precinct committeeman. Pasetti-Olson, 69, has made “life experience” a campaign issue. Hernandez, of Aurora, is 24. “I have the life experience to make the best decisions about how your tax dollars are being spent. This position will be my focus, and it won’t be competing with a social life, or a different career,” Pasetti-Olson wrote in a letter she posted on her campaign’s Facebook page. When she tells voters Hernandez’s age, they say, “She is way too young to be doing a job like this,” Pasetti-Olson said in an interview. Hernandez embraces her relative youth. “To my advantage would be that I am young,” she said, and that she has “fresh ideas” and the time and energy to interact with constituents. Hernandez cited the number of organizations and community events with which she has been involved. “What was she doing when she was 23?” Buying a house, paying taxes, raising children and working, Pasetti-Olson replied. Hernandez said she lives with her parents and does not pay rent but contributes money to household expenses. She works for state Rep. Linda Chapa La Via, and for the Illinois Mathematics and Science Academy. She cited several reasons, including paying college loans and not being ready to purchase property, for her decision. “I honestly think it is a cultural thing as well,” Hernandez said. “As Latinos, we tend to stay with family.” “I don’t feel like I’m too old” to serve effectively on the board, Pasetti-Olson said. She said she has been walking door-to-door to meet voters. Pasetti-Olson supports county board Chairman Chris Lauzen, including his effort to keep the county’s property tax levy frozen. Hernandez thinks the county should increase the levy, at least enough to account for growth due to new properties. Hernandez said she would support requests from the sheriff’s and state’s attorney’s office for more staffing and other resources. But where would money come from? She said the county should pursue getting more money from the state and federal government. “I feel like several state representatives have been able to bring back (money) for their regular (legislative) district, but they haven’t (specifically) looked into Kane County,” Hernandez said. She said she has developed connections in state and local government, working on constituent services for Chapa La Via, that would be useful. Pasetti-Olson does not support increasing staffing and said Kane County should study neighboring DuPage County for ways to reduce it. Pasetti-Olson cited traffic congestion in the district as one issue she is concerned about, specifically the intersection of Orchard Road and Route 30, and along Montgomery Road. She knows Aurora, the Illinois Department of Transportation and Kane County have long-term solutions in mind, but she wants quicker short-term fixes, such as installing more signals on Montgomery.)

The facility shall have dedicated kitchen and dining areas for residents, and shall have dedicated areas for skills training. The facility shall also contain the business offices of the sponsoring organization that shall be occupied on a day-to-day basis.  III. Amend Article XXII, Section 22.5 of the Zoning Ordinance to add the following use with its associated parking requirement: Mother and Infant Support Centers. 1 parking space per adult resident, 1 space per employee, and .25 guest parking spaces per adult resident. The application is further requesting a special use permit to allow a Mother and Infant Support Center to operate out of the existing building located at 301 West Roosevelt Road. (FROM THE ARTICLE: Hillary Clinton holds not only a commanding 19-point lead over Donald Trump in Illinois according to a new poll, but also she has grabbed a solid lead over the reality TV star in a suburban DuPage battleground. An October 13, 2016 poll conducted by Illinois Public Opinion Strategies (IPOS) of 664 likely Illinois voters finds that Clinton has a 50.0%-31.5% statewide edge over Trump. Libertarian Gary Johnson is taking 5.8% of the vote and Green Jill Stein is eking out 1.1%. 11.6% are undecided. In 2012, when President Barack Obama defeated Mitt Romney 57.6%-40.7% in Illinois, Johnson, running on the Libertarian ticket then too, snagged only 1.1% and Stein, 0.6%. The new automated poll compares to a July 26 IPOS statewide survey of 824 likely voters that found that Clinton led Trump 49.2%-35.6%. Johnson took 4.3% and Stein had 1.6%. 9.3% were undecided. The survey had a +/- 3.5% margin of error. Clinton has merely solidified her lead statewide. But the former first lady has also established a firm advantage over Trump in the solidly Republican-held House district of appointed State Rep. David Olsen (R-Downers Grove), who earlier in the summer succeeded ex-State Rep. Ron Sandack (R-Downers Grove), taking an eight-point lead in this DuPage County battleground. An October 12 IPOS poll of 378 likely voters found Clinton edging Trump 44%-36%. In 2014, Bruce Rauner beat Governor Pat Quinn in this district 60.3% to 37.4%. Olsen faces Democrat and Downers Grove Village Commissioner Greg Hose on November 8. While Trump is getting thumped statewide by Clinton and in Olsen’s GOP district, Trump’s cratering candidacy has – so far – avoided crushing Republican comptroller Leslie Munger’s bid to win a full, four-year term against Democratic challenger and Chicago City Clerk Susana Mendoza. The October 13 survey shows that Munger is outperforming Trump statewide and leading Mendoza 41%-39%. Libertarian Claire Ball is taking only 2.2% and Green Tim Curtin, 2.0%. 15.6% of voters are undecided. Munger, who was appointed to her job in 2015 by Governor Bruce Rauner after incumbent Judy Baar Topinka died, is also outperforming Trump in Olsen’s House district. In the October 12 poll, Munger is decisively beating Mendoza – like a Republican should in a Republican district – 50.4% to 28.9%. Johnson is taking 6.8% and Stein, 1.6%. While Trump may be getting his clock cleaned and reassembled by Clinton statewide and in Olsen’s suburban DuPage district, he is having little discernible, negative impact on Munger’s down ballot comptroller contest. This polling phenomenon is also being played out around the country regarding down ticket fights. However, if Trump has a demoralizing impact on GOP voters and turnout sours, then the bottom could indeed fall out for Munger and all sorts of down ballot GOP candidates here – and everywhere.
