(FROM THE ARTICLE: If you were to judge by public-opinion polling, you might reasonably conclude that Americans have broadly given up on the idea of going to college. In 2013, 70 percent of adults surveyed by Pew said that a college education was “very important.” This year, only 35 percent did. Over the same time period, the share of Americans who believe that college is “not worth the cost” rose from 40 to 63 percent, according to NBC. If you were to judge, instead, by the choices that Americans are actually making, you might draw a different conclusion. Despite the reported skepticism of higher education, enrollment in four-year colleges and universities is growing. These institutions awarded 2 million bachelor’s degrees in 2023, compared with 1.6 million in 2010, and the fraction of 25-year-olds with a bachelor’s degree has steadily increased for the past 15 years. One recent analysis found that the average person with a bachelor’s degree earns about 70 percent more than a high-school graduate with a similar amount of work experience. Researchers at the Cleveland Fed recently estimated that the college wage premium will stand at 76 percent in 2042. More than 1.6 million international students studied here last year, according to the 2024 SEVIS by the Numbers Report from U.S. Immigration and Customs Enforcement, which tracks active F-1 visa holders. At the graduate level, many of them pay no tuition at all, receive annual stipends ranging from $25,000 to $65,000, and health benefits funded by U.S. universities and federal research grants. As someone who has run Health and Human Services departments in multiple states, I have seen how difficult it is for middle- and lower-income American families to send their children to college. Parents juggle extra jobs to afford tuition. Students borrow tens of thousands of dollars. Meanwhile, many foreign doctoral candidates enjoy full tuition waivers and monthly paychecks funded by American institutions. The imbalance is real. According to the 2023 National Science Foundation’s Survey of Earned Doctorates, approximately 90 percent of 215,000 international Ph.D. students in the United States receive full tuition support, salaries and health benefits. By comparison, only 84 percent of American students receive the same treatment. This has been a consistent trend. Data from 2019 to 2023 shows that temporary visa holders consistently have a slightly higher rate than U.S. citizens. Cornell University reports that 97 percent of its doctoral students are fully funded. The same pattern holds across major research universities. The result is that over a five year space more than a million non-U.S. students are effectively educated in highly sought after doctoral programs for free underwritten by American resources. No other developed nation does this at such scale. In most countries, foreign students pay higher tuition than domestic students. Scholarships for non-citizens are rare and usually tied to explicit national interests. America stands alone in offering open-ended funding that includes tuition, health coverage, and salaries to foreign students who may or may not remain here after graduation. Beyond financial considerations, prioritizing American doctoral students in funded positions would ensure that our undergraduates benefit from instructors who are fully fluent in English and deeply familiar with American cultural and educational norms. Many international Ph.D. students, face significant proficiency challenges that lead to communication barriers in the classroom, as evidenced by frequent complaints from U.S. undergraduates about difficulties understanding accents, explanations, and instructions. We have created a system that rewards global recruitment without requiring any justification that the position serves a defined American need. Even with justification our own citizens deserve the first opportunity. This situation doesn’t come without danger to national security.)

(FROM THE ARTICLE: In the early hours of Friday morning, Illinois Democrats pushed through one of the most extreme immigration bills in the country – a sweeping measure designed to block federal immigration enforcement and further cement Illinois’ status as a sanctuary state. The bill, House Bill 1312, passed after hours of emotional speeches according to Politico, from Democratic lawmakers, many of whom compared federal immigration agents to kidnappers and slave catchers. The legislation, which Gov. JB Pritzker is expected to sign, designates “safe zones” around schools, hospitals, and courthouses, and allows individuals to sue immigration officers for alleged violations of their “constitutional rights,” including false imprisonment or unlawful detention. “This bill is a statement on behalf of the legislature to say that what ICE is doing is unacceptable,” declared State Sen. Celina Villanueva (D-Chicago), one of the bill’s lead sponsors. Under the new law, federal immigration officers will face punitive damages if they conceal their identities, fail to wear body cameras, or use unmarked or out-of-state vehicles while conducting enforcement operations. It also prohibits civil immigration arrests inside courthouses or within 1,000 feet of them – effectively creating sanctuary zones where federal law cannot be enforced. Senate President Don Harmon (D-Oak Park) delivered a dramatic speech before the final vote, claiming to be “distraught and frightened” by federal enforcement actions. “I never thought I’d live in a world where masked federal employees, brandishing military-style weapons, would jump out of unmarked vans to kidnap and disappear people — U.S. citizens,” Harmon said. He alleged that federal agents are “targeting residents who look like” several Hispanic senators. House Speaker Emanuel “Chris” Welch (D-Hillside) went even further, comparing the legislation to the 13th Amendment, which abolished slavery. “History will judge our actions in this moment, just as it did our predecessors,” he said. While Democrats framed the bill as a moral stand, critics say it is an outrageous attack on federal law enforcement and a dangerous invitation for lawlessness. By turning schools, hospitals, and courthouses into “safe zones” for illegal immigrants, Illinois Democrats have essentially declared that federal immigration law doesn’t apply here. For the last few years, Illinois families have watched as Democrats diverted billions of taxpayer dollars toward programs for illegal aliens – including free health care for noncitizens – while law-abiding residents struggle to pay their bills and access quality care. Under Gov. Pritzker, Illinois became the first state in the nation to offer free health insurance to undocumented immigrants aged 42 and older – a program that has ballooned in cost to more than a billion dollars. Now, with HB 1312, Democrats are doubling down on policies that reward those who break the law and punish those who enforce it. At a time when violent crime and drug trafficking are surging across the state, Illinois lawmakers are focused not on protecting citizens, but on shielding illegal immigrants from federal agents. With this legislation, Illinois Democrats have made their priorities clear: illegal aliens first, law-abiding citizens last. The message to working families could not be clearer – if you play by the rules, you’re on your own. But if you break the law, the state will protect you, fund you, and even help you sue the federal agents trying to uphold justice. As Gov.
