The opinions that I express in GOPUSA ILLINOIS emails are based on experience that I have gained doing many things since 1948. I base my opinions on what I learned a) working for the federal government for almost 30 years -- Post Office 1966-1969, IRS 1971-1980, and GAO 1980-1997, serving on the Executive Committee of the Association of Government Accountants Chicago Chapter 1983-1996, and being a union member while I worked for the Post Office and IRS; b) earning an MBA from Loyola in 1976, a masters degree in accounting from DePaul in 1980, and a masters degree in financial markets and trading from IIT in 1997; c) passing the CPA examination on my first attempt in 1979 and passing the Certified Internal Auditor examination on my first attempt in 1981; c) serving as a Republican Precinct Committeeman since 1999, the GOPUSA Illinois Editor since 2000, the TAPROOT Republicans of Illinois Chairman 2005-2012, a member of the 2008 Illinois Republican Party (IRP) Platform and Resolutions Committee, a Wheaton Chamber of Commerce Government Affairs Committee member 2003-2011, the Milton Township Republican Central Committee webmaster 2008-2010 and 2000-2004, an Illinois Center Right Coalition Steering Committee member 2003-2007, and an American Association of Political Consultants Midwest Chapter board member 2001-2004; d) attending the 2000, 2004, 2008, 2012, and 2016 IRP State Conventions as a delegate; e) being the subject of a nasty 4-page article in the February 1978 issue of Money Magazine; f) pursing litigation including Diersen v. GAO and Diersen v. Chicago Car Exchange; g) being married since 1978; h) living in Crete 1948-1972, in University Park 1972-1976, in Chicago 1976-1978, and in DuPage County, Milton Township, and Wheaton since 1978; and i) being baptized, raised, and confirmed as a Missouri Synod Lutheran.

But they had given me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take a $20,157 (21%) pay cut in today’s dollars to transfer from IRS to GAO in 1980.)

(FROM THE ARTICLE: What GAO Found The overall pay gap between men and women in the federal workforce has narrowed considerably, from 19 cents on the dollar in 1999 to 7 cents in 2017, but the current pay gap is greater for certain groups of women, according to GAO’s analysis of data from the Office of Personnel Management (OPM). Two trends help explain why the pay gap has narrowed: (1) men and women have become more similar in measurable factors related to pay, such as occupation; and (2) women have earned slightly higher rates of pay increases than men. In 2017, most of the overall pay gap—or 6 of 7 cents on the dollar—was not explained by differences between men and women in measurable factors (see figure). This unexplained portion of the pay gap may be due to factors not captured in the data GAO analyzed, such as work experience outside the federal government, or factors that cannot be measured, such as discrimination and individual choices. In 2017, the overall and unexplained gaps were greater for certain groups. For example, compared to White men, the unexplained gap was greater for Hispanic/Latina, Black, and American Indian or Alaska Native women than for White and Asian, Native Hawaiian, or Pacific Islander women. Gender Composition of the Federal Workforce and Prior Research on the Gender Pay Gap for Federal Workers Over the last 20 years, the federal workforce has consistently included more men than women. For example, according to OPM’s EHRI data, men made up 55 percent of the federal workforce in 1999 and 57 percent in 2018. In 2018, of about 2.1 million federal workers captured in the EHRI data, approximately 1.2 million were men and nearly 926,000 were women. Although estimates of the exact size of the gender pay gap vary, the estimated pay gap between women and men in the federal workforce is smaller than the pay gap in the entire U.S. workforce, which includes the public, private, and not-for-profit sectors. In 2018, the pay gap for federal workers was about 12 cents on the dollar, and the pay gap for the entire workforce was about 18 cents on the dollar, according to self-reported data from the U.S. Census Bureau’s American Community Survey. Prior research has found that the gender pay gap for federal workers is partly explained by differences between men and women in measurable factors that affect pay, such as occupation, education, and experience. This is referred to as the explained pay gap. For example, in our 2009 report, we found that the pay gap was partly due to differences between men and women in the occupations they held, their levels of education, and how long they had worked for the federal government. We also identified other measurable factors that contributed to the explained gender pay gap, including race and ethnicity, federal agency, and veteran status. However, we found that a portion of the pay gap was not explained by differences between men and women in measurable factors that affect pay. This is referred to as the unexplained pay gap. Specifically, we found that 7 cents of the 11-cent pay gap in 2007 were unexplained after accounting for differences in measurable factors. As Todd is continuing as RNC Finance chairman, he will not be a candidate for state chair,” the source said, which leaves Ricketts’ options open for a statewide run. Schneider’s exit has prompted a flurry of interest — and name-dropping — about who might replace him, including: retiring Congressman John Shimkus, state Central Committeewomen Jan Weber or Barbara Viviano; Will County GOP Chairman George Pearson, a Black man with military, business and political experience; and Lake County Republican Party Chairman Mark Shaw, who also serves as state-party co-chairman. Bruce Rauner six years ago, has become tired of the unpaid job and particularly of clashes with central committee conservatives. He apparently wants to move on to private pursuits. At the weekend meeting, committee members went into closed executive session for more than three and a half hours, sources say, with conservative leader Mark Shaw, the Lake County chairman, coming within “one vote, maybe two” of winning the state post. Instead, a committee of two people from each side will try to work things out in coming weeks. How they will do that is not clear. Shaw didn’t return a phone call, and exactly what he would do differently than Schneider is not clear. But his style and that of his allies is reminiscent of how then-state Rep. Jeanne Ives almost toppled Rauner in the 2018 GOP primary with an in-your-face campaign during which she sharply underlined differences on abortion, gun rights, immigration and other matters. Revisiting that comes as the national GOP has been mostly mute over Trump’s unfounded claims that the election was “rigged” and must be overturned by Republican lawmakers. Notably among those castigating Trump for that and other stances is the only Republican congressman to represent part of the Chicago suburbs, Channahon’s Adam Kinzinger. Many in the party believe he’s trying to position himself to run for higher office—against Gov. J.B. Pritzker, or perhaps Sen. Tammy Duckworth, both up for re-election in 2022—and wants to build up some chits in what overall is a blue state. I suspect Kinzinger will keep a close eye on the chairmanship battle, the outcome of which could ease or complicate any effort by him to move up. The irony is that this battle—Shaw also ran for chairman two years ago—comes at a time when Republicans have some opportunity. Not only are Democrats divided over Madigan, but they just lost an Illinois Supreme Court seat and Pritzker faces only bad and worse fiscal choices in the wake of the defeat of his graduated income tax. Conservatives probably will argue the better path to success is not to rely on the business establishment, but to rev up their base. Perhaps. Meantime, we’ll see how nasty this fight gets. If it’s half as nasty as Trump’s exit plan, it will be a beaut.)

The conservative base has endured year after year of the Pat Brady mindset mocking them, telling them to get out of the party and take with them their conservative social views. Illinois Review will be working on getting responses from names we’ve heard are in the mix to succeed Schneider – including State Central Committeeman Mark Shaw, Mike Bigger on one side and names from the conservative side, including former State Rep. In the 2020 election cycle, the Illinois Republican Party played important roles in defeating Pritzker’s progressive income tax hike, defending congressional target Congressman Rodney Davis, kicking Madigan’s favorite judge Tom Kilbride off the state Supreme Court, electing David Overstreet to the state Supreme Court, and netting a seat in the Illinois House. The Illinois Republican Party concludes the cycle more united, stronger, and well positioned to defeat the Pritzker-Madigan agenda in 2021. I believe the ILGOP is in a great position to take this momentum and regain the Governor’s mansion, win a US Senate seat, win majority control of the Supreme Court for the first time, and put up a strong fight in other races up and down the ballot in 2022. So, after the successes in 2020 and with plenty of time to gear up for the next election, I have decided it’s the right time to begin the transition to a new Chairman early next year. The entire State Central Committee is committed to an open and transparent process to select the best person for the job.” Chairman Schneider was unanimously elected Chairman of the Illinois Republican Party in May 2014. Schneider was re-elected to a second four-year term in May 2018. The term concludes in May 2022. The sources, who were not authorized to speak publicly about the meeting, said a push was made to name Lake County GOP Chairman Mark Shaw to replace Schneider as chairman during Saturday’s meeting, but those efforts fell short. Two years ago, Lake Forest’s Shaw sought to challenge Schneider for the party’s chairmanship. But in a compromise brokered by Rauner, Shaw backed off and accepted the newly created title of party co-chairman for “conservative and grassroots outreach.” At the time, Rauner, who was seeking reelection, fell out of favor with party conservatives over his support of legislation that expanded abortion and LGBTQ rights.
