WALL STREET JOURNAL
— Google, Facebook Cozy Up to News Publishers as Regulators Circle Facing mounting antitrust probes, tech platforms offer fees, news-ranking changes media outlets have pursued for years – Lukas I. Alpert (DIERSEN: What do you say to those websites that unethically make “quick rehashes of existing articles” look like “original reporting?” I have never done that, and I never will. https://www.wsj.com/articles/google-facebook-cozy-up-to-publishers-as-regulators-circle-11568799001
(FROM THE ARTICLE: ‘We understand the critical importance of rewarding publishers that put their resources into original reporting,’ said Facebook executive Campbell Brown. . .Google last week announced changes to how it ranks stories on its news page to better promote original content, addressing publishers’ long-running complaints that their scoops were often overshadowed by quick rewrites by other outlets. . .Google executives said the prospect of regulation didn’t influence their effort to better promote original news, adding that technological advances had finally allowed the company to address a longstanding concern among publishers. “The challenge of identifying and precisely ranking original reporting has taken years to address and has proven extremely difficult,” said Richard Gingras, Google’s vice president for news. “What has changed is that we now have a lot more technical capabilities than we had 10 years ago.” Facebook has expressed a commitment to improving its partnerships with news outlets, particularly those that publish legitimate, high-quality reporting. “We understand the critical importance of rewarding publishers that put their resources into original reporting, which is why it’s been one of our guiding principles for the news tab since we decided to develop the product earlier this year,” said Campbell Brown, Facebook’s vice president for global news partnerships. “It’s important to get this right.” The outlets Facebook pitched on its news tab include the Journal’s publisher, Dow Jones, people familiar with the matter said. While many in the news industry welcomed Google’s algorithm tweak to help original reporting rank higher on Google News, several said they would reserve judgment until they could ascertain whether the change was making an impact. “With all of these things, you don’t know what it means until you see it in practice,” said David Chavern, president and chief executive of the News Media Alliance, a trade coalition representing some 2,000 news organizations in the U.S. and Canada, including Dow Jones. Mr. Gingras wrote in a blog post last week that Google had made changes to keep stories containing significant original reporting higher in search rankings for longer. . .News Corp, the Journal’s parent company, has been developing a news-aggregation service called Knewz.com that is designed, in part, to promote original reporting over quick rehashes of existing articles. . .“Those of us who do a lot of original reporting are thrilled Google is fixing this frustrating bug, but we’re still waiting for Google and some other platforms to follow Facebook’s lead in recognizing the real value they extract from our original journalism,” said Ben Smith, BuzzFeed’s editor in chief.)

(DIERSEN HEADLINE: With Tea Party Endorsement, A Race to the Right has Officially Begun Earlier this week, the ultra-conservative House Freedom Fund announced its endorsement of Jeanne Ives, throwing fuel onto an already divisive primary that’s brewing in Illinois’ 6th district. This comes on the heels of Washington Insiders and Republican establishment naming Evelyn Sanguetti to House Republicans’ watch list of their top campaigns. As Washington insiders and Chicago fat cats pick their ponies, Ives and Evelyn Sanguinetti will have to work hard to out-conservative each other to see who can ultimately lock-down the pinnacle: President Trump’s endorsement. “Jeanne Ives and Evelyn Sanguinetti have already made it clear to voters in this district that they’re more interested in getting the support of President Trump and out of touch Washington insiders than they are of people in the 6th Congressional District,” said DCCC Spokesperson, Andy Orellana.)

https://blog.google/products/search/original-reporting/
(FROM THE POSTING: With news in particular, we always aim to show a diversity of articles and sources to give users as much context and insight as possible. An important element of the coverage we want to provide is original reporting, an endeavor which requires significant time, effort and resources by the publisher. Some stories can also be both critically important in the impact they can have on our world and difficult to put together, requiring reporters to engage in deep investigative pursuits to dig up facts and sources. These are among the reasons why we aim to support these industry efforts and help people get access to the most authoritative reporting. Recently, we’ve made ranking updates and published changes to our search rater guidelines to help us better recognize original reporting, surface it more prominently in Search and ensure it stays there longer. This means readers interested in the latest news can find the story that started it all, and publishers can benefit from having their original reporting more widely seen.)

(FROM THE ARTICLE: Marijuana can be an energy intensive crop. The new electricity load to power lighting, heating and ventilation for indoor grow facilities has strained the grid and even caused blackouts in other places after it was legalized. The Illinois law seeks to avoid those problems by mandating efficiency standards and capping the amount of power used per square foot. (FROM THE STATEMENT: In America, the playing field has never — been — level. If you are a woman, if you are Black, if you are Latinx, if you have a disability, if you speak another language, if you were born in another country — in other words, if you are most of the population of Cook County — the playing field has never been level. So instead of using the principle of equality, government must instead focus on equity.)

POLITICO ILLINOIS
— ERIKA HAROLD, the former GOP attorney general candidate, is not going to run for Rep. John Shimkus’ seat next year. A source close to Harold told Playbook: “She’s not running. It’s not the right time for Erika.” Harold was seen as a shoo-in for the 54th congressional district, having secured 44 percent of the vote in that district when she ran against Attorney General Kwame Raoul last year. Shimkus surprised Republicans when he announced a few weeks ago that he wouldn’t seek re-election. There was an initial scramble for the seat, but now it looks like only state Sen. Jason Plummer (54th) is still considering a run. No word yet if/when he’ll jump in. – Shia Kapos

— Todd Ricketts, the Cubs co-owner and current Republican National Committee finance chairman, was at Cafe Milano in Washington, D.C., on Monday celebrating his 50th birthday — the big day is actually Sept. 23. In the crowd: Ricketts’ brothers, Nebraska Gov. Pete Ricketts, and Cubs Chairman Tom Ricketts; attorney and RNC National Committeeman Richard Porter; Illinois political fundraiser Barrett Kedzior Zolnierowicz; former U.S. House Speaker Paul Ryan; presidential adviser Kellyanne Conway; U.S. Sens. Rick Scott (Fla.), Cory Gardner (Colo.) and — even — Dick Durbin (Cubs fans don’t see party). Fox News’ Bret Baier gave a toast. (FROM THE ARTICLE: The good news is that somebody is once again making money from journalism. The bad news is that it’s not those who are doing the actual work of producing journalism; instead, it’s Google and Facebook, which have figured out how to “monetize” the publication of news. A recent report in a study for the News Media Alliance holds that Google made $4.7 billion from the work of news publishers in 2018 through advertising linked to its search engine results and its Google News page. Journalists ought to see some of that revenue, argues David Chavern, the president and chief executive of the alliance, which represents 2,000 U.S. newspapers. The tech companies “make money off the arrangement,” Chavern said in the New York Times, “and there needs to be a better outcome for news publishers.”)

— Political operative accused of plying Solis with Viagra, arranging massage parlor trips is slapped with $25K fine for unregistered lobbying The Chicago Board of Ethics levied the fine against Roberto Caldero, a veteran political operative with close ties to former U.S. Rep. Luis Gutierrez. – Fran Spielman (DIERSEN: No one pays me for what I do as your GOPUSA Illinois Editor. https://chicago.suntimes.com/2019/9/16/20869148/danny-solis-viagra-massage-parlor-ethics-board-fine-lobbying-alderman
(FROM THE ARTICLE: The Sun-Times reported in January that the federal affidavit accuses Caldero of plying Solis with Viagra and arranging for the then-chairman of the City Council’s Zoning Committee to visit massage parlors, where he was allegedly serviced by a prostitute. Caldero was further accused of soliciting campaign donations from the Cacciatore family, which, among other businesses, owns Elgin Sweeping Services, a major street-sweeping company. At the time, Caldero was representing Elgin Sweeping in its efforts to obtain relief from a change in the city’s water billing practices that investigators indicated could have cost the company more than $1 million. Elgin Sweeping had a city contract to provide street sweeping services and at the time relied on filling its equipment at city fire hydrants. During several wiretapped conversations, Solis and Caldero made plans to exchange Viagra or visit massage parlors while also discussing how the alderman might help Elgin Sweeping reduce its water bill. In late 2014, Solis allegedly placed a series of calls and texts to Caldero asking if he had any of that “blue medicine,” meaning Viagra, according to the feds.)

(FROM THE ARTICLE: In a statement to The Southern on Thursday, Union County Democratic Party Chair Teresa Vincent said that the county’s legal counsel has since provided her the necessary documentation establishing Klingemann’s affiliation to the Democratic Party. Klingemann, a private attorney in Marion who previously worked as an assistant state’s attorney with Edmonds, had not voted in primary elections, and was not active in party politics. The board confirmed his appointment by a 3-2 vote along party lines, with Republicans voting in favor of his confirmation and Democrats against. Union County Board Chairman Max Miller previously said that Klingemann stated to him during the interview process that he was a Democrat, which he said satisfied the party affiliation requirement under the law. But Vincent argued that Klingemann’s record was not sufficient to establish him as a Democrat. She pointed to a section of the law that specifically speaks to the replacement of state senators and representatives and defines party affiliation as follows: A person is a member of a party for 23 months after signing a petition for a candidate’s partisan candidacy for office, signing a petition joining a particular party, pulling a partisan primary ballot, running for partisan office or otherwise holding a partisan position such as state central committeeperson.)

RUSS STEWART
— BAIL-OUTS PROLIFERATE AMONG DEMOCRATIC COMMITTEEMEN
http://www.russstewart.com/articles/2019/09-11-19.html
(FROM THE ARTICLE: Here is a multiple-choice question for anyone who is still paying attention. A Chicago Democratic ward committeeman is (a) at the top of the political food chain, (b) at the bottom of the political food chain, (c) holds a non-paying post that is inconsequential, and/or (d) believes it’s a steppingstone to glory and power. Anybody who is now or has been a committeeman would answer (b) and (c). Anybody who aspires to and is running for committeeman in 2020 would answer (a) and (d). And everybody else, including this columnist, would give a resounding (c). After all, the sitting Democratic committeemen of the 1st, 39th, 40th, 41st, 45th and 49th wards, who were elected in 2016, lost 2019 bids to be elected or re-elected alderman, and the 50th Ward committeeman and the former 32nd Ward committeeman lost 2018 state senator and county commissioner races. Robert Murphy (39th) and Pat O’Connor (40th) lost the April 2 aldermanic runoff with, respectively, 44.1 and 46.2 percent. Proco Joe Moreno (1st), Tim Heneghan (41st), John Arena (45th) and Joe Moore (49th) lost the Feb. 26 primary with, respectively, 38.8, 29.7, 36.2 and 36.6 percent. And Ira Silverstein (50th) lost his Illinois 8th Senate District seat with 29.9 percent and John Fritchey (32nd) lost with 44.6 percent. They would surely answer the above question with a (b) and (c).)

https://thehill.com/opinion/campaign/460812-mellman-how-important-is-candidate-age
(FROM THE ARTICLE: Candidates are not simply bundles of age, race and résumé. They have issue positions and priorities, personality traits and personal stories, that weren’t measured in these conjoint experiments. We don’t know how much age matters compared to those factors. More broadly, moving from the generic to the specific is not always clear cut. In our example, while 70 may be too old, not all 70-year olds are too old. That’s exactly what a new CBS YouGov poll on candidate age tells us. In response to questions specific to each candidate, just 37 percent said Sanders was “too old” to be president, 31 percent said Biden was and only 5 percent believed Warren is too old to be president. Polls seem to tell us that age is important. But failure to ask the right questions, in the right ways, can lead analysts and strategists astray.)

(FROM THE ARTICLE: How much do people actually know about the income and wealth of people who live around them? And how does what they think they know skew the way they think about government taxes and spending? Recent research we conducted suggests that the answer to those two questions are: Not much and a lot. An emerging body of research suggests that citizens’ preferences for spending on public goods—from social programs to health care to infrastructure—are based in part about who they believe contributes and benefits. https://thehill.com/opinion/technology/460595-liberals-haunted-by-social-media-tactics-they-use-against-the-right
(FROM THE ARTICLE: The reason why liberal editors are so distraught that independent conservative journalists are publishing evidence of the racist, anti-Semitic, and otherwise vile sentiments expressed by their supposedly “objective” employees comes down — as it usually does — to power. Many journalists are in the profession not to inform the public, but to gain the power to destroy people who question them — and they don’t like those tactics being turned against them. “[U]sing journalistic techniques to target journalists and news organizations … is fundamentally different from the well-established role of the news media in scrutinizing people in positions of power,” the Times wrote in its article — which was of course labeled “news,” not “opinion.”)

A communication may be considered defamatory “if it tends so to harm the reputation of another as to lower him in the estimation of the community or to deter third persons from associating with him,” according to the American Restatement of Torts (or “The Restatement”). Examples of defamatory statements are virtually limitless and may include any of the following: . . . A communication that exposes a plaintiff to ridicule A communication that reflects negatively on the plaintiff’s character, morality, or integrity . . . A communication that suggests that the plaintiff suffers from a physical or mental defect that would cause others to refrain from associating with the plaintiff)

There is no reason for any hostility to gays and for those that have changed genders, but endorsing and even encouraging it is objectionable to many who have different views and believe strongly in the traditional family with one mom and one dad. Maybe that’s one reason why marriage rates among working-class Americans are falling, why birth rates are falling, why life expectancy is falling. All the while, an epidemic of suicide and drug addiction ravages every sector, every age group, every geography of the working class.” This divergence of the economic prospects of the college-educated and non-college-educated is hardly a new development. What is new, though, is the growing interest among Republican lawmakers, Hawley included, in doing something about it legislatively. One implication of the senator’s remarks is that Congress ought to be more solicitous of the interests of the non-college-educated, and to that end the senator recently introduced legislation that, according to The Hill, would allow low-income students to use federal dollars currently earmarked for higher education to pursue vocational training. Leaving aside the merits of Hawley’s proposal, there is reason to believe that it is good politics, or rather good Republican politics. As the Pew Research Center finds in a new survey, there’s been a sharp increase in dissatisfaction with America’s colleges and universities among Republicans in recent years, and it makes perfect sense for right-of-center policy makers to want to do something about it. Consider the changing composition of America’s major-party coalitions. Shortly after the 2018 midterms, Adam Harris observed that the Trump presidency was accelerating the “diploma divide,” which refers to the starkly different voting patterns of college-educated white voters and those without a degree, a split that is unique to whites. In the midterms, Republicans did 16 points better among whites without a college degree, while securing the votes of only 45 percent of their college-educated counterparts. In contrast, when George H. W. Bush defeated Michael Dukakis in 1988, he did so in part by winning college-educated white voters by 20 points. Another factor in the diploma divide is the gender gap in college attendance and completion. In the 1980s, women began graduating from college in higher numbers than men, and since then, their advantage has only widened. Today, you have to go up to the 60-and-over demographic before you find men outnumbering women among college graduates. The diploma divide has also had implications for partisan geography. When Republicans lost the House in 2006, half of their vulnerable seats were in districts that had more college graduates than the national average; that number was 70 percent for the 2018 midterms.)

(FROM THE ARTICLE: Whether weed-infused drinks are going to catch on the way vape pens, edibles, and traditional flower have is still up for debate, but your favorite beer companies are still most likely looking over their shoulders. And that’s because they have a legitimate concern that the cannabis industry may lure consumers away from alcohol. At “Cannabis In The Booze Industry,” a conference during Bar Convent Brooklyn, a trade show for the beverage industry in June 2019, leaders from both the cannabis and alcohol industries gathered to talk about how one affects the other. All signs are clear that the rapidly growing cannabis sector is a significant threat to the alcoholic beverage industry, particularly for beer drinking consumers. Larger alcoholic beverage distributors, including Constellation Brands, Molson Coors, and Heineken, have already invested heavily in cannabis in an effort to ride the wave rather than be washed away in a potential tsunami of non-alcoholic canna-drinks. Or, as studies like research from the University of Georgia and Syracuse University in New York are finding, legalization of marijuana could mean interest in — and consumption of — alcohol experiences a corresponding decline. . . .3). Bars Are Ready to Get Onboard With the inclusion of cannabis-infused drinks, bars stand to attract consumers who would want to socialize or recreationally indulge while avoiding alcohol. These beverages could offer options to widen bars’ customer base to include people who don’t want to drink alcohol. Since there’s a chill-factor to the beverages, whether they’re THC- or cannabidiol (CBD)-infused, makes them stand out from current non-alcoholic options.)

https://patch.com/illinois/naperville/naperville-opts-out-recreational-marijuana-sales
(FROM THE ARTICLE: After weeks of debate, comments from residents, and anti-cannabis rallies, the Naperville City Council voted to opt out of recreational cannabis sales Tuesday. The City Council meeting brought close to 250 residents out to share their comments about the issue, which ended in a 6-3 vote in favor of opting out. . .The topic of recreational cannabis was discussed for more than three hours at Tuesday’s meeting, which was filled with dozens of residents sporting bright orange “Opt Out Naperville” t-shirts and pins. . .After the public comment portion of the meeting, City Council members had a chance to sound off on the issue. Council member Kevin Coyne said, “I think it’s a very clear and easy decision tonight.” He added that neighboring cities Wheaton and Bolingbrook will likely opt out and that he wanted to prevent Naperville from becoming the “marijuana capital of DuPage County.”)

(FROM THE ARTICLE: The decision to opt out of recreational pot sales came several hours after hundreds of people began packing the Naperville City Council chambers as residents and non-residents waited their turn to comment on the issue of whether to allow the retail sale of pot. The discussion on marijuana sales brought 238 people to sign up for public comment on the topic — a vast majority speaking in favor of opting out while wearing white and orange “opt out” shirts. Over the past couple weeks, the group was organized to rally and lobby city council members to keep recreational cannabis dispensaries out of Naperville. At the same time, residents in support of retail marijuana sales have circulated a survey on the issue. People who asked city council to opt out Tuesday night are concerned recreational pot dispensaries would lead to increased availability to children and would hurt the “family friendly” brand of Naperville.)
