DUPAGE POLICY JOURNAL
— Stava-Murray says Naperville has ‘white supremacist policies’ – W.J. Kennedy (DIERSEN: Who has charged you with benefitting from ‘white supremacist policies?’ My critics/opponents, their operatives, and their dupes have always hinted/implied/argued/shouted that were it not for ‘white supremacist policies,’ I would never had been able to earn a) a job-related bachelor’s degree when I was 21 in 1970 and job-related master’s degrees when I was 27, 31, and 48, b) job-related professional certifications when I was 30, 32, 41, 45, 47, and 48, and c) a job-related professional license when I was 32.)
https://dupagepolicyjournal.com/stories/511723792-stava-murray-says-naperville-has-white-supremacist-policies
(FROM THE ARTICLE: Just days into her new job as a state representative, Anne Stava-Murray (D-Naperville) has managed to cause a stir among her constituents by characterizing her hometown of Naperville as having “white supremacist policies.” Her remarks about Naperville came in a Facebook response to a post by Felicia Palumbo, who in early January wrote that “Naperville is the biggest bullies … horrible.” “I know and I am so sorry,” Stava-Murray replied on her “Anne Stava-Murray for U.S. Senate” Facebook page. “I actually wanted to move to Oak Park but stayed to work on my community. Our history of white supremacist policies is ongoing.” Stava-Murray did not respond to multiple requests from the DuPage Policy Journal seeking substantiation for her comments—any evidence that Naperville ever, or currently has, white supremacist policies. A white supremacist Naperville was news to Mayor Steve Chirico. “I would never characterize Naperville in this way,” Chirico told the Policy Journal, “but I realize that people have many different perceptions and views.” Twenty-three-year Naperville resident Richard Strawbridge said he couldn’t imagine where Stava-Murray’s comments were coming from. “I’m unaware of any so-called white supremacist policies,” Strawbridge, an attorney, said, “and I’m very active in the local community. “In fact,” he continued, “my impression is that the Naperville community as a whole tries to be very fair and inclusive. Are there individual idiots out there who buck this trend? I’m guessing there are. But to paint the entire community with this broad and defamatory characterization is unworthy of a public official in the absence of some actual evidence. These kinds of comments from any part of the political spectrum only serve to divide people and to impeded constructive dialogue.” Stava-Murray is expected to appear, with other members of the General Assembly, at a legislative forum hosted by the Naperville Area Homeowners Confederation on Saturday at the Naperville Municipal Center. “Every January, we invite our local state senators and representatives to share their views on what we can expect from Springfield in the upcoming year,” an announcement of the event on the Homeowners website said. “With representatives from both sides of the political aisle, and several new faces, this should be a great opportunity to get to better know those who hold our statewide future in their hands.” The 32-year-old freshman lawmaker also announced before even being sworn in as a House member representing the 81st District that she would challenge U.S. Sen. Dick Durbin for his seat in 2020. She supports the full range of progressive causes, according to her Senate campaign website. That includes Medicare-For-All, “actually affordable healthcare reform that doesn’t give away money to for-profit millionaires” and Wear Red for Ed, Families, “proper education funding that doesn’t result in mass striking for teachers to receive basic resources.” She also endorses “providing support for the LGBTQIA community as they have among the highest rates of being murdered by a member of the public.” In November, Stava-Murray defeated incumbent David Olsen (R-Downers Grove) in a close race. The 81st District includes parts of Bolingbrook, Darien, Downers Grove, Naperville and Woodridge.)

He said he was here 16 years in the House and never stepped foot on the Senate side,” Underwood said. “We’ve been here for two weeks, and I’ve been over twice, searching all around for Sen. McConnell to say: ‘Sir, do your job.’” The campaign hasn’t been flawless. At one point during their journey to McConnell’s office, they realized they had run out of copies of their letter and asked for one back. McConnell’s office was nice enough to print them extra copies. The day before, the group of lawmakers hit a snag when some of their staffers forgot their ID badges and couldn’t get into the Senate after the news conference. (FROM THE ARTICLE: Supporters of the bill say federal regulators are stretched too thin, but opponents say the new licensing is expensive, and could force small dealers out of business. The Illinois Rifle Association released a statement Thursday saying, “The state licenses for gun dealers measure was passed in the previous General Assembly but was never sent to Governor Rauner because 2nd Amendment rights opponents knew he would veto it. Political gamesmanship like this is just a typical day in Illinois politics. The Illinois State Rifle Association is deeply disappointed in the action taken today, but is certainly not surprised. The federal government already licenses gun dealers. There is no need to add yet another layer of bureaucracy on gun dealers. The only thing this measure is going to do is make it cost more money for gun dealers to do business in Illinois, which is going to hurt the smaller dealers. The action taken today is another assault on our 2nd Amendment rights. Nothing in this bill is going to enhance public safety in Illinois. The only thing that is being accomplished here is the creation of a bureaucratic nightmare for gun dealers. Rest assured, we will be challenging this new law in court.”)

FOX NEWS CHICAGO
— Pritzker signs bill allowing Illinois to license gun dealers – AP
http://www.fox32chicago.com/news/crime/new-gov-pritzker-signs-oft-rejected-gun-dealer-licensing
(FROM THE ARTICLE: The law affects about 2,400 firearms dealers and its provisions take effect in six months. Each must show it is licensed with the federal Bureau of Alcohol, Tobacco, Firearms and Explosives and purchase a five-year state permit — $1,500 for retail shops and $300 for independent dealers. Each must install videotaping in retail sections of the store, maintain an electronic inventory and require annual employee training in spotting so-called straw purchases. The Illinois State Rifle Association promised a lawsuit challenging the plan. “The federal government already licenses gun dealers. There is no need to add yet another layer of bureaucracy on gun dealers,” executive director Richard Pearson said in a statement. “The only thing this measure is going to do is make it cost more money for gun dealers to do business in Illinois, which is going to hurt the smaller dealers. “The action taken today is another assault on our 2nd Amendment rights.” Pritzker, who already this week reversed course on GOP Gov. Bruce Rauner’s policies toward labor with pro-union action, said gun-rights organizations are “just wrong” in their criticism of the licensing bill. He added, “I’m going to continue to make sure that we’re standing up to the voices like the Illinois State Rifle Association and the National Rifle Association to protect our families and our children.”)

https://www.investors.com/politics/editorials/federal-workers-government-shutdown/

(FROM THE EDITORIAL: The worst thing about the government shutdown isn’t the — minimal — harm it’s causing. It’s all the misplaced hand-wringing about federal workers, most of whom are overpaid and underworked, and all whom will get their back pay once government reopens. As the shutdown goes on, news accounts of the alleged suffering of federal workers mount. They’re lining up at food banks! They’re forced to take odd jobs, or rent rooms out on Airbnb! They need help! This week, Kraft Foods announced that it was opening a “pop-up” store in Washington, D.C. to provide free food to federal workers so that none of them “have to worry about putting dinner on the table because they aren’t receiving a paycheck.” Whole Foods hosted a free spaghetti dinner at select stores. Other companies are chipping in. Keep in mind that the 800,000 federal workers affected by the shutdown have so far missed a grand total of one paycheck, which would have arrived five days ago. There’s no doubt that this is challenging for many workers, particularly those who don’t budget their money well. But Congress has already guaranteed they will be made whole once the shutdown ends. This is an inconvenience, not a hardship. In the meantime, let’s remember who we are talking about here. While there are certainly plenty of hardworking, dedicated federal workers, they are, for the most part, incredibly pampered. They get better pay and more generous benefits than private sector workers doing the same things. They work fewer hours. And they have far greater job security. Better Pay and Benefits An analysis of federal pay by the Congressional Budget Office found that when you combine pay and benefits, federal workers make as much as 52% more than their private sector counterparts, depending on their education level. It also found that this gap has widened in recent years, because even when the economy was in a recession, federal workers kept getting annual pay hikes. A more recent analysis by the Cato Institute found that federal employees make 76% more than private sector workers. Using data from the Bureau of Economic Analysis, the Cato report found that the average federal employee pulls down $123,160 a year in pay and benefits, compared with $69,901 in the private sector. It also found that this gap had increased since the 1990s, when it was 39%. They also get generous amounts of paid time off, including nearly two weeks of paid sick leave, 10 federal holidays and at least two weeks paid vacation. Less Productive Not only do federal workers make more, they work less than those in the private sector. A Heritage Foundation analysis found that federal employees put in an average 38.7 hours a week, compared with 41.4 in the private sector. Other reports show that government workers are 38% more likely to take time off work for illness or personal reasons, and miss 50% more hours than private sector workers. Here’s one case in point. After the Obama administration eliminated the International Labor Comparisons office, which employed 16 economists, the private sector Conference Board took on the work. But instead of 16 workers, the Conference Board needed only three to do the work. Project Veritas recently produced a series of undercover videos, in which federal workers bragged about how little they work, or how much time they spend at work on outside projects. Is it any surprise that the quit rate among federal workers is one-quarter the quit rate in the private sector? Unmatched Job Security What’s more, it is almost impossible to fire a federal worker. Data from the Bureau of Labor Statistics shows that the rate of layoffs and discharges among federal workers is one sixth the rate of the private sector. A Government Accountability audit found that it can take between five months to more than a year to fire a poor performing worker. Another GAO audit found that managers routinely hand out top performance ratings to federal workers. In fact, 99.5% got a “fully successful” rating or above. More than a third earned the highest rating of “outstanding.” At the other end of the spectrum, just 0.4% of federal workers got “minimally successful” and 0.1% “unacceptable” ratings. Worse still, federal workers who do cause serious problems at work often get put on paid administrative leave as punishment. Yet another GAO audit found that the government spent more than $3 billion in just two years for what amounted to paid vacations. Hundreds of federal workers had received a year or more of paid administrative leave. One Quarter Are ‘Non-Essential’ As we noted in this space earlier, government agencies affected by the shutdown furloughed about 400,000 workers. (The other 400,000 “essential workers” are at their jobs, but not currently getting paychecks.) Excluding the military (which is unaffected by the shutdown) and the Postal Service (which is self-financed), that means 25% of the total federal work force of just over 3 million is “nonessential.” At several agencies, the vast majority of workers are “nonessential.” Here’s a sampling compiled by Government Executive of the share of workers furloughed during the shutdown. NASA: 95.4% Housing and Urban Development: 95.4% Securities and Exchange Commission: 93.5% Commerce Department: 86% Federal Trade Commission 76.7% Department of the Interior: 76% Department of Agriculture: 66.5%. Collectively, just this sampling of government agencies spent more than $244 billion of taxpayer money last year. If nothing else, the shutdown has highlighted how bloated the federal workforce has become. Many Threatened To Quit Anyway Lastly, more than a quarter of the federal workforce threatened to quit if President Donald Trump got elected. A survey of federal employees by the Government Business Council and GovExec.com found that 14% said they would “definitely” consider quitting their jobs and another 13% said they might consider it. Just 65% said they’d stay on at their jobs no matter who wins. The shutdown provides these workers a perfect opportunity to live up to their promise. And the booming labor market means that there are plenty of jobs in the private sector. (Of course, that would mean giving up their cushy federal jobs.) The government will eventually reopen. All of these workers will be back on the job. And they’ll all get paid for the days they stayed home. So please, spare us the crocodile tears.)

They painted what GAO Analysts do as being a unique “trade or occupation.” They would not have done that if I had been a Democrat, minority, female, or veteran. They viciously demonized, denigrated, and condemned the fact a) that I had worked for IRS for almost 9 years, the last 5 1/2 years of which at the GS-12 Step 1-5 levels, currently $81,071-$91,880/year, b) that much of what IRS Revenue Officers do is similar to what GAO Analysts do, c) that I had passed the CPA examination on my first attempt in 1979, d) that I had earned an MBA from Loyola in 1976, and e) that I had almost completed the requirements for a master’s degree in accounting from DePaul. Sean Casten said, and there’s no immediate end in sight. Addressing a standing-room-only crowd Sunday at the Wheaton VFW Post 2164, Casten said ending the standoff has been top priority for the 116th Congress since taking office more than a week ago. He focused on legislative procedure and services affected by the shutdown, rather than President Donald Trump’s demand for a wall along the southwestern border.)

SOUTH COOK NEWS
— With nothing left to lose, Ford Heights property taxpayers revolt
https://southcooknews.com/stories/511720665-with-nothing-left-to-lose-ford-heights-property-taxpayers-revolt
(FROM THE ARTICLE: In Chicagoland’s poorest suburb, just three miles from the Indiana border, property owners have discovered the most effective strategy yet for avoiding Illinois’ highest-in-the-nation property taxes. Stop paying. Facing astronomical bills on real estate that’s now worthless at best, Ford Heights home and business owners have literally nothing to lose by ignoring them. Nearly 1,000 Ford Heights property tax bills totaling $2.3 million weren’t paid last year, according to an analysis of Cook County Treasurer records by South Cook News. That’s in a village of just 2,763 people, 987 households and 729 residential properties. More perspective: the village’s total 2017 budget was $1.8 million. The 996 Ford Heights properties with delinquent taxes will be up for public auction in May; willing buyers can take them off the owners’ hands by making good with Cook County on what’s in arrears. That none will both explains the strategy’s genius, and the tragedy it reveals. In Ford Heights, real estate equity has ceased to exist. The concept of “homeownership” has been explicitly, violently eviscerated in this community. And it’s hardly the only one. Effective Tax Rate: 48% The 20 most expensive properties in Ford Heights in 2017 amounted to $6.6 million in alleged, collective property value and $1.07 million in property taxes due, according to Cook County. An analysis by South Cook News found that 13 of those 20 bills have not been paid, totaling $737,630 of the $1.07 million. The non-payers have their reasons.)

(FROM THE ARTICLE: The House minority leader then took a shot at Democratic leaders, including House Speaker Nancy Pelosi, who refused to condemn Michigan freshman Democratic Rep. Rashida Tlaib for making what Republicans charged was an anti-Semitic slur. Tlaib, who accused some Republicans of having a “dual loyalty” to Israel, had called Trump a “motherf–er” just days earlier — also without drawing condemnation from Pelosi. GOP leaders have also criticized Democrats for continuing to back former Minnesota Democratic Rep. and Democratic National Committee (DNC) deputy chair Keith Ellison, who became the state’s Attorney General earlier this year despite being accused of domestic violence. Ellison said his ex-girlfriend fabricated the accusations, even as Democrats argued that now-Associate Justice Brett Kavanaugh’s accusers should be believed.)

DUPAGE POLICY JOURNAL
— Ives says state GOP should go back to basics – Glenn Minnis
https://dupagepolicyjournal.com/stories/511717576-ives-says-state-gop-should-go-back-to-basics
(FROM THE ARTICLE: State Rep. Jeanne Ives (R-Wheaton) thinks it is time Republican lawmakers have a meeting of the minds to have any chance of saving themselves from themselves. “Republican Party leadership should meet and openly discuss [outgoing Gov. Bruce] Rauner’s wholesale betrayal and ineptitude,” Ives, who narrowly lost to Rauner in the Republican primary, told the DuPage Policy Journal. “The result should be throwing out the current head of the Illinois GOP [IGLOP}, Tim Schneider.” With Illinois in dire straits and many voters desperate for change, Ives said, Republican leaders should consider it a personal insult that the party did as poorly as it did in November’s general election, when Democrats easily captured both chambers of the legislature in Springfield as well as the governorship. “The ILGOP’s massive inability to win campaigns in the worst-run state in the nation is embarrassing,” she said. “Every aspect of our campaigns should be reassessed.” According to the Illinois Review, Ives joined Sean Morrison, Cook County GOP chairman and Cook County commissioner, in calling for immediate action. The two have been publicly backed by John McGlasson, an Illinois GOP State Central Committee member. Ives said many of the party’s issues could be solved by Republicans simply electing to be real Republicans again. “We have a party platform,” she said. “If leaders and candidates would agree to uphold the well-thought-out tenets of the Republican Party platform, there would be no division.” Finally, Ives said, it is time that Republican lawmakers make sure voters are well aware of why the state is as bad off as it is right now. “Our minority status in the legislature gives us an opportunity to place the blame squarely where it belongs, on the Democrats who have run this state into a fiscal mess,” she said.)

— Rauner talks about the current state of the GOP and its future
https://capitolfax.com/2019/01/08/rauner-talks-about-the-current-state-of-the-gop-and-its-future/
(FROM THE ARTICLE: Speaking of politics, Rauner refused to comment on who should run for governor next, but said he hoped “reform-minded leaders” would step forward, saying he would “encourage them” and perhaps help them. He appeared to wave off a direct return to politics for himself, but said it’s “yet to be determined” what he would do. “We live in such volatile times. I can’t predict yet what makes sense.” When asked about former Gov. Jim Edgar’s admonition that the party choose a moderate and Rep. Jeanne Ives’ warning that the party needs to choose someone who will adhere to the party’s conservative platform, Rauner said the two “are both right [and] they’re both partly wrong, and unfortunately I think they’re both part of the problem”… Republicans won’t win unless we’re moderate in many ways on many things. And I certainly consider myself a moderate on many things. If you look at my record, and the things I’ve advocated and the bills I’ve signed, most people would say I’m a moderate. That said, if you’re gonna be a moderate to win elections, but you’re not going to be a reformer and fix the problems, what’s the point of winning? And, in Illinois, Republicans have won, in the 80s and 90s, but then they did the same bad stuff that the Democrats did. Kick the can on pension payments, don’t reform the system, raise taxes with no reforms, over-regulate businesses. If you’re gonna moderate to win and then do the same thing that the guy or gal that you were running against would do, what’s the point? And I think Rep. Ives is correct that you got to have some principles, and you’ve got to be fiscally responsible/conservative… balance budgets. To me, I hope the Republican Party rallies around a unifying message of being pro-taxpayer and pro-job-creator. I think that can be a unifying message and that should define the party. The other things, we’re going to have some vehement disagreements on. Obviously, some of my fellow party members disagree with me on some of my more moderate views. OK, but that doesn’t mean that we can’t all be Republicans and push for responsible things for taxpayers and for job-creators. And he had a few words about the president… “I support most of the President’s policy goals … and I’m appalled by his personal behavior. Just appalled.” Specifically, Rauner says he agrees on ending “illegal” immigration, with a focus on the “illegal”)

I was a federal retiree and Social Security recipient during shutdowns in 2013 and this year. I was an IRS employee during shutdowns in 1976, 1977, 1978, and 1979. I was a GAO employee during shutdowns in 1981, 1982, 1983, 1984, 1986, 1987, 1990, 1995, and 1996. My critics/opponents, their operatives, and their dupes would stress that neither my wife nor I have never had any dependents to support and that my wife had income during all the shutdowns since we got married in 1978.)
