(FROM THE ARTICLE: In 2016, Rauner issued a press release saying his administration had ended a “patronage hiring scandal” at the Illinois Department of Transportation. At issue were hundreds of people who’d gotten so-called staff assistant jobs under former governors Rod Blagojevich and Pat Quinn. These were political hires into jobs that should have been protected from that sort of thing. Attorney Don Craven says the eight workers suing Rauner eventually made their way into non-political jobs, but that didn’t save them. He says their firing was political. “This allegation is that these people were fired by IDOT because they’re Democrats and they refused to become affiliated with the Rauner administration,” Craven says. “That’s precisely what the first amendment says you can’t do — you can’t fire people because of their political affiliation.” The lawsuit is seeking to get the employees reinstated — with seniority, back pay and benefits. Asked for comment, the Rauner administration did not directly address the allegations in the lawsuit. Spokeswoman Patty Schuh says the administration has been “working hand-in-hand with the [Office of the Executive Inspector General’s] hiring monitoring unit and the court-appointed special master to clean up the corrupt political system created by previous governors.”)

(FROM THE ARTICLE: Its a nearly-new fuel pump from a 2003 Harley Davidson with just 11,000 miles on it. How could that much corrosion happen on a motorcycle before it’s third oil change? According to my mechanic it’s ethanol in our gasoline. To understand how this happens you need to know how ethanol affects your fuel system. Ethanol itself is not particularly corrosive. When the oil companies first started blending ethanol in gas, it corroded some rubber and plastic gaskets on some cars and equipment. Manufacturers figured it out and substituted new materials. The unlucky consumers whose equipment was ruined or whose fuel systems had to be replaced just took it on the chin as per usual with most government programs. But that wasn’t the end of it. Ethanol attracts water. When the two get together, they create the perfect environment to grow a type of bacteria called acetobacter. After getting drunk on their EPA-sponsored kegger in your gas tank, the acetobacter excrete acetic acid. And acetic acid is very corrosive. If you’re refilling your gas tank every week or two, acetobacter don’t have time to grow a sufficient size colony to damage metal parts in your fuel system. But if your fuel sits for longer periods of time these microorganisms continue to multiply until your gas tank contains damaging levels of acetic acid.)

The council is right. Though one can argue that the glass is half full rather than half empty, fact is that in a time when overall downtown jobs grew 10 percent, the number held by blacks was up 2 percent. That’s certainly better than the 7.5 percent drop in Chicago’s black population in the same period, but not good enough. One obvious solution to that is better education. If young adults who now are trapped in declining neighborhoods get the right schooling and can tap into the right networks, they ought to be able to get more of these jobs. This is what was discouraging about another report that landed in my inbox a few days ago, concluding that Chicago public schools that are heavily black and Latino aren’t offering the same rich selection of college-prep courses as schools with more white students.)
