http://www.chicagotribune.com/news/local/breaking/ct-citing-beating-of-officer-chicago-s-top-cop-says-police-are-second-guessing-themselves-20161006-story.html
(FROM THE ARTICLE: Chicago’s top cop said Thursday one of his officers was seriously beaten at an accident scene because the national focus on police shootings has caused officers to second-guess themselves. Superintendent Eddie Johnson said the patrol officer told him she did not use her gun to defend herself for fear of a backlash.  “She didn’t want her family or the department to go through the scrutiny the next day on national news,” he said. The injured officer, a 17-year Chicago police veteran, got into a struggle with a man who allegedly was high on PCP after she stopped at a crash scene in the Austin community on the West Side on Wednesday morning. The suspect smashed the officer’s face into the pavement repeatedly until she was unconscious, police said.)

http://www.chicagotribune.com/suburbs/naperville-sun/ct-nvs-204-candidate-forum-st-1007-20161006-story.html
(FROM THE ARTICLE: Connecting with an audience of high school students who for the most part aren’t old enough to vote isn’t always easy for political candidates. But Tonia Khouri, Republican candidate for the 11th Congressional District on the November ballot, had a definite ace in the hole at Tuesday’s candidate fair and forum at Waubonsie Valley High School in Aurora. The event was hosted by the YMCA Youth and Government delegations from Indian Prairie District 204’s three high schools in conjunction with the civics education group Mikva Challenge and the League of Women Voters of Naperville. Khouri was one of eight candidates and one candidate representative appealing for voter and volunteer support. One of her talking points was that while many students aren’t voting constituents, they still can participate in the political process by joining a campaign as a volunteer, making phone calls or handing out literature.)

— Will Illegal Foreign Voters Steal the Election? – Michelle Malkin  (DIERSEN: How many of the many millions who are in America illegally will use their false identifications to vote for Clinton and for the other Democrats?  Ever-increasingly, Democrats side with illegals and against Americans.)
http://www.gopusa.com/?p=15631
(FROM THE ARTICLE: “It could all come down to Colorado.”  That’s the latest conventional wisdom from presidential poll watchers. But it may not be legal American citizens in my adopted home state who choose the next commander in chief. Instead, it could very well be foreign noncitizens voting illegally in the Rocky Mountains — and in other crucial swing states — who seal our country’s fate. Former Colorado Secretary of State Scott Gessler identified nearly 5,000 noncitizens in Colorado who voted in the 2010 general election. Gessler’s office uncovered upwards of 12,000 noncitizens registered to vote. Liberal groups who oppose stronger election system protections attacked him for trying to verify citizenship status — because God forbid public officials sworn to uphold the rule of law actually do anything to enhance the integrity of our election system! Compounding the problem: The militant immigration expansionist group Mi Familia Vota, connected with the Service Employees International Union, has ramped up its efforts in swing states to facilitate naturalization and registration of Latino voters who will promote the open-borders agenda at the polls. Another rare defender of American sovereignty, Kansas Secretary of State Kris Kobach, fought in court for his state’s right to require citizenship documents from people who register to vote at motor vehicle offices. Last month, a federal appeals court struck down the Kansas law despite the U.S. Constitution’s conferral of responsibility for determining who may vote to states. In a scene straight out of “Alice in Wonderland,” Kobach faced a contempt hearing for battling against those who hold contempt for truly free and fair elections. He was forced to sign an agreement with the ACLU allowing more than 18,000 motor-voter registrants to cast ballots this November while litigation continues. Last year, undercover investigative journalist James O’Keefe and his Project Veritas team blew the whistle on North Carolina political operatives who encouraged people to vote even if they were noncitizens. Like Kobach, O’Keefe endures attacks on his efforts to ensure clean elections by grievance-mongers screaming about phony voter “disenfranchisement.” Never mind that a nonpartisan study in 2014 from Old Dominion University concluded “that 6.4 percent of noncitizens voted in 2008 and 2.2 percent of noncitizens voted in 2010.” Put on your shocked faces: These illegal noncitizen voters overwhelmingly supported Democrats. And their votes were enough to tilt the presidential election results in North Carolina to President Obama, along with handing over “Democratic victories in congressional races including a critical 2008 Senate race (Al Franken’s victory in Minnesota) that delivered for Democrats a 60-vote filibuster-proof majority in the Senate.” The ACLU and other left-wing groups sabotaging voter integrity laws see no voter fraud, hear no voter fraud and speak no voter fraud. Thanks to their efforts, voter ID laws have been tossed in Texas, Wisconsin and North Carolina. Committed to flooding the voting rolls with every last potential Democrat constituent, their operational motto is: No unqualified voter left behind. But J. Christian Adams, a former Justice Department election lawyer in the Voting Rights Section, has exposed the systemic assault on the election process at every level by activist groups funded by liberal billionaire George Soros, including: –Blocking citizenship verification. –Automatic voter registration of welfare recipients without local verification checks. –Massive foreign language ballot expansion. –Obstruction of efforts to include state qualification instructions on voter registration forms. This past week, the Public Interest Law Foundation uncovered thousands of foreign aliens registered to vote in swing states Virginia and Pennsylvania thanks to the federal Motor Voter law. It’s the tip of the iceberg because the studies include just a small sample of counties. Oh, Virginia voters, you’ll be thrilled to know that your top election officials are now trying to cover up the true extent of the scandal. PILF noted that the commissioner of the Virginia Department of Elections issued a written guidance to local election officials instructing them “not to respond to our requests for records pertaining to non-citizen voters.” In Pennsylvania, election officials are so apathetic and incompetent that even when aliens begged to get off the voter rolls because they had never registered to vote in the first place, they were ignored. Catherine Engelbrecht of election integrity activist group True the Vote is right: “Just voting isn’t enough.” Keeping this republic depends on the vigilance of citizens committed to an almost impossible task these days: Making American elections American again.)

— Naperville Republicans hosting spring primary to make election ‘open’ – Marie Wilson  (DIERSEN: If you are NOT going to defend and advance the Republican Party platform and the Illinois Republican Party platform, you should NOT seek or hold any kind of government or political office as a Republican.)
http://www.dailyherald.com/article/20161004/news/161009522/
(FROM THE ARTICLE: Republican voters in Naperville Township should mark their calendars for Feb. 28, 2017, when they can head to the polls for a primary election. The Naperville Township Republican Organization decided to hold a primary next year instead of a caucus to choose candidates for positions before the April 4 election. Seats included in the primary are for supervisor, clerk, assessor, highway commissioner and four township trustees. Carl Schultz, Naperville Township Republican chairman, said the group chose to buck its recent trend of slating candidates through a caucus because a primary will allow all interested voters to get involved. “I think it’s a very positive move,” Naperville Township Supervisor Rachel Ossyra said. “It shows the organization’s commitment to transparency, accountability and ensuring all the voters have access.” With a caucus, state-mandated to take place during a gathering on a certain night, Schultz said “there’s a lot of people that are excluded — not maliciously, but by fact.” Military members or college students or anyone who happens to be out of town on caucus night wouldn’t be able to participate, Schultz said. Neither would anyone in the hospital or unable to access the caucus site. The decision comes at a time when Naperville Township is the subject of political discussions about government consolidation — either by managing road district operations through agreements with other entities or by potentially eliminating townships themselves. “Given some of the local issues regarding townships, we thought we should broaden (the candidate selection process) and make it as open to the entire community as possible,” Schultz said. “It gives voters the best opportunity to weigh in on what’s going on.” What’s going on, Schultz and Ossyra say, is really a discussion about “modernizing government.” The discussion could mean more people will want to be involved as candidates. If there is broader interest, Naperville Township Highway Commissioner Stan Wojtasiak said hosting a primary is a good move. It allows anyone to gather signatures, get their name on the ballot and run — without having to be a party insider. “It opens up the field to anybody who has any interest,” Wojtasiak said. The Republican organization is encouraging anyone who wants to run for a township position to review the 2017 candidate’s guide from the Illinois State Board of Elections. Prospective candidates must file nominating petitions between Nov. 21 and 28.)

1011 NOW
— Lawmakers concerned as millennials show little interest in public service – Peter Zampa (DIERSEN: Many millions have not and will not seek a job with the federal government a) because the pay and benefits are terrible, b) because the advancement opportunities are terrible, c) because they lack required education, work experience, professional certifications, and/or professional licenses, d) because they cannot pass an employment examination, e) because they cannot pass a background investigation, f) because they cannot pass a physical examination, g) because they cannot take the demonization, denigration, and condemnation that comes with being a federal employee or federal retiree, and/or h) because they are Republican, White, male, older, and/or non-veteran and they know that the federal government discriminates against its employees who are Republican, White, male, older, and/or non-veteran.)
http://www.1011now.com/content/news/Lawmakers-concerned-as-millennials-continue-to-show-little-interest-in-public-service-395866121.html
(FROM THE ARTICLE: Are millennials uninterested in public service? That’s a question lawmakers are pondering in Washington. Statistics show younger generations are scared off by federal government jobs. “Bring back this sense of civic idealism that you can make a difference,” said Steven Olikara, Founding President of the Millennial Action Project. Millennials are shying away from public service. The goal of the Millennial Action Project is to bring American politics into a more inclusive and bipartisan age, by using the talents of younger generations. “There’s this larger narrative that we have to combat which is that you can’t make a difference in public service,” said Olikara. “The levels of distrust continue to be high levels. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change, and I think the biggest thing I hear all the time is, we need to be rewarding talent and rewarding results,” said Olikara.)

CHICAGO TRIBUNE
— Illinois Senate endorsement: Seth Lewis
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENORSEMENT: 23rd District: The remap of legislative districts in Democrats’ favor helped nudge Sen. Tom Cullerton, former Villa Park mayor and a cousin of Senate President John Cullerton, into this seat in 2012. Cullerton has done some things we like. He was lead sponsor of a bill blocked by Republicans to get rid of the unnecessary lieutenant governor’s office. But he doesn’t wander far off his party’s script and should have voted against a budget this spring that was $7 billion out of balance. He voted “present.” Our nod goes to Republican Seth Lewis, an insurance agent from Bartlett, who as a Bartlett Fire Protection District trustee hasn’t been afraid to vote against more spending. He also isn’t afraid to speak against generous pension packages that taxpayers subsidize — including that of his wife, who is a school superintendent. Ouch. We wouldn’t want to be at the dinner table for that discussion.)
— Illinois Senate endorsement: Dan McConchie
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 26th District: This northwest suburban seat opened in April when incumbent Dan Duffy resigned early. Local GOP leaders rallied to Dan McConchie of Hawthorn Woods, who won the March Republican primary. McConchie didn’t get our endorsement in that race, but he’s getting it this time. He has shown a willingness to work across the aisle and dig into policy, including school funding reform and anti-sex trafficking efforts. His opponent, Democrat Kelly Mazeski of Barrington, is an impressive candidate who has been involved in her local government. She characterizes McConchie as “a one-issue” lobbyist who is too socially conservative for the district. We’re not convinced. McConchie left his job with an anti-abortion organization and has shown he is not a one-issue legislator. Let’s give him a chance. McConchie is endorsed.)
— Illinois Senate endorsement: Mel Thillens
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 28th District: We like Sen. Laura Murphy, D-Des Plaines, because she is direct and outspoken. As a former member of the Des Plaines City Council, she advocated canceling a contract with a group opposing O’Hare airport expansion because taxpayers weren’t getting enough for their money. But so far in Springfield, she has stuck to the Democratic playbook, including voting for piecemeal budget bills that expanded government programs but had no real funding attached to them. She also supported a bill at the behest of the state’s largest employee union that was anti-taxpayer. This is a race where taxpayers could say “Enough!” with the budget games. We’re endorsing Republican Mel Thillens of Park Ridge, whose view of government’s role is less, less and less.)
— Illinois Senate endorsement: Michael Amrozowicz
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 31st District: Let’s get one thing out the way: Republican candidate Michael Amrozowicz’s name is pronounced “Am-RO-zo-wits.” The Gurnee resident and former Lake County Republican Party chairman is running against incumbent Sen. Melinda Bush, D-Grayslake, who was elected in 2012 and buoyed by a new, favorable district map. Bush voted against most versions of pension reform and supported a union-backed bill that most editorial boards from Rockford to Carbondale criticized as irresponsible and anti-taxpayer. The state is broke. Taxpayers are tired of shouldering all the promises. Amrozowicz would bring more fiscal sanity to the Senate. He is endorsed.)
— Illinois Senate endorsement: Pamela Althoff
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 32nd District: Sen. Pamela Althoff, R-McHenry, is running for a two-year term and says if re-elected, it will be her last: “I believe in term limits.” Appointed to the seat in 2003, she has represented the northwest suburbs ever since. She has been successful at passing legislation because she lobbies her colleagues on both sides of the aisle and in both chambers. She knows Democrat staff just as well as Republican staff. Not many legislators can say that. We disagreed with her handling of a government consolidation bill this spring — she watered it down — but she still got the bill passed and signed into law. Althoff is endorsed over Democrat Melissa Coyne, a small business owner and community activist from Fox Lake.)
— Illinois Senate endorsement: Sue Rezin
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 38th District: A rematch is underway between Sen. Sue Rezin, R-Morris, and Christine Benson, D-Ottawa. Benson lost to Rezin 46 percent to 54 percent when they faced off in 2012. Benson retired that year as superintendent of Streator Elementary School District 44, which has been struggling with a budget deficit due in part to the state’s inability to make full school payments. But Streator-area voters signaled they are taxed out. They rejected a school referendum to raise property taxes. Rezin would be a stronger advocate for those tax-weary residents. She is a consistent advocate for government consolidation and financial stability. We doubt Benson, who retired with a generous pension and is backed by organized labor, would be as prudent. With Democrats holding their 39-20 advantage over Republicans in the Senate, taxpayers can’t afford to lose another seat. Rezin is endorsed.)
— Illinois Senate endorsement: Michelle Smith
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 49th District: In this southwest suburban district, Sen. Jennifer Bertino-Tarrant, D-Shorewood, is facing Michelle Smith, R-Plainfield, who is the board president in Plainfield School District 202. On the school board, Smith has tried to keep the property tax levy steady while dealing with unpredictability from the state. “Attempting to build a budget every year is like throwing darts blindfolded,” Smith says. Incumbent Bertino-Tarrant should understand the pressure the state’s financial chaos creates in her district — yet she couldn’t bring herself to vote against House Speaker Michael Madigan’s budget, which was $7 billion out of balance. She voted “present.” Votes like that are the reason the state’s finances are a disaster. Smith is strongly endorsed.)
— Illinois Senate endorsement: Paul Schimpf
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 58th District: We know both Republican Paul Schimpf of Waterloo and Democrat Sheila Simon of Carbondale to be dedicated public servants. Schimpf served in the U.S. Marine Corps and was an adviser to Iraqi prosecutors during the trial of Saddam Hussein. Simon was lieutenant governor under Pat Quinn. But here’s a case where voters in Southern Illinois can demand change. The economy in this part of the state is desperate for revitalization. Democratic policies have not worked. Schimpf supports workers’ comp changes to make Illinois more business-friendly. He also supports tort reform and term limits. Schimpf is endorsed.)
— Illinois Senate endorsement: Dale Fowler
http://www.chicagotribune.com/news/opinion/editorials/ct-illinois-senate-endorsements-madigan-rauner-cullerton-edit-20161003-story.html
(FROM THE ENDORSEMENT: 59th District: It’s strange that Sen. Gary Forby, D-Benton, claims to be a fiscal steward, often proclaiming that the state should retire its massive pile of unpaid bills. Then he voted in May for House Speaker Michael Madigan’s spending plan, which everyone knew was $7 billion short. He didn’t have to vote for it. Most Democratic senators did not. Remember that, voters of this district, when you show up to cast a ballot on Nov. 8. A better choice is Dale Fowler, mayor of Harrisburg, who knows what “reckless spending” actually means. Fowler is endorsed.)
— FROM THE ARTICLE: 22nd District: Tracy Smodilla of Bartlett, didn’t run in the primary but managed to ward off a Democratic challenge as a last-minute slated Republican. She’s smart, outspoken and fiscally conservative. She is not afraid to stand up to, well, anyone. She successfully fought an unnecessary tax increment financing district in her hometown. We hope to see her name on future ballots.

http://www.chicagotribune.com/suburbs/naperville-sun/ct-nvs-dupage-county-early-voting-st-1002-20160930-story.html
(FROM THE ARTICLE: Early voting  Early voting started Thursday in the DuPage County, and has already drawn hundreds of residents eager to cast ballots in a presidential election expected to draw 80 percent of the county’s registered voters. “Early voting has started! We can vote for Hillary today! Then we’ll get a glass of wine,” said Maureen Quirk, of Wheaton, who joined co-worker Debbie Szydlo, of Carol Stream, at the Wheaton-based election commission office Friday afternoon to make official their votes for the Democratic presidential candidate. “She needs suburban white women. Well, here we are,” Quirk said. About 160 voters Thursday and nearly 200 Friday filled out ballots to vote for president, U.S. Senate, DuPage County offices and other races at the 421 N. County Farm Road office, said Joseph Sobecki, assistant executive director of the DuPage County Election Commission. The site is the first early polling place in DuPage County. Nearly a dozen more are scheduled to open around the county Oct. 24 and will operate through Nov. 7. Election Day is Nov. 8. The crowd Friday wasn’t exclusively made up of Democrats or Clinton supporters. Voters Bob and Carole Rutan, both 74, of Wheaton, said they are registered Republicans although they declined to name their candidate of choice. “I don’t like either one of them that much,” Carole Rutan said. The couple said they wanted to vote before heading to Florida later in October. Sobecki said he and his staff are preparing for record voter turnout — expected to be as high as 80 percent — in this year’s general election. The spring primary election drew a record number of DuPage County voters, with nearly 290,000 ballots cast. “It was the highest total number we’ve had since we recorded primaries,” Sobecki said. “We expect that trend to continue for the general election.”)

September 29 Morning Edition

ILLINOIS REVIEW
— JOSHUA NAPONIELLO: MY DAY WITH DONALD TRUMP IN BOLINGBROOK  (DIERSEN: Those who spoke very highly of Trump at this outstanding event included Roger Claar and Rudy Giuliani.  The 300+ attendees included John Cabello, Brad Cole, Dan Cronin, Demetra DeMonte, Kirk Dillard, Ron Gidwitz, Dan Hampton, David MacNeil, Richard Porter, Todd Ricketts, Skip Saviano, Tim Schneider, Mickey Straub, and Dave Tornga.)
http://illinoisreview.typepad.com/illinoisreview/2016/09/naponiello-my-day-with-donald-trump-in-bolingbrook.html
(FROM THE ARTICLE: How crazy is it that I ended up volunteering for perhaps the next president of the United States?  I mean you would have thought that by talking to Roger Claar the Mayor of Bolingbrook, I would volunteer at a Trump fundraiser! I can only say it was the best event that I have worked on in my early political life. Setting up tables was a challenge but greeting people by the door was amazing. Friendly faces, attitudes, familiar faces like (former State Senator) Kirk Dillard, (Bolingbrook Mayor) Roger Claar and (Chicago Cubs’ owner) Todd Ricketts.  I also had the pleasure of sitting next to (former New York City Mayor) Rudy Giuliani during the lunch. The speech that Trump delivered was electrifying. Reducing regulations, repealing Obamacare, and lowering taxes on the middle class. Straight to the point concise, was how his speech was, and everyone stood and applauded our future president of the United States. Unfortunately, there was a negative point, as I was called traitor and fake by Mexican protesters against Trump, yet I kept my smile and head straight up and continued to help Trump. After the event I traveled outside to see Trump supporters waving American flags and chanting “USA,USA,USA”. I got to talk to some of the Trump supporters and we discussed Trump at the first debate. Another highlight was being quoted in a Chicago Tribune story, link here https://www.google.com/amp/www.chicagotribune.com/suburbs/bolingbrook-plainfield/news/ct-nvs-trump-bolingbrook-st-0929-20160928-story,amp.html  Otherwise I had a great time and learned from Trump what it means to be a leader. Joshua Naponiello is a 19 year old student at College of DuPage.)

— Just say no to Narcan? Heroin rescue efforts draw backlash – AP  (DIERSEN: Untended consequences SEE: https://en.wikipedia.org/wiki/Unintended_consequences  “In the social sciences, unintended consequences (sometimes unanticipated consequences or unforeseen consequences) are outcomes that are not the ones foreseen and intended by a purposeful action.”)
http://www.chicagotribune.com/news/sns-bc-us–heroin-overdoses-backlash-20160925-story.html
(FROM THE ARTICLE: First responders in U.S. communities reeling from waves of heroin overdoses say some people tell them they should just say no to using so many resources on drug abusers. Authorities say people have expressed frustration about rescuing addicts who often immediately resume using the potentially deadly drug. There are also concerns voiced about the wide-ranging social and government budget costs involved, including for the overdose antidote naloxone. Some signs of heroin overdose backlash: — Gov. Paul LePage in hard-hit Maine vetoed legislation this year to expand access to naloxone, usually under the brand name Narcan. He has explained that when people are receiving a dozen or more doses, they should start having to pay for it. The Legislature overrode his veto. — An effort by authorities in Ohio’s Hamilton County to get a dangerous heroin batch off the streets by offering immunity for people who turn in drugs drew a rebuke from Sheriff Richard Jones in neighboring Butler County, who argued it only enables dealers and users and gives them an excuse if they are caught. — A police photo of a grandmother and her boyfriend unconscious after overdosing with a 4-year-old boy in their car went viral this month after the police department in Ohio’s East Liverpool posted it on Facebook, drawing thousands of comments including from people decrying lenience toward users who endanger children or steal to support their habits. — A retired attorney wrote an op-ed column in The Cincinnati Enquirer examining the costs of treating heroin addiction, the strain on public resources and the rise in “drugged driving” accidents as he urged aggressive punishment. “What social policy is advanced by subsidizing recklessness?” John M. Kunst Jr., of suburban Cincinnati, wrote earlier this year. “Why do we excuse and enable addiction?” “I understand the frustration,” said Police Chief Thomas Synan Jr. of Newtown, Ohio, who heads a Cincinnati-area heroin coalition task force. “I understand the feeling that someone is doing something to themselves, so why do the rest of us have to pay? But our job is to save lives, period.”)
— Millionaire mayor Rahm Emanuel finds $5.62 smoothie ‘a little pricey’ – Bill Ruthhart  (DIERSEN: From what I see, if you do not have at least $1 million in investable assets or if you are not track to have at least $1 million in investable assets by the time you retire, you are in big trouble financially.)

(FROM THE ARTICLE: As much as I may not like to admit it, I’m the old guy on the Reader staff. And so I’m writing on behalf of all the employees in our guild bargaining unit. My first Reader story – a freelanced restaurant review – ran in 1977, before many of my current colleagues were even born. I started covering politics for the paper in 1984. I’ve been a staff writer since 1990. That’s long enough for me to have learned a thing or two about what makes this paper so great. Yes, the Reader runs provocative theater, music, film, and food criticism, but just as important, its editors give writers the freedom to tell it like it is, even if we irritate the hell out of the powers that be.)

(FROM THE ARTICLE: With more than 30% of federal employees eligible to retire by 2019, a lot of jobs could open up that the current federal workforce can’t fill. So, the government needs to recruit and retain the next generation of workers. Strong employee engagement—a positive feeling about one’s employer and its mission—tends to help agencies hire and keep employees. You might think that millennials are less engaged than other age groups, but the data in this testimony showed that engagement doesn’t vary much by age. Engagement increases for everyone when agencies demonstrate that they value their employees.)

http://www.chicagotribune.com/news/local/breaking/ct-illinois-unauthorized-immigration-decline-met-20160920-story.html
(FROM THE ARTICLE: The number of unauthorized immigrants residing in Illinois dropped by 10 percent, or 50,000 people, between 2009 and 2014 — something experts say has been key to Chicago’s recent population loss. “So much of the population growth in this region was based on legal and undocumented immigration. This closes the plug on the growth we’ve had,” said Rob Paral, a Chicago-based demographer who advises nonprofits and community groups. “Undocumented immigrants were a substantial piece of the picture, and that era is behind us.” In 2014, about 450,000 unauthorized immigrants lived in Illinois, compared with about 500,000 in 2009, according to a study released Tuesday by the Pew Research Center. While most states saw no significant change in their unauthorized immigrant populations during the five-year period, Illinois is among seven states that saw their populations decline, primarily due to a drop in the number of unauthorized immigrants from Mexico. The population of unauthorized Mexican immigrants has declined nationwide as well because of the sluggish U.S. economic recovery and stricter border enforcement. But the country’s overall count of unauthorized immigrants remained stable through 2014 due to a spike in unauthorized immigrants from Asia, Central America and sub-Saharan Africa, according to the report, which bases its findings on data collected by the U.S. Census Bureau.)

http://www.chicagobusiness.com/article/20160920/NEWS06/160929982
(FROM THE ARTICLE: The Sun-Times Media suburban reporters who began working out of cars and coffee shops in 2012 after their offices closed now have a chance to improve their lot at Tronc. They became part of Tronc in 2014 after its predecessor, Tribune Publishing, bought the suburban dailies and weeklies from the Sun-Times’ parent, Wrapports. Now, negotiations on a new contract for the 30 editorial employees represented by the Chicago News Guild are scheduled to start next week. It will be the first contract negotiated for the workers since they shifted from Chicago’s no. 2 newspaper operation to the city’s biggest. Tension is already building in advance of the expiration of the current contract at the end of the year. The union today posted a lengthy report of one Evanston Review reporter’s travails with management, and an unfair labor practice charge that was filed by the union last month with the National Labor Relations Board on his behalf. The union alleges the reporter was transferred from one suburban paper to another as retaliation for his complaining about a news story and exercising his contractual right to withhold his byline from the piece. “Within days of him asking to withhold his byline, he was transferred,” says Craig Rosenbaum, who is executive director of the union. Tronc spokeswoman Dana Meyer said it was not retaliation. “The company respects the collective agreement with Pioneer Press and has worked within the terms and conditions of that agreement,” she said in a statement. “There have been incidents where a reporter has asked to have their name removed and we consistently accommodate those requests. The agreement specifically identifies rules for transferring an employee and we adhere to these rules.”)

http://chicago.suntimes.com/politics/sneed-trump-ivanka-coming-to-town-for-fundraisers/
(FROM THE ARTICLE: Ivanka Trump is on the way. The Donald isn’t . . . yet. “It’s hush, but father and daughter are coming at the end of the month,” a top Republican source said. “They aren’t on the campaign trail. No press. It’s private fundraisers,” the source added. “Trump’s poll numbers are soaring and he’s got to focus on the swing states — and Illinois is so blue it’s almost frozen,” the source said. Sneed hears Ivanka, one of her father’s top advisers, has scheduled three fundraisers at the end of September. Two downstate. One in Chicago. “There is huge interest now. People sense now is the time to get on board,” the source said. With his numbers rising in the polls, Trump abruptly canceled his Bolingbrook luncheon appearance Monday to hit Florida. “I get it,” said Bolingbrook Mayor Roger Claar, a huge Trump supporter who has already postponed the Trumpster’s luncheon twice: now reset for Sept. 28. “He needs to put his attention on the swing states. But I’ll tell you what,” said Claar. “Tickets for the luncheon are selling. Originally set for only 100 people, now 300-350 are anticipated. “People who couldn’t make time on their calendars before now have calendars dates available. It’s great. People who were expecting to come and now can’t are really disappointed.”  Sneed hears rumbles DuPage County Board Chairman Dan Cronin may be attending. Psst, word is Trump’s jet will fly into Chicago. Does that mean he will drive from the city to Bolingbrook? Stay tuned.)

— BEYOND TRAGIC: Video gambling spending, losses on rise – Mike Nolan  (DIERSEN: Video gambling is a vice.  Individuals, organizations, companies, governments, and countries that promote video gambling promote vice.  Questions to ask video gamblers include a) how much time do you spend video gambling per day, per week, per month, and per year, b) how much money do you typically lose per day, per week, per month, and per year, c) can you afford the lose the time and money that you do gambling, d) where does the money come from that you gamble away, and e) how much have you saved for your retirement?)
http://www.chicagotribune.com/suburbs/daily-southtown/news/ct-sta-video-gambling-side1-st-0918-2-20160916-story.html
(FROM THE ARTICLE: What is being spent at video gambling machines, and what is being lost, grew during the first eight months of this year compared with the same period last year, according to figures compiled by the state gaming board. Some of the increase is due to more establishments offering gambling now compared with a year ago. Here is a breakdown for selected communities in the south and southwest suburbs showing amounts spent at the machines for the period of January through August of this year and a comparison to the same eight-month period in 2015: In Alsip, $11.1 million was spent this year through August, and $3 million lost, compared with $7.8 million spent during the first eight months of last year and losses of $2.1 million. At Bridgeview gambling terminals, $8.2 million was spent during the first eight months of this year, and $2.1 million lost, compared with spending of $6.7 million a year earlier and losses of $1.8 million. In Crestwood, $14.5 million was spent in the first eight months of this year, with losses of $3.7 million, compared with a year earlier when $11.4 million was spent at gambling machines and losses totaled $3 million. At establishments in Homer Glen, $6.3 million was spent on video gambling through August of this year, with losses of $1.7 million, compared with $4.7 million spent last year and losses of $1.3 million. Lemont video gambling spending was $8.3 million during the first eight months of this year, with losses of $2 million, while spending for the same period last year was $5.6 million and losses totaled $1.4 million. — Rauner administration: Lottery program shows ‘merit pay’ works – Dan Petrella  (DIERSEN: My Democrat GAO superiors used merit pay to favor their employees who were Democrat, minority, female, and/or younger, that is, to discriminate against their employees who were Republican, White, male, and/or older.)

(FROM THE ARTICLE: The state has paid more than $631,000 in bonuses over the past two years to dozens of Illinois Lottery employees for meeting sales targets and other goals. Introducing programs like this, which reward workers financially based on certain measures of job performance, throughout state government has been a priority for Gov. Bruce Rauner’s administration in stalled contract talks with a union representing 38,000 state workers. The administration wants to do away with guaranteed annual raises in favor what it calls “merit pay,” but the American Federation of State, County and Municipal Employees Council 31 has opposed those proposals because, among other reasons, it sees opportunities for favoritism. Wages are one of the major sticking points in the negotiations, which were halted in January when the Rauner administration moved to have an impasse declared. An administrative law judge recommended earlier this month that the Illinois Labor Relations Board order the administration and AFSCME back to the bargaining table. The Rauner administration says the Lottery program, which was introduced in 2011 under the administration of then-Gov. Pat Quinn, is evidence that merit pay works.)

In her new book, “My (Underground) American Dream: My True Story as an Undocumented Immigrant Who Became a Wall Street Executive,” Arce, 33, recounts the story of how she challenged the stereotype of the undocumented immigrant by graduating from the University of Texas with honors, immediately securing a job at Goldman Sachs and eventually becoming an executive at Merrill Lynch. “Since the age of 14, I had learned to live an alternate reality, an imagined reality in which my immigration status didn’t matter,” writes Arce in the prologue of her memoir, which was released Sept. 13.)

The restaurant had 45 employees at the time it closed, said Parthenon founder and owner Christos Liakouras. The state also alleged that the restaurant owed a variety of unpaid taxes, including withholding income tax and a food and beverage tax that goes to the Metropolitan Pier and Exposition Authority. Liakouras said he expected he and his daughter and partner in the restaurant, Joanna Liakouras, would meet with their lawyer and with the feds to arrange for a payment plan. “We are going to go meet with the IRS, and I think they will get all their money, slowly but surely,” said Liakouras, 80.)

DAILY HERALD
— LESTER: Rauner jumps into 27th  After initially staying out of the process of selecting a replacement for departing GOP state Sen. Matt Murphy, the governor’s office and its allies have jumped into the fray. They held interviews for the six candidates Friday in Chicago. Among those questioning the candidates were the governor, chief political strategist Mike Zolnierowicz, John Tillman of the Illinois Policy Institute and Senate GOP Leader Christine Radogno. Local party leaders are scheduled to meet on Thursday to formally select a replacement. Palatine Township Republican Committeeman Aaron Del Mar of Palatine, state Rep. David Harris of Arlington Heights, state Rep. Tom Morrison of Palatine, Palatine Township Supervisor Sharon Langlotz-Johnson, Arlington Heights Trustee Joe Farwell and Rolling Meadows Mayor Tom Rooney are seeking the appointment.
http://www.dailyherald.com/article/20160912/news/160919787/
— LESTER: Murphy’s new job  What led Murphy, of Palatine, to leave the legislature and take a post at Mac Strategies Group, a public affairs firm headed by Des Plaines native Ryan McLaughlin? McLaughlin tells me he’d been thinking for some time about expanding the firm and describes a longtime friendship with Murphy. “I mentioned my interest in taking my firm to the next level by offering a lobbying practice beyond our communications and public affairs services and he mentioned his growing obligations to his family,” McLaughlin says. “As we talked more, it made all the sense in the world to join forces. It’s a natural and perfect fit.” Murphy previously has said that with four children, two of them in college, he needed more income than his $84,000 state pay – $67,000 base pay plus leadership stipends, with paychecks sometimes delayed by the state’s budget impasse. Mac Strategies has not disclosed Murphy’s new pay. McLaughlin says Murphy will work as a legislative and regulatory lobbyist with state and federal clients. He’ll also provide advice on communications and public affairs strategies. Murphy’s first day is Friday.

U.S. NEWS & WORLD REPORT AND WASHINGTON POST
— With backing of wealthy governor, Illinois GOP spending big  Illinois Republicans are vastly outspending Democrats in fall legislative races for the first time in recent history with the help of their wealthy governor – AP
http://www.usnews.com/news/politics/articles/2016-09-12/with-backing-of-wealthy-governor-illinois-gop-spending-big
https://www.washingtonpost.com/national/with-backing-of-wealthy-governor-illinois-gop-spending-big/2016/09/12/3ed59d38-78ab-11e6-8064-c1ddc8a724bb_story.html
(FROM THE ARTICLE: For the first time in recent history, Illinois Republicans are vastly outspending Democrats in fall legislative races with the help of a wealthy governor determined to curtail a traditionally blue political landscape that has thwarted his agenda for two years. The more than $13 million the GOP’s main campaign committee has disbursed to House and Senate candidates so far — nearly all of it coming from Republican Gov. Bruce Rauner — dwarfs what either party has been able to spend sometimes in entire election cycles. And the Illinois Republican Party Committee still has $3 million from Rauner in the bank. “This is a new ballgame and we’re taking it very seriously,” said Rep. Barbara Flynn Currie, the Democrats’ House leader. Infusions of cash from the former venture capitalist demonstrates how much — and how easily — he’s willing to invest in pursuit of his goal to give his party greater influence in the state Legislature. The November results could determine the fate of Rauner’s proposals to weaken unions, pass business-friendly laws, impose term limits, and change the way legislative districts are drawn for years to come. They also will decide who has control of crafting a full state budget, which Illinois hasn’t had for over a year because Rauner wants Democrats to give him what he wants in exchange for raising taxes to help with a deficit that exceeds $5 billion. Rauner was elected in 2014 as a political newcomer promising to shake up the Democrats’ regime, but they’ve had supermajorities to block all his major proposals. His entry into politics and the spending power he brought with him has allowed Republicans to compete in more races — and a lot earlier than past years when Democrats’ financial resources were superior. Democrats have controlled both chambers of the Legislature since 2003 and have the nation’s longest-tenured state House speaker, Michael Madigan, who has held that post for all but two years since 1983. When Rauner was elected, he became the first Republican in 12 years in Illinois, a Democratic stronghold that hasn’t backed a Republican for president since 1988. Before Rauner, the Illinois Republican Party Committee spent $3.4 million on races in 2012. The Democratic Party of Illinois, meanwhile, spent $6.7 million. Both parties distribute money to candidates through several other committees so those totals don’t tell the entire story, but they’re indicative of each party’s past spending prowess, according to campaign disclosures The Associated Press analyzed dating back to 2006 from the Illinois State Board of Elections. “There’s never been a time in recent history where House Republicans have outspent House Democrats. It’s been a considerable disadvantage,” said Rep. Jim Durkin, the GOP’s House leader. Breaking the Democrats’ supermajorities in either chamber won’t be easy because the party enjoys advantages of 71-47 in the House and 39-20 in the Senate. But Durkin said Rauner’s money “for the first time in many years gives us a fighting chance.” Rauner has repeatedly declined to comment on the legislative races or his involvement in them. On the Democrats’ side, their party committees have been less active than the Republicans’ this year. The Democratic Party of Illinois and the Democratic Majority — two of the party’s biggest committees — have contributed a combined $1.6 million to candidates so far. But the Democrats’ candidates have individually amassed robust campaign funds. Democratic Rep. John Bradley, for instance, has $647,160 at his disposal for his closely watched race against Dave Severin in southern Illinois. That’s what makes Rauner’s money so significant in a state where Democrats tend to be more successful fundraisers. The majority of Severin’s $300,000 in campaign cash has come from the House Republican Organization committee, which is receiving large deposits from the Illinois Republican Party to funnel to candidates. Republican Rep. Michael McAuliffe, who Democrats are targeting in the Chicago suburbs, has also benefited from Rauner’s funding. The House Republican Organization has contributed nearly $1 million to his campaign. Television ads supporting McAuliffe have been airing since August, earlier than when either party usually hits the air waves. McAuliffe’s ads have even played outside his district. In the past, Republicans would’ve been reluctant to spend money in August when voters are less engaged. They just couldn’t afford it. In 2012, for example, the Republicans’ two major party committees spent just over $2 million combined from July 1 through Sept. 30. “Some of this spending has nothing to do with the election. It has to do with Rauner flexing his muscle,” said David Yepsen, director of the Paul Simon Public Policy Institute at Southern Illinois University-Carbondale. That display of financial force can influence who Democrats choose as their gubernatorial candidate next time because they’ll want someone who can self-fund or raise massive amounts of cash, Yepsen said. “Democrats, if they survive, they’re going to know they’ve been in a fight,” he said.)
