(FROM THE ARTICLE: There is an old saying, “He who pays the piper calls the tune,” meaning that someone who provides the money has the right to determine what it is spent on. In journalism these days it has taken on a sinister connotation for everything from censoring school newspapers to the firing and even murder of outspoken journalists. Here in the U.S. we like to reflect on the concept of a free press as written into the First Amendment of the U.S. Constitution. But President Donald Trump describes journalists who offer anything but fawning coverage of him and his administration as “enemies of the people.” Another president, Richard Nixon, also once declared, “The press is the enemy.” Carl Bernstein, one of the Washington Post reporters who exposed Nixon’s Watergate scandal in the 1970s, says Trump’s rhetoric is similar to Nixon’s in that he is “trying to divide the country, and make the conduct of the press the issue, instead of the conduct of the president.” The Trump administration is trying to get the public to buy the idea that when a newspaper or television network reports anything that is at all unflattering to the president that newspaper or network is automatically displaying its bias. “In Donald Trump’s America,” said the Los Angeles Times in an editorial, “the mere act of reporting news unflattering to the president is held up as evidence of bias. Journalists are slandered. Facts that contradict Trump’s version of reality are dismissed as ‘fake news.’ Reporters and their news organizations are ‘pathetic,’ ‘very dishonest,’ ‘failing,’ and even, in one memorable turn of phrase, ‘a pile of garbage.’” While Trump aims his fire at even objective reporting that shines light on negative features of his administration, not all newspapers, television networks and other media outlets are placed on his enemies list. Some, like Fox News, shower praise on the president almost round the clock and he rewards them with frequent exclusive interviews. It is impossible to avoid the conclusion that a big difference between the networks and outlooks he likes and the ones he opposes correlates to who owns those various networks and outlets. It goes without saying that the high costs of putting out the news favors billionaires to become owners of huge chunks of print and broadcasting media and it is not always easy to keep track of who owns what. Recent headlines provide an example of how it can get confusing: “Comcast prepares all-cash bid to gate-crash Disney-Fox deal,” or “Disney Could Give Up Sky to Get Fox Assets.” Another fact is that big money doesn’t just limit itself to controlling editorial policy. At times it goes after the ability of newspapers to even continue to exist. Clarity about the nature of what goes on in a world where big money influences journalism was the aim of a May 8 Democracy Now show with Amy Goodman and Juan González. They talked about how rank and file journalists are rising up against a Wall Street hedge fund that is chewing up and spitting out newsrooms across the country. Alden Global Capital, a hedge fund, owns Digital First media, the nation’s second largest newspaper chain.)

That was when a speaker from the Chicago Fed proposed levying, across the state and in addition to current property taxes, a special property assessment they estimate would be about 1% of actual property value each year for 30 years. Evidently, that wasn’t reality-shock enough. This week the Chicago Fed published that proposal formally. It’s linked here. It surely ranks among the most blatantly inhumane and foolish ideas we’ve seen yet. Homeowners with houses worth $250,000 would pay an additional $2,500 per year in property taxes, those with homes worth $500,000 would pay an additional $5,000, and those with homes worth $1 million would pay an additional $10,000. Is the Chicago Fed blind to human consequences? Confiscatory property tax rates have already robbed hundreds of thousands, maybe millions, of Illinois families of their home equity — probably the lion’s share of whatever wealth they had. Property taxes in many Illinois communities already exceed 3%, 4% and even 5% of home values. Across Illinois, the average is a sky-high 2.67 percent, the highest in the nation.)

In a memo to chief human capital officers, OPM Director Jeff Pon implemented a new provision of the 2017 National Defense Authorization Act requiring agencies to make a “permanent notation” on the personnel file of someone who leaves his or her job while an investigation into the employee is ongoing. In my defense, I worked for federal government for almost 30 years – almost 3 years for the Post Office 1966-1969, almost 9 years for IRS 1971-1980, and almost 18 years for GAO 1980-1997. In today’s dollars, my ending GS-13 Step 10 GAO salary was $125,325. My $51,864/year CSRS pension is $6,224/year less because my Democrat GAO superiors succeeded in forcing me to take their early retirement “offer” in 1997 and suffer a 12% early retirement penalty (2% X 6 years). Of course, my CSRS pension would be much higher if my Democrat superiors in the federal government had not wasted my career and forced me to take their early retirement “offer” in 1997 when I was 49 years old. If the Democrats who run the federal government had promoted me into their Senior Executive Service, my CSRS pension would be $131,360/year (80% of $164,200/year.)

(FROM THE ARTICLE: A recent federal appeals court decision could make it easier for federal retirees to succeed in a claim that they were forced into retirement, by holding that the evidence they cite in support of their argument should be viewed as a whole. The Court of Appeals for the Federal Circuit noted that federal retirements (and resignations) are presumed to be voluntary, but that presumption can be overcome if the employee proves that he or she “had no realistic alternative but to resign or retire, and the employee’s resignation or retirement was the result of improper acts by the agency.” That should be determined by examining “the surrounding circumstances to test the ability of the employee to exercise free choice.” The court sent back to the MSPB a case in which a retiree argued that his retirement was involuntary, saying that the MSPB improperly viewed his evidence as a series of separate developments, none of which it found was sufficient to support that claim. The court cited the employee’s evidence that he was afraid to meet personally with certain supervisors after “multiple instances of hostility” from them, his request to be transferred away from them, and the worsening of a health problem. The court said that they should have been considered “as a series of escalating incidents” and viewing them “collectively, rather than dismissing them one by one, as the Board did, we find that a person in like circumstances could reasonably feel unable to exercise free choice and compelled to retire.”)

(FROM THE ARTICLE: OPM has told agencies to record in the official personnel file of an employee who resigns during an investigation that could lead to disciplinary the results of that investigation if the agency concludes that action would have been warranted. The guidance carries out a 2016 change in law resulting from concerns that by resigning, those employees could later return to the government without consequences because their personnel records would not reflect it. That same law also required agencies to review those records when considering hiring a former federal employee. OPM’s memo says that before putting that information in an individual’s official personnel file, an agency must provide notice of the adverse finding and an opportunity to respond and receive a final agency decision. That could be appealed to the MSPB. “While the statute prescribes the process for making the required permanent notation, an agency may use its own discretion for determining the format for making the notation. Agencies may wish to consult with their legal counsel,” OPM said. The guidance includes a sample for documenting the notation, and further recommends that agencies place the document and any supporting materials on the permanent side of the employee’s OPF, subject to removal if the employee prevails in an appeal at the MSPB.)

Rauner spent part of his Saturday at an invitation-only roundtable at the McHenry County GOP’s Crystal Lake headquarters – an event featuring a Who’s Who of party insiders, including: McHenry County Sheriff Bill Prim, McHenry County State’s Attorney Patrick Kenneally and McHenry County Board Member Jim Kearns. But State Rep. David McSweeney, R-Barrington Hills, took issue with someone else in attendance at the Saturday meet-up: McHenry County’s new chairwoman, Diane Evertsen, who at one time served as president of the Minutemen Midwest – an organization the Southern Poverty Law Center designated a “nativist extremist” group. “The governor should apologize for meeting with a known extremist,” said McSweeney, who heard about the meeting after it happened. McSweeney pointed to Evertsen’s association with Minutemen Midwest, which the SPLC named several times on its annual list of nativist extremist groups between 2007 and 2010. The Alabama-based civil rights nonprofit defines nativist extremist groups as organizations that go beyond mere advocacy to personally confront suspected undocumented immigrants or those who hire or help them. McSweeney said a simple Google search reveals the views of the group Evertsen chaired. The legislator characterized those views as “disgraceful.” Minutemen Midwest had a website – www.minutemenmidwest.com – but it has been taken down since its launch. While the site is dead, some of the material published there is recoverable with the internet archive known as the “Wayback Machine,” McSweeney said. McSweeney highlighted an article published on the website written by William H. Calhoun titled “Illegal Immigration: Third-World Invasion” – a piece suggesting the U.S. is under threat by immigrants of different “blood.”​ “Invaders from the Orient, Asia, Africa, Central and South America are invading the first world, and they are intent only upon conquest,” the article said. “With the exception of a very small upper class of pure European blood, most Mexicans are either Amerindian or Mestizo (mostly Amerindian with a few drops of Spaniard or African blood). They are not Western; genealogically they are Asiatic; and they despise the West.” The article appalled McSweeney, he said. “It’s probably the most extreme article that I’ve read in a long time,” McSweeney said. “It’s disgusting.” Evertsen, a 73-year-old Harvard grandmother who once served on the McHenry County Board and now serves on McHenry County College’s board of trustees, could not be reached for comment. The Northwest Herald also reached out to Gov. Rauner’s campaign communications director for comment, but campaign officials weren’t immediately available Tuesday. If this is true, you must necessarily include a unit on the societal benefits that Catholics have contributed toward Illinois’ schools, hospitals and charities. The impact is quite significant. I would encourage anyone reading this to demand that your particular group be recognized in a mandatory history unit as well.
