(FROM THE ARTICLE: Plans for a proposed 15-resident group care home for developmentally disabled individuals just northeast of downtown Wheaton cleared another hurdle, as the city’s Group Care Home Commission voted 3-1 to grant the project a necessary group care home license. The Wheaton-based nonprofit STARS Family Services, which operates another four-person group care home called Washington House on Wheaton’s north side, wants to construct a new group care home on vacant land at the southeast corner of Cross Street and Union Avenue. The project would be constructed on land currently owned by St. John Lutheran Church, zoned for single-family residential use and used for two parking lots. Plans call for two structures that would be linked by a common courtyard. Each would have six private bedrooms, a great room, a shared kitchen and shared baths for each pair of bedrooms. The project also will include housing for a couple who would live in the home and oversee the evening and the overnight. A volunteer or staff person also will be present in the home during the day. The project has drawn opposition from some neighbors, who criticize the scale of the proposal. In addition, they have questioned STARS’ financial strength and how the home would be used were STARS to no longer be economically viable. “None of the neighbors oppose a group care home,” said neighbor Kathy Langlois. “We embrace it, we applaud it and we welcome it. And it’s absolutely not a case of ‘Not in my back yard.’ It’s a question of scale.” Langlois also said she and her neighbors would welcome the construction of one single-family home on the site. “What happens if STARS runs out of money?” she asked. “This will be a group care home. It can’t go back to being a single-family home.” STARS president Ray Chase noted that the organization has taken great pains to ensure its financial viability. STARS plans to pay cash for the land and has vowed never to open a group care home until it has 150 percent of that home’s projected first year’s operating expenses. In addition, STARS’ College Avenue resale shop generates more than 40 percent of the group’s annual need, he said. “I think we’re pretty stable,” he said. “I think we’ve taken a very conservative approach financially.” Chase also said the group is continuing to try to work with neighbors. “We’ve also done some things to make sure the home looks like it would fit in a neighborhood and isn’t overwhelming in size,” Chase said. “There even are architectural variations between the two homes so they look like different homes.” Wheaton’s Planning and Zoning Board unanimously voted in June to recommend that the City Council approve the project. Last week, three-fourths of the Group Care Home Commission’s members signed off on the project as well. Group Care Home Commission board member Chris Ellerman praised STARS for proposing two linked structures rather than one larger one. He also lauded the group’s model, which involves a married couple living with the developmentally disabled adults, with the adults’ aging parents or relatives being involved on a weekly basis and typically coming by to visit over the dinner hour. “In terms of a home for disabled adults in the community they have grown up in, absolutely,” Ellerman said. “This is their town. I live two blocks away, and I’d be ashamed if I didn’t want to welcome them in my community..” Group Care Home Commission board member Matthew McNear was the lone vote against the license. In an interview on Friday, he noted his concerns about the “scope” of the proposed home and some of the other issues that neighbors had raised. “I think STARS is a great organization and they do a lot of good there, but I think this probably could use some more discussion or some more review,” he said. With the group care home license now in hand, the proposal next heads to the Wheaton City Council for its consideration, likely sometime in October, said Jim Kozik, the city’s director of planning and economic development.)

(FROM THE ARTICLE: The average total compensation for partners at Chicago law firms increased 13 percent in the last two years to $780,000, according to a new study. The growth rate eclipsed New York, where partners in the country’s largest legal market averaged $1.7 million annually, but compensation only went up 5 percent from 2014. By contrast, partners in San Francisco saw their comp shoot up 51 percent to $997,000, according to the report from New York-based legal recruiters Major Lindsey & Africa. The survey sample included more than 2,100 partners from across the country, with 244 from Chicago. The survey only went to lawyers practicing at the country’s largest firms; approximately 8,600 of Cook County’s more than 45,000 lawyers work at such operations. The city’s partners had the 10th highest average compensation among the 14 legal markets ranked by the headhunting firm. Growth in compensation has slowed since the last time the firm conducted the survey: Between 2012 and 2014, comp for the city’s senior lawyers grew nearly 20 percent from $575,000. Chicago’s lower compensation average may stem from the city’s historic practice of making lawyers partner at a younger age, said Jeffrey Lowe, the Washington D.C.-based author of the study. More of the partners taking the survey in Chicago are likely billing at the same rates as associates elsewhere in the country. Chicago’s billing rates, too, are a comparative bargain compared to the rest of the country. Partners in Chicago on average billed at $687 per hour. Only Philadelphia, Atlanta, Dallas, Seattle, Miami and “other” markets had lower rates. Just over a quarter of Chicago’s partners rated themselves as either “not at all” or “not very” satisfied with their compensation.)

The group is set to close on the property in December. Love From Above plans to offer a two-year transitional housing program for women who find themselves in “crisis pregnancies,” said Yvonne Florczak-Seeman, president and founder of Love From Above. A culinary program and fashion design program also will be offered, she said. “We’ll also have a full-blown child care program, where their children will stay within the building,” Florczak-Seeman said. “Babies will be taken care of by volunteers while the moms go to school. We’ll have a full-time licensed teacher on the premises as well who will also work with them on their homework and give classes on finances and mothering classes.” The program would be offered to women 18 to 26 years old, she said, and would serve both expectant mothers and single mothers. The facility would serve up to 12 women. This would be the company’s first facility, which will be called The Butterfly Garden…A Place for Healing and Transformation. Florczak-Seeman, who is 52, experienced an unplanned pregnancy herself when she was 16. “Unfortunately, the choice for me was made to have an abortion,” she said. “I didn’t have any other options. That abortion brought forth some very serious emotional, physical, psychological and spiritual aftermath.” Florczak-Seeman said she wants those in the program to understand “pregnancy is not a terminal disease.” “Pregnancy is not something that will kill them,” she said. “Pregnancy is something that lasts nine months. (FROM THE ARTICLE: A long-vacant office building in a prominent Wheaton location could be repurposed as a group home for new and expectant single mothers. Built in 1987 as the Wheaton Inn bed-and-breakfast, the 19,813-square-foot, three-story brick building at 301 W. Roosevelt Road, later was used as the offices for Invesco PowerShares, an exchange-traded fund firm. The company relocated to offices in the former Sara Lee building in Downers Grove in July 2012, and since then, the building has been vacant and listed for sale. Now, the Clarendon Hills-based nonprofit group Love from Above has a contract to purchase the building and is proposing to place up to 12 expectant mothers in the house. The group’s founder and CEO, Yvonne Florczak-Seeman, said Love from Above intends to buy the building from Invesco PowerShares subsidiary PCM Properties LLC and use it for a two-year transitional housing program. The building will be known as the Butterfly Garden, she said. “This is for women in college who get pregnant who want to continue their education but don’t want to have an abortion. For them, their choices are parenting or abortion,” Florczak-Seeman said. For Florczak-Seeman, 52, the issue of support during an unplanned pregnancy is a powerful — and personal — one. As a teenager, she experienced an unplanned pregnancy and made the decision to have an abortion — a decision she says she regrets. “Pregnancy is not a terminal illness or a disease,” she said. “It’s a nine month process. We need to empower these girls. Motherhood won’t destroy them; it will mature them. Motherhood or adoption is a beautiful decision. I have been feeling that this kind of program is much needed. There is not one organization that empowers young ladies.” The building will serve as the home for women ages 18 to 26 for two years each, Florczak-Seeman said. The building would have a nursery to care for babies whose mothers want to attend classes. The group also would offer on-site culinary and fashion design programs for mothers, she said. The group, which also would place all of its offices on the first floor of the building, relies on private donors, Florczak-Seeman said. “We are very excited,” she said. Wheaton officials said that while they have received an application from the group, they haven’t yet determined what kind of zoning change, if any, the group’s proposed use would require. (FROM THE ARTICLE: Every week, the Illinois Valley Times reaches mailboxes in La Salle County, with stories promoting the candidacies of Republican state representative candidates Jerry Long and David Welter. One of its owners, Dan Proft, is largely mum about the local paper, which is among a string of conservative publications popping up around the state this year. The local paper, which started in July, has no advertising, other than for a nonprofit conservative group to which Proft belongs. The chain was started in the winter by the Chicago-based Liberty Principles PAC, which receives much of its money from Republican Gov. Bruce Rauner. Over the summer, a private corporation, Local Government Information Services Inc., took possession of the papers, Proft said. The company filed its corporate paperwork with the state in mid-August, a few weeks into its management of the papers. The Times asked Proft how the company makes money with its newspapers. “I’m certain you don’t understand how newspapers or businesses make money,” Proft said in an email to a reporter. “In addition to ads, have you ever heard of the concept of subscriptions as a revenue source for newspapers, for example? Are you familiar with the concept of seed capital used to launch and grow a business? I didn’t think so.” Proft said the reporter could not be fair in reporting about his company’s newspapers, suggesting the reporter favors Long’s opponent, Rep. Andy Skoog, D-La Salle. “That makes you an advocate not a journalist. So please make sure Andy Skoog reports your ‘stories’ as in-kind contributions (in his campaign reports),” Proft said in an email. The registered agent for the company is an accountant, which often is the case in corporate filings. The company’s information listed no president, though Proft has confirmed before he is one of the owners. Proft, a former Republican candidate for governor and radio show host, declined to answer whether any seed money for the company came from Liberty Principles PAC. By law, political action committees must report expenditures and donations. He also wouldn’t say whether the papers would stop circulating after the Tuesday, Nov. 8, election. The paper regularly runs stories favorable to Long, of Streator, and Rep. David Welter, R-Morris, who is facing Democrat Martha Shugart, of Morris. The most recent editions contained headlines such as “Long supports Illinois farming” and “Welter seeks district input.” ‘Justifiable grounds’  In March, the state Board of Elections ruled complaints against Liberty Principles and its papers were filed on “justifiable grounds.” The complaints alleged Liberty Principles failed to include proper attribution of its papers’ funding source and coordinated with candidates. In its ruling, the elections board said Liberty Principles was “admonished” to ensure all its political literature and communications identify the PAC as its funder. Specifically, it must include “paid for by” language. At some point afterward, Local Government Information Services took control of the papers. In July and August, the Illinois Valley Times included no ownership information. Now it lists its corporate owner, but still includes no phone number. Skoog tied to Mautino  Liberty Principles, which Proft heads, still involves itself in La Salle County. This week, the group distributed a mailer linking Skoog to his predecessor, Frank Mautino, D-Spring Valley, whose campaign spending is under federal investigation. “Will Andy Skoog be any different than Frank Mautino?” the flier asks. Earlier this year, Skoog publicly asked Mautino to answer questions about his spending. But, like Gov. Rauner, Skoog declined to join calls for Mautino’s resignation as state auditor general, saying he wants investigations completed first.”)

They are just skating by on a combination of girlfriends, wives, mothers and government benefits. Their status, argues Nicholas Eberstadt in “Men Without Work,” is a “quiet catastrophe.” Until relatively recently, choosing not to work was a luxury only the wealthy could afford. Everyone else had to keep the wolf from the door (though the temptation to try to live off others has always been with us — see John Smith above). In the 1950s, 98 percent of prime-age males were working or looking for work (i.e., in the labor force). Today it is 88 percent. Recessions have affected labor-force participation, but the downward trend line has been consistent for decades. Only 15 percent of non-working men cite inability to find work as the reason for their idleness. Eberstadt examines the usual explanations. The retirement of baby boomers? It doesn’t account for the decline in work by those aged 25-54 (traditionally, the group most likely to be employed). The participation of prime-age men in the labor force fell from 94.1 percent in 1948 to 84.3 percent in 2015. Aren’t more men in college? If the work patterns of 1965 were obtained today, even accounting for the extra students enrolled in education programs, an additional 10 percent of America’s young men would be employed. “The overwhelming majority of adult male job trainees,” Eberstadt writes, “appear to be job holders already. … Most men enrolled in formal schooling are also in the workforce.”)

But it may not be legal American citizens in my adopted home state who choose the next commander in chief. Instead, it could very well be foreign noncitizens voting illegally in the Rocky Mountains — and in other crucial swing states — who seal our country’s fate. Former Colorado Secretary of State Scott Gessler identified nearly 5,000 noncitizens in Colorado who voted in the 2010 general election. Gessler’s office uncovered upwards of 12,000 noncitizens registered to vote. Liberal groups who oppose stronger election system protections attacked him for trying to verify citizenship status — because God forbid public officials sworn to uphold the rule of law actually do anything to enhance the integrity of our election system! Compounding the problem: The militant immigration expansionist group Mi Familia Vota, connected with the Service Employees International Union, has ramped up its efforts in swing states to facilitate naturalization and registration of Latino voters who will promote the open-borders agenda at the polls. Another rare defender of American sovereignty, Kansas Secretary of State Kris Kobach, fought in court for his state’s right to require citizenship documents from people who register to vote at motor vehicle offices. Last month, a federal appeals court struck down the Kansas law despite the U.S. Constitution’s conferral of responsibility for determining who may vote to states. In a scene straight out of “Alice in Wonderland,” Kobach faced a contempt hearing for battling against those who hold contempt for truly free and fair elections. He was forced to sign an agreement with the ACLU allowing more than 18,000 motor-voter registrants to cast ballots this November while litigation continues. Last year, undercover investigative journalist James O’Keefe and his Project Veritas team blew the whistle on North Carolina political operatives who encouraged people to vote even if they were noncitizens. Like Kobach, O’Keefe endures attacks on his efforts to ensure clean elections by grievance-mongers screaming about phony voter “disenfranchisement.” Never mind that a nonpartisan study in 2014 from Old Dominion University concluded “that 6.4 percent of noncitizens voted in 2008 and 2.2 percent of noncitizens voted in 2010.” Put on your shocked faces: These illegal noncitizen voters overwhelmingly supported Democrats. And their votes were enough to tilt the presidential election results in North Carolina to President Obama, along with handing over “Democratic victories in congressional races including a critical 2008 Senate race (Al Franken’s victory in Minnesota) that delivered for Democrats a 60-vote filibuster-proof majority in the Senate.” The ACLU and other left-wing groups sabotaging voter integrity laws see no voter fraud, hear no voter fraud and speak no voter fraud. Thanks to their efforts, voter ID laws have been tossed in Texas, Wisconsin and North Carolina. Committed to flooding the voting rolls with every last potential Democrat constituent, their operational motto is: No unqualified voter left behind. But J. Christian Adams, a former Justice Department election lawyer in the Voting Rights Section, has exposed the systemic assault on the election process at every level by activist groups funded by liberal billionaire George Soros, including: –Blocking citizenship verification. –Automatic voter registration of welfare recipients without local verification checks. –Massive foreign language ballot expansion. –Obstruction of efforts to include state qualification instructions on voter registration forms. This past week, the Public Interest Law Foundation uncovered thousands of foreign aliens registered to vote in swing states Virginia and Pennsylvania thanks to the federal Motor Voter law. It’s the tip of the iceberg because the studies include just a small sample of counties. Oh, Virginia voters, you’ll be thrilled to know that your top election officials are now trying to cover up the true extent of the scandal. PILF noted that the commissioner of the Virginia Department of Elections issued a written guidance to local election officials instructing them “not to respond to our requests for records pertaining to non-citizen voters.” In Pennsylvania, election officials are so apathetic and incompetent that even when aliens begged to get off the voter rolls because they had never registered to vote in the first place, they were ignored. Carl Schultz, Naperville Township Republican chairman, said the group chose to buck its recent trend of slating candidates through a caucus because a primary will allow all interested voters to get involved. “I think it’s a very positive move,” Naperville Township Supervisor Rachel Ossyra said. “It shows the organization’s commitment to transparency, accountability and ensuring all the voters have access.” With a caucus, state-mandated to take place during a gathering on a certain night, Schultz said “there’s a lot of people that are excluded — not maliciously, but by fact.” Military members or college students or anyone who happens to be out of town on caucus night wouldn’t be able to participate, Schultz said. Neither would anyone in the hospital or unable to access the caucus site. The decision comes at a time when Naperville Township is the subject of political discussions about government consolidation — either by managing road district operations through agreements with other entities or by potentially eliminating townships themselves. “Given some of the local issues regarding townships, we thought we should broaden (the candidate selection process) and make it as open to the entire community as possible,” Schultz said. “It gives voters the best opportunity to weigh in on what’s going on.” What’s going on, Schultz and Ossyra say, is really a discussion about “modernizing government.” The discussion could mean more people will want to be involved as candidates. If there is broader interest, Naperville Township Highway Commissioner Stan Wojtasiak said hosting a primary is a good move. It allows anyone to gather signatures, get their name on the ballot and run — without having to be a party insider. “It opens up the field to anybody who has any interest,” Wojtasiak said. The Republican organization is encouraging anyone who wants to run for a township position to review the 2017 candidate’s guide from the Illinois State Board of Elections. Prospective candidates must file nominating petitions between Nov. 21 and 28.)

(FROM THE ARTICLE: How crazy is it that I ended up volunteering for perhaps the next president of the United States?  I mean you would have thought that by talking to Roger Claar the Mayor of Bolingbrook, I would volunteer at a Trump fundraiser! I can only say it was the best event that I have worked on in my early political life. Setting up tables was a challenge but greeting people by the door was amazing. Friendly faces, attitudes, familiar faces like (former State Senator) Kirk Dillard, (Bolingbrook Mayor) Roger Claar and (Chicago Cubs’ owner) Todd Ricketts.  I also had the pleasure of sitting next to (former New York City Mayor) Rudy Giuliani during the lunch. The speech that Trump delivered was electrifying. Reducing regulations, repealing Obamacare, and lowering taxes on the middle class. Straight to the point concise, was how his speech was, and everyone stood and applauded our future president of the United States. Unfortunately, there was a negative point, as I was called traitor and fake by Mexican protesters against Trump, yet I kept my smile and head straight up and continued to help Trump. After the event I traveled outside to see Trump supporters waving American flags and chanting “USA,USA,USA”. I got to talk to some of the Trump supporters and we discussed Trump at the first debate.
