— The Senate tax bill’s chances just got better – Bloomberg (DIERSEN: Ever-increasingly, if you itemize your deductions, you are viciously demonized, viciously denigrated, and viciously condemned as being undeservedly filthy rich by members of the following groups: anti-Trump, anti-Protestant, anti-conservative, anti-patriotic, anti-Republican, anti-American, anti-White, anti-male, anti-older people, anti-rich people, anti-gun owners, anti-German Americans, and/or anti-those whose ancestors have been in America longer than their ancestors. My and my wife’s 2016 federal income tax return shows that we had $30,890 in itemized deductions. We paid $21,433 in medical and dental expenses and we were able to deduct $13,859 of that, we paid $12,835 in real estate taxes, we paid $1,468 in state income taxes, and we made $2,728 in 501(c)(3) contributions. To support the GOP tax bill is to say that a) you want those who take the standard deduction to pay less federal income tax and b) you want those who itemize their deductions to pay more federal income tax. Overwhelmingly, a) those who take the standard deduction are renters and younger and are more likely to vote for Democrats and b) those who itemize their deductions are homeowners and older and are more likely to vote for Republicans. From what I see, Republican leaders want those who itemize their deductions to take the biggest tax hit. I itemized 1972-1977 and my wife and I have itemized since 1978. Government should encourage homeownership and taking job-related graduate courses. The deductibility of mortgage interest, real estate taxes, and job-related education a) encouraged me to take job-related graduate courses 1972-1983 and 1992-1997, b) encouraged me to buy a new town home in 1972, a studio condo in 1974, and a one bedroom condo in 1976, and c) encouraged my wife and I to buy a home in 1978 and to have one built in 1984.)

Rauner-backed state Republican Party is warning that taxes would go up on more people than just those with large incomes if Democratic governor candidate J.B. Pritzker is elected. But Pritzker aides said he’s focused on getting a graduated income tax to replace the state’s current flat rate and also will look for other revenue-raising concepts that wouldn’t hike taxes on the middle class. The back and forth was the result of Pritzker’s appearance earlier in the week before the Crain’s Chicago Business Editorial Board. The billionaire entrepreneur and investor said he was unsure if new revenue from a graduated income tax that couldn’t be implemented until 2020 at the earliest would be sufficient for the state’s budget needs, including for education. (FROM THE ARTICLE: Operating Engineers Union Local 150 is making good on its threat to back a Republican primary opponent against House Republican Leader Jim Durkin. The union local’s president, Jim Sweeney, told me he had about a dozen members in Durkin’s district passing nominating petitions for Burr Ridge Mayor Mickey Straub a couple of weekends ago. Straub is running against Durkin as a Republican. Sweeney said he expected to double that number the following weekend. Challenging a legislative leader in a primary is just not done. But these are not normal times. Local 150 led the fight against Bruce Rauner in the 2014 Republican primary and then backed a Libertarian Party candidate against him that fall. The union’s leadership has fumed as Rauner has pushed his anti-union agenda, and now wants some payback on Durkin for helping to kill their bill to ban the creation of “right to work” zones by local governments. The governor vetoed the bill and the union tried twice to override Rauner without success, mainly because Durkin was able to keep his caucus together. Since the union blames Durkin they’ll ally themselves with anybody, including Republican activist Dan Proft, if they have to. Proft is backing Straub against Durkin, who he claims isn’t fit to be Leader. But Proft is not exactly known for being a big union supporter. In fact, according to the Daily Law Bulletin, Proft co-founded the Liberty Justice Center, which, irony of ironies, is representing Lincolnshire against a lawsuit backed by Local 150 over the village’s creation of a local right to work zone — the very event that Local 150’s vetoed bill tried to outlaw. Don’t even try to wrap your mind around all that. You’ll go nuts. This fight is beyond ideology. Sweeney and Proft have a common cause — messing with Durkin — and they’re sticking with that.)

My and my wife’s 2016 federal income tax return shows that we had $30,890 in itemized deductions. We paid $21,433 in medical and dental expenses and we were able to deduct $13,859 of that, we paid $12,835 in real estate taxes, we paid $1,468 in state income taxes, and we made $2,728 in 501(c)(3) contributions. To support the GOP tax bill is to say that a) you want those who take the standard deduction to pay less federal income tax and b) you want those who itemize their deductions to pay more federal income tax. Overwhelmingly, a) those who take the standard deduction are renters and younger and are more likely to vote for Democrats and b) those who itemize their deductions are homeowners and older and are more likely to vote for Republicans. From what I see, Republican leaders want those who itemize their deductions to take the biggest tax hit. I itemized 1972-1977 and my wife and I have itemized since 1978. Government should encourage homeownership and taking job-related graduate courses. The deductibility of mortgage interest, real estate taxes, and job-related education a) encouraged me to take job-related graduate courses 1972-1983 and 1992-1997, b) encouraged me to buy a new town home in 1972, a studio condo in 1974, and a one bedroom condo in 1976, and c) encouraged my wife and I to buy a home in 1978 and to have one built in 1984.)

Illinois has allowed medical marijuana since 2014, and legislation is pending in the General Assembly to permit the general use and sale of up to one ounce for people 21 and older. “We finally made so much headway with reducing fatal alcohol-related car crashes, and now this comes along and blows it out of the water,” Carol Stream Deputy Police Chief John Jungers said at the Oak Brook conference. “My concern is about putting a law in place without being prepared for the repercussions.” AAA has studied the impact of legalization in Washington state and found marijuana use and fatal crashes are increasing. The portion of drivers in fatal crashes who recently used marijuana spiked to 17 percent from 8 percent from 2013 to 2014, the motorist advocacy group reported. “Illinois is not ready for this,” Illinois Traffic Safety Resource Prosecutor Jennifer Cifaldi said, adding her greatest fear was “an increase in traffic fatalities.” Advocates for legalization say changing the law would take marijuana out of the hands of drug dealers, reduce related crimes and allow people to buy a legitimate product from regulated and licensed businesses. A majority of Democratic gubernatorial candidates either support legalization or want a referendum on the issue. It’s been estimated the move could generate $350 million to $700 million to boost Illinois’ budget. Authorities at the conference said it’s difficult to get convictions for driving under the influence of cannabis because the state’s crime lab does not conduct that test. Illinois law now prohibits driving with 5 or more nanograms of tetrahydrocannabinol or THC in a person’s system. THC is the active ingredient in marijuana that can affect a person’s brain and behavior. Colorado Traffic Safety Resource Prosecutor Jennifer Knudsen said many marijuana products, including gummy bears, drinks and cookies, have become available since that state legalized cannabis. Normalizing marijuana makes it difficult for Colorado police to make judgments on whether a person is impaired during traffic stops. And in court, “when we get our juries, many of them voted for it (legalization),” she said. In the first action, 21 anti-abortion groups headed by Family-PAC and Illinois Family Action issued a “bill of particulars” aimed at Rauner and his decision to sign a bill extending Medicaid coverage to abortion despite prior promises to veto it. Rauner “caved to pressure from radical abortion extremists and signed this dastardly legislation into law,” the statement said. “We hereby express a vote of ‘no confidence’ in Gov. Bruce Rauner. We hereby state that Gov. He was openly pro-abortion, pro-amnesty, and had padded the coffers of everyone from Planned Parenthood and the ACLU to the Democrat National Committee. Didn’t I know Rauner was paying top dollar for Republican loyalty – not just hundreds of thousands of dollars – but millions? I was spoiling their Grand Ole’ Party. Even Chicago Tribune columnist John Kass, who made his name railing against the Combine, was riding the Rauner train.  In July 2013, he wrote this gushing column, “Illinois Republicans: Get ready for Bruce Rauner, multimillionaire businessman and possible candidate for governor could be just the ticket to take on the status quo, fix broken state.” I’m not kidding. That’s the title of Kass’ column. The equivalent of a sloppy wet journalistic kiss. You can’t pay for that kind of media…or can you? It was official: Bruce Rauner, the Combine millionaire was now Illinois’ newest savior. Today is a different story. In the wake of the political bloodbath of HB40, Rauner’s once merry band of conservative enablers are desperate to rewrite history. All of a sudden, they are pointing the finger at Rauner, calling him a liar, crying that they were “deceived.” This outrage is fake. Republicans who took millions of dollars from Rauner are the ones shrieking the loudest.  In the National Review, political operative Dan Proft lashes out at Rauner’s “radical-left social agenda.” Does that mean Dan will be giving Rauner his $5 million back? By claiming Rauner deceived them on abortion and illegal immigration, Rauner’s shills are lying to voters again. Shamelessly, they are also demanding voters support their hand-picked candidate against Rauner in the GOP primary. Why should anyone believe them after the destruction Rauner has wrought? Or is a ruse designed to help Rauner in this desperate but deep blue state? Suddenly even John Kass is anti-Rauner and he’s pushing his own candidate too. Rauner donated $510,000 to the ACLU in 2012, specifically to fund pro-abortion-related litigation. He named Obama’s former Chief of Staff Bill Daley to his transition team. Since elected, he has continued to fund Planned Parenthood with taxpayer-funded grants.  In 2016, Rauner also signed a bill forcing pro-life doctors and crisis pregnancy groups to promote abortion. He made Illinois a sanctuary state and the day after the bill passed the legislature, Republicans said nothing. Where was the outrage of my fellow conservatives then? Rauner isn’t the liar here. Republicans now have a man at the top of their 2018 ticket who many of them feel betrayed by, some want off the ticket and others say has been politically weakened. Sort of the way it was for Illinois Democrats and their gubernatorial nominee in 2014. Except that Republican Bruce Rauner has a lot more money to throw around to candidates than Democrat Pat Quinn ever dreamed of. So Rauner — who had $67 million in his Citizens for Rauner campaign fund on June 30 — is probably safe. But that doesn’t mean his GOP colleagues are happy with him. Rauner angered many Republicans last week when he signed House Bill 40, which allowed for Medicaid and state health insurance coverage for abortions. “The governor told the House Republicans that he was going to veto this bill, and he did not,” Rep. Bill Mitchell of Forsyth said. “The governor is going to have tremendous trust problems with our caucus. “He said rightly that with this budget we need to cut more. And now he spends taxpayer dollars on abortions.” “I’m still trying to make sense of it, and there’s nothing to make sense of,” Sen. Chapin Rose of Mahomet said. “Look, I’m pro-life, but it’s also about the fact that we’re broke. And if we’re not going to be spending money on things, let’s not be spending money on things. There are a whole lot of other things out there that could probably use some help.” Rep. Brad Halbrook of Shelbyville, who Rauner campaigned for and gave thousands in campaign contributions, said he was “disappointed” by Rauner’s decision. “He had committed to us to veto the bill,” Halbrook said. “This is a pretty big deal. We have a pretty conservative district. The calls, the emails, whatever kind of communication, there have not been many, but there have been a few, and they’re outraged.” But the level of outrage only goes so far. A couple of conservative lawmakers, Sen. Kyle McCarter of Lebanon (“He has disgraced the party and the citizens of Illinois. In my opinion, he should not run for re-election.”) and Rep. Jeannie Ives of Wheaton, suggested a possible primary challenge. But there’s no groundswell. “I think that would be very difficult,” Rose said of a challenge to Rauner. “I’m not willing to make that statement,” Halbrook said when asked if he’d support a contender against Rauner. “I certainly disagreed with his decision, but the attorney general’s race has always been an independent race,” said Erika Harold of Urbana, the Republican candidate for attorney general who is supported by Rauner. “I can’t deal in hypotheticals, but I believe the issues with which I agree with him outweigh those with which I disagree with him.” As Rep. (FROM THE ARTICLE: The recent news that President Trump is cutting back on pay raises for U.S. government employees was just another of many slights to a civil service that has been under siege since Trump launched his campaign pledging to “drain the swamp.”  Whether he and his ideological followers know it, or care, these dedicated professionals are not the swamp. What they are is economists, engineers, intelligence officers, lawyers, park rangers, trade negotiators, and countless others who signed up for government service not to work for one president and his or her policies, but to advance our great nation’s interests. I ought to know.  I joined the Central Intelligence Agency in 2003 to work for an administration whose president I did not vote for and whose policies I often did not support. I did not think twice about doing it; it was fascinating work in service of my country, and in a post-September 11 world when service was celebrated and honorable. But now, I worry that those who would consider government service are thinking twice.  After all, who would want to work for a president who has shown so little regard for the agencies in which they would work and whose supporters, including in the media, rail against a mythical “deep state?” We’re seeing the results of this assault already; Politico reported recently that applications in June for the State Department’s Foreign Service exam, once among the most sought-after opportunities in all of government, fell more than a quarter from the year before. I wonder how many currently in the government want to remain working while constantly being maligned.  Good people are leaving the civil service, not in droves as political appointees do on Inauguration Day, but steadily and surely. Federal government employment has fallen by 11,000 this year, according to the Bureau of Labor statistics, and the administration clearly believes it to be a positive development.  But this drip-drop exodus is draining Washington of the critical expertise and experience necessary to design and execute complex objectives, not of swamp creatures. During the 1990s, due to budget cuts and deprioritization of mission, the CIA lost significant numbers from its ranks; dedicated and talented civil servants who were told they were not needed.  That exodus decimated its institutional capacity, especially in the middle ranks where much of the demanding, technical work of the U.S. government gets done, and from where so many are leaving government now.)
