SOUTHEAST ILLINOIS NEWS
— Ballot hijinks lead Southern Illinois Republicans to challenge party leadership vote – W.J. Kennedy
https://seillinoisnews.com/stories/511395529-ballot-hijinks-lead-southern-illinois-republicans-to-challenge-party-leadership-vote
(FROM THE ARTICLE: Governor Rauner and his hand-picked state GOP Chairman Timothy Schneider are declaring victory in Southern Illinois. But did they actually win? State party officials claim Southern Illinois Republicans voted for a new state central committeeman yesterday, replacing longtime incumbent, former legislator Bob Winchester of Rosiclare with State Sen. Chapin Rose (R-Mahomet). Rose supports Schneider for another four year term; Winchester does not. But county chairmen say an examination of the vote count shows Rose didn’t win and that the fix was in. They’re promising to challenge what they say are manipulated results. “Rauner’s people showed their true colors yesterday,” a source told SE Illinois News. “They’re glad to cheat to win.” “This has made us even more bitter” In the balance is one of 18 spots on the State Republican Party Central Committee, which governs the party and exerts influence up and down the ballot. On Wednesday, GOP precinct committeemen voted to elect their county chairmen and the state central committee members, who will convene in May to choose a party chairman. Schneider recruited Rose to challenge Winchester, a Rauner critic representing Southern IIlinois’ 15 Congressional District, which includes 33 counties. Winchester supported State Rep. Jeanne Ives (R-Wheaton) in the March primary. “Many of us were already bitter and this has made us even more bitter,” Rhonda Belford, Hardin County GOP Chair, told SE Illinois News. “Bob Winchester stood tall for southern Illinois and all of Illinois, and this is how they treat him.” Belford said that some of her fellow county chairmen were offered financial rewards by Schneider. Others were threatened with retribution if they didn’t support Rose over Winchester. “They know not what they do,” she said. “This is all about money, but it’s the wrong kind of money, and in the end it’s probably not going to win them the race anyway.” Winner takes all? Mark Shaw, State Central Committeeman from Lake County’s 10th congressional district, said that he is concerned that some counties may have voted by acclamation, a procedural move that would have given Rose 100 percent of the vote when he may have received just over 50 percent. Shaw, who grew up in Mt. Carmel in Wabash County, said that voting by acclamation could be a violation of state law and some legal action may be in order. Results do show that Winchester received zero votes in nine of 33 counties, including four of the ten most populated, a result that Shaw and others said would be an impossibility. Several counties, sources tell SE Illinois News, didn’t even offer Winchester as a candidate for consideration. In Fayette County, home to Rauner Downstate Director Randy Pollard, Winchester was not presented as an option, sources say. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Rose also received zero votes in 13 counties carried 100 percent by Winchester. In all, 22 of 33 counties voted by acclamation, representing 63 percent of Rose’s vote and 59 percent of Winchester’s. County votes are weighted based on their respective turn-out in the March primary. “There are a lot of irregularities here,” Shaw said. “We want to see the raw data on a precinct level presented to the party.” The Shimkus Machine Aides to U.S. Rep. John Shimkus (R-Collinsville) actively recruited Rose to challenge Winchester, offering to help him replace Shimkus in Congress when the opportunity presents itself, sources say. Sources in Madison County, Shimkus’ home which carries the second-largest weighted vote in the district, say that when they, too, voted by acclamation for Winchester, a lawyer volunteer for Shimkus present protested and said acclamation votes were not legal. Shimkus’ District Director, Deb Detmers Fansler, then threatened Madison County precinct committee members by phone. Madison County submitted each candidate’s vote totals to the state GOP, sources say, along with the caveat that they voted by acclamation to deliver all of them to Winchester, who won 59 percent of the actual vote. State GOP officials didn’t include Madison County’s acclamation vote in their official totals; it would have meant Winchester won re-election by 644 votes. Chicago GOP Chairman Chris Cleveland said he would push to see the actual vote data as well. “This was a very contentious election, and it’s important that we have full transparency in the results,” Cleveland said. “That means complete, precinct-level reporting that we can verify.”)

https://chicago.suntimes.com/cannabis/pols-high-on-marijuana-legalization-hope-to-clear-the-air-on-4-20-pot-holiday/
(FROM THE ARTICLE: On Thursday, Healthy & Productive Illinois, a “marijuana policy group” that has argued against legalization, released its own study. The group argues it would cost the state $670.5 million a year to legalize pot, outweighing annual estimated tax revenue projections of about $566 million. They’re not the only ones not joining the party. Gov. Bruce Rauner told a Downstate TV station in December that it would be a “mistake” to legalize marijuana in Illinois. The Republican governor has, in the past, said he wants more studies on the “ramifications” in states that have legalized the drug. “I do not support legalizing marijuana. I think that’s a mistake. You know there’s a massive, human experiment going on in Colorado, and California, other places. We should see how that’s impacted lives and addiction and hurt young people before we make any decision about it here,” Rauner said in an interview on WSIL in Marion. “I do not support legalizing marijuana.” Still, Rauner instituted a medical marijuana pilot program that started doling out weed to patients in 2015. And Rauner last year signed a bill that decriminalized the possession of 10 grams or less of marijuana, making it a ticketable offense subject to fines of $100 to $200.)

http://www.chicagotribune.com/news/local/breaking/ct-met-loizon-evans-lawsuit-20180418-story.html
(FROM THE ARTICLE: A white supervisor in the Cook County Adult Probation Department has filed a federal lawsuit claiming he was wrongly dismissed last year, while numerous black employees in the department have received little or no discipline for alleged misconduct. Philippe Loizon, a former deputy chief who made about $115,000 a year, on Tuesday sued Chief Judge Timothy Evans, alleging that Evans, the county’s first African-American chief judge, had discriminated against him because of his race. Evans fired Loizon in May 2017 following a series of Tribune investigations into accusations that a rogue unit of officers under Loizon’s command had improperly teamed up with Chicago police and the FBI to conduct warrantless searches of homes, and coerced probationers to work as police informants. The county paid $110,000 to two Chicago men who alleged in federal civil rights lawsuits that probation officers, joined by the FBI and city police, conducted illegal searches of homes. And a series of gun cases fell apart following accusations of those questionable searches. Loizon, who was assigned to desk duty for two years before he was dismissed, said the Tribune’s accusations were false and were “based primarily on information provided to the reporters by convicted felons.” He said he had a “clean personnel record” and received outstanding job reviews during his 29 years with the probation department. He alleged Evans treated him differently because he is white. “Evans imposed discipline against Loizon in a manner and at a level he had never imposed on an African-American employee of the (department), despite conduct of an egregious nature by some of the African-American employees,” according to the suit. Evans’ spokesman, Pat Milhizer, declined to comment, citing a state Supreme Court rule that he said forbids judges and court personnel from commenting on pending court matters. One of Loizon’s lawyers, Gregory Friedman, declined to comment Wednesday, referring the Tribune to a statement he issued last June. In that statement, Friedman said Loizon was an exemplary employee who was wrongly fired, and that the Tribune had “done a great disservice to a good man. “Throughout his employment, Mr. Loizon performed his duties in an outstanding manner and in conformity with Departmental polices,” Friedman wrote then. “Philippe Loizon was a diligent and dedicated probation officer and Deputy Chief.” In his suit, Loizon identified 12 current and former probation officers, all of whom are black, who allegedly committed misconduct or violated department policy, yet received little or no punishment at all. The suit cited a probation officer who frequently worked to turn probationers into police informants; an officer who falsely claimed to meet with probationers who actually turned out to be in jail or dead; and an officer who shot and wounded a 14-year-old boy. Loizon said that none of those employees were disciplined. Loizon is seeking reinstatement as deputy chief, back pay with interest, compensatory and punitive damages, and his lawyers’ fees and expenses.)

NPR ILLINOIS
— Gubernatorial Candidates Have Fence-Mending Ahead – DAISY CONTRERAS (DIERSEN: What does Rauner say to his advisors who tell him that the harder that he works against the Illinois Republican Party platform, the more votes that he will get from Democrats and from Independents?)
http://nprillinois.org/post/gubernatorial-candidates-have-fence-mending-ahead#stream/0
(FROM THE ARTICLE: Last month, the state’s voters decided on the Republican and Democratic nominees for governor. But the primaries behind them, the winners still have to convince those who wanted someone else at the top of the ticket. Incumbent Gov. Bruce Rauner probably thought he didn’t need to worry about his only Republican opponent, state Rep. Jeanne Ives, during the primary campaign. In the past, he’d called her a “fringe candidate” and decided to forgo campaigning against her until just a few weeks before election day. When the votes were tallied election night, Rauner had snuck past Ives by just 3 percentage points. It was closer than most expected, and the governor acknowledged that in his victory speech by saying he had heard the message those dissatisfied voters were sending him. “I have traveled the state and I have listened to you,” he said in his election night speech. . .Rauner, on the other hand, must try to get more than the 50 percent of Republicans who voted to renew their trust in him and get them out to the polls in November. Chris Mooney, a political science professor at the University of Illinois Chicago, said the governor has the more difficult task of restoring trust with a large segment of his party’s base. “And so the question is can Rauner look to them – he doesn’t have to worry about them voting for Pritzker, I think that’s pretty clear. What he has to do is get them to come out to vote in November.” . . . Rauner has done his best to separate himself from President Trump, but there are similarities in their backgrounds. Both tout success in business and very wealthy. Rauner’s wealth has been a key rallying point for Democrats, who view him as out of touch with the working class and spotlight his attacks on organized labor to make their point. . .Rauner has been traveling the state campaigning, it appears he has yet to bring Ives’ backers into the fold. This may not be an easy feat to accomplish – even for the wealthy governor. Ives was heavily outspent, but she was able to easily tap into the dissatisfaction among conservatives who felt Rauner had broken his promise on key legislation, including a measure to allow public funding for abortions. Despite a push from conservative groups – and even Chicago Cardinal Blaise Cupich – to hold the governor to his word, Rauner signed the legislation into law. Ives herself makes that point, saying many of her supporters feel betrayed. “There are supporter voters of mine, they are saying we are not going to vote for him regardless of what he says.” While the circumstances might be different, the insurgent campaign Ives ran harkens to Donald Trump defeating establishment Republicans on his way to the White House. Those who felt left out, or maybe taken for granted, went for Trump and sent a message. In Illinois, Rauner doesn’t deny there is still work for him to do. Soon after election night, Rauner hit the campaign trail to acknowledge there were some divisive issues. “And I know now, as I’ve known for a while that we need to find common ground to bridge the divides.” As for Ives, she has said she will vote for Rauner but made it clear she has no plans to campaign for him. While both Pritzker and Rauner will spend the next several months telling all voters why they should be elected, they’ll also be busy mending fences – in their own political backyards.)

HOT AIR
— You Won’t Believe What Tax Reform Will Cost Wealthy Californians In 2019 – ED MORRISSEY (DIERSEN: Roskam should increase the $10,000 SALT cap to $20,000 for married filing jointly.)
https://hotair.com/archives/2018/04/18/wont-believe-tax-reform-will-cost-wealthy-californians-2019/
(FROM THE ARTICLE: President Donald Trump’s tax cuts will be anything but for about 1 million California taxpayers who will owe Uncle Sam more money a year from now. They’re the Californians who will lose a collective $12 billion because the new law caps a deduction they have been able to take for paying their state and local taxes, according to a new analysis by the Franchise Tax Board. Very wealthy Californians earning more than $1 million a year will pay the lion’s share of that money, with 43,000 of them paying a combined $9 billion. It’s not all coming from the wealthy. Another $1.1 billion will come from households earning less than $250,000, hiking their tax liability $4400 on average. That’s not peanuts, but it’s a far cry from the average $209,302 per family that will be owed by those households earning more than a million dollars a year. Put this another way. That represents the federal tax liabilities that everyone else in the country subsidized through SALT. The “progressive” income tax used taxes paid by people in low-tax states to repay the wealthy for their taxes in places like California. The SALT deduction really only comes into play for people who can itemize enough to outstrip the standard deductions, so its benefit plays mostly to the wealthy anyway. It also plays mostly to the benefit of a very few states. California and New York taxpayers soak up almost third of all benefits from SALT deductions; add in New Jersey, Illinois, Texas, and Pennsylvania, and they account for more than half of its benefits.)

CHICAGO TRIBUNE
— Toni Preckwinkle expected to ascend to Cook County Democratic chairman today – Hal Dardick (DIERSEN: Why isn’t the Chicago Tribune reporting like this on races for a) Illinois Republican Party (IRP) county and township party offices and b) IRP State Central Committeemen offices?)
http://www.chicagotribune.com/news/local/politics/ct-met-preckwinkle-democratic-chairman-20180417-story.html
(FROM THE ARTICLE: Every two years, potential candidates line up to make their pitches to party leaders. The ones who win endorsement are asked to contribute $40,000 to the party, which uses the money on election mailings, robocalls and get-out-the-vote efforts. And when the primaries are done, the party works to elect the nominees in the general election. The names of endorsed candidates are placed on palm cards — lists of party-endorsed candidates handed out by precinct committeemen. But what was once a monolithic effort is no longer. Many ward and township committeemen now go their own way, omitting the names of endorsed candidates and sometimes replacing them with their preferred candidates — as happened with Kaegi in many townships and wards.)

https://chicago.suntimes.com/chicago-politics/machine-shifting-gears-toni-preckwinkle-poised-to-make-history/
(FROM THE ARTICLE: “Given this moment of heightened racial awareness … having a black woman as head of the political party in Cook County says that at least there is an overt acknowledgement that African Americans and women are good leaders,” said Jacky Grimshaw, a former aide to Mayor Harold Washington, the city’s first black mayor. “That’s not to say that the party has overcome its racial bias.” The party that Preckwinkle would lead looks different than the one Berrios took over in 2007. Berrios spokeswoman Monica Trevino said in a statement that under Berrios’ leadership, the number of minority Democratic candidates increased by 76 percent, and twice as many women have been slated for countywide office. “The leadership of the Cook County Democratic Party is mostly men, mostly white and mostly old school,” Carol Marin wrote in a 2007 Sun-Times column prior to Berrios’ election as chairman. Berrios took over shortly before Barack Obama won his election as the first African American U.S. president. “There’s even more reason to breathe some life, some youth and some real diversity into the leadership of this sickly organization,” Marin wrote back then.)

EVANSTON ROUNDTABLE
— Nichols’ Use of Racial Affinity Groups Questioned, and Defended – Larry Gavin
http://evanstonroundtable.com/Main.asp?SectionID=16&SubSectionID=27&ArticleID=14941
(FROM THE ARTICLE: Commissioner Kirsanow’s Letter Mr. Kirsanow, an African American who is generally regarded as holding conservative views, made clear in his letter that he was sending the letter as one member of the Commission, not on behalf of the Commission. Mr. Kirsanow said he assumes the segregated meetings were instituted in response to a recommendation in District 65’s May 2017 Equity Report that the District create “social identity affinity groups.” He said, “I am astonished that District 65 spent taxpayer money on a report that includes the recommendation, ‘separate teachers by race.’ Separating teachers by race fosters racial division and is prima facie unlawful. By its nature, it forces teachers to view themselves in terms of what divides them, rather than what they have in common. It also encourages a binary view of society that, depending on your perspective, is either, ‘whites against everyone else’ or ‘everyone else against whites.’ It may even foster a sense among both groups that they are threatened by the other. “However well-intentioned, this is segregation for the 21st century,” Mr. Kirsanow said. “Unless a legitimate, nondiscriminatory educational reason can be articulated, the segregation almost certainly would be found unlawful. Discussions of politically correct notions of ‘privilege,’ unsupported by methodological rigor, do not qualify as legitimate reasons, and they are by their own definition discriminatory.” The letter also suggested that the District’s hiring practices may run afoul of prohibitions against racial discrimination in hiring. He also raised a question about the Equity Report’s analysis of the achievement gap. While stating that the achievement gap is concerning, he says, “It’s interesting that the equity report assiduously avoids any examination of the home lives of the children as a possible partial explanation for the achievement gap. “The racially-conscious efforts you and District 65 have undertaken will foster racial division instead of racial understanding. Sending teachers to racially separate meetings is a stark picture of the future you are sowing. You are encouraging students and teachers to view each other as members of groups, not as individuals.”)

Were you considered to be college material? While I attended Crete-Monee High School 1962-1966, I took college preparatory courses notwithstanding the fact that many, if not most, if not virtually everyone at the time viewed me as NOT being “college material.” Neither of my parents had attended college. My father was the first of his ancestors to earn a high school diploma. My mother never attended high school. I spent my junior and senior years and the summer in between washing dishes for the minimum wage in the basement of the S.S. Kresges in Chicago Heights. I just barely made into the top 20% of my class, my ACT score was only 24, I was draft bait, my eyesight could not be corrected to 20/20, I had partial red/green color blindness, and I had Osgood-Schlatter disease (https://en.wikipedia.org/wiki/Osgood%E2%80%93Schlatter_disease). (FROM THE ARTICLE: At George Washington University, nearly half of all undergraduates receive the school’s Presidential Academic Scholarship. The prizes go to “the most competitive applicants in the pool,” admissions materials say, and include awards of $5,000 to $30,000 for each student. At some other colleges, a solid majority of students get similarly hefty scholarships. At still others, virtually everyone gets them. She garnered 341,836 statewide votes, while spending about $4.3 million since first announcing her run. Ives received $3.926 million in contributions, with $2.5 million from Richard Uihlein and $20,000 from conservative radio host Dan Proft. Illinois Policy Institute CEO John Tillman also contributed $5,000 to Ives’ campaign. The bulk of Ives’ campaign money — $2.74 million — was spent on advertising. (FROM THE ARTICLE: Republican Gov. Bruce Rauner spent over four times more than state Rep. Jeanne Ives in the months before his narrow primary victory on March 20. The first-term governor spent about $17.7 million in the first quarter, according to campaign records filed late Monday. That’s compared with about $4.3 million spent by Ives, who lost by just three percentage points. And Democrat J.B. Pritzker spent nearly double what Rauner did, reporting $34 million in expenses this year, far more than state Sen. Daniel Biss’ $5.8 million and Kenilworth businessman Chris Kennedy’s $3.9 million. Rauner starts the fall campaign with about $38.5 million in his campaign fund for what some observers predict could be the most expensive governor campaign in history. Pritzker showed about $8.1 million in the bank at the start of the month. He’s given his campaign $7 million since the primary ended, bringing his self-funding total to $76.5 million.)

— MORE THAN 100 TOWNSHIP GOVERNMENTS FILE IN OPPOSITION TO TOWNSHIP CONSOLIDATION BILL A House bill that would allow communities to consolidate local township governments has earned support from both parties – and the opposition of township officials. – Vincent Caruso (DIERSEN: Did your township file a witness slip?)
https://www.illinoispolicy.org/more-than-100-township-governments-file-in-opposition-to-township-consolidation-bill/
(FROM THE ARTICLE: One common critique of consolidation measures by government officials is that services would be diminished. But HB 3133 provides that the responsibilities and obligations of a dissolved township be transferred to its receiving county, suggesting that residents could expect continued delivery of public services at a reduced cost. This concept is not without precedent: DuPage County has eliminated multiple units of local government, while consolidating the services of others, since the passage of a 2013 consolidation law that only applied to DuPage County. In a 2015 report, Lt. Gov. Evelyn Sanguinetti held up the DuPage example as a model for fiscal reform for other counties. Sure enough, lawmakers representing Lake and McHenry counties successfully pushed through the General Assembly a similar consolidation bill that extended much of DuPage County’s consolidation powers to both counties.)

Because they make tax laws for all of us, all U.S. Representatives and U.S. Senators should be required to prepare their own tax returns, and they if fail/refuse to do that, they should be barred from having anything to do with tax laws. I have prepared my own tax returns since I was 16 years old in 1965. I have filed itemized returns since I was 24 year old in 1973. I worked for IRS 1971-1980, the last 5 1/2 years of which at the GS-12 levels, currently $81,071-$91,880. I worked for GAO on audits of IRS 1986-1988 at the GS-13 Step 1-3 levels, currently $96,403-$102,830. I passed the CPA examination on my first attempt in 1979. I earned master’s degree in accounting from DePaul in 1980. I paid less federal income tax 1972-1977 because I itemized and my wife and I have paid less federal income tax since 1978 because we have itemized. However, because of the marriage penalty, my wife and I have paid more federal income tax since 1978. It seems that those who are not married and those whose spouse has little or no income want to keep the marriage penalty or even increase it. It seems that those who pay little or no real estate tax and/or state income tax want those deductions to be capped. — How did Ives spend her money?
https://capitolfax.com/2018/04/16/how-did-ives-spend-her-money/
(FROM THE ARTICLE: I took a quick look at her expenditures and found a few interesting items. For instance, that book her campaign published and mailed to voters about Gov. Rauner cost her $385,680 via Jameson Books Inc., which is based in Ottawa. Ives spent $2,748,284.85 on advertising, including $64,660 to run spots on the Illinois News Network, which used to be run by the Illinois Policy Institute. She reported spending $257K on media production and just $3,759.65 on polls. Her spokesperson Kathleen Murphy was paid a mere $1,000, which is really odd. Pundit and PR person Dennis Byrne was paid $20,000 for contractual services. Locality Labs, which is owned by Dan Proft ally Brian Timpone, was paid $37,908 for a website, newspaper advertising and contractual work. Timpone’s Newsinator LLC was paid $750. Trump Tower got $1,294 for lodging and an event, while Uline Ship was paid $352.68. And, finally, a company called Union Signs and Printing received $4,200 for yard signs out of a total of $35K spent on the signs. NBC5
— 16th District Letter Suggests Divide in Illinois GOP – Mary Ann Ahern
https://www.nbcchicago.com/blogs/ward-room/mcglasson-16th-district-letter-479917943.html
(FROM THE ARTICLE: A letter mailed to Republicans in one Illinois district shows just how divided the state party is after the contentious primary. The message is directed to 16th District Committeeman John McGlasson — who did not support Gov. Bruce Rauner, but rather Jeanne Ives. McGlasson also did not support Congressman Adam Kinzinger. The letter, signed by four current lawmakers, asks McGlasson not to run for committeeman again. The same letter was also mailed to all of the newly elected precinct committeemen in the 16th District. (THE LETTER) McGlasson tells NBC 5 he will not be deterred and is going to run for the committeeman post again and expects to win. He sees the letter from the lawmakers as a way to silence his voice. McGlasson says he will “certainly support Rauner over JB Pritzker, even if I would have preferred Ives.” The letter in question is signed by state representatives David Welter and Jerry Long, as well as state senators Chuck Weaver and Dave Syerson. Weaver tells NBC 5 “The letter focused far more on the congressional race” than McGlasson’s support for Ives. Welter says the letter was not just sent to McGlasson but also “every newly elected precinct committeeman in the 16th district”. He adds “myself and several leaders feel that it would be in the best interest of the party and to achieve unity moving forward if McGlasson were to not run again and allow new leadership.”)

https://www.nbcchicago.com/entertainment/entertainment-news/Changes-in-Elgin-City-That-Inspired-Roseanne-479880063.html
(FROM THE ARTICLE: When “Roseanne” was first on TV from 1988 to 1997, the Chicago suburb of Elgin that inspired the show’s setting was predominantly white and Republican, with a rusted out economy. Not anymore, NBC News reports. In the years when “Roseanne” was off the air, it became majority Hispanic and voted for Obama and Hillary Clinton. Its economy is on the rebound, too, featuring a huge riverboat casino. At the Dutch Inn West, a dusty bar where Hillary Clinton and Donald Trump voters of various ethnic backgrounds watched the latest episode over $2 beers, some residents said they love “Roseanne,” even if it doesn’t get the city’s diversity right.)

CHICAGO TRIBUNE
— Democrats had strong showing in DuPage County Board primary – Kimberly Fornek (DIERSEN: What about your precinct? According to final results that I received today, of the 504 registered voters in my precinct, 219 voted, 112 cast Republican ballots, 107 cast Democrat ballots, 68 voted for Ives, and 43 voted for Rauner.)
http://www.chicagotribune.com/suburbs/hinsdale/news/ct-dhd-dupage-county-board-elect-tl-0419-story.html
(FROM THE ARTICLE: More Democratic ballots, 15,740, were cast in the District 3 primary than Republican, 13,934 ballots, according to the DuPage County Election Commission. Greg Hart of Hinsdale, with 8,427 votes, and Downers Grove Mayor Martin T. Tully, with 6,924 votes, won the Republican primary for District 3, defeating Woodridge Village Board member Greg Abbott, who received 5,793 votes. Democratic voters also outnumbered Republican voters in the primaries for County Board seats in Districts 1 and 2. Peickert suspects that may be due to more independent voters going to the polls than traditional Republican voters pulling Democratic ballots. In District 1, Democratic ballots totaled 10,326 compared to the 9,936 Republican ballots cast. The difference was even greater in District 2, where 16,614 Democratic ballots were cast compared to 13,141 Republican ones. In District 2, where two seats will be up for election in November, incumbent Democrat Elizabeth (Liz) Chaplin of Downers Grove was the top vote-getter among both parties. She received 10,203 votes, followed by Arlene Kendorski, also of Downers Grove, who received 5,429, to win the Democratic primary. Coming in third was Claire Goldenberg of Lisle with 5,232 votes. Incumbent Peter DiCianni of Elmhurst and Steve Nero ran uncontested in the Republican primary and received 8,189 and 7,621 votes respectively. District 2 includes all or parts of Oak Brook, Oakbrook Terrace, Hinsdale, Clarendon Hills, Elmhurst, Lombard, Westmont, Downers Grove and Naperville. The Democratic primary in District 1, where two seats also were up election, was uncontested. Ashley J. Selmon received 6,417 votes and Zahra Suratwala received 5,431. In a three-way Republican primary for District 1, incumbent Sam Tornatore of Roselle was the top vote-getter with 6,819 votes, followed by Dino Gavanes of Itasca with 4,226 votes. They bested Paul DeMichele of unincorporated Bensenville, who received 4,079 votes. District 1 includes at least portions of portions of Elmhurst, Bensenville, Bloomingdale, Itasca, Lombard, Roselle, Villa Park and Wood Dale.)

http://www.chicagotribune.com/news/opinion/commentary/ct-perspec-deductions-0417-story.html
(FROM THE ARTICLE: For many upper-middle-class residents of high-tax states, Tuesday will be the last time we can file to receive a full tax deduction for our state and local income and property taxes. Many Democratic voters in high-tax states cried foul when the Tax Cuts and Jobs Act capped these deductions at $10,000 from 2018 onward, and some are trying to fight back. “We’re attempting to come up with ways to negate and blunt the harsh and unfair Republican tax policy,” Kevin de Leon, the Democratic leader of the California Senate, told CNBC. Several states are devising schemes to allow residents to pay some of their state tax liability as a gift to a charitable fund rather than directly to the state government, restoring its deductibility. Such efforts are misguided. The overall tax bill may be a disaster, but nixing those deductions was the progressive thing to do. Liberals should train their ire elsewhere.)

ONE NEWS NOW
— VERY SAD: Pro-Trump evangelicals ‘personae non gratae’ at Wheaton College meeting – Steve Jordahl
https://www.onenewsnow.com/church/2018/04/16/pro-trump-evangelicals-personae-non-gratae
(FROM THE ARTICLE: Several dozen anti-Trump evangelical leaders are meeting today and tomorrow at Wheaton College to discuss how to rescue the movement they contend has become tainted by its association with President Trump. Doug Birdsall of the Lausanne Movement and Darrell Bock of Dallas Theological Seminary have arranged the invitation-only meeting of likeminded pastors, authors, and seminary staff together. According to The Christian Post, they want to refocus the movement away from politics but fully expect Trump to be the “elephant in the room.” Attendees reportedly include Pastor Tim Keller, Wheaton College’s Ed Stetzer, Fuller Seminary President Mark Labberton, NYC megachurch pastor A.R. Bernard, and many others who have publicly expressed their displeasure with President Trump. Other high-profile individuals in evangelicalism – like Franklin Graham of Samaritan’s Purse, Jerry Falwell Jr. of Liberty University, Dr. Robert Jeffress of First Baptist-Dallas, and a host of other evangelicals who support President Trump – are “not involved in [the] discussions yet,” Birdsall responded when asked. “I have been in touch with two of their offices with a desire to engage in a meaningful conversation,” CP quotes Birdsall saying. “I don’t think they are globally perceived as evangelical thought leaders by virtue of what they have written or by virtue of the values that are reflected in their public statements.” Dr. Richard Land of Southern Evangelical Seminary says a look at who’s invited – and who’s not – betrays their real purpose: marginalizing evangelicals who support President Trump. “Any definition of ‘thought leaders’ and any definition of evangelicalism that excludes the Billy Graham Evangelistic Association and Franklin Graham is a pale imitation – anemic and incomplete,” says Land. The organizers’ complaint is that supporting Trump excuses his past indiscretions and taints the evangelical movement. Robert Jeffress – who is among Trump’s evangelical advisors – says the president’s past and very public failings are immoral and offensive, but still better than the alternative in 2016.)

(FROM THE ARTICLE: A state representative says people complaining to inspectors general for Illinois state offices don’t have rights and that’s why her bill is so important, but the measure died in committee Friday. If someone feels wronged by a lawmaker, or by a state agency, or if an employee of a state operation feels they were harassed or discriminated against by a supervisor or fellow employee, they have the right to file a complaint with an inspector general who oversees their agency, or oversees lawmakers, to investigate. But State Rep. Jeanne Ives said that’s where their rights end. Ives filed House Bill 4840, a bill to give the complainants certain rights. “Right now, complainants have no rights,” Ives said. “They don’t even have the right to know that their complaint was in receipt. That’s why we need this legislation. We need it now.” The measure would have given complainants the right to get an explanation of the process, rules and procedures, to be notified the complaint was received, to be informed of decisions made and actions taken by the IG, to have an attorney, to get a summary, to make an impact statement, to attend a hearing and testify, to receive a report of the findings and recommendations, and to file a complaint with the IG for any alleged violation of the complainant’s rights that are laid out in the measure.)

It should be your Republican Precinct Committeeman/Captain, the officers of your Republican township/ward party organization, the officers of your Republican county party organization, your representative on the IRP State Central Committee, and the IRP officers. Outrageously, tragically, unacceptably, far too often, far too many of the aforesaid not only fail/refuse to defend/advance the aforesaid planks, they focus on getting rid of those like me who support the aforesaid planks. Far too often, far too many of the aforesaid talk and/or act like they are Democrat plants, Libertarian plants, Green plants, or RINOs.)

(FROM THE ARTICLE: While hugely popular with his base, President Trump is a “unique” politician who is unlikely to have a lasting impact on the Republican Party, according to former GOP Chairman and White House Chief of Staff Reince Priebus. “I think his is a unique brand. I think post-Trump, the party basically returns to its traditional role and a traditional platform,” said Priebus during a chat last week with students at Georgetown University’s Institute of Politics and Public Service. “He’s very unique, he owns it and he does it and he does get away with a lot,” he added.)

My father did. My critics/opponents, their operatives, and their dupes have always used that against me. They have always painted my parents as being undeservedly filthy rich. — Republicans’ grand hypocrisy on partisan hiring – Jennifer Rubin (DIERSEN: For different reasons, each and every one of my critics/opponents, their operatives, and their dupes have always a) promoted patronage, b) promoted political affiliation discrimination, and c) promoted the spoils system.) SEE: https://en.wikipedia.org/wiki/Spoils_system)
https://www.washingtonpost.com/blogs/right-turn/wp/2018/04/11/republicans-grand-hypocrisy-on-partisan-hiring/
(FROM THE ARTICLE: So here’s the question for Republicans: Should the FBI (or any government agency) or even any private employer be in the business of investigating employees’ political views and making employment decisions based upon which candidate or party they support? If that’s the rule, then we are going to need to sweep away a hundred years of civil service reform. “Our democracy depends on a well-functioning government and a well-functioning government depends upon a merit-based, nonpartisan career workforce,” explains Max Stier, head of the nonprofit, nonpartisan Partnership for Public Service. “It is useful to remember some history and recall that we had a president assassinated by a disgruntled spoils-system job seeker, which is what finally led to the professionalization of our government workforce over 100 years ago.” He adds, “This is particularly true for law enforcement.” Former director of the Office of Government Ethics Walter Shaub concurs. “Federal managers are prohibited from considering party affiliation when making personnel decisions for career employees,” he tells me. “This safeguard dates back 135 years and is based on the ethical principle that most of the work of government should be carried out by officials who are loyal to the Constitution, the laws and the American people instead of partisan political patrons.” He continues, “Targeting career officials based on party affiliation would jeopardize the integrity of the government’s operations and, in a case like this, open us up to corrupt political influence on the law enforcement apparatus of the state.” He observes, “The depressing irony is that, in pressing their groundless claims of political bias in the investigation, these members of Congress are literally advocating for political bias by demanding the Justice Department ensure that the president is investigated only by ardent supporters — a view they definitely have not held for his political rival.” As Cruz managed to highlight, the notion that an employer would probe employees’ political beliefs is a noxious one. The GOP should knock off its — what’s the phrase? — political witch hunt designed to ensure that Democrats do not populate sensitive law enforcement roles.)

http://abc7chicago.com/politics/weekend-watch-public-officials-facing-less-scrutiny-by-journalists/3338139/
(FROM THE ARTICLE: There is a lack of transparency, efficiency, service or accountability. The job of journalists and watchdogs is to hold government officials and politicians accountable. But with fewer and fewer professional reporters on the case, as print and broadcast media keep shedding staff to cut costs, such as the Chicago Tribune cutbacks last month, public officials face less scrutiny. The BGA believes that the Riverdale library’s transgressions should be investigated by the Illinois attorney general. However, there aren’t enough watchdogs left to shine a light on every Riverdale and hold all their officials accountable, and that should alarm every taxpayer in Illinois. https://www.theblaze.com/news/2018/04/14/lgbt-courses-will-be-added-to-illinois-public-schools-curriculum-if-lawmakers-approve-pending-bill
(FROM THE ARTICLE: What have opponents said? But this is different, opponents said, because it goes against the religious beliefs of other students. Adding LGBT beliefs to public school curriculums would force some students to hear about personal values counter to what they believe, said Ralph Rivera, a lobbyist with the conservative Illinois Family Institute. “Where’s the protection for students and parents who have a religious belief?” Rivera told the Chicago Tribune. “Which has always been the case, this is not a new, avant-garde thing that they find this behavior to be against their religious beliefs and their churches’ or synagogues’ beliefs. No one seems to be mindful of that. They don’t care.” The Illinois Association of School Boards is also leery of the proposal. The board typically opposes most state requirements for schools because they believe districts, not lawmakers, should make such decisions, the Chicago Tribune reported. . .Illinois has a history of supporting LGBT issues. For example: The state approved same-sex marriage before the U.S. Supreme Court allowed it nationwide. Last year, lawmakers approved a measure to allow transgenders in the state to change the sex listed on their birth certificates. A new law plans the “gay panic defense,” which allowed criminals charged with first degree murder to maintain they “acted out of passion after learning their victim was gay or transgender.”)

CHICAGO SUN-TIMES
— Harassment handling no big hitch to Madigan holding reins of Democratic Party – Mitchell Armentrout (DIERSEN: Have you ever been the chairman of a political organization? I was the chairman of TAPROOT Republicans of Illinois 2005-2012. https://chicago.suntimes.com/chicago-politics/harassment-handling-no-big-hurdle-to-madigan-holding-reins-of-democratic-party/
(FROM THE ARTICLE: Despite months of criticism over his handling of sexual harassment allegations in his political organization, powerful Illinois House Speaker Mike Madigan appears poised to hold onto his seat as chairman of the state Democratic Party. Madigan spokesman Steve Brown said he “doesn’t do predictions,” but noted he wasn’t aware of any opponents throwing their names in the ring as the 36 state central committeemen and committeewomen prepare to vote for the party chair on April 23. “Voters in the March primary elected new members of the State Central Committee, and now it is our job to choose party officials and begin planning to elect Democrats up and down the ballot in November,” Madigan said in a statement. The only one breaking ranks with Madigan is newly elected progressive committeeman Peter Janko, who said Democrats in his McHenry-area district were “almost universal” in their desire to oust Madigan. Before the primary, numerous Democrats called for an independent investigation of the speaker over revelations of allegedly ignored harassment complaints, with some calling for Madigan to step down from his post as party chair. Madigan’s organization is facing a federal lawsuit from a former strategist who claims he stonewalled her complaints about barrages of text messages from a top Madigan aide. Madigan also forced out a top lobbyist accused of “inappropriate behavior.” Under that pressure, Madigan enlisted the Democratic big guns ahead of the primary with robocalls by U.S. Sens. Dick Durbin and Tammy Duckworth, urging voters in his Southwest Side stronghold to support him as committeeman — a strong precaution for the obscure party post that has held on lock for two decades. Madigan has led the party since 1998, and if elected to a sixth term on April 23, he would become the longest-tenured Democratic party chairman in state history.)

(FROM THE ARTICLE: The other top-dollar spot from Rauner may surprise you. Data kept by Advertising Analytics show the single ad that Team Rauner put the most money behind aired just four days before the March 20 primary. It was a response to an ad the Democratic Governors Association released that called Rauner challenger, state Rep. Jeanne Ives, too conservative for Illinois, a spot aimed to strategically push Republican primary voters toward Ives. In a sign of the potential impact of the DGA ad, Rauner’s campaign spent more than $1.7 million to air this response 1,162 times over four days. It’s the highest dollar amount the governor’s reelection campaign spent on any single ad throughout the campaign. Of that, more than $1.2 million was dedicated to a single market: Champaign-Springfield-Decatur, that central Illinois swath Rauner desperately needed to keep from defecting to Ives. “Conservative voter alert,” the ad begins in all red. “The same Washington liberals that support J.B. Pritzker are now helping Jeanne Ives with last-second ads. Why? Because Jeanne Ives has already surrendered to Mike Madigan. Liberals are highjacking the Republican primary in Illinois.” In the end, Ives lost to Rauner by fewer than 3 percentage points.)

— GOP authors of tax law double down in campaigns – NAOMI JAGODA (DIERSEN: Roskam should immediately raise the $10,000 SALT cap to $20,000 for married filing jointly. Government should encourage marriage and homeownership.)
http://thehill.com/policy/finance/382936-gop-authors-of-tax-law-double-down-in-campaigns
(FROM THE ARTICLE: “This is something that is right at the heart of what I’m talking about in 2018,” said Rep. Peter Roskam (R-Ill.), a senior member of Ways and Means whose race is considered a toss up by the non-partisan Cook Political Report. Roskam’s campaign estimates that his district will get $1 billion in tax relief in 2019 for individual and pass-through businesses, citing data from the IRS and the Institute on Taxation and Economic Policy. While Democrats seeking to unseat the GOP tax-writers say voters have concerns about the new tax law, they expect that other issues are likely to be more important in November. “The bill was not structured to do anything of note for voters who are not extremely wealthy,” said Sean Casten, Roskam’s Democratic challenger. Of the 24 Republicans on the Ways and Means Committee, eight are in races that may be competitive, according to the nonpartisan Cook Political Report, providing a test case of whether the tax law will yield electoral benefits for the GOP. Three House GOP tax-writers — Roskam, Erik Paulsen (Minn.) and Carlos Curbelo (Fla.) — are in races that Cook rates as tossups. The group rates Rep. Mike Bishop’s (Mich.) race as leaning Republican, and rates the races involving Reps. Vern Buchanan (Fla.), Jackie Walorski (Ind.), Mike Kelly (Pa.) and George Holding (N.C.) as likely Republican. . .“The single most important thing Republican members should be doing is educating their constituents on the benefits of the Tax Cuts and Jobs Act,” said Michael Byerly, a spokesperson for the Congressional Leadership Fund, a Super PAC aligned with House GOP leadership. CLF has field offices in the districts held by Roskam, Paulsen, Curbelo and Bishop. . .Democratic criticisms of GOP tax-writers vary by district. In some races, Democrats have noted that the lawmakers may have personally benefited from aspects of the new law. In Roskam and Paulsen’s districts — located in fairly affluent suburbs of Chicago and Minneapolis, respectively — some of the criticisms are focused on the law’s $10,000 cap on the state and local tax (SALT) deduction. “The capping of the SALT deduction had a tremendous impact on a disproportionate amount of people in which I’m running,” said Dean Phillips, another Democrat challenging Paulsen. Roskam and Paulsen said their constituents will benefit from the new law even with the SALT cap, due to other features such as the lower tax rates and the increased exemption amount for the alternative minimum tax.)

https://www.thedailybeast.com/the-fallen-heroes-who-went-to-vietnam-in-john-boltons-place
(FROM THE ARTICLE: They all had the same birthday and same draft number. But while the now-hawkish national security adviser rode out the war in safety, these brave young soldiers never came home. Our new national security adviser, John Bolton, was born on the same day in 1948 as Weyman Cook, Jerry Miller, and Richard Lassiter, whose own chances for future achievements ended when they were killed in Vietnam. Their common birthday was Nov. 20, number 185 in the 1969 draft lottery, which was based on date of birth and ended student deferments—such as the one Bolton had until then enjoyed at Yale. He might well have been called up, as the draft went up to 195, but he managed to get a spot in the Maryland National Guard and then a local Army reserve unit. The Guard and the Reserves had long waiting lists, as they offered a way to avoid being sent to Vietnam. “I confess I had no desire to die in a Southeast Asian rice paddy,” Bolton wrote in his Yale 25th reunion class book. “I considered the war in Vietnam already lost.” Instead, Bolton went to Yale Law School, interning in the summer for the stridently pro-war Vice President Spiro Agnew, who told everybody that the fight in Vietnam was progressing far better than the effete media suggested. Bolton later served at no peril in the Justice Department and the State Department, all the while being quick to recommend the use of military force. He was an ardent supporter of the Iraq War and has gained a reputation for being ever ready, almost eager to send others into combat. We will never know what Cook, Miller, and Lassiter might have accomplished. Cook had seemed like he might be one of the lucky ones after a helicopter he was in went down in Vinh Long on March 6, 1969. The married 20-year-old from Corinth, Mississippi, miraculously survived and stepped away unhurt. He could have just stood there with his whole young life before him. But a number of comrades were trapped in the burning wreckage and in his last minutes he demonstrated that he possessed the stuff of greatness. The citation of the Soldier’s Medal he was subsequently awarded “for exceptionally valorous actions while serving as crew chief of a UH-1D helicopter” reads:)

CRAIN’S CHICAGO BUSINESS
— Rauner is way underwater in latest poll – GREG HINZ (DIERSEN: I watched all this kind of thing between Pat O’Malley and Jim Ryan in 2002. Those who supported Ryan in the primary election continue to blame me and my GOPUSA ILLINOIS emails for Ryan’s defeat in the general election.)
http://www.chicagobusiness.com/article/20180412/BLOGS02/180419940/rauner-is-way-underwater-in-latest-poll
(FROM THE ARTICLE: Rauner, in an interview I had with him today on another subject, confirmed that he and Ives did indeed have a brief meeting yesterday. “We spoke last night. I saw her at (Obed & Isaac’s Microbrewery),” Rauner told me. “I went over to shake hands, and we promised to get together soon.” Translation: The great post-primary thaw that Rauner badly needs to unite his base before November and reverse terrible polls like the one above may be under way. I have a call in to Ives to get her side of things.)

— Strategies to Make Your Star Shine Again Forced-out executives need to restore their credibility by changing how others view their departure, leadership specialists say – Joann S. Lublin (DIERSEN: According to my critics/opponents, their operatives, and their dupes, a) all the adverse actions that my Democrat superiors took against me were justified, b) the Post Office would NOT have hired me in 1966 or let me work there for almost 3 years, c) IRS would NOT have hired me in 1971 or let me work there for almost 9 years, d) IRS would NOT have promoted me in 1972, 1973, or 1974, e) GAO would NOT have hired me in 1980 or let me work there for almost 18 years, and f) GAO would NOT have promoted me in 1986. My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $19,203 pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974. My Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968.)
