According to Boulton’s complaint, irregularities occurred at county conventions across the 15th Congressional district. He wrote that irregularities changed the vote “from the true result, a majority in favor of Winchester, to a false result, an alleged majority in favor of Rose.” In an interview on May 21, Boulton said that he had “a number” of affidavits from Madison County which demonstrate that Bob Winchester won the election. Last month, the Record reported that precinct committee men and women in Madison County chose Winchester over Rose by a margin of approximately 60 to 40 percent, and then as a sign of unity voted by acclamation to place 100 percent of the county’s vote in favor of Winchester. Winchester filed the suit in Hardin County, against state central committee members and State Board of Elections members who certified Rose’s election. The party removed the action to federal court on May 18. Boulton’s complaint described a county convention where, “only Rose was presented as a candidate for whom votes could be cast.” “Rose alone was nominated, and by the chairman of the convention,” the complaint states. He wrote that the chairman reported a unanimous vote for Rose to party staff. Boulton said it happened in Fayette County, where Randy Pollard serves as county GOP chairman. “It was over in 45 seconds,” Boulton said. “No understood what happened.” In the complaint, he wrote that several county chairmen reported incorrect results to staff, favoring Rose and that county chairmen and staff acted as agents of the state party. He wrote that the party, through staff, participated in the election by recruiting candidates and directing candidates to withdraw. He wrote that staff opposed Winchester due to “a strong likelihood of losing their positions if the present chairman is not re-elected.” The central committee re-elected its chairman, Tim Schneider, on May 19. Boulton said the committee seated Rose over an objection. “We expected that,” he said. “If Winchester was sitting there rather than Rose, the outcome might have been different.” The court clerk assigned the action to District Judge Staci Yandle.)

Chapin Rose (R-Mahomet) over Robert Winchester, the longtime incumbent in the race for Republican State Central Committeeman in the 15th Congressional District, according to an affidavit obtained by Prairie State Wire. “After this sequence of rapid nomination and voice vote on closing nominations, which in my best estimate took much less than a minute, I turned to a colleague and asked, ‘What just happened?’,” Fayette County Precinct Committeeman Glen Mills said in the affidavit filed with the Illinois Board of Elections. Mills, a Brownstown resident, said in his affidavit that he “later learned” Randy Pollard, Rauner’s downstate director who acted as chair during the convention when the election took place, “reported the vote for Fayette County as unanimous in favor of Chapin Rose.” Mills claims in his affidavit that draft minutes from the convention back up his own memories about how Rose came to win the seat on the Republican State Central Committee that had been held by Winchester since 1992. “The only word I can use to describe the election proceeding on a subjective level is that the election of Mr. Rose was intentionally ‘railroaded’ through the convention at high speed while this precinct committeeman (Mills) was confused by the process,” Mills said in his affidavit. “I do not believe I was given a fair chance to vote for Mr. Winchester in the election for State Central Committeeman for the 15th District conducted on April 18, 2018, or even the opportunity to vote ‘present’ or otherwise not have my precinct’s weighted vote be counted for Mr. Rose.” In April, sources informed Prairie State Wire that Winchester had retained counsel to launch a challenge to voting procedures in his Republican State Central Committee re-election bid. Rose, an assistant Republican caucus leader, has represented the 51st district since 2013, having previously been a member of the state House for about a decade. The Illinois state Senate’s 51st District encompasses all of Dewitt, Piatt, Moultrie, Douglas and Shelby counties and parts of McLean, Champaign, Vermilion, Edgar and Macon counties. Sources told Prairie State Wire in April that the state GOP had run Rose against the incumbent Winchester to punish Winchester for backing Rep. Jeanne Ives (R-Wheaton) in her strong but unsuccessful March primary bid against Gov. Bruce Rauner. Earlier this month, Winchester’s attorney, Steve Boulton of Peraica & Associates in Chicago, said in a letter to state GOP General Counsel John Fogarty that the race results had been determined by a “group of unelected and merely appointed staff members” with “personal and financial interests” in the re-election of current state GOP Chairman Tim Schneider. “The procedure may have well have been employed before, but it is not properly authorized and stands in contravention of the plain language of the Election Code,” Boulton wrote in his letter. “Repetition of an unlawful practice does not make it legal. If such were true bank robbery would be legal today.” In his complaint filed in federal court, Winchester alleged the Illinois Republican party rigged the April 18 election against him. In an interview published this week in the Madison-St. Clair Record, Boulton claimed to have “a number” of affidavits that prove Winchester actually won the election. A source told the Prairie State Wire that Winchester was not even mentioned as an option by Pollard and that he’d called for a voice vote during the April 18 election. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Mills, in his affidavit, described what happened as slightly different from what the source described. Pollard, “very politically powerful in Fayette County,” supported Rose before the convention, “which was confirmed when Mr. Pollard had papers distributed to the Convention supporting Mr. Chapin (Rose), including to me, an action which I considered improper,” Mills said in his affidavit. “At the commencement of the election Mr. Pollard announced that there were two candidates for State Central Committeeman, Chapin Rose and Robert Winchester,” the affidavit said. “After announcing the candidates, Mr. Pollard immediately called for ‘nominations’ which caused me great confusion since he had just announced the two candidates. I did not know what the nominations were for, or what purpose they served, given that the candidates had just been announced.” Pollard then nominated Rose, who “received an immediate second,” the affidavit said. “I remained confused by this procedure, since the candidates were already announced by Mr. Pollard and I was trying to grasp why a nomination process was being conducted at all. In very short order, a voice vote to close nominations occurred, and Mr. Pollard declared the election over. I do not recall any actual vote for Mr. Chapin (Rose) at all.” Mills said in his affidavit that he reviewed draft minutes from the convention, a copy of which was attached to his affidavit, and found they “comport with my recollection that no election vote was actually taken.” “Further, the minutes reflect that Mr. Pollard nominated Mr. Rose only after asking for nominations three times,” the affidavit said. “This comports with my recollection that the actual sequence of from [sic] nomination of Mr. Rose to closing of nominations was very quick.” Pollard, Mills and Rose did not immediately respond to Prairie State Wire requests for comment.)

That is, dying in a way that gives back to others, whether that’s giving your possessions to charity or making your life’s accomplishments an example of what hard work and determination can earn. However, there’s one way we can all give back in death: ourselves. No, not in a metaphorical sense. Our bodies are rich in carbon, bacteria and other stuff that naturally decomposes into the environment with relative ease. That being said, it seems odd that to this day burial seems to be the preferred route of putting a loved one to eternal rest. Burial of an entire body in a metal and plastic coffin seems so off-putting and gaudy, not to mention contrary to the natural process of decomposition. While there are certain religious justifications, nonethe­less the modern practice of burial is environmen­tally unfriendly and creates a future environmen­tal crisis. Graveyards alone contain hundreds if not thousands of bodies, both subterranean and in mausoleums. With a large elderly and baby boom­er population beginning to die off, many of these locations will be hard pressed to make room for more. The process, money and storage it takes to put the deceased in their own plot of land or on a marble shelf makes no sense. Furthermore, the resources that go into buri­als aren’t necessarily friendly to the earth. Since most coffins are made of plastic and varying metal alloys, they aren’t really known for their ability to break down. While the idea of being able to visit a loved one’s final resting place can be therapeutic or provide emotional closure, this practice is as wasteful as it is impractical.)

Of course, since 1997, my critics/opponents, their operatives, and their dupes have hinted/implied/argued/shouted that my COLA-adjusted Civil Service Retirement System (CSRS) pension, currently $51,864/year, is excessive. In my defense, I worked for federal government for almost 30 years – almost 3 years for the Post Office 1966-1969, almost 9 years for IRS 1971-1980, and almost 18 years for GAO 1980-1997. In today’s dollars, my ending GS-13 Step 10 GAO salary was $125,325. My $51,864/year CSRS pension is $6,224/year less because my Democrat GAO superiors succeeded in forcing me to take their early retirement “offer” in 1997 and suffer a 12% early retirement penalty (2% X 6 years). Of course, my CSRS pension would be much higher if my Democrat superiors in the federal government had not wasted my career and forced me to take their early retirement “offer” in 1997 when I was 49 years old. If the Democrats who run the federal government had promoted me into their Senior Executive Service, my CSRS pension would be $131,360/year (80% of $164,200/year.)

(FROM THE ARTICLE: During Chicago Left in Review’s episode a week before the Republican State Central Committee (“SCC”) election of a new Republican State GOP Chairman in Springfield on January 15, 2005 and during its shows that followed over the last two weeks after the election—the host and his panel chose to ignore the event. Not a mention– nothing, nada, zero, zip. The event attracted about 500 Republican activists, operatives, party functionaries, office holders and wannabees– including more than 150 County, Ward and Township Committeemen; State GOP Chairman candidates Andy McKenna, Jr., Steve McGlynn, Jim Oberweis, John Cox and Jim Nalepa. Andy McKenna, Jr., who is known for his father’s and perhaps his own fundraising prowess and business contacts and who ran in the Republican U. S. Senate Primary in 2004, garnering 14% and a 4th out of 7 candidates finish, won the State GOP chairmanship vote, primarily because of the backing of the Illinois Republican Party Finance Committee, i.e., in large part the Chicago Metropolitan Republican Business Interests and Donors. McGlynn, who had campaigned vigorously for the position, withdrew prior to the vote when he saw he could not get a majority of the SCC weighted vote. Nalepa, who drew acclaim and cheers from the assembled for his stirring speech, came in a very distant second to McKenna– who, in addition to the aforementioned money interests, had the New Republican Establishment behind him– Lahood-Kirk, for sure, and most likely Cross. Of course, the New Republican Establishment and money interests go together like ham and cheese.)

(FROM THE ARTICLE: McKenna Takes ‘The Titanic’ There really was no surprise when the State Central Committee of the Illinois Republican Party met in Springfield January (15) to elect a new party chairman. Although more than 500 county party leaders, GOP activists, and reporters jammed the Renaissance Hotel, the chairmanship was being decided by just the 19 SCC members–all of whom had weighted votes–in executive session. Thus, while Chicago businessman and onetime GOP U.S. House hopeful Jim Nalepa held the crowd spellbound with his presentation and his call for beginning the meeting with the under-attack Pledge of Allegiance, the SCC gave 86% of its votes to rival Andy McKenna, Jr. and made him chairman. (Two other contenders, state Vice Chairman Steve McGlynn and Cook County GOP Chairman Gary Skoien, withdrew before the vote). The chief executive officer of the Schwarz Paper Co. and third-place finisher in the Republican Senate primary last year, McKenna is considered a strong conservative who makes no bones about his pro-life stance. His position is in sharp contrast to that of the outgoing chairman (and lone GOPer in statewide office), Treasurer Judy Baar Topinka, long criticized by party conservatives. A successful businessman and proven fund-raiser (he raised more than $2 million for his Senate bid), McKenna is also light years removed from the old statehouse gang of Republicans who are presently targets of corruption probes. Asked by reporters about how the Illinois GOP–which lost both a Senate and U.S. House seat last fall as well as the state’s electoral votes–could withstand the racketeering trial of former Republican Gov. (1998-2002) George Ryan, the chairman-elect replied: “The people in the Ryan trial are not part of this party.” Although many conservatives praised McKenna as a fresh leader, others were critical of his failure so far to denounce the Democratic machine of Chicago Mayor Richard M. Daley or to hint that he would fire any of the Topinka staff at state party headquarters. Many conservatives do not like the selective, back-room mechanism for choosing a chairman, convinced that had a new state convention been called with delegates more representative of the party grass-roots, Nalepa and his magnetic speaking style would have carried the day. Jack Roeser, head of the conservative Renew Illinois group, led a delegation to Springfield to demand that the SCC refuse to elect a chairman and that a new convention be called for this task. Prior to the vote, Roeser hinted to me that he and his allies on the right might well pursue a change of the party rules to permit such a convention and a vote on party officers–especially on Roeser’s longtime arch-enemy, Republican National Committeeman Robert Kjellander. As for Nalepa, Chicago political strategist Bill Pascoe told me that Nalepa’s remarks “wowed the crowd” and that his “moving around the room with a microphone, Elizabeth Dole-style, was visually riveting.” Pascoe noted that the former U.S. Army ranger was unrecognized by most Republicans two months ago. “But after this campaign for chairman,” he added, “there are a number of leading Republicans trying to figure out how to put Jim Nalepa to good use for a party in desperate need of new leadership.” Hinting strongly that the runner-up would yet have his day in the sun, Illinois political blogger par excellence Jeff Berkowitz concluded: “Andy McKenna, Jr., was elected this afternoon. … Jim Nalepa, who won the hearts and minds of many in the one hour or so public portion of the Republican State Central Committee meeting, came in second. …”)
