In reality, our incomes are likely to peak years — and sometimes decades — before we retire. Consider this: People’s biggest wage increases tend to happen in their 20s and 30s, with more modest increases in midlife followed by declines, according to a 2016 analysis of Social Security earnings records underwritten by the Federal Reserve Bank of New York. Most people’s incomes peak by age 45, the researchers found, although the top 20% of earners peaked in their 50s. More than half of those who enter their 50s with a stable job are laid off or otherwise forced out the door, and the vast majority don’t recover financially, according to analysis by ProPublica and the Urban Institute. These may be grim statistics, but if you’re tempted to put off saving for retirement, take heed. “When you’re 40 and things are going well, you think, ‘OK, I can see when things are going to get better and that’s when I can save for retirement,'” says Gary Burtless, an economist with the Brookings Institution who studies earnings patterns. “And those days just don’t come.” THE BIGGEST GAINS COME EARLY What’s true on average for a group of people may not be true for an individual, of course. Understanding these general patterns, though, could help people make better decisions about spending, saving and when to retire. Generally, the more education people have, the more money they make over their lifetime and the later their earnings peak, Burtless says. “For somebody with a position like professor at a university, it might be when they’re in the second half of their 50s, as opposed to the second half of their 30s, which it might be for your brother-in-law who failed to complete high school,” Burtless says. But the 50s tends to be a dangerous decade for workers, according to ProPublica, an independent nonprofit newsroom, and the Urban Institute, a nonprofit think tank that researches social and economic issues. The researchers found 56% of full-time, full-year workers ages 51 to 54 suffered an involuntary job loss after age 50 that had a substantial economic impact, either by reducing their earnings at least 50% or resulting in six months or more of unemployment. The median household income of these workers dropped 42%, and only one in 10 ever earned as much after they left their jobs as before. An additional 9% left their jobs involuntarily for personal reasons such as health. The analysis was based on data from the University of Michigan Health and Retirement Study, which tracks 20,000 people in the U.S. SAVE EARLY AND AVOID LIFESTYLE CREEP Job disruptions and declining earnings help explain why so many people in their 60s have so little saved, Burtless says.)

(FROM THE ARTICLE: As the teacher shortage in Illinois has grown to what some say are “crisis” levels, education officials and lawmakers are looking to change the way potential teachers are assessed. One reason for the shortage cited by the education community is the glut of tests required to get a teaching license in Illinois — along with the fact students aren’t passing them at the level they used to. To get a teaching license in Illinois, students need to pass a basic skills test, another test called the edTPA and a content-area test. Of those who took the basic skills test, called the Test of Academic Proficiency, in the first three months of this year, 25 percent passed, according to data on the Illinois State Board of Education’s website. ISBE is putting the TAP on hold starting June 30 as it looks at different ways to assess basic skills. State Rep. Sue Scherer, D-Decatur, is the sponsor of House Bill 423, which would eliminate the test until 2025. Sen. Andy Manar, D-Bunker Hill, introduced a bill, Senate Bill 1952, that would get rid of the basic skills test permanently. Both bills were approved in one chamber earlier this month and await consideration in the other chamber. The Illinois State Board of Education has taken a neutral position on the bills, a lobbyist for the agency said during a recent meeting. As a teacher, Scherer saw many examples of would-be teachers held back by the basic skills test. She linked the difficulties to students’ test anxiety and the poorly written test. The questions, Scherer said, are abstract to the point where students can’t figure out what the questions are asking. There also is an argument the tests are discriminatory toward people of color. Scherer says the tests don’t take life experiences or cultural differences into account. During the first quarter of the year, 12 percent of African-American students and 14 percent of Hispanic students passed the basic skills test.)

Police Chief Kenny Winslow told the City Council this past week that the registration will be available through the Springfield Police Department’s website in February. Residents who own private exterior cameras would enter information, like their address and a way to contact them, into a portal on the website. That information would be uploaded into a spreadsheet, which would plot all of the registered private security cameras on a map. Police officers would have access to this information and would be able to contact camera owners afterward if a crime occurred nearby. “We can send an alert via email or have detectives just call,” Winslow said. Winslow said the camera owners would be able to send in the footage through evidence.com, which is an encrypted hosting site that the city already uses. Or, a police officer could review the footage with the homeowner. Winslow said police are more likely to apprehend a suspect if they get information quickly after a crime. Plus, Winslow said the camera network could act as a deterrent to crime happening in the first place. “It will hopefully lead to more investigatory leads on crimes, or hopefully a better apprehension rate or maybe even a reduction (in crime),” Winslow said. “We just have to figure it out how to better market it to have good participation.”)

(FROM THE ARTICLE: A little more than 10 years ago, distributing news by way of Facebook, Snapchat or any other social media was unheard of; it’s one of the most transformational shifts in the way we consume news. And it’s a driving force in how vastly different news consumption habits are and will be for millennials and younger. Older generations seek out news, for example setting aside time to read the morning paper, while millennials’ are more likely to bump into a story on social media. They don’t necessarily spend less time reading news. Some 85 percent of them report that keeping up with news is at least somewhat important to them and 69 percent get news daily, according to the American Press Institute. But they consume that news throughout their day across multiple platforms — a click on a Facebook link here, viewing an Instagram post there, watching a video on YouTube their friend shared, and so forth. And the large majority of it is done on their cellphones. I’ll point out here that much of this column was tapped out on my phone. “News and information are woven into an often continuous but mindful way that Millennials connect to the world generally, which mixes news with social connection, problem solving, social action, and entertainment,” according to the American Press Institute research. (FROM THE ARTICLE: When you dive into popular literature on retirement, you could be forgiven for thinking there are hordes of Americans in their late 50s or early 60s desperate to leave the paid workforce as soon as they can. Blog posts and academic studies beg people to hold off on collecting Social Security until the age of 70 so they can maximize their benefits. There is Bloomberg Businessweek’s article “Not prepared for retirement? Here’s a solution. Don’t retire.” And Inc.’s “Want to Retire Early? Here are 3 Reasons You Probably Shouldn’t.” Few listen. The most common age to file for Social Security is 62. Why? Well, many of these people are not downscaling their professional lives or exiting the workforce entirely because they want to do so. They are likely victims of age discrimination. That’s the searing conclusion that can be drawn from a recently released joint Urban Institute-ProPublica analysis of data from the Social Security Administration and National Institute on Aging’s joint longitudinal Health and Retirement Study. The researchers behind the report found a majority of workers over the age of 50 are likely at some point to be shoved out of their jobs, either via an overt firing or resignation under pressure of demotions, loss of future benefits or deteriorating work conditions. The damage to their bottom line is often permanent. When many find new positions, they are often jobs that are significantly below both their skill levels and previous pay grades, such as the former corporate executive ProPublica discovered working at a print shop, as a bartender, and staffing the front desk at a local gym. Making matters worse: The retirement prospects for many younger baby boomers and members of Generation X look dismal as the shift from workplace pensions to the do-it-yourself 401(k) has left millions of people without the resources to maintain even a semblance of their current lifestyle in retirement. As a result, surveys say a majority of Americans plan to work well past the traditional retirement age, with many claiming they will collect a paycheck till they drop.)

(FROM THE ARTICLE:  Governor Bruce Rauner and his inner circle of political advisors are holding private meetings to vet candidates they hope could unseat Comptroller Susana Mendoza and Attorney General Lisa Madigan in the 2018 election. Democrats running to unseat Rauner have garnered most of the public attention to date, but behind closed doors, Republicans are already forming a deep roster and consulting with top party donors before making any public commitments to back candidates. The secretive casting calls are starting to creating tension within the party as leaders mull over their next move. According to sources with knowledge of these discussions, Rauner’s chief political strategist Mike Zolnierowicz is actively recruiting and meeting with candidates who may show potential to upstage some of the governor’s political rivals in a statewide election. By all accounts, these conversations remain in the very early stages, and several of the candidates themselves remain uncertain about their own standing with the party leadership. Former Comptroller Leslie Munger is rumored to be angling for a chance to regain her seat in 2018, but party leaders have privately expressed concerns about her electability after losing a rough election last fall. Although he did not respond to requests for comment, Zolnierowicz continues to explore other options for the high stakes Comptroller race. After losing to Mendoza last November, Munger was awarded a pay raise to a salary of $138,000 as one of two deputy governors in the Rauner administration. When asked about her plans to run for reelection, she replied, “No comment.” Republicans openly admit they are gearing up for a broader campaign to overtake a majority in the House, which would effectively demote reigning Speaker Michael Madigan. Representative Tim Butler (R-Springfield) acknowledges unseating Madigan is a long shot, but he contends Democrats have several vulnerable candidates in districts where he believes the GOP can compete. Zolnierowicz, who left his post as Rauner’s chief of staff to become the party’s top strategist last summer, is said to have come down to a short list of candidates to oppose Madigan, yet concerns about name recognition and credentials prolong the decision. In my defense, GAO hired me in 1980 because it could not find a qualified woman who would take the job.  IRS hired me in 1971 because it could not find a qualified woman who would take the job.  The Post Office hired me in 1966 because it could not find a qualified woman who would take the job.  GAO, IRS, and the Post Office could not find qualified women who would take the aforesaid jobs a) because qualified women considered those jobs to be “BAD” jobs and b) because qualified women could always get a better job in the private sector.)
