Filippo Menczer is a member of IU’s Center for Complex Networks and Systems Research. His co-authors for the paper included researchers at high-profile organizations such as Microsoft, Harvard, MIT and Yale. They said companies with platforms used by massive audiences to produce and consume information, such as Facebook, Google and Twitter, have an “ethical and social responsibility transcending market forces” to contribute to scientific research on fake news. The paper was published in the academic journal a little more than a week after 13 Russians were indicted for involvement in a “troll farm” operation that spread false information connected with the 2016 U.S. presidential election. Menczer is founder of the IU Observatory on Social Media, which provides tools for identifying automated social media accounts and analyzing how misinformation spreads across social networks. Estimates in the paper put the number of automated “bots” at 60 million on Facebook and up to 48 million on Twitter. The Twitter estimate was based on a study Menczer and colleagues had conducted recently. “The spreaders of fake news are using increasingly sophisticated methods,” Menczer said in a statement about the essay. “If we don’t have enough quantifiable information about the problem, we’ll never be able to design interventions that work. This paper is really a call to groups across the globe – academics, journalists and private industry – to work together to attack this problem.” The paper proposes changes to algorithms the authors say increasingly control online access to information as well as high school courses designed to help students recognize illegitimate news sources. “The challenge is there are so many vulnerabilities we don’t yet understand and so many different pieces that can break or be gamed or manipulated when it comes to fake news,” Menczer said. “It’s such a complex problem that it must be attacked from every angle.” “What we want to convey most is that fake news is a real problem, it’s a tough problem, and it’s a problem that requires serious research to solve.”)

I’ve never done it.” Chris Robling, a Republican political analyst, said that Rauner’s comments are indicative of delusional thinking. “Sounds like he has dissociative disorder,” Robling said. “He keeps talking like that and he’s going to have the people in white smocks with all kinds of letters after their names coming after him.” In his first term, Rauner signed bills that show that he harbored a social agenda, even as he never campaigned on one. He signed HB 40, the taxpayer-funded abortion bill (a bill he promised he would not sign), and held a press conference afterward. The law provides unlimited state funds through Medicaid and state health insurance plans for elective abortions. Rauner also signed SB 31, the Trust Act, which makes Illinois a “sanctuary state” by preventing law enforcement from detaining anyone based solely on their immigration status. The law also limits the cooperation of local law enforcement with federal immigration officials. He also signed HB 1785, which allows individuals to switch genders on their birth certificates. And this year he sponsored and attended Equality Illinois’ fundraiser at the Hilton Chicago. Equality Illinois supports the LGBTQ community statewide. It was this social agenda, in fact, that nearly led to Rauner losing in the Republican primary election last week to state Rep. Jeanne Ives (R-Wheaton) whose campaign focused heavily on Rauner’s signatures on those same bills, characterizing his actions as a betrayal. “Rauner can pretend that he had — or has — no social agenda,” Ives said in an email, “but he will go down in history among Republicans for his signature on liberal social policy by signing off on taxpayer funding of abortion, expanding transgender initiatives and making Illinois a sanctuary state.” In the general election, Rauner needs the Ives voters. But Robling said that even some sort of agreement moving forward with Jeanne Ives won’t help him pull in those votes. “No one individual can save Bruce Rauner,” Robling said. “He can’t go back and undo his record.)

(FROM THE ARTICLE: The dust from the primary election has had a chance to settle a bit, but one thing seems clear: Gov. Bruce Rauner will have his hands full trying to win over supporters of Rep. Jeanne Ives. Rauner’s going to need her supporters in November if the predictions come true of a huge Democratic turnout. He may need to make a more public display of soliciting their support than he has so far. About the only positive thing Ives has said so far about Rauner since election night is that she would vote for him in November because he is a Republican. She said she would not endorse him or campaign for him. And then there was the post-election interview she did with WBEZ where she was asked if Rauner or Democratic challenger JB Pritzker would make a better governor. Forty seconds of silence followed before Ives uttered Rauner’s name. Was it a kiss of death? We’ve now gone through the first election since the General Assembly broke a two-year deadlock and passed a new state budget. One key to passing the budget was that a number of House Republicans ignored the wishes of Republican leadership and voted for both a budget and a tax increase to pay for it. Let’s look at the results, since the tax hike in particular infuriated many Republicans. There are two votes to keep in mind. First was the initial vote to pass the tax hike, and then a second vote to override Rauner’s veto. On the first go-around, 15 House Republicans voted for the tax hike. When it came time to vote for the override — the crucial vote to actually put the tax hike in place — only 10 of the original 15 voted “yes.” Of the other five, one was absent and the other four switched their votes on the override. Of the 10 who voted for the override, seven opted not to run for re-election. Two faced primary challenges and won. One has a general election opponent, but did not have a primary. Of the four who switched their votes, one opted not to run; two had primary opponents and won; and the fourth was defeated in the primary. The lawmaker who was absent chose not to seek reelection. The anti-tax crowd can claim victory if they want, contending the GOP lawmakers who voted for the tax hike merely fled before voters could oust them. But it also appears that a vote to raise taxes wasn’t an automatic kiss of death when voters had a chance to weigh in.)

Of my precinct’s 504 registered voters, according to the DuPage County Election Commission (DCEC), 105 (21%) cast Republican Ballots, 98 (19%) cast Democrat ballots, and 301 (60%) did not vote. Beyond outrageously, beyond unacceptably, in 2015, the DCEC let my critics/opponents unethically gerrymander my precinct to punish me and Jeanne Ives. The DCEC let my critics/opponents a) take away about 100 residences on the west side of my precinct and b) give me about 100 residences out Ives’ precinct to the east. The DCEC let my critics/opponents draw Ives into my precinct. But then, my critics/opponents drew her out of my new precinct and into Precinct 65 because she asked them to.)

(FROM THE EDITORIAL: Oh, DuPage County, have you forgotten who you are? Generations of Chicagoans fled to you, DuPage, to escape the political corruption of the big bad city. In Chicago, the rule of thumb was to “vote early and often.” In DuPage, a single honorable vote, almost always for a Republican, sufficed. In Chicago, the quiet residents of cemeteries voted. In DuPage, only the living, if sometimes barely. In Chicago, vote returns from the “river wards” could be held up for hours, allowing for a little late-night skullduggery to put a Machine favorite in a tight race over the top. In DuPage, goodness no. But on Tuesday in DuPage, the election process looked about as squared away as in Chicago circa 1947. Final voting results were not released until roughly eight hours after the polls closed, about 3 a.m. A skeptic might wonder if everything was on the up and up. We’re told it was a hardware problem. Elections judges were unable to get results from scanning machines, which are used to read paper ballots, and the judges had to lug 268 of the machines to the election commission office in Wheaton to tally the results. Now, on Tuesday, election officials will be on the hot seat. The DuPage County Board has asked them to attend a board meeting to explain what went wrong and how to fix it. “I promise you, there’s going to be changes,” County Board President Dan Cronin told the Daily Herald. “I am not done with this.” But there’s little mystery about what should be done — it was right on the ballot. An advisory referendum question asked voters whether the DuPage County Election Commission should be dissolved and its responsibilities taken over by the office of the county clerk. Fifty-six percent of the voters said that was a good idea. After Tuesday’s show of incompetence by the election commission, you can bet that even more voters now would say that’s a good idea. Cronin, who has been a leader in Illinois in trying to eliminate unnecessary units of government, is pushing the merger, which he says would make the election process more accountable and save DuPage taxpayers $300,000 a year. But the change requires a change in state law, and the Legislature has been slow to go along. Why? Because the Legislature is always slow to go along when it comes to eliminating unnecessary units of government. It’s about jobs and political turf. For the same reason, the Legislature has been insufficiently aggressive in eliminating township governments. Cronin is right. The DuPage Election Commission bungled it badly on Tuesday. And we were feeling the ghosts of those old Chicago ward heelers.)

Perhaps some of the 3,023 voters in Chicago who punched his ticket agree with his positions on immigration (“no more sanctuary cities!”) or his support of 2nd Amendment rights (“concealed carry for personal protection!”). I suppose it’s possible some of the 4,093 people in Will County who cast ballots for Jones did so knowing about his anti-Semitic views but supported him anyway because of his stances against abortion and same-sex marriage. More likely, the 65 DuPage County residents who voted for Jones, 70, didn’t know about his former membership in the American Nazi Party or that he ran for mayor of Milwaukee as a member of the National Socialist White People’s Party in 1976. Jones, however, told me Wednesday he believes the votes for him were no accident. “The people who voted for me knew exactly who I was,” Jones said. “They liked what I had to say.” Jones said the Republican Party sent mailers and made robocalls telling people about his views, so voters must have known. “That might have gotten me a lot of votes,” he said of the party’s efforts. I think it’s more likely the vast majority of Jones voters simply supported whatever GOP candidate happened to be on the ballot. “Yes, I think your surmise is spot on,” said Sean Morrison of Orland Park, chair of the Cook County Republican Party, state committeeman for the 3rd District and Cook County Board member. “Look, the overwhelming majority of most folks in the district have absolutely no idea who the Nazi Art Jones is,” Morrison told me Wednesday. “I feel that they very likely pulled their Republican ballot and voted down the line.” Jones has previously run for the seat, but Republicans either successfully knocked him off the ballot by challenging his petitions or ran legitimate candidates whose totals dwarfed the few votes cast for Jones. This year was different. I asked Morrison why Republicans failed to field a “serious” candidate to challenge seven-term incumbent Democrat Dan Lipinski, a conservative who narrowly withstood a primary challenge from progressive Marie Newman. “Well, it was certainly not for lack of trying to draw in candidates,” Morrison said. “The 3rd Congressional district has historically voted very high for Congressman Lipinski. Most prospects see the seemingly futile attempt in running against him.” In other words, the problem isn’t so much that 20,000 Republicans may have just voted for a Nazi. It’s the partisan political system where the party in power gets to redraw district maps every 10 years to maximize odds of retaining power by keeping races noncompetitive. “The seat is mathematically drawn like the majority of districts as a Democrat district seat,” Morrison said. “This is the larger issue citizens should recognize and be concerned about in Illinois. “The Democrats have controlled the district remap drawings for several decades now. The Democrat-controlled gerrymandering is unabashed and (is the reason) why we have a real one-party system throughout Illinois.” I accept Morrison’s explanation as based in fact and admire his skill at spinning this as the fault of Democrats. Still, I think the candidacy of Jones harms the Republican brand more than it does the Democrats.
On a national scale Wednesday, reaction to Jones’ win ranged from shock and disbelief to outrage across traditional and social media channels. “Arthur Jones is a Nazi, not a Republican. It is a disgrace that he has won the Republican nomination,” Norman Coleman, chair of the Republican Jewish Coalition, said in a statement. “The GOP didn’t invite Jones into the party,” Coleman said. “The only mistake was not running a candidate in an uncompetitive, safe-Democrat district.” The Illinois GOP continues to denounce Jones. A state party spokesman told The New York Times the party would devote resources to supporting a Republican to run as an independent against Lipinski in November. “Arthur Jones is not a real Republican; he is a Nazi whose disgusting, bigoted views have no place in our nation’s discourse,” Tim Schneider, the Illinois Republican Party chairman, said in a statement. The National Republican Congressional Committee issued a statement that did not mention Jones by name. . .”There is no gerrymandering in Illinois,” Brown said. “Their whining about that is not factual.” There was ample publicity prior to the election about Jones’ Nazi affiliations, he added. “How anybody could vote for this individual is mind-boggling,” Brown said. “It was a conscious effort to cast those votes.” I think the number of votes cast for Jones is another statement about the perils of uneducated voters. Despite record early-voting numbers, turnout ended up at just 28.5 percent of suburban Cook County’s 1.5 million registered voters. Turnout among younger voters was notably low — at 3.4 percent — despite heightened interest in the Lipinski-Newman race and a nonbinding referendum asking whether Cook County should legalize marijuana for recreational use. The measure passed by a nearly two-to-one margin. Millennials ages 18-27 cast just 16,780 ballots, Clerk David Orr reported. That was the lowest of any age group and compares to 76,696 for ages 58-67, 67,302 for ages 48-57 and 48,225 for ages 68-77.)

(FROM THE ARTICLE: The House of Representatives in a contentious March 20, 2018, vote passed the continuation of an old procedural rule that would give Congress the ability to cut the pay of individual federal workers and to eliminate entire agency programs. The Holman Rule, first passed in 1876 and named for Indiana Rep. William Holman, was removed from the House rule book in 1983. The rule was then reinstated in the Rules of the House for the 115th Congress, but applied only to the first session or year. House Republicans extended the Holman Rule through the end of the current Congress by adding it to H.Res. 787, which provides for the consideration of two unrelated bills. “Last night, without any public debate, House Republicans snuck into legislation the Holman Rule — a cynical and dangerous attack on federal workers that allows members of Congress to reduce the salaries of federal employees.
