(FROM THE ARTICLE: The memories of those many hours I spent teaching rushed back to me as I read the Census Bureau report that in 2016 a record 65.5 million people age five or older speak a language other than English at home, a total that has increased six million since 2010, and more than 34 million since 1990. The largest increases from 2010 to 2016 were among Spanish speakers, up 3.5 million; Chinese, up 564,000; Arabic, up 366,000; Hindi, up 201,000; Telugu, up 143,000; Vietnamese, up 129,000; Tagalog, up 128,000; Haitian, up 109,000; Bengali, up 101,000; Tamil, up 89,000, and Urdu, up 86,000. Telugu and Tamil are spoken in India, and Tagalog is the national language of the Philippines; Bengali is spoken in India and is also the national language of Bangladesh. Huge increases in the non-English speaking population – now more than one in every five households converses in a language other than English – don’t surprise me. As I entered the second half of my teaching career, the special green card and refugee programs ended, and the school district replaced them with open enrollment sessions. Enrollment became more diverse – more immigrant students from different corners of the world. In the end and sadly, however, few students demonstrated a commitment to learning English. That is, when they left the classroom, they returned to their homes in ethnic enclaves, and resumed speaking their native language. In California, not speaking English was particularly easy since most every government and retail service is offered in multiple languages. Learning a new language is hard, and more challenging when there’s no pressing need to adapt linguistically. But one statistic in the Census data jumped out at me. Many of those who speak a foreign language at home aren’t immigrants, but rather are born in the United States – 44 percent, or 29 million, of the 65.5 million. The U.S. born citizens, then, grow up in a household where the heads of family don’t speak English. My final takeaway from two decades of English language instruction was that the experience was personally enriching, but with generous amounts of frustration included in the mix. I would tell my students that to fully take advantage of the American way, English is essential. Without English, newcomers are limited to an unsatisfying life of low-paying jobs or welfare dependency. To Congress, pause in the unsustainable policy of admitting one million legal immigrants annually. Maintaining the current immigration pace guarantees an increasingly fractured America.)

Given the rising stock market, more people are moving into the seven-figure retirement club every month. In August, there were 46,088 people with account balances between $750,000 and $999,000. That was up from only 18,846 in January 2016. So how did they do it? The early TSP millionaires were all political appointees. Either elected (members of the House or Senate) or appointed to top jobs. Many were successful lawyers who were named federal judges. As TSP investor Emily in Washington points out, for a TSP investor making $100,000 per year, that government match translates into a tax-deferred pay raise. And as salary goes up, so does the value of the match. Every now and then, we hear from a self-made TSP millionaire. While they come from all agencies, jobs and income levels, they all have a couple of things in common: They’ve been investing for a long time, an average of 28 years. They have all or most of their money in the C and S funds. When the market tanks (as it did in 1997 and 2008), they continue to buy the stock funds, getting more shares because they consider them on sale. More bang for the buck.)

Rauner had earlier he would veto the bill, and his reversal led to an open revolt within the Illinois Republican Party leading many local party organizations to withdraw invitation by Rauner to speak and refuse to circulate his petitions. “There is little trust between most Illinoisans and their government at many levels — and for good reasons,“ Ives said. “Top political leaders have lied to the people about who they are and what they are going to do, and they continue to make promises we cannot keep.” In addition, Rauner has been roundly criticized for signing a so called “sanctuary state” bill that limits cooperation between the state and federal authorities in matters involving the deportation of illegal immigrants, signing legislation that allows persons to change their listed gender on their birth certificates and for authorizing a 15 percent premium increase on Obamacare silver health insurance plans in order to prop up Medicaid expansion under Obamacare. As a member of the General Assembly, Ives has focused much of her efforts on government transparency. “Public corruption is an everyday event across the state,” she said. “Many Illinoisans have simply decided to leave for better opportunities elsewhere.” Ives’ tenure has also been marked by her pursuit of tax reform, term limits and school choice. (FROM THE ARTICLE: Last week, Rauner (along with deputy governor Leslie Munger) made a surprise appearance at a New Trier Republican dinner. He created another surprise by making a couple of declarations, according to people in attendance: one, he singled out National Republican Committeeman Richard Porter for his role in a federal effort to allow the restructuring of public pensions. The state has the worst-in-the-nation pension liability, estimated now at an eye-popping $130 billion. “The governor tells us we should all thank Richard Porter and congratulate him on the work he’s doing — that he’s trying to get federal legislation passed affecting public pensions which would supersede the Illinois constitution and allow us to restructure our pension system,” one of the attendees told us. Porter, an attorney at Kirkland & Ellis, is not a registered lobbyist, so it isn’t clear what role he is playing in advocating for Rauner in Congress. Our efforts to reach Porter since last week by phone and email were unsuccessful. A GOP spokesman who followed up referred us to the Rauner campaign, which did not have a comment. Rauner also told the crowd he was working to reverse a tax increase (something he reiterates today in his reelection rollout). Timing: Rauner’s talk about revamping pension debt and a lower tax rate comes just as the state is in the midst of a massive, $6 billion bond issue — attempting to borrow money at as low a rate as possible to pay down a bill backlog that’s reaching $16 billion. When Illinois made its offer letter to potential investors, it was under certain assumptions — including that the state now had a “permanent” revenue stream under a recently approved 5 percent income tax rate and 7 percent corporate income tax. Politically, however, it’s a tall order to advance a federal law to circumvent state constitutions. And any agreement would need 60 votes in the U.S. Senate, which Republicans don’t have. At an event last month before the U.S. Chamber of Commerce, Rauner talked about his efforts. “We’ve got a bill now, we’re working with Congress. (If) Congress passed a law, we’re lobbying right now, allow states to restructure their pensions, supersede the restrictions that the special interest groups have put on the state,” Rauner said at the Sept. 28 event.
