Mr. Trump talks about raising revenue by collecting unpaid taxes, and according to the I.R.S., the “tax gap” of unpaid but owed taxes is some $400 billion. If only 20 percent of that could be collected, it would yield substantial funds. But we need agents to collect these owed taxes and to perform audits. Historically, I.R.S. employees have returned many times the dollar amount invested in their salaries and benefits. The audit rate is now at a record low, however, and the I.R.S. relies increasingly on a tradition of voluntary taxpayer compliance, which is waning. (We can only imagine what a President Trump, who seems to boast about not paying taxes, would do to that tradition.) Moreover, another of Mr. Trump’s proposed revenue sources, stopping improper payments, would also be aided by more I.R.S. agents. The Government Accountability Office has shown that billions of dollars are paid to those who hack into taxpayers’ accounts and divert refunds. Existing staff members simply can’t keep up with these technologically sophisticated perpetrators of fraud. More professionals, schooled in cybersecurity, are called for. There is a common misconception that our bureaucracy has grown out of control. The federal civilian work force (excepting Postal Service employees) is about two million, roughly the same size it was during the Kennedy administration. In effect, the Civil Service has drastically shrunk since then, for the gross domestic product has multiplied five times, and numerous new agencies (like the Environmental Protection Agency and the Department of Homeland Security) have added significant and complicated missions to the federal agenda. Because of a shortage of federal positions, the only way these agencies could be staffed was by adding contractors, who, according to one estimate, now exceed the number of federal workers by a factor of four. These contractors, who are often more costly than a government counterpart would be, operate under increasingly thin federal management and scrutiny. The political scientist John J. DiIulio Jr. calls this “leviathan by proxy.” There are not only constitutional concerns but also management problems with contractors performing what are deemed by statute and regulations to be “inherent government functions.” These are functions that should not be outsourced. But when they are, it leads to further inefficiencies.)

(FROM THE ARTICLE: According to the Economic Policy Institute, a left-leaning Washington think tank, the average 1 percenter family in McLean County earned $679,124 three years ago (the latest data available), while the remaining 99 percent earned an average of $51,440. That means a 1 percenter here makes about 13 times more than the rest of us earn, on average. That ratio puts McLean County pretty much in the middle of a ranking of the nation’s 3,064 counties. Somewhat comforting, I think, especially in the context of some other EPI data. For instance, McLean County’s 1 percenters take in 11.8 percent of the income earned here. That compares with 26 percent in Lake County — the high water mark in Illinois — and the national average of 20.1 percent. The latter two numbers are stunners. A local figure that may trouble egalitarians more is that 41 percent of McLean County’s moolah is made by the top 10 percent of earners. Another way to say that: 10 percent of local households take in 41 cents of every dollar earned here. Yet it’s 57 cents in Lake County, and about 48 cents in all of Illinois and the entire nation. Again, striking numbers. Do you aspire to be a 1 percenter in McLean County? Your family would have to earn at least $365,000 to make the cut — about $24,000 less than the national average. The best (and fresher) news comes from the U.S. Census Bureau. Last year, it says, nearly 5,700 McLean County residents climbed out of poverty. Unfortunately 19,116 McLean County residents are still classified as poor. That’s 11.5 percent of our population — a big number, to be sure, but 3.4 percentage points better than two years ago.)

A spokesman for Groupon did not immediately return a request for comment. The agency is investigating a claim by Adrian Stratton, who filed a charge of racial discrimination in October 2014, after the company did not hire him for an open position as vice president of merchandising. Gjadear Adi says the profiles were created by a man whose family’s marriage proposal was rejected by her, according to the petition filed Friday in Cook County Circuit Court. She wants to get information from Facebook about the creator to file a defamation lawsuit against that person, according to court documents. The accounts were opened under different names since July using Adi’s pictures, including several of her without her hijab, a veil traditionally worn by Muslim women to cover their heads and chests, the petition said. Adi is a practicing Muslim. Another fake profile said under the page’s education tab that she “studied lying at the University of Illinois at Chicago.” The creator of one of the fake accounts also posted photos of Republican presidential candidate Donald Trump as a ploy to make it appear Adi supports Trump, “whose anti-Muslim rhetoric is highly offensive, especially to Muslims,” according to the petition. Adi claims the stress of being portrayed as a Trump supporter and appearing publicly without her hijab has caused panic attacks. The accounts were believed to have been created by a man who Adi had a previous courtship, according to the petition. Bruce Rauner, resigned from the Illinois Legislature after several people viewed a sexually graphic video featuring the former lawmaker that was temporarily posted to Facebook, Politico is reporting. Politico, citing anonymous sources, reports that the “encounter” with the woman was recorded and posted to Sandack’s social media accounts with several of his contacts tagged in the video. Sandack previously has said he was extorted via Facebook and Skype by a woman who lured him “to engage in inappropriate online conversations.” Once Republicans learned of the video and its surfacing, a top state operative urged Sandack to resign, Politico reports. Sandack issued a statement to Politico denying he was asked to resign but didn’t address questions about the existence of the video or whether it was distributed to others. Reached Friday morning, a Sandack spokesman told the Chicago Sun-Times that Sandack would have no further comment. Last week, Sandack said he was extorted by a woman who lured him “to engage in inappropriate online conversations.” His admission came after Downers Grove police released new details about the bizarre episode in 34 pages of reports that conclude they can’t seek criminal charges in the case because the apparent perpetrator or perpetrators live in the Philippines. The police reports — much of them redacted — paint a picture of a middle-aged man sucked into a scheme that began with him communicating with a young woman online and ended with him feeling compelled to send her money and seeing a fake Facebook account set up in his name. The Sun-Times and other news outlets have asked the Illinois attorney general’s office to review whether those redactions are legal under the state’s Freedom of Information Act. The attorney general’s office is reviewing those requests. Whether the fake Facebook account contained potentially embarrassing information is unclear. Large portions of the police documents remain redacted. Sandack wired money to the Philippines because he felt threatened, according to police, who classified the case as “extortion.” In his statement last week, Sandack — who became Rauner’s most vocal ally in the Illinois House — said the woman lured him in. “This past July, I was the target of an international crime ring focusing on high-profile individuals luring them to engage in inappropriate online conversations with the intent of extortion,” Sandack said then. “I took their bait and fell for it hook, line and sinker. “Poor decisions on my part enabled me to be a victim and, as a responsible citizen, I reported it and have been working with the police.” Sandack, 52, who as a state lawmaker was very active on social media, abruptly resigned from the Legislature on July 24. Bob Seidenberg, an award-winning writer who has covered the north suburb for nearly 30 years, was reassigned to Franklin Park and other west suburbs about a week after he removed his name from a story that he said had been rewritten inaccurately by an editor. The Evanston Review long has been the crown jewel of Pioneer Press, the suburban newspaper chain recently acquired by Tribune Publishing, the company now known as tronc. Pioneer reporters, who are represented by the Chicago News Guild, have a contractual right to withhold their names from their work. “Seidenberg’s pending removal is just the latest in a series of warnings, threats and accusations by [Pioneer editor John] Puterbaugh and other managers against Pioneer Press reporters on almost a weekly basis since Tribune (now tronc) took over the 32-newspaper chain last year,” a story posted on the union’s website reported Tuesday. According to the union, Seidenberg was told that he was being reassigned “for business reasons” despite arguing that “his experience, his resources and his understanding of Evanston would benefit the Tribune if he stayed in Evanston.” “We believe this was a retaliation for withholding his byline,” Craig Rosenbaum, executive director of the Chicago News Guild, was quoted as saying. “Bob is being punished for exercising a contractual right. Evan Osnos interviewed former House Speaker Newt Gingrich, who’s been advising the candidate on policy matters, about what to expect if Trump actually takes the White House. Gingrich told Osnos that he’s encouraged Trump to start a war over job security for federal employees. Conservatives have long bemoaned how difficult it can be to fire government workers. According to The New Yorker, Gingrich seems convinced that attacking job protections for civil servants would be a worthwhile opening battle, both as policy and as politics. Per Osnos: Gingrich told me that he is urging Trump to give priority to an obscure but contentious conservative issue—ending lifetime tenure for federal employees. This would also galvanize Republicans and help mend rifts in the Party after a bitter election. “Getting permission to fire corrupt, incompetent, and dishonest workers—that’s the absolute showdown,” Gingrich said. He assumes that federal employees’ unions would resist, thus producing, in his words, an “ongoing war” similar to the conflict that engulfed Madison, Wisconsin, in 2011, when Governor Scott Walker moved to limit public-sector employees’ collective-bargaining rights. Gingrich predicted that federal employee unions would become “unglued” in such a war. For a reality TV celebrity whose fame grew out of firing people, this would seem like a logical fight to pick after settling into the West Wing. Trump, however, doesn’t appear to have discussed this particular issue on the trail, and his official website makes no reference to it. A campaign spokesperson didn’t respond to an email asking if Trump would seek to roll back job protections for federal employees. A representative for Gingrich didn’t respond to an interview request on the subject, either. Job security is one of the main benefits to a federal job, and Gingrich is correct that federal employee unions would fight bitterly to maintain it. But contrary to what Gingrich suggests, it is possible to fire federal employees when they misbehave or don’t do their jobs. It just isn’t as easy as firing a private-sector worker. The law gives federal workers certain protections, including due process when the boss wants to can them and the chance to turn around their work if they’re underperforming. They’re given those rights, in part, to protect against politically motivated firings. Typically, a fraction of a percent of the federal workforce gets fired each year. Tony Reardon, the president of the National Treasury Employees Union, which represents 150,000 federal workers across 30 agencies, noted in an email to HuffPost that federal employees can be fired for cause. That they can’t, he said, “is a false statement repeated to gain easy political points.” NTEU endorsed Hillary Clinton for president, as did the American Federation of Government Employees, the other large federal employee union. “While it is not clear that Congressman Gingrich and Mr. Trump are trying to find a way to fire those they simply don’t like, it would behoove them to become educated on the basics of civil service law,” Reardon said. “Federal employees give much to this country and deserve at least candidates and advisors who understand a little bit about how their employment works.”)
