(FROM THE ARTICLE: Kane County Board Chairman Chris Lauzen stripped his fellow officials of any chance of embarrassing him with a second vote to deny reimbursement of personal business expenses by ripping up what appeared to be a check for $149.07 in front of the board Tuesday. Lauzen then accused the board members who rejected his payment of collecting a $25,000 annual paycheck without performing any meaningful public service to justify it. The drama marked the latest sign of an increasingly fractured relationship Lauzen has with many board members. Less than a week ago, he spoke with confidence about a second vote approving his reimbursement request. That vote became necessary after an opinion from State’s Attorney Joe McMahon said Lauzen cast an improper vote to break a 10-10 tie on the reimbursement last month. Lauzen began his speech Tuesday with a highlight reel of accomplishments during his tenure. Those include extending a property tax levy freeze in place since the year before he took office through the 2016 budget year. Also mentioned were a 65 percent reduction in county debt and the coming completion of projects, such as the Longmeadow Parkway and the cross-country course at the former Settlers Hill Landfill. Given those results, Lauzen said, he expected to be “given even more latitude to produce even more good.” Instead, the reimbursement denial comes as more “destructive nitpicking” to stand in the way of progress, Lauzen said. Turning over his plans to create new, nontax income for the county with a waste-to-fuel facility, expansion of the county’s fiber optic network leasing, and promoting the use of county infrastructure for cellphone amplification has gone nowhere, he said. “I would ask you to examine your public service you produced for your $25,000 salary,” Lauzen said. “What positive contribution are you making? What progress has been made? I’ll void the check and not accept it, and then we’re going to be finished with the stuff.” Lauzen then shredded what appeared to be the reimbursement check.)

Associate justices on the Supreme Court make $255,300, while the Chief Justice, currently John Roberts, makes $267,000. These salaries usually increase by $2,000-$3,000 each year. A seat on the court comes with some desirable benefits. If they retire at 70 after serving 10 years, or at 65 after serving 15 years, they qualify for an annual pension equal to their highest full salary. (FROM THE ARTICLE: A letter which demands that Maine Township Republican Committeeman Char Foss-Eggemann of Park Ridge call for the resignation of Township Trustee Dave Carrabotta because of allegations that he inappropriately touched fellow Trustee Kim Jones, has not yet been sent to Eggemann. However, according to some people knowledgeable about the letter, it will soon be mailed to the committeeman as well as Cook County Republican Party leader Sean Morrison, state GOP leader Tim Schneider, and others. Meanwhile, an investigation into the sexual harassment claims by Jones, launched by the town board after May 22 when the charges first surfaced, will take another week and a half to complete, said township Supervisor Laura Morask. She indicated that one more person has to be interviewed by the lawyer assigned to perform the probe. Morask would not comment further. The letter insisting that Eggemann act on the matter was prompted in part by some Republicans demanding that House Speaker Mike Madigan step down because of harassment and bullying complaints leveled against several Democrats. Marilyn Smolenski, Republican candidate who’s running against incumbent Democrat Marty Moylan in the November General Election, has been one of those voices demanding Madigan’s resignation. She has been highly critical of Moylan for not standing up to Madigan by demanding that he resign. Eggemann is a strong supporter of Smolenski, who lives in Park Ridge. Moylan recently blasted Smolenski for backing “one of the biggest perverts in the U.S., Trump.” Added Moylan, “He’s one of the biggest pigs in the U.S. I’m not silent. Tell that Trump backing pistol packing Trump supporter that I back women’s rights and I voted for the Equal Rights Amendment (ERA).” Smolenski owns a company that sells pistol holders for women. On the advice of the township attorney, Jones confronted Carrabotta with her accusations of inappropriately touching her backside on May 22. Carrabotta flatly denied the allegations and demanded an immediate closed door meeting where the issue could be discussed. Jones accuses Carrabotta of touching her on three separate occasions during township events in late 2017 and 2018. According to people familiar with the letter, it’s believed that at least 10 local Republican women will sign it by the time it is mailed to Eggemann. Among the words used in the letter are “outrageous” and “disturbing.” It also says that Jones has a solid reputation in the community and was slated by committeeman Eggemann to run for the township position. Carrabotta has told the Journal & Topics that the matter is “confidential”. In a statement released yesterday (Tuesday) by State Republican chairman Tim Schneider, he said, “The Illinois Republican Party strongly believes that sexual harassment has no place in any workplace, public or private, and that allegations must be investigated swiftly by independent parties. If the allegations against the Maine Township trustee are true, he has violated the public’s trust and should step down. Until then, the investigation involving the allegations should proceed.”)

Appropriators are cutting its budget by $42 million, forcing furloughs and cutbacks in investigations that identify billions of dollars in savings yearly. So misguided is this effort that Senator Tom Coburn, Republican of Oklahoma and one of the most conservative members of Congress, came to the agency’s defense. In a report issued by his office on Nov. 16, Senator Coburn pointed out that the G.A.O.’s budget has been cut by 13 percent in real terms since 1992 and its work force reduced by 40 percent — more than 2,000 people. By contrast, Congress’s budget has risen at twice the rate of inflation and nearly doubled to $2.3 billion from $1.2 billion over the last decade. Mr. Coburn’s report is replete with examples of budget savings recommended by G.A.O. Bruce Rauner, who barely escaped an embarrassing defeat in the March primary, needs a united Republican Party behind him if he’s going to defeat his well-heeled Democratic opponent, J.B. Pritzker, in the November election. But that is looking more and more difficult. As time passes, estranged conservatives appear more determined to see Rauner lose and Pritzker win. Two recent events demonstrate the problem Rauner has. Conservative state Rep. Jeanne Ives of Wheaton almost ended Rauner’s dream of a second four-year term in the primary. Rauner received just 51 percent of the primary vote to 49 percent for Ives. Despite that, some Republican leaders hoped that Ives might be persuaded to support Rauner in the general election. After all, if Pritzker wins, Democrats will regain total control of state government and her political party will be relegated to the irrelevant status it endured from 2003 to 2015, when the GOP captured the governor’s office. But time has not healed the sting of defeat for Ives. Asked last week about her intentions, an embittered Ives indicated there is no way she’ll endorse Rauner. “No. I’m not going to endorse the governor. I’m going to let him buy back his voters,” she said. Ives’ differences with Rauner are strictly ideological. A social conservative, she deeply resented Rauner’s decision to sign legislation authorizing taxpayer-funded abortions. Ives is not alone, as demonstrated by the strong support she received in the primary. To make matters worse for Rauner, there’s state Sen. Sam McCann of Plainview. He’s masquerading as a conservative disenchanted with Rauner. But for him, this is strictly business.)

(FROM THE ARTICLE: Hundreds of thousands of Chicagoans and out-of-towners lined the streets of Lakeview and Uptown for the 49th annual Chicago Pride Parade the afternoon of June 24. Police officials did not yet have attendance figures at the time of publication, but estimates have suggested the crowd measured about one million spectators for the last several years. Those spectators could not have asked for better weather on June 24; after several days of rain and clouds in Chicago, sunny skies returned for Pride weekend and temperatures remained in the 70s for the afternoon of the parade. Community organizations, city agencies, educational and religious institutions, labor unions and LGBT groups from major corporations were among those taking part. Organizers were limited to 150 parade entries, and kicked off from the corner of Broadway and Montrose Avenue shortly after noon. The final float crossed the starting point at about 2:45 p.m. The parade was headed up by members of Scouts for Equality, an organization working to ensure that precepts of equality are carried out within the Boy Scouts of America (BSA), which, at least in units not affiliated with non-affirming faith-based organizations, no longer discriminates against LGBT adults. Cate Readling, vice-president of membership of the BSA’s Pathway to Adventure Council, noted that BSA had recently begun admitting girls as well. “We’re all official now,” Readling said. The Scouts were followed up by Mayor Rahm Emanuel, who briefly spoke alongside Alds. Tom Tunny (44th Ward) and James Cappleman (46th). In his remarks, Emanuel spoke of the city’s “inclusivity” and “belief in equality and tolerance.” With both federal midterm and state gubernatorial elections in November, and a city election in early 2019, politicians were out in full force. J.B. Pritzker (D), who is challenging incumbent Gov. Bruce Rauner (R) in November, said, “We’re [at] a time when Donald Trump has put rights at risk. Mike Quigley (D-6th), Robin Kelly (D-2nd) and Jan Schakowsky (D-9th); Illinois Treasurer Mike Frerichs; state Comptroller Susana Mendoza; Democratic state Reps. Gay Liberation Network’s large contingent was largely focused on Palestinian rights for their entry. (FROM THE ARTICLE: When President Donald Trump recently issued three executive orders that made it easier to fire poorly performing government employees, the backlash from public-sector unions was fierce. Union leaders did not like it—one called it an “assault on federal employees.” But a recent poll shows a slight majority of government workers—51 percent—supports the administration’s efforts. Moreover, only 24 percent of federal employees oppose the recent executive orders and another quarter are unsure. The level of support among federal workers for executive orders that will make it easier to fire them is surprising, but only at first glance. In fact, Trump’s executive orders represent modest reforms that will not affect the vast majority of employees and, in fact, likely will improve their working conditions. For instance, one of the new executive orders imposes a 30-day limit on the time an agency can give an employee to improve his poor performance before being fired. When a federal manager determines that an employee is not up to the job, he must present that employee with a performance improvement plan as a last-ditch effort to turn his performance around. Prior to the president’s executive order, agencies set the length of this grace period, which stretched to 120 days in some cases. The new executive order also gives managers more freedom to decide how to punish misconduct. Prior to Trump’s executive orders, managers were ordinarily bound to progress through lesser disciplinary steps from verbal warning and written notices to suspensions, demotions, and removal from the civil service. Now, managers are free to choose a punishment that fits the crime. Some federal employees no doubt take advantage of their insulation from accountability, but most civil servants are hard-working and dedicated—a fact attested to by the 70 percent customer satisfaction rate among those who receive some federal service. These diligent workers must pick up the slack for those who do not do their share, then are sometimes denied opportunities for advancement by the dead weight above them. And, as anyone who has worked in an office environment knows, unmotivated and unruly co-workers can take a heavy toll on morale.
