One of us, a frequent fundraiser for Democratic candidates, believes that it’s better for colleges to have a diverse student body that more faithfully reflects the nation; and that we need to counterbalance the impact of poverty on education and opportunity, which often means giving special consideration to minority students. The other, a former Reagan staffer, believes consideration of race is intrinsically unfair and hinders race relations. But we agree that race-based affirmative action hasn’t worked. Because of how it has played out in practical terms, it’s time for colleges to shift the policy from being based on race to income. Affirmative action’s original intent was to incorporate more minority students, specifically blacks and Hispanics, into elite universities. He released the list after Burr Ridge Village President Mickey Straub said earlier this month that he was considering a primary challenge to Durkin, who has been House GOP leader since 2013 and has served in the legislature for 19 years. (FROM THE ARTICLE: State Rep. Jeanne Ives sounds like she’ll be a candidate for Illinois governor. The Wheaton Republican is one of the most conservative members of the General Assembly, and she is hopping mad at Gov. Bruce Rauner, whom she contends is not trustworthy. Rauner angered many in his party by signing a bill last month providing state funding for elective abortions. He did this after promising multiple Catholic bishops and state lawmakers that he wouldn’t. “He’s failed the integrity test. No one in the Legislature believes a word he says,” Ives said. If Ives enters the race, she would be the only candidate opposing abortion rights in either the Republican or Democrat gubernatorial primaries. “The state is broke. We can’t afford to create another entitlement program, let alone for something as morally reprehensible as abortion,” she said. But Ives says her objection to Rauner goes beyond this. For example, although he ran on a platform opposing “crony capitalism,” Rauner signed a measure giving a multibillion-dollar bailout to Exelon, a power company. Are you starting to get the feeling that she really dislikes the governor? Yeah, me too. But it’s one thing to object to what the leader of your party is doing, and it’s another thing to leave your safe seat in the Legislature and challenge him. Ives said she hasn’t decided yet whether she will run. But listening to her, it sure sounds like she is on the brink of diving in. But running and winning are two different things. And, sadly, money is the lifeblood of politics. Ives began the month with $8,488 in her campaign coffers, while Rauner had $65.5 million. Most of that money came from either himself or his billionaire buddy, businessman Ken Griffin. That almost makes David and Goliath seem like an even contest. And the front-runner for the Democratic nomination, J.B. Pritzker, also is a billionaire who is self- funding. Could Ives beat not only Rauner but Pritzker? Mike Lawrence, a longtime statehouse observer and former senior adviser to Gov. Jim Edgar, is skeptical. “I don’t think she will win the primary, but I’m not writing her off. I think if she runs, she will start out with a solid 30 percent of Republicans who vote in primaries. Far-right conservatives have a disproportionate influence in primaries,” he said. Lawrence noted that when Edgar ran in the Republican primary in 1990 against Steve Baer, the relatively unknown Baer got more than 30 percent of the vote, mainly from anti-abortion voters angry that Edgar supported abortion rights. So, can a middle-class mother of five beat two of the wealthiest men in Illinois? She faces long odds. But she seems undeterred. And there may be a certain populist appeal to someone who isn’t among the wealthiest Illinoisans running. When pressed about her candidacy, Ives said her 8th-grade daughter told her, “Mom, I thought you were going to announce last week.”)

We’re lobbying right now that would allow states to reorganize and restructure their pensions,” he said. “If we can get this bill passed in Congress, and I’m hoping to get it done with this tax overhaul that we’re doing, if we can get this bill passed, [it will be] transformative to Illinois taxpayers.” But none of Illinois’ Republican congressional delegation would confirm this week that anyone from Rauner’s camp has approached them about a standalone proposal or one that would be tied in with the coming tax reform plan. Rauner doesn’t have the best relationship with the GOP Congressmen. They strongly rebuked Rauner last month for his signing of a controversial bill allowing for the public funding of abortions. Rep. Peter Roskam, R-Wheaton, who’s in charge of the GOP’s tax reform plan, wouldn’t comment on the premise of allowing a bankruptcy-style restructuring but told others that the idea has been discussed but only conceptually. The Hill reports that House Speaker Paul Ryan will release the details of their tax reform legislation next week. A spokesperson with the governor’s office did not immediately respond to questions for this story.)

So what’s changed? “Our culture has changed, our concept of independence has changed and the cost of living has changed,” Ernie Owens, a professor at the University of St. Thomas School of Business said. Owens says back in the 1970s and early 80s, many families relied on one income and a pension. The concept of the 401(k) then took over which meant more people had to rely on putting away the savings themselves. At the same time, health care costs have increased, people are living longer, healthier lives and some are choosing to stay on in the workforce. “The attitude toward work has changed,” Owens says. “A lot of people want to work because it’s something to do, it gives them worth.” According to the Bureau of Labor Statistics, 32 percent of Americans age 65-69 were employed at least part time. And for Americans between age 70-74, workforce participation was 19 percent. But, just because people want to work doesn’t mean they can. According to the Aegon Retirement Readiness Survey 2017, 61 percent of Americans say they retired sooner than planned. They cites bad health, unemployment and family responsibilities as the top three reasons.)

(FROM THE ARTICLE: Last week, Rauner (along with deputy governor Leslie Munger) made a surprise appearance at a New Trier Republican dinner. He created another surprise by making a couple of declarations, according to people in attendance: one, he singled out National Republican Committeeman Richard Porter for his role in a federal effort to allow the restructuring of public pensions. The state has the worst-in-the-nation pension liability, estimated now at an eye-popping $130 billion. “The governor tells us we should all thank Richard Porter and congratulate him on the work he’s doing — that he’s trying to get federal legislation passed affecting public pensions which would supersede the Illinois constitution and allow us to restructure our pension system,” one of the attendees told us. Porter, an attorney at Kirkland & Ellis, is not a registered lobbyist, so it isn’t clear what role he is playing in advocating for Rauner in Congress. Our efforts to reach Porter since last week by phone and email were unsuccessful. A GOP spokesman who followed up referred us to the Rauner campaign, which did not have a comment. Rauner also told the crowd he was working to reverse a tax increase (something he reiterates today in his reelection rollout). Timing: Rauner’s talk about revamping pension debt and a lower tax rate comes just as the state is in the midst of a massive, $6 billion bond issue — attempting to borrow money at as low a rate as possible to pay down a bill backlog that’s reaching $16 billion. When Illinois made its offer letter to potential investors, it was under certain assumptions — including that the state now had a “permanent” revenue stream under a recently approved 5 percent income tax rate and 7 percent corporate income tax. Politically, however, it’s a tall order to advance a federal law to circumvent state constitutions. And any agreement would need 60 votes in the U.S. Senate, which Republicans don’t have. At an event last month before the U.S. Chamber of Commerce, Rauner talked about his efforts. “We’ve got a bill now, we’re working with Congress. (If) Congress passed a law, we’re lobbying right now, allow states to restructure their pensions, supersede the restrictions that the special interest groups have put on the state,” Rauner said at the Sept. 28 event. (Audio) “And I’m hoping to get it done with the tax overhaul that we’re doing. If we can get this bill passed — transformative for Illinois government and taxpayers.” Roskam, the Ways & Means Tax Policy chairman, who is taking a lead role in the tax overhaul effort, said there isn’t a separate bill but added: “I’ve heard the concept discussed, I’ve not seen the language. Not pension funds — but there’s some theory about the capacity of federal courts to get the jurisdiction to allow some level of bankruptcy,” Roskam said in an interview. “There is some discussion … there is no language that I’m aware of. Peter Breen plans to announce today a concerted pushback to the HB40 abortion bill just signed into law — including legal action and a new legislative proposal. “We’re going to be dropping a bill on the House and Senate on prohibiting taxpayer funding of abortion,” Breen, who is also the Republican House floor leader, told POLITICO. The proposed legislation is not an attempt to repeal the full HB40 abortion bill that Gov. Bruce Rauner signed into law, setting off a firestorm within his own party. This legislation, according to Breen, would focus on the taxpayer funding portion of the HB40 and not the trigger law. Breen described the legislation as modeled off the federal Hyde Amendment. “This bill really is a fresh start. That was always the real problem with HB40, was the taxpayer funding of abortion.” Whether the potential legislation has hope of surviving in a Democratic-dominated General Assembly is another question, however. Legal challenge — Breen, an attorney for the Thomas More Society, said there’s movement to contest HB40 in court, arguing that the effective date in the bill is in error. Instead of Jan. 1, it should be June 1st, Breen argues, since the bill wasn’t released until well past May 31. Democrats used a parliamentary move to delay sending HB40 — and other bills — to the governor for months. Breen said a lawsuit could work to put on trial that practice, which he argues goes against the spirit of the law. “That is worth filing a lawsuit. The Democrats have been playing games with this on multiple bills. Holding bills over until after May 31 is not in the constitution. That is something we are very actively pursuing,” Breen said. “At the very least what our argument would be, is it can’t be effective until June 1st.” That five months means the state wouldn’t pick up the cost of potentially thousands of publicly-funded abortions, he said. The Illinois Dept. of Public Health reports more than 39,000 abortions in Illinois in 2015.)

Rauner had spent his professional life as a vulture capitalist and he knew the Illinois Republican party could be bought at bargain basement prices. He was openly pro-abortion, pro-amnesty, and had padded the coffers of everyone from Planned Parenthood and the ACLU to the Democrat National Committee. He was besties with Rahm Emanuel and made him a millionaire. Rauner’s ugly history was out in the open like laundry on a clothing line. Some Republicans would have you believe it was a secret. I believed then – and still do now – that Rauner was a clear and present danger to the Republican Party and sounded the warning bells.  Unfortunately, my criticism was met with derision…and threats from the GOP establishment. Didn’t I know Rauner was paying top dollar for Republican loyalty – not just hundreds of thousands of dollars – but millions? I was spoiling their Grand Ole’ Party. Even Chicago Tribune columnist John Kass, who made his name railing against the Combine, was riding the Rauner train.  In July 2013, he wrote this gushing column, “Illinois Republicans: Get ready for Bruce Rauner, multimillionaire businessman and possible candidate for governor could be just the ticket to take on the status quo, fix broken state.” I’m not kidding. That’s the title of Kass’ column. The equivalent of a sloppy wet journalistic kiss. You can’t pay for that kind of media…or can you? It was official: Bruce Rauner, the Combine millionaire was now Illinois’ newest savior. Today is a different story. In the wake of the political bloodbath of HB40, Rauner’s once merry band of conservative enablers are desperate to rewrite history. All of a sudden, they are pointing the finger at Rauner, calling him a liar, crying that they were “deceived.” This outrage is fake. Republicans who took millions of dollars from Rauner are the ones shrieking the loudest.  In the National Review, political operative Dan Proft lashes out at Rauner’s “radical-left social agenda.” Does that mean Dan will be giving Rauner his $5 million back? By claiming Rauner deceived them on abortion and illegal immigration, Rauner’s shills are lying to voters again. Shamelessly, they are also demanding voters support their hand-picked candidate against Rauner in the GOP primary. Why should anyone believe them after the destruction Rauner has wrought? Or is a ruse designed to help Rauner in this desperate but deep blue state? Suddenly even John Kass is anti-Rauner and he’s pushing his own candidate too. Rauner donated $510,000 to the ACLU in 2012, specifically to fund pro-abortion-related litigation. He named Obama’s former Chief of Staff Bill Daley to his transition team. Since elected, he has continued to fund Planned Parenthood with taxpayer-funded grants.  In 2016, Rauner also signed a bill forcing pro-life doctors and crisis pregnancy groups to promote abortion. He made Illinois a sanctuary state and the day after the bill passed the legislature, Republicans said nothing. Where was the outrage of my fellow conservatives then? Rauner isn’t the liar here. The hacks took his money are. They duped local GOP officials statewide and they duped the voters into supporting Rauner. We need to hold them accountable. I’m relieved local Republican leaders and voters finally know the sad truth about Bruce Rauner. Bruce Rauner faces relentless criticism from members of his own party over his signing of a bill that expands the public funding of abortion, we were tipped to a curious event promoted on the Illinois Republican Party web site. The site listed an event in Decatur scheduled for this evening featuring David Barton, an Evangelical Christian speaker/author/activist, whom the Southern Law Poverty Center has described as “anti-gay and antigovernment.” Screenshot here. The Illinois Family Institute coordinated the event. Talk about moving from one extreme to the other. Was the state party, almost entirely funded by Rauner, taking a sharp right turn to try to balance out Rauner’s HB40 signature? When we posed the question to Republican Party spokesman Aaron DeGroot, the post was almost immediately pulled down from the site. “This event was posted in error and has been removed,” DeGroot said in an emailed response. “The party website’s calendar is a local party-driven, community calendar that contains events hosted by the Illinois Republican Party, Republican lawmakers, county Republican central committees, and other local Republican organizations. Events that do not fall under those categories do not belong on the calendar and will be removed.” DeGroot further explained: “Inclusion of an event on the ILGOP community calendar should not be interpreted as an endorsement from the state party of that event, organization, or those affiliated with the event. Rather, the calendar is meant to be a resource for local Republican organizations to be aware of Republican-affiliated events occurring in their areas.” More from the Southern Poverty Law Center: “A prolific propagandist, Barton has long promoted the canard that our Founding Fathers never intended the separation of church and state but rather sought to construct a Christian nation,” says a write-up of Barton by the Southern Law Poverty Center. “His Texas-based group, WallBuilders, sells an abundant bounty of books and DVDs pushing Barton’s fun-house vision of religious patriotism. And this distorted message has sold well.” So who posted it on the web site? We asked Illinois Family Institute’s David E. Smith. “Wait, really? It was on the Republican Party web site?” Smith chuckled over the phone. “It doesn’t surprise me that Central Illinois folks are kind of excited about that and maybe someone in web maintenance thought it would be a good event. But somebody didn’t get the memo — you don’t promote stuff from the Illinois Family Institute on the Republican Party website.” Smith said he views the party apparatus as “leftist” and called Republicans who embrace abortion rights “RINOs.” He further said Barton was invited as a historian and author to talk about Christian values. He took issue with a depiction of Barton as anti-gay. “We are Christians and so is David Barton. We believe every human being is made in the image of God … we do love our LGBTQ-I-A-whatever, neighbors. But we love them enough to tell them that this is not how God has designed you. We don’t deny there is such a thing as same-sex attraction. I do believe, however, that you can fight that. That you can overcome it. I do know a few ex-homosexuals.” Hoooo boy. And now we know why the post was taken down. However, one cached version of the GOP website from July shows the event, so it was up there for months. This all led to another question — how much independence can a state party that’s now divided have from Rauner, given that the governor is solidly in support of abortion rights — and that he has bankrolled the Illinois Republican Party? Will the party web site promote events opposing abortion? DeGroot: “The Illinois Republican Party will post pro-life events that are affiliated with an official Republican organization on our community calendar.”)

During the mid-1990s, I recruited Jim to speak at an Association of Government Accountants Chicago Chapter meeting. We were fellow Milton Township Republican Precinct Committeemen. The Daily Herald reported that Jim attended a July 5, 2003 picnic the Prairie Path Park in my precinct that I had organized for the residents of my precinct and the residents of the precincts to the east and west. Attendees got to meet the five announced Republican candidates for U.S. Senate – John Cox, Chirinjeev Kathuria, Andy McKenna, Jim Oberweis, and Jack Ryan. Cox brought Jays Potato Chips. Oberweis brought ice cream. The 200+ attendees included now Congressman Randy Hultgren. Jack Ryan won the primary, but withdrew. His replacement, Alan Keyes lost to Barack Obama. While the former venture capitalist-turned-politician has a massive war chest for his reelection efforts, the 2016 demonstrated no amount of money can appease an angry Republican base. Previously, Gov. Rauner signed a bill that limited the cooperation local and state police give to federal immigration authorities. As polls have shown, American voters overall support local and state officials cooperating with the federal government on immigration and oppose sanctuary cities. Among Republican voters, the already overwhelming margin is even more lopsided. Then, the governor struck a deal with state Democrats increasing taxes and spending after Republicans provided him political support on budget reforms. Now, he caved to Democrats in the state and expanded taxpayer-funded abortions. Republicans in the Illinois House are furious, as the entire delegation signed onto a statement issued on Tuesday publicly rebuking him. “In a reversal of long-standing Illinois policy, Governor Rauner has let down Illinois taxpayers and the unborn by signing,” Republican Reps. Peter Roskam, John Shimkus, Randy Hultgren, Rodney Davis, Adam Kinzinger, Darin LaHood and Mike Bost said in a statement. Illinois state Rep. Peter Breen, R-District 48, said the governor not only lied to voters and Republican lawmakers but also Chicago’s Cardinal Blasé Cupich. “I mean, you lied to a priest,” Mr. Breen told a local radio station. “This guy is done.” Gov. Rauner defeated the deeply-unpopular incumbent Democrat Pat Quinn in 2014 by a 50.3% to 46.4% margin. While he did an excellent job reaching out to inner city minorities of faith, his abortion decision angers the base and jeopardizes even those relationships. William J. Kelly, a television producer, is already a declared candidate for the Republican nomination, but not much of a threat. However, Rep. Jeanne Ives, R-District 42, said she “wouldn’t rule out” waging a primary challenge. State senators Sam McCann and Kyle McCarter are also on the list of potential primary candidates.)

It could be that Ives is Rauner’s spoiler candidate in the Republican primary to ensure a Rauner victory. Why would GOP voters support any candidate connected to Rauner and his allies, including REP. JEANNE IVES, whose ties to the Illinois Policy Institute and the Illinois Opportunity Project are long and deep? Will Dan Proft return Rauner’s donations? Proft and Pat Hughes of Illinois Opportunity Project blasted Rauner in a statement this weekend: “Gov. Rauner has mandated taxpayer funding of abortions at any time, for any reason. He additionally signed a law to make Illinois a sanctuary state. Do those initiatives sound like the priorities of a governor with ‘no social agenda?’ They sound like the priorities of a social justice warrior. No conservative reform governor has ever done so much for the liberal agenda.” Real GOP Illinois is relieved that Proft and Hughes are finally condemning Governor Rauner after supporting him and takes his donations for at least the last five years. Will Proft be returning the $5 million he received from Rauner or the millions he received from Rauner’s second biggest donor Dick Uihlein? How can Dan Proft’s word can be trusted due to the donations he has taken from Rauner? Greg Hinz at Crain’s just confirmed a deal between John Tillman, Dan Proft and Governor Rauner for Richard Uihlein to raise $30 million for Rauner if Proft could control Republican legislative races and jobs for IPI staffers. Does that sound like good conservative values to you? Too little too late from John Tillman of Illinois Policy Institute In a recent Facebook post, JOHN TILLMAN, CEO of the “conservative” Illinois Policy Institute and one of Rauner’s biggest allies, wrote, “Benedict Rauner going back on his word and signing HB40. Whether you are pro life or pro choice, a politician loses when he gives his word to many people and goes back on it, including to Cardinal [Blase] Cupich. Further, if you care only about economic issues, he has put that entire agenda at risk by betraying those to whom he gave his word.” Tillman, until now, has been quiet on Rauner. He’s been called the “defacto governor” due to his close ties to the Illinois Governor. Tillman and his Illinois Policy Institute group have also been silent on the Trust Act, which Rauner signed to keep illegal immigrants safe from deportation by making Illinois a sanctuary state. Tillman’s groups not returning Rauner’s large donations  Illinois Policy Institute has received more than $500,000 from Rauner’s family foundation in the past and millions more from donors tied-to Rauner. Illinois Opportunity Project is connected to the Illinois Policy Institute and is the political hit group for Rauner. IOP’s donors are not public which begs the question how much as IOP received from Rauner? Real GOP Illinois believes they made millions from Rauner. Illinois Policy Institute and Illinois Opportunity Project are squawking about Rauner’s abortion betrayal now but they took his money for years even after he continued to fund Planned Parenthood with taxpayer money and after he signed a bill to force doctors and crisis pregnancy centers to refer abortion cases in 2016. Rauner’s conservative supporters, including Rep. Ives, have been silent on these too. Where was their outrage then? Can we believe John Tillman and Illinois Policy Institute when they condemn Governor Rauner? Do they really want to defeat Rauner or help him? Will they return the millions of dollars he has donated to them? Bruce Rauner was a danger to the Illinois Republican Party in 2014. Despite his extreme social positions, Republican leaders knelt before him for the money. Why should conservatives of conscience trust these money grubbers again?)
