— RNC Sells $2,700 Tickets For Luncheon With Vice President-Elect  (DIERSEN: How much money have you given the RNC during the last year, during the last 10 years, during the last 20 years, during the last 30 years, and during the last 40+ years?  I have given money to the RNC each and every year since 1976. I would have been able to give the RNC more money each year if my Democrat IRS superiors (1971-1980) had not wasted my career and if my Democrat GAO superiors (1980-1997) had not wasted my career and forced me to retire in 1997 when I was 49 years old. But constructively, since 2000, I have made in-kind contributions to the RNC in the form of GOPUSA ILLINOIS emails that are free and contain no advertising.  Since 2004, those emails have gone out each and every day and they have included links to more than 256,300 articles and information on many upcoming events, including RNC’s fundraiser today with Pence.  The value GOPUSA ILLINOIS emails since 2000, and especially since 2004, far exceeds the many millions of dollars that Pence might raise today for the RNC.  While I am motivated enough to donate 10+ hours each and every day of what is left of my life and to pay all the internet, newspaper subscription, website subscription, magazine subscription, and other costs to put out the emails, I am not motivated enough to donate $2,700 for a ticket to attend today’s fundraiser.  I asked to be allowed to attend the fundraiser as the GOPUSA Illinois Editor, but I was told that the fundraiser is closed to members of the news media like me.)

(FROM THE ARTICLE: A co-owner of a chain of conservative papers said late last week a writer and an editor were “terminated” after The Times identified instances of plagiarism. In November, the Illinois Valley Times ran two stories that contained passages from Times stories without proper attribution. The chain of Illinois papers is run by Local Government Information Services Inc.; the Illinois Valley Times has no local presence, with its writers from elsewhere, including the Philippines. Dan Proft, one of the company’s owners, said plagiarism is against his company’s policy. “(W)e take proper attribution and substantiation of sources and content seriously and instruct our people accordingly,” he said in an email late last week. “The hundreds of stories we’ve done across all our properties speak very clearly to the veracity of my statement of policy.” On Nov. 19, the Illinois Valley Times posted a story to its website about Republican Karen Donnelly’s victory over Democrat Brian Towne in the state’s attorney race 11 days before. The story included a series of direct quotes from the two candidates that were from The Times’ election night story. The conservative paper attributed none of the quotes to The Times. Other paragraphs were paraphrased from The Times’ story. In his email, Proft said the lack of attribution was a “major problem and should’ve been caught by our editor.” In a Nov. 9 story, the Illinois Valley Times reported Republican state representative candidate Jerry Long’s victory over Democratic Rep. Andy Skoog. The story contained a direct quote from the director of a think tank based at Southern Illinois University, saying the director made the comment to the Illinois Valley Times in September. In fact, the director, David Yepsen, had given the quote to The Times in September. Proft said an editor mistakenly changed “Times” to “Illinois Valley Times,” thinking it was a typo. For both stories, Proft said, it appeared speed was chosen over accuracy. “These are our mistakes, and we take accountability for them,” Proft said in his email. “Both the writer and the editor in question have been terminated as a result of this sloppy work.” Soon after Proft’s response to The Times, both stories were corrected to include proper attributions. Editors added notations at the end of the stories indicating the previous problems. Proft couldn’t be reached for a phone interview.)

He would do better to confer with the Government Accountability Office, the independent, nonpartisan federal agency that supports Congress to meet its constitutional responsibilities, and improves performance and ensures accountability on behalf of all Americans. Amid the turmoil of presidential transition, with more than 4,000 political appointees to be named and additional professional turnover difficult to quantify, GAO is a rock. Only one of its 3,000-plus employees, U.S. Comptroller General Gene Dodaro, is appointed, and his 15-year term runs through 2025. What’s more, GAO wants to help the incoming president-elect, as Dodaro explained last week at an event hosted by Nextgov. “Under the Presidential Transition Act, GAO has a special responsibility—we’re referred to as a resource that incoming administrations are encouraged to talk to, to find out about their management challenges, risk and responsibilities,” Dodaro said. “So we take that responsibility very seriously, and we don’t wait until people to come us.”  After the election, GAO unveiled its Transition App, for example, allowing users to view a range of serious issues organized by topic and agency. New personnel within an agency can use it to get up to speed about waste, fraud, abuse and other issues plaguing their new workplace. The app boils nearly 6,000 open recommendations from GAO to roughly 10 priority recommendations per agency. “The app was created specifically to help the incoming administration and Congress understand the issues across government,” Dodaro said. The app also directs users to more information, including links to a management agenda concerning issues like finance and cybersecurity, and GAO’s most important product, the High Risk List. The 2015 iteration of the list included IT acquisition and veteran health care among several dozen of the riskiest, problematic federal programs. That GAO has already identified opportunities to improve technology—an issue Trump presumably addressed with the Silicon Valley tech execs—and veteran health care—which Trump during the campaign trail often criticized the current administration of executing so poorly on—ought to catch the attention of Trump’s transition team. Dodaro, speaking last week, said GAO will deliver its next high-risk list in February, following Trump’s inauguration. GAO will also release a report on technology, encompassing feedback from a forum Dodaro hosted on IT that included tech executives, members of Congress and other experts. IT is actually a momentum area for GAO, with the executive branch implementing 23 percent more of approximately 800 recommendations the watchdog made in 2016 compared to 2015. In data center consolidation alone, GAO has identified upward of $8 billion in savings across agencies, or almost 10 percent of the federal IT budget. And that’s only a drop in the bucket compared GAO’s overall work. In fiscal 2015, it identified $136.7 billion in improper payments made by programs like Medicaid. In fiscal 2016, GAO found $63.4 billion in financial benefits to taxpayers, rooting out waste, fraud and abuse, returning $112 to taxpayers for every $1 spent on the agency. GAO also identified a tidy 1,234 ways to make government more efficient. If Trump is serious about rooting out government waste, he should spend an afternoon with GAO, rather than a room full of Silicon Valley tech executives. Or, as one columnist for Government Executive suggested recently, Trump could trade Twitter for GAO’s transition app.)

(FROM THE ARTICLE: Earlier this spring, at OpenTheBooks.com, we identified more than 50,000 Illinois public employees who make at least $100,000 per year. These “highly compensated” public servants cost Illinois taxpayers over $8 billion. We found Cook County animal-control officers making $105,000; suburban school administrators at $503,000; university doctors earning $1.3 million; and 72 small-town ‘managers’ out-earning every governor of all 50 states. This research helps explain why Illinois has a net outward migration of residents. In order to pay these exorbitant salaries, Illinois has burdensome property taxes that are driving people out of the state. Illinois also has the double dippers — 15,000 “retired” public employees who go back to work in government and acquire a second pension. There’s former Republican Gov. Jim Edgar, who took $2.25 million in salary from the University of Illinois between 2000-2013 while also receiving more than $2 million in pension from a two-term stint as governor. Former state Rep. Roger Eddy now makes $322,200 — $291,725 as executive director of Illinois Association of School Boards and $30,500 from his lawmaker’s pension. Public pay and pension envy in Illinois is real. The hard-working private sector doesn’t have benefits even remotely close to government workers. Their differences aren’t all that stark, and they aren’t the antagonistic, argumentative bunch that some Christians peg them to be. “Because many church leaders and members have such misperceptions about them, churches often fail to reach them, or even attempt to reach them,” Thom Rainer, President and CEO of LifeWay Christian Resources, wrote on his website, referring to Christians who do not go to church. LifeWay Research conducted a study on 2,000 of these unchurched Christians in partnership with Billy Graham Center for Evangelism in Wheaton. The “unchurched,” as defined, are people who have not attended worship service in the past six months. Rainer and his team discovered five surprising truths about the unchurched. First, most of them have some church background. “Contrary to some perceptions, the great majority of unchurched have a church background. Almost two-thirds of them (62 percent) went to church regularly as a child,” he said. Next, most unchurched quit church because they got out of the habit of going to church. A number of them left the church for negative reasons, but majority simply quit because they felt like quitting. Third, one-third of the unchurched actually have plans to return to church in the future. Rainer said this is good enough reason for the church to actively invite them and get them interested. Fourth, the unchurched are actually very open to gospel conversation. “Nearly half (47 percent) would interact freely in such a conversation. Another third (31 percent) would listen actively without participating,” shared Rainer. He said it’s time that Christians stop using the “poor excuse” that the unchurched aren’t really interested in gospel conversations, because in reality, it is the church members themselves who are not interested in initiating gospel conversations. Lastly, Rainer said if Christians invite the unchurched to attend worship services, they will definitely come. “Among the unchurched, 55 percent said they would attend church if invited by a family member. And 51 percent said they would attend church if invited by a friend or neighbor. These numbers are staggering. The opportunities are incredible.” Rainer said this is an incredible opportunity that the church must take, wondering just how many will even seize this God-given moment.)

More than 90 percent of Americans born in 1940 earned more than their parents, but only 50 percent of those born in 1980 will, according to the Equality of Opportunity Project. At its ugliest, whites’ resentment is channeled along race lines, often toward groups that many white people believe compete against them for resources — or don’t deserve resources at all. Grappling with this idea of who deserves benefits is a longstanding, difficult conversation. But the anxiety over economic competition is easier to answer. Working-class whites aren’t losing out because other groups are taking limited resources. They, along with the minority workers who the Economic Policy Institute says constitute about 40 percent of the working class, are facing uncertainty because of structural economic change. That ranges from the decline of unions and manufacturing to the rise of an urban service economy. Collectively, this translates to lower wages for working people, while the fruits of economic growth accrue at the top.)

The decision ended a standoff between Disability Services of Illinois and the state’s Department of Human Services, which had revoked the license of the group home network last month and sought to transfer its residents to new facilities. Disability Services, however, was obstructing caseworkers from doing their jobs, according to the state. Judge Kathleen Pantle gave the business a 4 p.m. deadline Tuesday. At 5 p.m., Disability Services dropped off five residents but not the others, a Human Services spokeswoman said, and Illinois State Police were helping the department locate the remaining 13 people Tuesday night. At Tuesday’s hearing, Pantle said she was especially troubled by affidavits from caseworkers and a state doctor that alleged some Disability Services residents already moved hadn’t been getting their medicines and one was malnourished. In addition, the affidavits alleged that some residents who remained in the homes had no blankets or comforters despite the plunging temperatures. “I can’t have residents living in an unlicensed facility where they’re not getting care, where they’re not getting medication,” Pantle said. She ordered Disability Services to pack warm clothing and at least a 24-hour supply of medications. Said Pantle, “Their care and safety is the most important thing.” The Tribune’s “Suffering in Secret” investigation exposed injuries and deaths linked to neglect at group homes, including one run by Disability Services, which until earlier this year went by the name Southwest Disabilities Services & Supports.)

The four email accounts involved were inactive or rarely used, and the hacked emails dated to 2015, long before the 2016 contests for president and Illinois offices, Klitzing said. Jeanne Ives (R-Wheaton) said being inclusive does not necessarily mean being productive. “This is the type of thing that you see happening across higher education everywhere,” Ives told the DuPage Policy Journal. “What they are doing is that they are segregating students based on all sorts of (criteria) such as gender, sex, race and religion. (They are saying) ‘everybody should feel good about themselves for who they are and not based on merit.’ That is completely wrong.” The university, in its goals of inclusivity, has enacted several diversity programs, including holding a “Bystander Intervention/De-Escalation Training” session, taught by a self-described “radical queer feminist activist” and creating an Office of Inclusion and Intercultural Relations (OIIR), dedicated to recruiting and retaining underrepresented students while promoting diversify education and civility, and fostering leadership skills for the global world. Ives said the OIIR contradicts itself via segregation of students, i.e. students are not judged on their merits, but on their background. “That is not very American,” Ives said. “That is not how we built this country. We built this country on hard work and people of all political stripes, all colors and all nations doing their best and succeeding and giving everybody equal opportunity and not an unequal outcome. So this is the University of Illinois along with other universities in the state just running amok.” Ives said the office does not encourage hard work, but instead promotes division. “It’s actually shameful to segregate kids this way,” Ives said. “They should be pushed, to an extent. But as Schock and his lawyers prepare for Monday’s arraignment on corruption charges, they are first firing a free-speech shot charging that the government is illegally attempting to muzzle them from talking in public. Two years ago, from his Capitol Hill office, Congressman Aaron Schock, 35, was celebrating the First Noel. Now, he is fighting for the First Amendment. He was indicted on 24 corruption counts last month after a lengthy investigation. “After the government realized there was no crime, they chose to spend the next 19 months, using two grand juries and millions of taxpayer dollars in an attempt to manufacture a crime,” he said. Now the government has filed a motion for a gag order claiming the judge should “restrict extrajudicial statements that pose a serious and imminent threat to the fairness of a judicial proceeding.” The request for a gag order was aimed not only at Schock, but his attorneys, who said the government made up the case: “Those charges are the culmination of an effort to find something, anything, to pull down Aaron Schock,” George Terwilliger, Schock’s attorney, said. Schock will be arraigned Monday in Springfield on charges he misused government and campaign money, underwriting a lavish lifestyle including the now infamous redecoration of his Washington office to look like the “Downton Abbey” television show. Schock’s argument against the gag order, twice as long as the request itself, observes that “after months of lobbing outrageous accusations…the government comes before this court asking for a gag order to silence Mr. Schock and his attorneys.” They call it an “invasion of core, constitutionally-protected speech.” Targeting a former congressman who once thrived on self-generated publicity, social media depicting his world travels and encounters with the rich, the famous and both. In 1990 the United States Supreme Court, ruling in a case brought by five frustrated job seekers against the Republican Party of Illinois, outlawed political favoritism in all government hiring except for policy-making posts, saying that only merit should count. This was a strange concept in Illinois, where the spoils system had always been rather the point of politics. This spring the issue is heading for the Court again in a different case, and Gov. Jim Edgar, a Republican, filed a brief last month asking the Justices to reverse its ban on government favoritism. He argues that patronage actually helps the democratic system. As another top Republican here, State Representative Lee Daniels, put it, patronage “doesn’t need to be a dirty word.” In response, civil libertarians say it is an embarrassment for the state to have political leaders arguing against meritocracy. “It seems only in Illinois,” said Harvey Grossman, the head of the American Civil Liberties Union office in Chicago, “would state officials be willing to publicly endorse the corrosive practice” of patronage.
