— Fatalities linked to ‘drugged’ driving keep rising – Mary Wisniewski
http://www.chicagotribune.com/news/ct-biz-drugged-driving-20180530-story.html
(FROM THE ARTICLE: A growing percentage of drivers who die in road crashes test positive for drugs, and states need to do a better job of educating the general public and law enforcement on the risks of driving while on marijuana, opioids and other substances, according to a new report. The Governors Highway Safety Association, a national nonprofit safety group, said in a report released Thursday that almost 44 percent of fatally injured drivers tested positive for drugs in 2016, the most recent year available, up from almost 28 percent in 2006. Meanwhile, the percentage of drivers killed in crashes who tested positive for alcohol dropped slightly to 38 percent in 2016 compared with 41 percent in 2006, the study found. Drunken driving has become socially unacceptable, and the same thing needs to happen with other substances, said Jim Hedlund, a former National Highway Traffic Safety Administration official who wrote the report. “The message has been out on drunk driving for 40 years now, and people have paid attention,” Hedlund said. “There’s a real social change that says it’s not acceptable to have two six-packs and go out and drive. The slogan years ago was: ‘Let’s have one for road.’ Now it’s: ‘Who’s the designated driver?’ I’d like to see the same thing for drugs.” A mix of substances were also found among drivers killed in fatal crashes. When test results for both alcohol and drugs were known, 49 percent of alcohol-positive drivers also had drugs in their systems. The report points to the challenges in tackling drug-impaired driving, including a lack of nationally accepted testing methods for drug impairment, the large number of drugs to test for and differences in effects between different drugs and drivers.)

My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $19,203 pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974. My Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968. WESTERN JOURNALISM
— Trump Flushes Out Swamp with Civil Service Exec. Orders – Dick Morris (DIERSEN: Because my Democrat superiors in the federal government took many adverse actions against me, including forced me to retire, my critics/opponents, their operatives, and their dupes hint/imply/argue/shout that I am much worse than those who “have been caught stealing agency property or running personal businesses from work, and even after they have been arrested for using drugs during lunch breaks.”)
https://www.westernjournal.com/dick-morris-trump-flushes-out-swamp-with-civil-service-exec-orders/
(FROM THE ARTICLE: And most importantly, the standards for dismissing, removing or demoting public employees are going to be changed to make these procedures easier. It now takes between six months and a year to remove a tenured federal employee for poor performance and an additional eight months to handle appeals. That makes tenured federal employees forty-four times less likely to get laid off than workers in the private sector. Under this flawed system, federal employees have stayed on the job after they have been caught stealing agency property or running personal businesses from work, and even after they have been arrested for using drugs during lunch breaks. These people need to go. But there is one more step Trump must take: banning IRS labor unions. We do not permit employees of the FBI, CIA, NSA or other such agencies to form or join unions. IRS employees, however, belong to the all-powerful Treasury Employees Union, whose contract grants them a substantial role in the management of this all-powerful agency.)

http://www.chicagotribune.com/news/local/politics/ct-met-equal-rights-amendment-illinois-20180530-story.html
(FROM THE ARTICLE: Opponents largely contended the measure was aimed at ensuring an expansion of abortion rights for women. Supporters said it was needed to give women equal standing in the nation’s founding document. Opponents also contended the measure may be moot, since it’s original 1982 ratification deadline has long since expired. Supporters argued, however, that the ratification of the 1789 “Madison Amendment” preventing mid-term changes in congressional pay, in 1992 makes the ERA a legally viable change to the constitution. State Rep. Peter Breen of Lombard, an abortion rights opponent, called the measure “an alleged constitutional amendment” and warned it would be adopting an “illegal act.” But Breen also contended supporters “have no other thing they want to do” than expand abortion rights. “It will expand taxpayer funding of abortions, very well might rollback our parental notice (for minors to have an abortion) law and have other negative impacts on various abortion regulations,” Breen said.)

(FROM THE ARTICLE: In a surprising move, House GOP Leader Jim Durkin (R-Western Springs) helped give the Equal Rights Amendment the extra boost needed to pass the House. Durkin is a pro-life Catholic, and one of the loudest arguments against the ERA is it will open the door for more abortions. Earlier today Rep. (FROM THE ARTICLE: The report also noted that more employers are using the federal E-Verify system to screen illegal immigrants from jobs. The survey said that “nearly 40 percent of employers plan to use E-Verify to evaluate summer applicants, up from 25 percent last year.” “Given the current political environment and noise around immigration and non-citizenship status, employers are clearly being more cautious,” said Snag CEO Peter Harrison. The survey’s data suggests that millions of American voters are going to get pay raises during the summer before the election because of President Donald Trump’s lower-immigration/higher-wage policies.)

However, because I was Republican, old (born in 1948), White, male, non-veteran, and someone who did not start his career with GAO, he encountered tremendous opposition. He did not succeed in a) getting me assigned to audits of IRS until I was 37 and b) promoted to GS-13 until I was 38. But then, my Democrat GAO superiors succeeded in forcing him to retire.)

(FROM THE ARTICLE: If you think you’ve been seeing a lot more bright young people living in Chicago lately, you have. Between 2010 and 2016, the city of Chicago gained more households in a key category—total income of more than $100,000 with the head of household under age 45—than any city in the country except for far larger New York, according to newly analyzed U.S. Census Bureau data. Specifically, the number of such households here grew from just under 105,000 to an estimated 131,000, according to the American Community Survey data. That increase of 26,000 led Houston (24,000), San Francisco (23,000), Washington, D.C. (19,000) and Los Angeles (16,000). And while on a percentage basis that demographic grew faster in San Francisco than in Chicago (57 percent versus 27 percent), the Windy City outpaced cities such as Houston and L.A. and tied red-hot Denver.)

— ‘Ingraham Angle’ Highlights Passages From Starbucks’ Racial Bias Handbook
http://insider.foxnews.com/2018/05/30/ingraham-angle-highlights-passages-starbucks-racial-bias-handbook
(FROM THE ARTICLE: Laura Ingraham highlighted some of the passages in the racial bias handbook handed out to employees in the training sessions. She said a Starbucks employee she spoke to on Tuesday pointed out that several black and Hispanic workers were “laughing through the book.” The book lays out so-called “Ground Rules,” including “honor[ing] other people’s truth.” Another section of the manual asked employees to recall when they first noticed their racial identity. Another asked employees about going “to work with your natural hair.” Fox News contributor Gianno Caldwell said the training sessions are all about protecting Starbucks’ bottom line, since some African-Americans vowed to boycott Starbucks after the April arrests. Democratic strategist Michael Starr Hopkins said he appreciates what the company did, arguing “far too often in this country we’re afraid to talk about race.”)

https://www.washingtonpost.com/news/business/wp/2018/05/30/walmart-to-offer-employees-a-college-education-for-1-a-day/
(FROM THE ARTICLE: Walmart, the country’s largest private employer, announced Wednesday that it will pay for its workers to go back to school — as long as they get degrees in business or supply-chain management. The retailer is partnering with three universities to offer associate’s and bachelor’s degrees to 1.4 million part-time, full-time and salaried Walmart and Sam’s Club employees — a pitch to improve employee retention rates and engagement at work, while also drawing new workers. Walmart will cover the costs of tuition, books and fees, while employees will be required to pay $1 a day for the duration of their studies. “We know there [are] a lot of benefits from a business perspective,” Drew Holler, vice president of people innovation for Walmart U.S., said on a call with reporters. “We know we’re going to see an influx of applications.” Degrees will be offered by the University of Florida in Gainesville, Brandman University in Irvine, Calif., and Bellevue University in Bellevue, Neb., all nonprofit institutions with online programs for working adults. Rachel Carlson, chief executive of Guild Education, a Denver-based company that will oversee the program, pointed out that the program allows employees to earn a degree without amassing college debt.)

The church’s float featured a large wooden cross with an American flag draped across it. “Even though we empower girls and women, we’re pretty much here for everybody,” said Jen Familette, who marched with Girl Scouts Troop 65527. She added that her troop donates some of its funds raised by selling cookies to veterans. https://www.huffingtonpost.com/entry/catholic-diocese-banned-gay-valedictorians-speech-so-he-found-a-megaphone_us_5b0c19d3e4b0568a880d85ed
(FROM THE ARTICLE: a statement to The River City News, the Diocese of Covington said that it had the right to review and approve student speeches at graduation ceremonies. The diocese said that two speeches were not submitted for review before the deadline. In addition, the speeches were apparently too “political.” “When the proposed speeches were received, they were found to contain elements that were political and inconsistent with the teaching of the Catholic Church,” diocese spokesperson Tim Fitzgerald said. Holy Cross High School and the Diocese of Covington did not respond to HuffPost’s request for clarification about what parts of Bales’ speech were inconsistent with Catholic teaching. Bales’ mother, Gillian Marksberry, told WCPO that the school didn’t give her child a formal deadline to submit the graduation speech. In addition, she said school principal Mike Holtz had called her last week to remind her that diocesan officials would want Bales to dress in traditional men’s clothing and to refrain from wearing makeup or hairpins. “That was disturbing because in four years I had never received a phone call from the principal,” Marksberry told WKRC. “No one ever reached out to me to help learn about my child.” The teen pledged to continue speaking up about the issues that matter. “I think I’m going to keep fighting for what I believe in,” Bales told WKRC. “I’m going to keep using my megaphone and intensifying my voice.”)

Back then, as it continues today, MTRCC members who reject planks in the Illinois Republican Party platform, who blame me for all defeats that Republicans have suffered in Illinois since 2000, who focus on destroying those who they cannot manipulate/dominate, and/or who are operatives or dupes for those who I have sued went negative big time and got all but 13 MTRCC members to vote against me. http://www.breitbart.com/2018-elections/2018/05/27/antonio-villaraigosa-supporting-group-sends-anti-john-cox-mailers-to-republican-voters/
(FROM THE ARTICLE: What is surprising is that the mailers are attacking Cox from the right, echoing attacks that have been launched by Cox’s main Republican rival, Assemblyman Travis Allen (R-Huntington Beach). The mailers refer to Cox as a “Democratic Activist” and a “Chicago Liberal,” and note that he did not vote for Donald Trump in 2016. (Trump has since endorsed Cox for governor). One mailer is actually designed to look like it comes from Travis Allen. There is an attractive photograph of Allen and his family next to a military aircraft, plus a list of Republican endorsements for Allen. It is only once readers see the fine print of who paid for the ads that the truth becomes clear: the mailers are “Paid for by Families & Teachers for Antonio Villaraigosa for Governor 2018, sponsored by California Charter Schools Association Advocates,” groups that are backing the Democrat. What looks like Republican mailers are actually propaganda placed by Democrats in an attempt to split the Republican vote and create an opening for Villaraigosa to qualify for the general election. Many of the claims by the group against Cox were debunked by the Sacramento Bee: “John Cox did lose 13 campaigns before running for governor, but he isn’t a secret Democrat.” These sorts of tricks are commonplace — and legal — in California, where all is fair in the “jungle” primary.)

Assumption is doing away with a host of traditional majors in favor of new ones geared to practical skills. Goodbye, art history, geography and, yes, classics. Hello, data analytics, actuarial science and concentrations in physical and occupational therapy.)

He grew up in a Democratic family in Chicago and ran, at the age of 20, to be a delegate for the 1976 Democratic convention. It was the first in a string of races he would lose. Cox has said he was drawn to the GOP in the 1980s by President Ronald Reagan. He has pursued half a dozen failed campaigns for office as a Republican, including for Congress in 2000, U.S. Senate in 2002 and 2004, Cook County Record of Deeds in 2004, Illinois Republican Party chairman in 2005 and U.S. president in 2008.)

— Rauner’s ‘GOP Unity Week’ Fail – Rich Miller
https://capitolfax.com/2018/05/24/live-session-coverage-350/
(FROM THE ARTICLE: Ives Calls for Party Leadership to Resign, Party Leaders Fight About Unity in First 2 Days This week was supposed to be a celebration of unity for Governor Bruce Rauner after he surrendered full control of the Illinois Republican Party, but it quickly fell apart for the nation’s most vulnerable incumbent. On Monday, state Representative Jeanne Ives called on the entire Republican Party leadership to resign. Then, local Republican leaders Pat Brady and Dan Proft fought in a panel titled “The Future of the Republican Party in Illinois” yesterday, even though Rauner is a sitting governor up for re-election. At one point, Proft sarcastically stated: “Right, but we can expect to unify the party and present an attractive offer when Pat is running around saying John Tillman, Dan Proft, everyone that disagrees with me is a hater, and just dismissing all the policy concerns of the conservative base of the party and telling everyone to get out. I mean, if we’re all unified, Pat, I’m sorry I guess this lunch is dismissed because we have nothing to talk about…We are on our way to super majorities and Republican Governors as far as the eye can see, and anyone who believes that please feel free to leave and get on with your day.” It did not appear that anyone left. “Bruce Rauner’s party cannot even last a day pretending like they’re unified without falling into chaos,” said DGA Illinois Communications Director Sam Salustro. “After 48% of Republicans voted to kick Rauner out, it’s not surprising that the nation’s most vulnerable incumbent is finding it impossible to put his party back together.”)

(FROM THE ARTICLE: Chicago Public Schools’ inspector general is calling on the school district to stop offering a free full-day Montessori preschool to students from the richest neighborhood in the school district. Preschool in Chicago is typically only free for low-income students. But the tuition-free preschool at Oscar Mayer Elementary School in Lincoln Park almost exclusively serves students who live in a neighborhood of mostly upper-income homes. CPS spends about $700,000 a year on the preschool, according to a report released Wednesday. A comparable private preschool could charge parents as much as $15,000 a year. CPS Inspector General Nicholas Schuler said he was “incredulous” that there would be “this perk, for one neighborhood school, as opposed to all other schools.” The average median family income in Mayer’s attendance area — nearly $178,000 a year — is the highest of any attendance area in CPS, an analysis by the IG’s office determined.)

SUBURBAN LIFE
— Wheaton continues to study flood-prone areas – ERIC SCHELKOPF (DIERSEN: By this article today, I first learned that Webster, McGrath & Ahlberg is working on a “Prairie Path Park Flood Prone Area Study” that is set for completion in July. The Prairie Path Park is in my precinct. I knew the woman and her husband who donated the park to the Wheaton Park District. Since 1984, I have urged Wheaton and the Wheaton Park District to do more to address the park’s flooding and other problems. In 2001, I followed the Wheaton Park District’s Adopt-A-Park procedures and adopted the park. My critics/opponents, their operatives, and their dupes a) continue to stress that I sued Wheaton in 1986 for approving a woefully inadequate storm water drainage plan for its Cove Court subdivision and for letting the subdivision’s developer violate the Illinois Drainage Code, b) continue to call for everyone to continue to punish me for filing that lawsuit, and c) continue to oppose my suggestions to improve the park including my suggestions to improve storm water drainage in the park.)

(FROM THE ARTICLE: “We have around 113 properties that are located in the floodplain,” Dzugan said. “When that study is completed, it will provide us with what they call elevation certificates for each of those structures, which will eventually allow us to apply for federal or state grant monies to assist in any type of mitigation effort.” Both projects are budgeted in the city’s 2018 storm sewer fund. Webster, McGrath & Ahlberg currently is working on the Jefferson Avenue, Madison Avenue and Prairie Path Park Flood Prone Area Study, set for completion in July.)

(FROM THE ARTICLE: “The message is very clear. Speak out against the Speaker and people loyal to him will come after you.” Those words, spoken Tuesday by Democratic state Rep. Kelly Cassidy, sadly sum up Michael Madigan’s despot-like reign over Illinois politics for more than three decades. Madigan, of course, is the “Speaker” in Cassidy’s comment. He has been Illinois’ House speaker for all but two years since 1983. He’s also been the chairman of the state Democratic Party since 1998, a position Democrats re-elected him to just last month despite a #MeToo harassment scandal swirling within his political organization. As the longest-serving legislative leader in American history and the longest-serving head of a major political party in Illinois history, Madigan wields more power than any other elected state official in the country and more than any single individual should be allowed to have. He controls the party’s campaign war chest, so he decides which Democratic candidates to fund in primary elections. He controls the rules for moving legislation through his chamber, so he decides which bills get to be voted on and which do not. He controls the legislative redistricting process, so he manipulates general elections. And because of all that, he controls the members of his Democratic caucus. Cross him, and you probably should start looking for something else to do.)

https://abcnews.go.com/Health/wireStory/nurse-sued-hospital-retaliation-awarded-28-million-55399009
(FROM THE ARTICLE: A jury has ruled that a Boston hospital retaliated against a Haitian-American nurse who stood up for a black colleague and has awarded her $28 million. Gessy Toussaint’s attorney described Wednesday’s verdict against Brigham and Women’s Hospital as “monumental.” The Boston Globe reports that Toussaint also had accused the hospital of racial discrimination, but the jury didn’t find proof of that claim. Toussaint says the retaliation started after she defended another Haitian-American nurse, Nirva Berthold, who also is suing the hospital. Berthold says she was denied a promotion because she’s black. That claim is still pending. The hospital says it plans to appeal the retaliation ruling but is pleased with the decision on Toussaint’s discrimination claim.)

https://chicago.suntimes.com/politics/twitter-special-labels-political-candidates-prevent-spoofing-fake-accounts/
(FROM THE ARTICLE: Twitter says it’s adding special labels to tweets from some U.S. political candidates ahead of this year’s midterm elections. Twitter says the move is to provide users with “authentic information” and prevent spoofed and fake accounts from fooling users. The labels will include what office a person is running for and where. Both the candidate’s account and the tweets from it will get labels. The labels will appear on retweets as well as tweets off of Twitter, such as when they are embedded in a news story. Twitter, along with Facebook and other social media companies, has been under heavy scrutiny for allowing their platforms to be misused by malicious actors trying to influence elections around the world. The labels will start to appear next week for candidates for governor and Congress. Twitter wouldn’t say whether it will extend this outside the U.S., where elections interference has also been a big issue.
