(FROM THE ARTICLE: Chris Cleveland, chairman of the Chicago GOP and a conservative leader in the party, wrote to the IL GOP’s State Central Committee this week, expressing the frustrations the conservative base is having with the party’s direction and Governor Rauner’s bullying tactics within the party ranks. “State Central Committee member, I’m writing to alert you to a problem with the Rauner campaign’s use of state party resources, and to problems within the state party generally. A few days ago, a Chicago GOP staffer was informed that he could no longer use a desk within state party headquarters. We had put him there a few days a week so we could coordinate our activities with the state party. In the past, the city GOP has frequently supplied volunteers for state party-backed candidates. The reason they offered was a press report that I was under consideration as Rep. Jeanne Ives running mate. (Jeanne and I have talked, but as of this moment she has not yet made a final decision, and she has a number of very good candidates to choose from.) Subsequently, the state party cut off our GOPDataCenter access. Consider what has happened here: the Rauner campaign has ordered the state party to cut off an elected, regular Republican organization, based purely on the rumor that the head of the organization *might* be working with a candidate in a primary against him. To the best of my knowledge, the state central committee has neither endorsed nor slated Bruce Rauner. And given the widespread doubt within the Republican Party over his policy choices and his ability to execute, it seems to me that some dissent is warranted. But whether you love him or hate him, this behavior is abusive, and the state central committee should not stand for it. Our difficulties with the state party go beyond this recent behavior. It has long been the position of senior staffers in the state party that the Chicago GOP should not be running candidates in the city. The theory is that this just “activates” the other side and reminds them that there is an election. We in the Chicago GOP have rejected this position, and believe that a vigorous attack in the belly of the beast has many benefits. While the Chicago GOP is a small organization, and Chicago is often derided as a Democratic bastion, the number of Republican voters here is not small. We cover 7.5% of the Republican voters in the state, more than any county except Cook and DuPage, with 20,000 more voters than the next largest county, Lake. You ignore this constituency at your peril. Four years ago, we ran candidates across the city for the purpose of generating enthusiasm and volunteers for phone calls and door knocks. In close coordination with the Rauner campaign, we flooded their offices with volunteers and executed 363,000 voter contacts, 263,000 of which were door knocks. We were able to raise Rauner’s vote in Chicago to 20.63%, just a hair above the magic 20% threshold. And he won. If Rauner is on the ballot this fall, this won’t happen. Not because we wouldn’t want to; we’re loyal Republicans and Rauner over Pritzker would be an easy choice. It won’t happen because the state party has consistently undermined our efforts to recruit here, and because there is zero enthusiasm for this governor. Even prior to HB 40, we couldn’t get people to sign his petition. It’s past time for the state central committee to step in and right the ship. First, I ask that you prevail upon Bruce Rauner to stop the petty retribution. This is the Republican Party, not the mob, and it’s time for them to grow up. Second, I ask that you consider separating the state party apparatus from the Rauner campaign. They are acting as one and the same, but our party is bigger than Bruce, and we have broader concerns than his personal well-being. Notably, we need to take back the House, and we have two very viable candidates for state rep in Chicago, both of whom *might actually win*. A party must support such activities. It was also seen as a strange comment as the governor continues to try to gain back the support of Republican lawmakers after many criticized him for signing a bill to expand taxpayer-funding of abortions. The override was one of nearly a dozen the Illinois House delivered to the governor this week. He did score a major victory, however, in the failed override of a bill that would have prohibited local municipalities from enacting “right-to-work” zones. State Rep. Allen Skillicorn, R-East Dundee, said he was happy to co-sponsor the debt transparency legislation and asked Republican colleagues to unanimously support the override. “It was the right thing to do. #thatsleadership,” Skillicorn tweeted. Others had stronger words for the governor’s backlash. “This is another example of failed Governor Rauner’s alternate reality,” State Rep. David McSweeney, R-Barrington Hills, said. “The governor lost 112-0 on the override — no Republicans voted against the override.” McSweeney said the measure will allow lawmakers and the public to know just how much the state owes, including $2.8 billion in unappropriated bills, which was detailed in a bond offering submitted by the governor’s office and the state’s budget office. “The real question is what did the governor know about the hidden bills and when did he know it?” McSweeney said. Mendoza’s office said the unanimous vote shows the measure represented good policy. “That vote — 112-0 — every single Republican voting with every single Democrat, that ends the discussion over whether this is good policy or politics,” Mendoza spokesman Abdon Pallasch said. “Madigan did not hypnotize [Republicans] David McSweeney and Jeanne Ives to vote for the bill? No. it’s just good policy and the legislators could see which side was telling the truth on this one.” The governor, though, said he is a “strong advocate for transparency” while bringing up a months old feud with Mendoza about IT upgrades.)

As a result, many have filed lawsuits against Ivy League schools such as Harvard, claiming that to gain admission, Asian-American students, on average, have to score 140 points higher on the SAT than white students, 270 points higher than Hispanic students, and 450 points higher than African-American students.)

(FROM THE ARTICLE: State Rep. Jeanne Ives sounds like she’ll be a candidate for Illinois governor. The Wheaton Republican is one of the most conservative members of the General Assembly, and she is hopping mad at Gov. Bruce Rauner, whom she contends is not trustworthy. Rauner angered many in his party by signing a bill last month providing state funding for elective abortions. He did this after promising multiple Catholic bishops and state lawmakers that he wouldn’t. “He’s failed the integrity test. No one in the Legislature believes a word he says,” Ives said. If Ives enters the race, she would be the only candidate opposing abortion rights in either the Republican or Democrat gubernatorial primaries. “The state is broke. We can’t afford to create another entitlement program, let alone for something as morally reprehensible as abortion,” she said. But Ives says her objection to Rauner goes beyond this. For example, although he ran on a platform opposing “crony capitalism,” Rauner signed a measure giving a multibillion-dollar bailout to Exelon, a power company. Are you starting to get the feeling that she really dislikes the governor? Yeah, me too. But it’s one thing to object to what the leader of your party is doing, and it’s another thing to leave your safe seat in the Legislature and challenge him. Ives said she hasn’t decided yet whether she will run. But listening to her, it sure sounds like she is on the brink of diving in. But running and winning are two different things. And, sadly, money is the lifeblood of politics. Ives began the month with $8,488 in her campaign coffers, while Rauner had $65.5 million. Most of that money came from either himself or his billionaire buddy, businessman Ken Griffin. That almost makes David and Goliath seem like an even contest. And the front-runner for the Democratic nomination, J.B. Pritzker, also is a billionaire who is self- funding. Could Ives beat not only Rauner but Pritzker? Mike Lawrence, a longtime statehouse observer and former senior adviser to Gov. Jim Edgar, is skeptical. “I don’t think she will win the primary, but I’m not writing her off. I think if she runs, she will start out with a solid 30 percent of Republicans who vote in primaries. Far-right conservatives have a disproportionate influence in primaries,” he said. Lawrence noted that when Edgar ran in the Republican primary in 1990 against Steve Baer, the relatively unknown Baer got more than 30 percent of the vote, mainly from anti-abortion voters angry that Edgar supported abortion rights. So, can a middle-class mother of five beat two of the wealthiest men in Illinois? She faces long odds. But she seems undeterred. And there may be a certain populist appeal to someone who isn’t among the wealthiest Illinoisans running. When pressed about her candidacy, Ives said her 8th-grade daughter told her, “Mom, I thought you were going to announce last week.”)

Last month, Rauner told a group of business leaders that he’s pushing for a bill that would allow the state to restructure much of its estimated $130 billion in unfunded pension liabilities. “We’ve got a bill now. We’re working with Congress to pass a law. We’re lobbying right now that would allow states to reorganize and restructure their pensions,” he said. “If we can get this bill passed in Congress, and I’m hoping to get it done with this tax overhaul that we’re doing, if we can get this bill passed, [it will be] transformative to Illinois taxpayers.” But none of Illinois’ Republican congressional delegation would confirm this week that anyone from Rauner’s camp has approached them about a standalone proposal or one that would be tied in with the coming tax reform plan. Rauner doesn’t have the best relationship with the GOP Congressmen. They strongly rebuked Rauner last month for his signing of a controversial bill allowing for the public funding of abortions. Rep. Peter Roskam, R-Wheaton, who’s in charge of the GOP’s tax reform plan, wouldn’t comment on the premise of allowing a bankruptcy-style restructuring but told others that the idea has been discussed but only conceptually. Jeanne Ives, a three-term House member from west suburban Wheaton. She’s been the most visible voice of conservative anger over Rauner’s abandonment of a past pledge to veto legislation that allows public funding for abortions. Ives told WBEZ Monday she intends to announce an exploratory committee for governor this week and has gotten commitments of support from past Rauner donors. She also ridiculed Rauner’s campaign video: “To me, it didn’t matter what he said in that video. You can’t trust his word. Venture capitalist Rauner would have fired Rauner by now for failure to perform and for lying.” How hard is it to unseat a sitting Illinois governor in a primary? It’s beyond hard. And in recent political history, it’s been outright impossible. Going back to 1990, incumbent Illinois governors have been challenged four times in primaries. Each time, the challengers got clobbered. Protest votes against Republican Gov. Jim Edgar and Democratic Govs. Rod Blagojevich and Pat Quinn trended between 25 percent and 33 percent. (FROM THE ARTICLE: Last week, Rauner (along with deputy governor Leslie Munger) made a surprise appearance at a New Trier Republican dinner. He created another surprise by making a couple of declarations, according to people in attendance: one, he singled out National Republican Committeeman Richard Porter for his role in a federal effort to allow the restructuring of public pensions. The state has the worst-in-the-nation pension liability, estimated now at an eye-popping $130 billion. “The governor tells us we should all thank Richard Porter and congratulate him on the work he’s doing — that he’s trying to get federal legislation passed affecting public pensions which would supersede the Illinois constitution and allow us to restructure our pension system,” one of the attendees told us. Porter, an attorney at Kirkland & Ellis, is not a registered lobbyist, so it isn’t clear what role he is playing in advocating for Rauner in Congress. Our efforts to reach Porter since last week by phone and email were unsuccessful. A GOP spokesman who followed up referred us to the Rauner campaign, which did not have a comment. Rauner also told the crowd he was working to reverse a tax increase (something he reiterates today in his reelection rollout). Timing: Rauner’s talk about revamping pension debt and a lower tax rate comes just as the state is in the midst of a massive, $6 billion bond issue — attempting to borrow money at as low a rate as possible to pay down a bill backlog that’s reaching $16 billion. When Illinois made its offer letter to potential investors, it was under certain assumptions — including that the state now had a “permanent” revenue stream under a recently approved 5 percent income tax rate and 7 percent corporate income tax. Politically, however, it’s a tall order to advance a federal law to circumvent state constitutions. And any agreement would need 60 votes in the U.S. Senate, which Republicans don’t have. At an event last month before the U.S. Chamber of Commerce, Rauner talked about his efforts. “We’ve got a bill now, we’re working with Congress. (If) Congress passed a law, we’re lobbying right now, allow states to restructure their pensions, supersede the restrictions that the special interest groups have put on the state,” Rauner said at the Sept. 28 event. (Audio) “And I’m hoping to get it done with the tax overhaul that we’re doing. If we can get this bill passed — transformative for Illinois government and taxpayers.” Roskam, the Ways & Means Tax Policy chairman, who is taking a lead role in the tax overhaul effort, said there isn’t a separate bill but added: “I’ve heard the concept discussed, I’ve not seen the language. Not pension funds — but there’s some theory about the capacity of federal courts to get the jurisdiction to allow some level of bankruptcy,” Roskam said in an interview. “There is some discussion … there is no language that I’m aware of. I think it’s conceptual.”)

A coalition of conservative, anti-abortion organizations met Saturday for the second time in as many weeks to discuss a “viable Republican primary candidate” against the first-term governor, according to Paul Caprio, director of the Family-Pac political action committee. While no formal decision was made, Caprio said the group of about 35 people planned to meet again in November “to further clarify the group’s position” and likely endorse a challenger to Rauner. “Historically, the way the pro-life, pro-family movement has operated relative to selecting and endorsing candidates for statewide office, we have always had a meeting of all of these different groups together,” Caprio said. The coalition met around this time three years ago, he continued, at which point there was a split, though not drastic, among its members in their support of a gubernatorial candidate. The group officially endorsed then-state Sen. Kirk Dillard, though some in attendance chose instead to back state Sen. Bill Brady. Rauner – the eventual nominee – was invited to the 2014 meeting despite his pro-abortion rights stance at the time, though he declined to attend or fill out a questionnaire to receive the organizations’ support and financial backing. While some of the organizations eventually ended up supporting Rauner in the race against the incumbent Democrat Pat Quinn, this time around, the coalition has made it clear that under no circumstances will Rauner receive their endorsement. During its initial meeting on Oct. 9, the coalition of 20 statewide organizations voted unanimously in favor of a “Bill of Particulars” outlining the groups’ stance on Rauner and in particular, his support of House Bill 40. Signed into law on Sept. 28, HB 40 allows the state of Illinois to cover abortions for its employees and Medicaid recipients, and protects access to abortion in Illinois should the landmark Roe v. Wade Supreme Court decision legalizing it be overturned. Rauner publicly changed his stance on the issue multiple times, attempting to traverse the politically difficult decision without alienating either his GOP base or more moderate, particularly female voters ahead of his upcoming bid for re-election. However, his choice to ultimately sign the bill into law angered conservatives, who have quickly moved to organize against him. The coalition’s “Bill of Particulars” vows that the groups will not support Rauner in next year’s GOP primary or general election after he “shockingly, caved to pressure from radical abortion extremists and signed this dastardly legislation” and will only support candidates committed to repealing the law. This marks a major departure from 2014 in which some organizations offered Rauner their qualified endorsement in solely the general election. Now, conservative groups have not only disavowed Rauner, but are actively searching for a challenger. One potential candidate is state Rep. Jeanne Ives, of Wheaton. Ives said earlier this month that she was “exploring the option by having important conversations with folks around the state,” and while she hasn’t begun circulating nominating petitions, sources said that may change over the next week. Ives is looking into forming an exploratory committee, sources said, adding that she would likely run if she could raise $1 million. While Ives is among the candidates that the anti-abortion groups are considering, Caprio said there have been a few other names floated and the coalition hopes to make an official determination at its next meeting in November. Reflecting on this year’s “unusual set of circumstances,” Caprio said that there are typically three or four significant candidates in the race at the time the groups make their decision, but without any declared challengers – who would certainly face an uphill battle against an incumbent Republican governor with very deep pockets – the task of reaching a consensus has become that much more difficult. But the groups are united in their staunch opposition to Rauner’s re-election, so much so that Caprio foresees a situation in which conservatives might even “take two bites at the apple.” While the right-wing firebrand was not in attendance at Saturday’s meeting, former Congressman Joe Walsh is also considering throwing his hat in the ring for governor – but only as an Independent. In August, Walsh slammed Rauner, saying he was “done” should the governor sign a bill to effectively turn Illinois into a so-called “sanctuary state,” preventing law enforcement officials from detaining individuals based solely on their immigration status. And ever since Rauner signed that bill the following week, it appears as though Walsh – who did not immediately respond to request for comment – has been floating the idea of taking on the governor himself. “He feels like he’s going to focus his interest, in the issue of the defeat of Rauner, on the possibility of his own Independent candidacy,” Caprio said of Walsh, adding that the oft-incendiary radio host is “very interested” in running. But Walsh is leaning towards waiting until after the primary, Caprio said, to see if Rauner is able to emerge victorious even without a large swath of conservative support. If the billionaire governor succeeds, Walsh may at that point enter the race as an Independent – drawing both votes and perhaps even the backing of Republican organizations away from the GOP governor. “If Rauner and his millions are able to buy the election, if our candidate were not successful in the Republican primary, then I think there would be a very serious discussion of the possibility of an independent candidate,” Caprio said. And it comes as Rauner prepares for a re-election campaign in which he needs to win back his conservative base after his approval of controversial abortion and immigration legislation left many of them angry. Much of the major legislation Rauner signed this year — an overhaul of the state’s education funding system and a boost in spending on schools; a bill protecting immigrants from federal deportation efforts; an expansion of taxpayer-funded abortions; and a new law allowing automatic voter registration — are measures that Democrats first pushed. Left undone is his promise to get the state’s financial house in order, which hinged in part on cutting the cost of Illinois’ unionized government workforce. Speaking to a gathering of business leaders in late September, Rauner said he was turning to Washington for help with one part of that effort — getting control of Illinois’ massive pension debt, which stands at about $130 billion and ranks among the worst in the nation. “We need the help. We need the help because the system’s rigged. Can’t change it, can’t fix it,” Rauner said. As a candidate and as governor, Rauner had proposed cutting pension costs by transitioning workers to less generous benefit packages or 401(k)-style retirement plans. But past attempts to cut retirement costs have run up against legal problems. The Illinois Constitution stipulates that benefits cannot be “diminished or impaired” once they are bestowed to workers, and the state Supreme Court has stood by those words. The governor thinks Congress can release the state from that restriction by passing a law that would give states permission to come up with cost-saving changes to their pension programs. The option would be available to states only after they had established that spending money on workers’ retirement plans is hampering other essential services.)
