— I should write a book about Wheaton Independence Day parades since 1978. I would focus on Republican participation in those parades. I would focus on those who are working the hardest to diminish/end Republican participation in this year’s Wheaton and Glen Ellyn parades. They argue that the Milton Township Republican Organization (MTRO) cannot afford the $1,500 cost of entry fees and candy for the parades. In 2007, I succeeded in raising $2,000 on short notice so that an elephant could walk behind U.S. Congressman Peter Roskam in Wheaton’s 2007 parade. — Will the Illinois GOP show up for the 2026 state elections?

(FROM THE ARTICLE: We are in the important pre-primary phase of the 2026 elections in Illinois (circulation of petitions opens in September), when prospective candidates strut their endorsements — and money raised — in efforts to scare off possible opponents. In our basically one-party state, Democratic wannabes are coming off a long bench to make their cases. In contrast, Republicans have no bench of experienced, well-known prospects to speak of. Because of extreme gerrymandering, the GOP has few state legislators and no statewide officials whatsoever. Attractive but no-name candidates are being counseled by Republican insiders that this is a no-win year for the GOP and it’s better to stay out. Will the GOP even show up with a slate of credible candidates for the U.S. Senate, the governorship and all other statewide offices? After all, the party in the White House generally does poorly in the midterm election. And Gov JB Pritzker has more money than Croesus ($3.7 billion, according to Forbes) and seemingly giddy enthusiasm for spending it. Recent history shows he stands ready to bankroll all the Democratic statewide candidates with more than enough money to blow away the opposition. After all, he wants to show national Democrats that he leads his party to victory up and down the line. GOP woes don’t end there. Illinois Republicans are divided into a downstate (outside the seven metro Chicago counties) that is enthusiastically pro-Donald Trump, versus the suburbs, where moderates and Democrats reign. For example, DuPage County and its 920,000 residents used to be largely white and GOP. But the times, they are a’changin’. According to the Chicago Metropolitan Agency for Planning (CMAP), a language other than English is now spoken at home in nearly one-third of the households in the six counties surrounding Cook. Republican George Ryan won the governorship in 1998 with 70% of the DuPage County vote, whereas Trump garnered 42% of that county’s vote in 2024. GOP nominees for the U.S. Senate and governorship will have to declare their position on Trump, a no-win situation: Come out strongly for Trump and lose the suburbs or come out against Trump and watch voters downstate sit on their hands in November. Be wishy-washy on Trump, and lose votes across the board. And who will bankroll GOP candidates in the face of such dour prospects? Billionaire Ken Griffin has departed Illinois for Florida, with his millions for GOP causes. Make no mistake: Big money has replaced party organization as the engine of candidate success. Lightning does strike, however. In 2004, little-known state Sen. Barack Obama entered a crowded field that sought an open seat in the U.S. Senate. Trailing in the polls throughout in the Democratic primary, Obama surged to victory when, near the end of the primary, the front-runner’s candidacy imploded almost overnight as a result of juicy revelations of messy marital discord. In the general election campaign that followed, the attractive GOP nominee dropped out of the race because of sexual peccadilloes revealed in unsealed divorce records, and Obama skated into the U.S. Senate. The rest, as they say … I expect there will be no-name and, maybe otherwise, very attractive candidates on the ballot next year for the GOP but with little money. I have mentioned money several times in this essay. In the past decade, Pritzker has spent $400 million on his own and associates’ campaigns. A Democrat, he even sabotaged the Republican primary campaign for governor in 2022. In that year, according to this newspaper, Pritzker spent $24 million to boost the nomination of possibly the weakest of his possible opponents for the general election. Pritzker’s money advertised that Darren Bailey was “too extreme” for Illinois — which was, irony definitely intended, an attractive message for a big swath of conservative GOP primary voters. (FROM THE ARTICLE: Amendment VII: In Suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of the United States, than according to the rules of the common law. The American Bar Association commissioned a four-year study in 2016 to examine why there are so few federal civil jury trials in the United States. According to its findings, “The percentage of federal lawsuits decided by jury trial dropped from 5.5 percent in 1962 to 0.8 percent in 2013. The percentage of federal criminal cases decided by jury trial dropped from 8.2 percent in 1962 to 3.6 percent by 2013.” The reasons for the decline aren’t hard to discern: jury trials are less predictable, slower, and more expensive for civil litigants. While lawyers and judges say the benefits of jury trials outweigh their costs, they aren’t the ones spending the money to litigate their civil claims. No responsible attorney should ever promise a client that they will win at trial or recommend that a client not at least try to negotiate in good faith to reach a settlement short of trial. The aforesaid is more significant a) because I earned a job-related bachelor’s degree, b) because I earned three job-related master’s degrees, c) because I earned six job-related professional certifications, and d) because I earned a job-related professional license. The aforesaid is more significant a) because I complained about political affiliation discrimination, reverse discrimination, and age discrimination and b) because I became an active member in a class action lawsuit when I was 40 that charged my GAO superiors with reverse discrimination, age discrimination, and retaliation. Extremely few of my coworkers who my Democrat superiors in the federal promoted over me took the CPA examination, let alone passed it, let alone passed it on their first attempt. None passed the CIA examination. I should write about my coworkers who my Democrat superiors promoted over me. They all were Democrats a) who had less work experience than I had, b) who had less education than I had, c) who had no professional certifications or fewer than I had, and/or d) who had no professional license like the one I had. They all were minority, female, younger than me, veteran, non-Protestant, non-German American, and/or had ancestors who had not been in America for a long time. (FROM THE ARTICLE: Among the cuts in the legislation are raising the FERS contribution rate to 4.4% for all federal employees, eliminating the FERS annuity supplement and switching from a high-3 average salary to high-5. There also is a provision that would give newly hired federal employees the option to elect to serve as at-will employees in exchange for higher take home pay with a lower FERS contribution rate. Accepting the at-will status option would keep the FERS contribution rate at 4.4%, but retaining civil service protections would add 5% to the retirement contribution (9.4% total). Another provision would require federal employees to pay a $350 fee to reduce frivolous employee appeals to the Merit Systems Protection Board (MSPB) regarding agency disciplinary adverse actions. The proposed cuts were being considered as the House Oversight Committee looked to slash $50 billion from the overall federal budget as it debated its portion of the larger overall FY 2025 spending bill. In remarks he made at Wednesday’s markup session, Oversight Committee Chairman James Comer (R-KY) said: World-class employment benefits provided to federal employees are well-known, which can include eleven paid holidays; various incentives and awards; health, life, and long-term care insurance; flexible spending accounts; student loan repayment and forgiveness plans; generous leave and workplace flexibilities; and childcare, professional development, and commuter subsidies. The simple truth is that a significant amount of the costs associated with all of these benefits are funded by hardworking taxpayers in the private sector and increasingly now federal government borrowing. The legislation before us today advances important budgetary reforms that will save taxpayers money. Democrats as well as one Republican voted against the legislation in Wednesday’s markup session. Congressman Mike Turner (R-OH) opposed cutting pensions for federal employees as part of the deficit reduction, and he had said prior to the markup session that he would be voting against the bill. He wrote in a statement on X: The goal of reconciliation should be to reduce overall government spending by eliminating waste, fraud, and abuse and reducing needless and unnecessary spending. I oppose any and all efforts to reduce federal spending by taking money from the hard-earned pensions of federal workers. Employee benefits are not a gift. They are earned. I will not support and will not vote for the Oversight Committee’s current budget reconciliation proposal reducing earned pension benefits for current federal employees. In remarks he made at the markup session, Congressman Stephen Lynch (D-MA) said: This partisan bill threatens to further undermine the federal workforce, by reducing the take-home pay, benefits, and workforce protections of 2.4 million federal employees, most of whom are middle-class American workers and a third of whom are military veterans. This is more of the same; an unprecedented assault and political purge of the civil service. The legislative package now advances to the House Budget Committee. Turner also said he thinks that changes are likely to be made to the legislation as it progresses through the legislative process, namely that the cuts to federal employee pensions to which he was opposed would ultimately be eliminated. During Wednesday’s markup session, he reiterated his opposition to the legislation, saying, “I believe that making changes to pension retirement benefits in the middle of someone’s employment is wrong. Changing the rules, especially when someone’s already been vested, is wrong.” He also added, “I have talked to enough people on the House floor that I do think that this [pension cuts] will not be included in the final bill, and that this bill ultimately will have to be changed if it’s going to be included in the ultimate budget reconciliation.” Whether any of these proposed cuts become reality will be determined by what makes it into the final budget legislation if and when it becomes law.
