While my Democrat GAO superiors assigned me to audits of IRS’s Criminal Investigation Division 1986-1988, they refused to assign me to audits of IRS’s Collection Division. (FROM THE ARTICLE: The U.S. Department of Housing and Urban Development awarded promotions and pay increases to five political operatives with no housing policy experience within their first months on the job, demonstrating what government watchdogs and career staff describe as a premium put on loyalty over expertise. The raises, documented in a Washington Post analysis of HUD political hires, resulted in annual salaries between $98,000 and $155,000 for the five appointees, all of whom had worked on Donald Trump’s or Ben Carson’s presidential campaigns. Three of them did not list bachelor’s degrees on their résumés. The political hires were among at least 24 people without evident housing policy experience who were appointed to the best-paying political positions at HUD, an agency charged with serving the poorest Americans. They account for a third of the 70 HUD appointees at the upper ranks of the federal government, with salaries above $94,000, according to the Post review of agency records. The limited experience at the upper reaches of the agency — HUD Secretary Carson, a retired neurosurgeon, has no prior housing, executive or government background — injected confusion into the rollout of policy initiatives and brought delays to even routine functions, according to interviews with 16 current and former career staff members. “This administration is different, because the people coming in really don’t know housing at all,” said Ron Ashford, who retired as director of HUD’s public-housing supportive-service programs in January after 22 years at the agency. “As a result, they’re pursuing initiatives that aren’t grounded in reality.”)

Melissa Denning had a sign up in the yard, supporting Kris Schmidt for sheriff. “Instead of coming and talking to me about the sign, [my landlord] knocked the sign down and ran it over,” Denning said. Denning said the landlord, John Crady, told her she should vote for all Democrats. Denning decided to put up a smaller “Kris Schmidt for sheriff” sign in the window of her house. https://www.westernjournal.com/us-immigration-numbers-close-shattering-108-year-old-record/
(FROM THE ARTICLE: Even as President Donald Trump seeks to reform the nation’s immigration laws and policies, the face of immigration has changed to the point where immigrants make up the largest share of the U.S. population since 1910. The shift that took place between 2010 and 2017 saw Asian immigrant populations on the rise and small states far from major immigration magnets logging double-digit increases in immigrants. Overall, 44.5 million Americans were foreign-born, according to the data. Census Bureau numbers from its American Community Survey, a computer-generated statistical model based on demographic information from around the nation, show that in 2017, 13.7 percent of Americans were born abroad, according to Breitbart. The record is 14.7 percent in 1910. In 2016, the final year of the Obama administration, 13.5 percent of Americans were foreign-born. The Census Bureau projects that despite efforts by the Trump administration to curb immigration and adopt a merit-based system, immigration numbers will keep rising.)

https://www.pressreader.com/usa/chicago-tribune/20180910/281805694821732
(FROM THE ARTICLE: Changing careers is becoming the rule rather than the exception. According to a long-term study by the Labor Department, people born in the years 1957 to 1964 held an average of 11.7 jobs from ages 18 to 48.)
— More retirees filing for bankruptcy – Elliot Raphaelson (DIERSEN: If your retirement is financially secure, and your critics/opponents were asked what are the reasons for that, what would they say? For me, my critics/opponents would say a) that my parents, my grandparents, my great grandparents, and the rest of my ancestors discriminated against minorities and discriminated against females and that I directly benefitted from that discrimination, b) that I was born a healthy White male, c) that I was born with a silver spoon in my mouth and that I have always been privileged, d) that I avoided the draft, e) that the federal government grossly overpaid me, f) that I married someone who has lots of income and savings, g) that we gave up trying to have children, we did not adopt, and we did not become foster parents, h) that my federal retirement benefits are much too generous, and i) I have never given lots of money to churches like they do. In my defense, I have always spent less money on immediate pleasures than my peers, I have always put the maximum into IRAs and Roth IRAs, and I earned a) a job-related bachelor’s degree when I was 21 in 1970 and job-related master’s degrees when I was 27, 31, and 48, b) job-related professional certifications when I was 30, 32, 41, 45, 47, and 48, and c) a job-related professional license when I was 32.)
http://www.chicagotribune.com/business/success/savingsgame/tca-more-retirees-filing-for-bankruptcy-20180831-story.html
(FROM THE ARTICLE: A new study from the Consumer Bankruptcy Project indicates that the rate of bankruptcy among Americans ages 65 and older has tripled since 1991. More people ages 55 to 65 also are filing for bankruptcy. I am not surprised. People are going into retirement with more debt, including much higher mortgage debt. For example, in 1995, only 22 percent of 65 year-olds had mortgage debt; now 38 percent do. The average mortgage debt in 1995 was $27,300; now it is $73,000. Those are scary numbers. The proportion of retirees who have defined-benefit pension plans has decreased substantially. According to the Pension Research Center, a mere 23 percent of U.S. workers have such a pension plan. Today’s retirees are more dependent on defined-contribution plans, such as 401(k)s. With a defined contribution plan, the retiree must manage the portfolio himself or herself or pay a financial planner to do so. Most retirees don’t have the financial expertise to manage their own portfolio. Our educational system is inadequate when it comes to teaching us how to effectively manage a portfolio. Another important factor is age of retirement. Many employees would like to work longer before retiring, but most corporations offer early retirement incentives so they can hire younger workers at lower salaries. When an early retiree looks for other work, he/she faces age discrimination, with practically no recourse, despite anti-discrimination laws. Most people who need to retire early are forced to accept Social Security at age 62, and their benefit is significantly reduced. Although it would be beneficial to wait until age 70, most retirees simply can’t afford to. Another factor is health-care costs. These costs increase at much higher rates than other costs. Many corporations have reduced the health-care benefits for retirees. For seniors, the costs of Medicare, supplemental health care and prescription drugs keep increasing at high rates. Congressional representatives talks a lot about controlling prescription drug costs, but they have been unsuccessful in doing so. Those who use Medicare Part D prescription drug coverage find that as drug costs keep increasing, they are in the bubble much earlier in the year, resulting in much greater costs. The drug companies have substantial lobbies in the U.S., which has resulted in higher drug prices for U.S. citizens than for those overseas. Dental costs increase also for seniors more than for the general population, and Medicare doesn’t cover these costs. Many companies have either no dental coverage or inadequate coverage for retirees. Another factor is longer expected life. Although it is great news that we are living longer, there are other implications. The longer we live, a larger the nest egg that is needed going into retirement to ensure that our money will last for as long as we live. It’s hard to build a larger asset base going into retirement if corporations want their workers to retire early. Moreover, as expected life expectancy increases, insurance companies reduce monthly payments for lifetime annuities. Another factor is required support for other family members. Because tuition costs have increased dramatically, most college graduates are graduating with high debt. As retirees assist their children with this debt, it puts more of a burden on their financial well-being. So, it is not surprising that older people are increasingly filing for bankruptcy.)

A major reason why I agreed to suffer a $19,203 (26%) pay cut in today’s dollars in 1980 to transfer from IRS to GAO was that GAO claimed that it was “free of political influence.” I soon learned that was completely false. GAO hired me in 1980 because it could not find a qualified Democrat, minority, female, younger person, or veteran who would take the job. Were it not for federal Civil Service protections, GAO would NOT have hired me in 1980, would NOT have let me work there for almost 18 years, and would NOT have promoted me in 1986. — A Celebration of Spanish Conquest Ends in New Mexico. Not Everyone Is Pleased. – Simon Romero
https://www.nytimes.com/2018/09/08/us/new-mexico-la-entrada.html
(FROM THE ARTICLE: For as long as nearly anyone here can remember, Hispanic residents have donned the garb of conquistadors and European nobility once a year to celebrate the 1692 reconquest of New Mexico from Native Americans who submitted to the Spanish Empire after a grisly revolt. But after escalating protests by Native Americans who saw the reenactment as a racist attempt to gloss over atrocities carried out by Spanish colonizers, the annual tradition known as the Entrada officially came to an end on Friday, replaced by a multidenominational prayer gathering to begin the annual Fiesta de Santa Fe. The move, aimed at forging reconciliation in the 411-year-old city, was an attempt to avoid the kind of turmoil that authorities elsewhere in the country are grappling with over Confederate monuments and other symbols of historic brutality, including statues honoring European conquerors. The end of the Entrada is rekindling debate over how to portray New Mexico’s complex history, marked by centuries of enslavement of Native Americans, military conquest by Spain and the United States and attempts to depict the state as a place where Hispanics, Native Americans and Anglos, or non-Hispanic whites, peacefully coexist.)

https://www.usatoday.com/story/news/politics/2018/09/08/barack-obama-takes-anti-trump-message-orange-county-california/1239129002/
(FROM THE ARTICLE: Democrats are counting on a strong showing in California in November’s elections in the battle to take control of Congress. They are targeting several congressional districts. While Democrats have gained, Republicans overall still have a registration edge in the county — 563,992 to 516,121 at the start of the year, according to the California Secretary of State’s office. Demographics have changed with an influx of Latinos, Asians and other immigrants. The county’s economy has evolved away from manufacturing and to more services and high-tech jobs that attract white-collar workers who are inclined to vote Democratic. Like much of the country, unemployment is low in Orange County and the economy is strong, meaning turnout could be more dependent on anger about Trump and his policies rather than dissatisfaction with the state of the nation.)

PITTSBURGH POST GAZETTE
– How to think about (white) privilege Many in this country are privileged, and get a head start, but it’s not about whiteness – GRAHAM HILLARD (DIERSEN: Who demonizes, denigrates, and condemns you as being privileged? Ever-increasingly, the more of the following that you are, the more that anti-Trumps demonize you, denigrate you, and condemn you as being privileged: Trump supporter, Protestant, conservative, patriotic, Republican, American, White, male, older, rich, gun owner, German American, draft avoider, and/or if your ancestors have been in America for a long time.)
http://www.post-gazette.com/opinion/Op-Ed/2018/09/05/How-to-think-about-white-privilege/stories/201809050052
(FROM THE ARTICLE: Some years ago, a friend of mine who was employed by a state indoctrination center (all right, a public school) was made to participate in a faculty-development exercise whose ideological preoccupations are by now familiar. Facing each other in a circle, the assembled teachers were directed to take a step backward whenever they could claim one of the “advantages” read from an administrator’s list. Born in the United States? Take a step. Raised in a two-parent home? Step again. Fortunate enough to attend college? Step once more. Perhaps because my friend was forced to back nearly out of the building, he intuited quickly enough the activity’s message. His middle-class life was no longer to be understood as a product of his (and his parents’) diligence and sacrifice but as something undeserved, ugly, even oppressive.)

I should write a book about those who have worked against me the hardest, are working against me the hardest, and will work against me the hardest.)
https://money.usnews.com/money/blogs/outside-voices-careers/articles/2018-09-07/technological-advice-for-older-job-seekers
(FROM THE ARTICLE: Since one of the more common justifications for age discrimination in hiring is the assumption that older workers are unskilled at using common technology, experienced job seekers must pay careful attention to their technological footprint and personal brand. By attending to how they appear electronically and virtually, older job seekers will reduce the unfair assumptions that hiring managers might otherwise make about their suitability.)

GOVERNMENT EXECUTIVE
— Trump Administration Fights for Federal Retirees at Supreme Court – Eric Katz (DIERSEN: Overwhelmingly, my critics/opponents, their operatives, and their dupes a) have demonstrated that they are unable or unwilling to be an employee for any length of time, b) have never been qualified to be a federal employee, c) are filled with hatred against federal retirees, d) are not earning credits toward a pension or getting a pension, and/or e) are not getting or will not get a health insurance subsidy.)
https://www.govexec.com/pay-benefits/2018/09/trump-administration-fights-federal-retirees-supreme-court/151098/
(FROM THE ARTICLE: The Trump administration is standing up for federal retirees in a case before the Supreme Court, arguing they should not face disparate tax treatment compared to their state counterparts. The case involves a precedent known as intergovernmental tax immunity and the 1939 Public Salary Tax Act, which dictates how states can tax government workers. In Dawson v. Steager, a U.S. Marshals Service retiree is suing the state of West Virginia for making the annuities of certain state law enforcement officers tax free, but not granting him the same benefit. The Justice Department this week filed an amicus curiae, or friend of the court brief, in support of James Dawson, the former U.S. Marshals Service employee. Federal law, members of the solicitor general’s office and other department attorneys wrote, prohibits West Virginia from providing tax exemptions for its own employees without also extending them to federal workers.)

CHICAGO TRIBUNE
— FRONT PAGE: Workers at Lincoln Park seniors home stole $600,000 from 97-year-old resident with dementia, public guardian’s suit alleges – Elyssa Cherney and Christy Gutowski (DIERSEN: Since 2009, I have had power of attorney for property and for health for my outstanding aunt who will soon be 88 years old and has a debilitating diagnosis of dementia. She never attended college, she never married, she worked as a low-paid keypunch operator, she lived frugally, and she saved about $600,000 for her retirement. Since 2010, she has lived in an assisted living facility that is currently charging her $239 a day or $87,235 a year. She still has about $470,000 of the about $600,000 that she saved. I can account for all of her income and for all of her expenses since 2009. Of course, I have not charged her anything for the many hours that I have spent managing her financial and health matters. She was one of those who taught me how to drive a car.)

(FROM THE ARTICLE: With no living relatives and a debilitating diagnosis of dementia, Grace Watanabe had nowhere else to turn. The 97-year-old needed help with her finances and looked for guidance at Symphony Residences of Lincoln Park, a senior facility where she had been staying since 2010. Watanabe, who was forced to live at a Japanese internment camp during World War II, had built up a life savings of $600,000 over a lengthy career as a federal government employee. But instead of helping Watanabe, a group of workers at the home are accused of draining her assets in a yearlong scheme that included cashing checks, making ATM withdrawals and transferring money online without her consent, according to a lawsuit filed Thursday by acting Cook County Public Guardian Charles Golbert. Virtually all of her life savings are gone, the lawsuit said. “I’ve never seen this level of corruption from the very highest levels to the very lowest levels,” Golbert said. “These Symphony employees were paid to assist the residents with the care they needed. Instead, they took advantage of Ms. Watanabe’s vulnerabilities to access her money.”)

In today’s dollars, in 1997, when I was 49 years old, GAO paid me $125,325/year or $60.25/hour. I had almost 18 years of experience working for GAO and almost 9 years of experience working for IRS. POLITICO ILLINOIS
— Trumpism is taking a toll on Republican races in Illinois, though GOP leaders are optimistic the president’s behavior won’t hurt candidates too much. “His behavior hurts Republicans. You can’t engage in that kind of conduct, those kinds of tweets, and come to a conclusion that it doesn’t hurt Republicans,” said Pat Brady, the former state GOP chair. “But people have been able to differentiate between Trump’s persona and his policies” of tax cuts and deregulation. “People make the distinction.” Recent polls may be showing otherwise. Last night, the New York Times conducted a so-called live poll in suburban Chicago’s 6th Congressional District. Incumbent Rep. Peter Roskam (R) took 45 percent to Sean Casten (D)’s 44 percent—with 11 percent undecided. Respondents also were asked whether they approve or disapprove of Trump’s job performance—57 percent disapproved, compared to 36 percent who approved. That’s quite a drag on Roskam. It’s one of the reasons that, earlier this week, POLITICO’s inaugural congressional race ratings categorized Roskam v. Casten as “lean Republican,” a designation suggesting the incumbent only has a narrow edge. Three other Republican-controlled Illinois House races showed up on the list as “lean Republican”: Rep. Mike Bost (R) v. Brendan Kelly (D) in the 12th District; Rep. Rodney Davis (R) v. Betsy Dirksen Londrigan (D) in the 13th District; and Rep. Randy Hultgren (R) v. Lauren Underwood (D) in the 14th District. – Shia Kapos

However, they should acknowledge that if I was still working for GAO at the GS-13 Step 10 level, I would have paid $182,039 more into the CSRS in today’s dollars and the CSRS would have paid me nothing.)

FED SMITH
— Would You Recommend the Government as an Employer? – Jeff Neal (DIERSEN: Overwhelmingly, my critics/opponents, their operatives, and their dupes demonize, denigrate, and condemn past, present, and future federal employees. Many millions have not and will not seek a job with the federal government a) because the pay and benefits are terrible compared to big private sector employers, b) because the advancement opportunities are terrible compared to big private sector employers, c) because they lack required education, work experience, professional certifications, and/or professional licenses, d) because they cannot pass an employment examination, e) because they cannot pass a background investigation, f) because they cannot pass a physical examination, g) because they cannot take the demonization, denigration, and condemnation that comes with being a federal employee or federal retiree, and/or h) because they are Republican, White, male, older, and/or non-veteran and they know that the federal government discriminates against the aforesaid. Non-veteran White males who are seeking a job with the federal government should be advised that with only rare exceptions, a) the longer that you are a federal employee, the less likely that private sector employers will hire you, b) your career will be wasted and you will be gotten rid of if you do not make GS-13 (currently $96,403) by age 25, GS-14 (currently $113,920) by age 30, GS-15 (currently $134,000) by age 35, and Senior Executive Service (currently $164,200) by age 40, c) you will be expected to help your superiors and supervisors get rid of their employees who are Republican, White, male, older, and/or non-veteran, and d) virtually everyone despises if not hates federal employees, former federal employees, and federal retirees.)
https://www.fedsmith.com/2018/09/06/recommend-government-employer/

(FROM THE ARTICLE: Why the Government is Not a Good Employer Bureaucracy There are rules for the rules. Bureaucratic hurdles can be maddening to folks who are trying to get work done. While there may be good reasons for some of the red tape, much of it is the variety that no one in the private sector would impose. Inflexible Pay About three quarters of the workforce is covered by the General Schedule or a GS-derived pay plan. Once an employee is hired, pay raises follow rigid rules that do not take into account how well or poorly the employee performs. Entry level pay for high demand jobs may not be competitive, and bonuses for most workers are insignificant. There are no stock options or other pay incentives, and an employee who saves millions of dollars may get a bonus that is trivial. Slow Promotions Great employees whose performance is exceptional can typically be promoted no more than once per year. That unnecessary restriction can drive great employees away, or cause great candidates to decline a federal job. Politics The biggest problem may be our toxic political system. Federal workers have been the targets of opportunistic politicians for years. A great example is those on the right and left calling federal law enforcement officers “jackbooted thugs” at different times in the past 20 years and more recent complaints about Transportation Security Officers calling them “government gropers.” Internal Revenue Service employees are criticized for doing their jobs, and every ten years Census Bureau enumerators are physically attacked while they are carry out a constitutional duty. Then there are the complaints about government workers calling them lazy, incompetent or unable to find “real jobs.”)

— Labor Day fun mixes with politics at Chicago area parades, festivals – Michelle Gallardo and Craig Wall (DIERSEN: Republicans who participated in the parade included Mr. & Mrs. Rauner, Mr. & Mrs. Roskam, Sanguinetti, Connelly, Oberweis, Olsen, Senger, Wehrli, Anderson, Boltz, Cantore, Carlyle, Falbo, Fisher, Furstenau, Gustin, Hogan, Keller, Lowe, MacKay, Mendrick, Monino, Prater, Rash, Ruhl, and Smith.)
https://abc7chicago.com/politics/labor-day-fun-mixes-with-politics-at-parades-festivals-/4137452/
(FROM THE ARTICLE: The sound of music from marching bands filled the air in Naperville as thousands of people lined the streets to wave flags and cheer as they say their unofficial goodbye to summer. But with the drums of the November election beating louder every day, politicians were shifting gears into their busy season. Governor Rauner was shaking hands, and shaking off any talk of him not being for Illinois workers. “We’ve lost a lot of good paying jobs in this state for decades, we’ve been one of the slowest growing states and now the state’s around us are growing their union jobs and all their good paying jobs much faster than Illinois. We’ve got to be pro-worker by being pro-growth, pro-investment and pro-job creation,” Rauner said. JB Pritzker, Rauner’s rival, attacked the governor for his anti-union efforts at a labor picnic in Rock Island. “He’s about getting rid of unions, he’s about lowering the standard of living of people across the state of Illinois. We’ve got to create jobs in the state there’s no doubt about it, but if we don’t preserve our labor unions while we’re creating jobs we’re doing it wrong,” Pritzker said. In the 6th District Congressional race, which Democrats nationally have targeted to flip, Sean Casten was apologizing for comments that surfaced last week where he was heard comparing President Trump to Osama Bin Laden – but he was not apologizing for the underlying message. “We should be very afraid of a President who uses the tool that demagogues throughout history have used to say, if you are afraid, if you are disempowered, your problem is someone who doesn’t look like you and I’ll fix that,” Casten said. Incumbent Peter Roskam, who championed the President’s tax cut earlier this year, said he was not taking this race for granted. “But I think my opponent has a lot to answer for comparing the President to Osama Bin Laden and advocating nearly every tax hike conceivable,” Roskam said.)

https://dailycaller.com/2018/09/03/more-federal-employees-accountable-for-misconduct/
(FROM THE ARTICLE: In our current system, the process for removing these bad actors is nearly impossible. According to data obtained by FedScope, only 0.5 percent of federal employees have been fired in recent years for poor performance or misconduct. Meanwhile, a 2015 Government Accountability Office (GAO) report revealed that once a decision is made to fire a federal employee, removing them from office can take between six months to a year, if not longer. Draining the swamp is not just fiscally responsible, it is absolutely essential to creating a lasting climate of accountability in our nation’s capital – which is the real battle we are fighting. Washington dysfunction runs deep. True change must uproot systemic injustices and remove those in government who perpetuate them. Meanwhile, all of us in government must begin insisting upon excellence and stop incentivizing ineptitude. This is the essence of the MERIT (Modern Employment Reform, Improvement, and Transformation) Act — a piece of legislation I am proud to co-sponsor. The MERIT Act allows for the expedited removal of federal employees who have either engaged in misconduct or who are failing to perform their duties. It also expedites the appeals process in the event these employees protest their termination.)
