SHAPIRO: You’ve supported targeted measures on some steel imports like those from China. What makes these different? ROSKAM: What makes these different is these are going after our allies with whom we really have no conflict. And I think that this will have an adverse impact on small manufacturers in my constituency that I’ve heard directly from – and not just the manufacturers but obviously their employees and clearly American consumers. I think the smarter move is for us to focus our time and energy on China, which – there’s all kinds of trade infractions. And this is not well-placed resources in a fight that we really shouldn’t be having right now. SHAPIRO: President Trump doesn’t appear to be backing down. Do you think it’s now the role of Congress to stop him through legislation? ROSKAM: So the challenge with stopping the president through legislation obviously is the president would have to sign the bill. So said another way, these original trade structures were put in place to give presidents authorities to ease up on trade tariffs and to make it easier for commerce to pass between countries. It was not necessarily contemplated that you’d have a president that was tougher on a country than Congress was. So I think we’re very much in the persuasion mode. I had a meeting today along with some others with Secretary Ross. I’m heading into a meeting with Ambassador Lighthizer, giving voice to these concerns. And I think when push comes to shove, one of the voices that’s going to have a disproportionately significant impact is American agriculture because they’re ashen-faced at the idea of getting into a trade war.)

(FROM THE ARTICLE: For a Republican Party that celebrates capitalism and the American dream of building wealth, the GOP’s initial line of attack against the new Iowa Democratic nominee for governor appears a bit out of character. Fred Hubbell, a former life insurance executive whose family wealth dates back to the mid-1800s, won the Democratic nomination Tuesday and will face Gov. Kim Reynolds in November. Almost immediately, Reynolds and party leaders questioned how voters could trust a candidate who was born rich and later served in leadership roles at several companies. Hubbell’s family businesses in Des Moines include ties to real estate and insurance. “The issue isn’t that Fred Hubbell has been rich his entire life, it’s that he has no idea what it’s like not to be,” said Reynolds during her election night speech. “He has no idea what it’s like to balance a family checkbook or to make the tough decisions most of us make each and every day when we’re trying to make ends meet.” Republican Party of Iowa Chairman Jeff Kaufmann has chimed in by repeatedly referring to Hubbell, 67, as “Prince Frederick.” On election night, the party posted a photo-shopped image of Hubbell on its Facebook page as the Monopoly board game mascot, with a top hat, monocle and bags of money surrounding him. Never mind that Reynolds and Iowa GOP party leaders are big supporters of President Donald Trump, a rich businessman who surrounds himself with conspicuous wealth at his lavish properties such as Mar-a-Lago. In the Iowa governor’s race between a woman of modest means and a man who donated nearly $3 million of his own money toward his primary race, the GOP so far is zeroing in on personal wealth. It’s a strategy tried before as more rich candidates run for office from both parties, many of them also funneling millions of dollars to fund their own campaigns. In neighboring Illinois, for example, Democrat J.B. Pritzker, a billionaire member of the family that founded Hyatt hotels, has put more than $100 million of his own money into his bid to unseat Republican Gov. Bruce Rauner, a wealthy former private equity investor. When he won in 2014, Rauner was accused of trying to buy the election.)

(FROM THE ARTICLE: Sometime during the month of April, I was contacted by WGN and asked to be interviewed for a segment they were doing on Everyday Racism. I was told that WGN wanted another point of view. At that point, I should have asked about the point of view to which WGN was seeking an alternative. I might have learned that a particular narrative was being proffered, and anything expressed contrary to that narrative was not going to be fully or fairly treated. I agreed to do the interview not really knowing much about the segment or how long it would be. WGN reporter Gaynor Hall interviewed me for about a half hour. She asked me questions about my background, my politics, and my experiences with racism. I answered all her questions as my wife listened. I also made it clear that I see the world through a biblical worldview. What I mean by that is we are all sinners, and racism is a sin. It is part of our human nature that can’t be legislated away. Racism is an inward thought about the inferiority of other races or harboring negative stereotypes of those races. The overt act, which I said we must be more concerned about, is discrimination. I also mentioned that racism is a secular construct that is not evidenced in Scripture. There is only one race—the human race.)

(FROM THE ARTICLE: Contrary to perceived wisdom about the sanctity of job protection, civil servants did not have tenure until the 1960s. Civil service was designed as a system of neutral hiring; it defanged the spoils system by eliminating political hiring of the rank-and-file. “If the front door [is] properly tended,” as a civil service reformer put it, “the back door [will] take care of itself.” The only protections against termination were a) to guard against politically-motivated firings (the Lloyd-LaFollette Act of 1912) and b) to protect quasi-judicial officers from executive meddling (the 1935 Humphrey’s Executor decision). Otherwise, as the leading Supreme Court decision held, the president had “the exclusive and illimitable power of removal” of executive branch employees. This all changed in 1963 when, as a payback for public union support, President John F. Kennedy in Executive Order 10988 authorized collective bargaining. Congress in 1978 then imposed collective bargaining upon the president as a statutory obligation. The Supreme Court never has been asked to rule on whether Congress had constitutional authority under Article II — which states, “The executive power shall be vested in a President” — to effectively remove executive power over personnel performance. An attorney general’s opinion at the time of original civil service reform stated that Congress could not so restrict the president’s authority. The harm of unaccountable civil service is not lots of shiftless people, but an enervated public culture. No accountability corrodes the spirit of organizations because it eliminates the trust that co-workers will do their share. Energy fades as it becomes clear that it doesn’t matter what you or anyone does. Without accountability, the only other tool for managing personnel is dense rulebooks, so suffocating bureaucracy is layered on top an already-dispirited workplace. By making civil servants “virtually impregnable” to accountability, Congress might as well have put nerve gas into public offices. It didn’t take long for the nerve gas to take effect. A 1989 report by the Volcker Commission on Civil Service found a “quiet crisis” in federal civil service, characterized by “an erosion of performance and morale.” The commission found that seven of 10 federal employees who witnessed fraud, abuse or waste did not even bother to report what they saw. A second Volcker Commission in 2003 found deep resentment at “the protections provided to those poor performers among them who impede their own work and drag down the reputation of all government workers.” The original idea of civil service remains valid — to create a “merit system” where civil servants are hired and retained based of performance. But the current system, as the Partnership for Public Service has concluded, is “a relic of a bygone era.” Attracting good people requires giving them real responsibility, not making them clerks on a bureaucratic assembly line. No one will give officials responsibility, however, unless they can be accountable if they abuse it. Distrust is the main hurdle to reforming civil service. Personnel decisions require judgment, not objective proof. How do you prove who doesn’t work hard, or isn’t cooperative with co-workers, or is mean-spirited? Someone must make those decisions, and Trump’s appointees are unlikely to be trusted. Union officials defend current procedures as being “just a matter of due process.” But due process is an impenetrable barrier because it puts the burden on the supervisor. Can you prove that this person is so much worse than anyone else? In a public service that aspires to A’s, due process protects people who get D’s and F’s. Our quandary is this: No president until Trump has been willing to take on public unions, but Trump lacks the trust to achieve the bold civil service overhaul that’s needed. How do we square this circle?)

It’s been recently reported that the FAA is now actively recruiting new trainees to work in the towers and control rooms directing airplanes and that the criteria they now utilize to screen applicants is a curiously absurd “biographical questionnaire.” Jason L. Riley in the Wall Street Journal: “A recently completed six-month investigation by Fox Business Network found that the Federal Aviation Administration has quietly moved away from merit-based hiring criteria in order to increase the number of women and minorities who staff airport control towers. The changes come despite the fact that the FAA’s own internal reports describe the evidence for changing the hiring process as “weak.” Until 2013, the FAA gave hiring preference to controller applicants who earned a degree from one of its Collegiate Training Initiative schools and scored high enough on an eight-hour screening test called the Air Traffic Selection and Training exam, or AT-SAT, which measures cognitive skills. The Obama administration, however, determined that the process excluded too many from minority groups. In May 2013, the FAA’s civil rights administrator issued “barrier analyses” of the agency’s employment procedures, which recommended “revising how the AT-SAT is used in establishing best-qualified lists.” By the start of last year, the FAA was using a biographical questionnaire (BQ) to initially vet potential hires. The questions – “How many sports did you play in high school?”, “What has been the major cause of your failures?” – seem designed to elicit stories of personal disadvantage or family hardship rather than determine success on the job.” I can tell you with absolute certainty that the FAA Air Traffic Control Division has been down with the affirmative action program for a long time. The PATCO controllers’ strike during the summer of 1981 seemingly gave the “fire whitey” gang the opening they craved. There was one problem. The air traffic system needed to get back up and running smoothly, and especially safely, so that Ronald Reagan’s mass firing would look reasonable. So they quickly hired aviation-experienced people, including pilots and experienced military air traffic controllers. I was one of them. Granted, some of these well qualified new guys were black, but no one would look upon this new controller work force and call it a model of so-called diversity. The big push for hiring other than pale males would have to wait. Safety first, as it were. A few things happened in the next few years. First, the FAA stopped reporting aviation incidents, including near mid-air collisions and runway incursions. When safety incidents are under-reported or deceitfully downgraded, the system starts to look like perfection, and the FAA will gladly report, as it frequently does, that it is “The Safest System In The World.” These people want the flying public to skate out onto the ice, even as they are lying about how thin the ice is, and while we are at it, how warm it is today.)

The Governors Highway Safety Association, a national nonprofit safety group, said in a report released Thursday that almost 44 percent of fatally injured drivers tested positive for drugs in 2016, the most recent year available, up from almost 28 percent in 2006. Meanwhile, the percentage of drivers killed in crashes who tested positive for alcohol dropped slightly to 38 percent in 2016 compared with 41 percent in 2006, the study found. Drunken driving has become socially unacceptable, and the same thing needs to happen with other substances, said Jim Hedlund, a former National Highway Traffic Safety Administration official who wrote the report. “The message has been out on drunk driving for 40 years now, and people have paid attention,” Hedlund said. “There’s a real social change that says it’s not acceptable to have two six-packs and go out and drive. The slogan years ago was: ‘Let’s have one for road.’ Now it’s: ‘Who’s the designated driver?’ I’d like to see the same thing for drugs.” A mix of substances were also found among drivers killed in fatal crashes. When test results for both alcohol and drugs were known, 49 percent of alcohol-positive drivers also had drugs in their systems. The report points to the challenges in tackling drug-impaired driving, including a lack of nationally accepted testing methods for drug impairment, the large number of drugs to test for and differences in effects between different drugs and drivers.)
