In a short address in a tunnel between the Capitol and House office buildings, Clay depicted the debate as part of the culture wars dividing the country. “This is really not about a student art competition anymore,” Clay, D-St. Louis, said after he and a handful of colleagues put it back on a wall amidst 400 other winners of a high school art contest sponsored by members of Congress. “It’s about defending the Constitution.” He said this just after passing Rep. Duncan Hunter, R-Calif., in the tunnel where the painting hangs. Hunter and Clay, who are good friends and whose congressional offices are next door to one another, didn’t speak to each other as they passed. Hunter, citing 18-year-old artist David Pulphus’s depiction of police as animals, which many have interpreted as pigs, said it was offensive. A scrum of about 15 reporters and photographers who had gathered around Hunter shifted to Clay, who led a handful of Congressional Black Caucus members in putting the painting back up where it originally was. It may not be there for good, however. Congressional Republicans are discussing removing it officially as a violation of congressional rules on the art that prevents the competition from depicting controversial “contemporary” issues. Clay said he’d defend the painting through that process as a First Amendment expression of an 18-year-old constituent. “I don’t have a disagreement with that,” he said of the process. “But there is a procedure to follow. You can’t have culture warriors walking around here like they are in charge of something.” Clay told reporters that he had no opinion on the painting, which police groups and others have criticized as depicting police as hog-like animals. Clay said critics should put themselves in Pulphus’s place, as a teenaged black male, who had witnessed the highly publicized shootings of young black men throughout his teen years. Including, “in his own community,” the shooting death of black teenager Michael Brown by Ferguson Police Officer Darren Wilson when Pulphus was 16. Those shootings, Clay said in an interview with the Post-Dispatch, were “animalistic.” While police groups have criticized the painting, Clay received a local police ally over the weekend in St. Louis Police Chief Sam Dotson. “Police officers are not art critics,” Dotson said during a discussion Saturday night at Harris-Stowe State University kicking off Missouri’s official events honoring the Rev. Dr. Martin Luther King Jr. He called Clay a “strong supporter” of police and said Clay’s desire to hang the painting is in keeping with protecting the First Amendment. The painting by former Cardinal Ritter High School Senior Pulphus – now a college student – has drawn intense scrutiny after critics noticed that it depicted police officers as animals. Some police groups criticized the painting as divisive and not a true depiction of the shooting death of Michael Brown by Ferguson police officer Darren Wilson in 2014. Hunter removed the painting and left it in Clay’s office on Friday, saying it offended him and denigrated police. Hunter told the Post-Dispatch he had gotten “thousands” of calls and social media messages in support, many from police officers or their families. The painting was on display for six months before critics attacked it, in the middle of hundreds of other paintings by high school art contest winners from around the country. Clay Tuesday blamed “alt-right” media for stirring up the problem, and fellow Congressional Black Caucus members depicted the controversy as an extension of Republican President-elect Donald Trump’s attacks on the media. Hunter said he was making a statement and would not seek to remove it again if Clay puts it back up. But other Republicans, upset at the depiction of police, hinted they may seek official congressional action to take it down permanently. Clay would fight that. “I do not agree or disagree with this painting,” Clay said after he helped put it back up. But he noted that statues elsewhere in the Capitol depict slaveholders and avowed racists that offend him, but he hasn’t demanded they be removed. “I will fight to defend this young man’s right to express himself because his artwork is true for him and he is entitled to that protection under the law,” Clay said, referring to Pulphus. At the forum in St. Louis Saturday night, Dotson referred to the painting as the “elephant in the room.” “Sam Dotson can have an opinion and may not like the painting, but Sam Dotson the police chief or any police officer cannot have an opinion about it because that young man has a right to have his voice heard and it’s our job to make sure his rights are protected,” he said.)

(FROM THE ARTICLE: For all the Trump team talk about gutting President Barack Obama’s landmark financial law, Chicago’s trading community is wagering that at least part of it will stick: swaps reform. Swaps were a villain in the Great Recession, and Obama’s 2010 Dodd-Frank Wall Street Reform & Consumer Protection Act pushed them from clubby, private bank transactions onto public platforms. There they became a welcome addition to the Chicago trading world. President-elect Donald Trump’s incoming team has vowed to dismantle the law, but Chicago’s trading interests won’t easily give up the companies, products and venues created after Wall Street banks’ grip on the swaps market was loosened. Financial exchanges like CME Group and trading firms such as Citadel have generated tens of millions of dollars in new swaps business, and they’ll be reluctant to let go of the new infrastructure built on Dodd-Frank’s Title VII, which set up a framework for the regulation of swaps markets. “People now are getting used to the standards,” says Brian Liston, co-founder and president of Seed CX, which launched a new Chicago swaps trading platform. “They should really change Title VII slowly if they have to, and ultimately I don’t think they’re going to.” Swaps are financial shorthand for arrangements in which parties agree to swap the risk associated with financial contracts tied to underlying values, like interest rates. In the 2008 financial crisis, those privately negotiated deals in the subprime mortgage market blew up and swamped major institutions with defaults.)

(FROM THE ARTICLE: At the bottom of the Daily Herald story (Jan. 5, 2016), find this commentary from Stan Zegel, Executive Director at Citizen Participation Institute in Winfield where he states a referendum would be binding. It appears the petitions are invoking a procedure established by state law 65 ILCS 5/7-1-16 whereby 250 electors in a municipality (a village or a city) can cause a referendum like this to be held. It is a binding referendum. It further appears that no such referendum is necessary in the acquiring municipality. That explains why no petitions have been circulated in Naperville. If the voters in a particular municipality vote against it, then it cannot be submitted again in that municipality until at least 22 months later, and then it will take it will take far more than 250 signatures to put it on the ballot again in that municipality. If it passes in any municipality, then that place automatically becomes part of Naperville. Any bonded indebtedness of an approving municipality, and of Naperville, get merged together and everyone shares in paying off the combined debt. Thus the taxpayers in Lisle, Woodridge, Warrenville (if the annexation is approved in their municipality) would take on a share of Naperville’s debt, and Naperville taxpayers would take on a share the other places’ debt. It follows that, with everything then part of Naperville, Naperville’s ordinances are in effect throughout the combined area, and everyone can then elect the mayor and members of the Naperville City Council as their terms come up in 2019 and after.)

(FROM THE ARTICLE: The GOP took a lot of flak this past week for its foolish attempt to use House rules to gut the Office of Congressional Ethics. Public scrutiny quickly sunk that effort, but another very dangerous rule change passed without much fanfare or media attention. As a result, House Republicans — with the backing of the incoming Trump administration — now have powerful tools to attack not just entire federal departments, but to go after individual federal workers as well. It’s called the Holman Rule, which was first used in 1876 and last used by Congress in 1983. It allows members on either side of the aisle to offer amendments to appropriations bills — which are often hundreds of pages long — in order to reduce the amount of money an agency receives, the number of employees an agency has, or the amount of money an individual federal employee can be paid. It’s alarming that members of Congress will now be able to engage in targeted witch hunts against entire departments or individual employees who happen to work on subjects that do not fit a representative’s values or agenda. The most obvious targets are Department of Energy climate scientists and State Department teams that work on gender equality issues — both of which have already been singled out by yet-to-be-sworn-in Trump administration. But the rule change can broadly apply to any program or individual civil servant. This means any federal employees — such as those who help monitor dangerous chemicals in the environment, patent examiners, those who administer vital health and food programs, federal student loan advisers — can be targeted. Reviving the Holman Rule is not just about finding waste. The author of the rule change clearly stated that members could cut the amount of money “that could be paid to an employee of the US government.” This is not to say that House members would engage in such behavior, but even allowing for such powers in the legislative process, without any input from the agency or the targeted employee, is unacceptable. The federal workforce has undergone many cutbacks under both Republican and Democratic administrations. The fantastical myth that civil servants are somehow responsible for a ballooning “big government” is simply pretext for baseless political attacks on federal workers. Employees of the federal government work in every congressional district to keep our food, water, and air safe for all Americans. We must take a stand to protect hard-working, diligent employees who now find themselves at risk of losing their jobs or suffering crippling pay cuts if a particular member of Congress or president decides to single him or her out. Members of our country’s federal workforce should not be turned into political pawns.)

Barack Obama took office, and race immediately became a focal point in a way that was unprecedented in American history. No matter his accomplishments, he seemed destined to be remembered foremost as the first black man to lead the world’s most powerful nation. And his presidency did not usher in racial harmony. Rather, both blacks and whites believe race relations have deteriorated, according to polls. Mounting tensions over police shootings of African-Americans prompted protests in several cities and the emergence of the Black Lives Matter movement. Perhaps most strikingly, the president’s successor, Donald Trump, is seen by many as the antithesis of a colorblind society, a one-time leader of the “birther” movement that spread the falsehood that Obama was born in Africa.
