(FROM THE ARTICLE: One of several startup newspapers tied to a conservative Illinois activist has been challenged in a federal complaint as a Republican mouthpiece, meaning it should count as a campaign contribution. Kim Savage, a Democrat from the Chicago suburb of Darien, argues in a Federal Election Commission filing that the DuPage Policy Journal is not an independent newspaper, but controlled by businessman and radio talk-show host Dan Proft through his political action committee, Liberty Principles PAC, which got a $2.5 million contribution last June from Republican Gov. Bruce Rauner. The paper is one of 14 co-owned by Proft that appeared last spring before the state’s primary elections. The complaint, filed last week in Washington, maintains the DuPage Policy Journal is illegally coordinating with GOP congressional candidate Tonia Khouri and that its publication costs should be reported as political contributions in her race to unseat incumbent Democratic Rep. Bill Foster. The PAC, Proft, Khouri for Congress and the Khouri campaign treasurer are named in the FEC document. It contends the DuPage paper is not entitled to a press exemption from campaign finance laws because it’s run by a political organization, is not published regularly, is sent to doorsteps or left in high traffic areas for free and includes “coordinated communications” with a candidate that the law bars for so-called independent expenditure committees. “I’m really concerned about all the dark money from special interest groups and their influence on elections,” said Savage, a former College of DuPage board member. She said she thought the newspaper “was a local, grassroots thing and I was kind of appalled when I found out it was a special interest group that publishes it.” Proft called the FEC complaint “factually incorrect in every possible way,” primarily because the papers are now owned by a private company called Local Government Information Services. According to records filed with the secretary of state’s office, Local Government Information Services incorporated on Aug. 15. “It’s a legitimate newspaper just like any other newspaper,” Proft told The Associated Press. “I’ll put the stories we do on politics and policy up against any other newspaper in the state.” The FEC must seek a response from the targets of the complaints within 15 days, then review those and decide whether to investigate further. There’s no expedited process despite the Nov. 8 election. Proft, a drive-time AM radio talk show host in Chicago who ran for the Republican nomination for governor in 2010, began publishing the newspapers last spring. According to the complaint, they are distributed in 14 areas, including DuPage County; Springfield; Chicago’s north, northwest, and south suburbs; the Quad Cities and the Illinois suburbs of St. Louis. Liberty Principles PAC, which Proft says is not participating in any federal races, was named in complaints about three of the newspapers — two in Chicago’s northern suburbs and one in downstate Cumberland County — filed during the primary election with the Illinois State Board of Elections. The papers were alleged to have improperly engaged in coordinating messages with legislative candidates and had not attributed their funding source. Documents indicate the board found the “coordinated communications” complaints were filed on “justifiable grounds” but took no action. In two cases, it ordered Liberty Principles PAC to include a “paid for by” disclaimer in future issues. Khouri campaign manager John Cooney issued a statement calling the federal complaint “a desperate attempt by Bill Foster and his cronies to divert attention” from issues such as protecting Social Security and Medicare and creating good-paying jobs. Foster, running for his fourth nonconsecutive term, declined comment.)

(FROM THE ARTICLE: Just hours after saying U.S. Rep. Peter Roskam was planning to vote for Donald Trump, spokesman David Pasch on Tuesday rescinded the remark. Instead, Pasch released a written statement saying Roskam is undecided on how he will vote Nov. 8. “Hillary Clinton has already disqualified herself by her actions and deeds,” Pasch wrote in an email Tuesday afternoon. “Donald Trump has 28 days left to convince him (Roskam) that he’s the right person to fix our broken tax code, bring accountability to the federal government, and restore American leadership to the world stage.” The statement is very different from what Pasch wrote in a Tuesday morning email. “I can confirm he is still planning to vote for Donald Trump,” the earlier email said. The confusion comes as other GOP leaders are distancing themselves from Trump after a video surfaced last week of a 2005 conversation in which the reality TV star talked about trying to have sex with a married woman and being able to grope women. (FROM THE ARTICLE: Much has been written about the increasing proportion of the electorate that is made up of minorities: African-Americans, Latinos, Asians and others. While Republicans’ grassroots hostility to diversity makes life very difficult for the GOP at the presidential level, important and under-discussed transformations have impacted white voters as well. The share of noncollege-educated whites has been cut in half since 1980. When Ronald Reagan defeated Jimmy Carter, nearly two-thirds of the electorate was made up of noncollege-educated whites. By 2012, that number had shrunk to just 37 percent. Meanwhile, as minority participation has risen, white college graduates’ share of the electorate has remained stable, so that in 2012, white voters divided about evenly between college and noncollege graduates.  That dramatic change in educational attainment presents profound political implications. Pew’s recently published compendium of party identification data helps sort through the numbers. In 1992, whites without college experience were more likely to identify as Democrats than as Republicans by a 9-point margin. In the quarter-century since, party identification among noncollege whites was closely contested, with Democrats holding on to a few more in some years and Republicans edging ahead in others. Beginning in 2008, the GOP margin with noncollege whites increased substantially, reaching 26 points this year. Despite what some would have you believe, this is not wholly an effect of Donald Trump. While the GOP advantage reached its current zenith this year, it had been moving strongly in that direction for the past eight. At the same time, a wholly opposite process is at work among whites who have graduated from college. In 1992, whites with a college degree were even more Republican than whites without a degree were Democratic. College-educated whites identified with the Republican Party by an 11-point margin when Bill Clinton defeated George H.W. Bush. But, beginning in 2004, that gap narrowed substantially — today, Democrats enjoy a 1-point edge with college-educated whites. That margin is fueled, importantly, by those with post-graduate experience. What was an even split in 1992 has grown into a 12-point Democratic advantage among those with a post-graduate education. So while Republicans are, and have been, making gains with noncollege whites, they are suffering continuing — albeit smaller — defections from whites who hold a college degree. In the long run, that’s bad news for the GOP, because while whites continue to shrink as a proportion of the electorate, noncollege whites — Republicans’ real base — are shrinking, too. Over the last 20 years, the percent of whites with a bachelor’s degree or more increased at about two-thirds of a percentage point a year, or 2.7 points every four years. Before conservatives start yelling about the liberal academic elite, it is worth noting that there is significant controversy about the magnitude and mechanism of what happens to political attitudes on campus.)

(FROM THE ARTICLE: During the first eight months of the year, gamblers dropped $18.9 million into video poker machines in the city of Kankakee.  Daily Journal senior reporter Lee Provost recently reported on video poker totals in his weekly business column. The numbers were sobering — and staggering. In Kankakee, $4.3 million was “lost” in the machines. Ask yourself this. Who can afford to lose $4.3 million? The totals wagered from Kankakee add up to roughly all the totals from Aroma Park, $811,751; Bradley, $8.5 million; Bourbonnais, $1.8 million; Manteno, $6.3 million; and Momence, $2 million — combined. Here’s what this tells you. A disproportionate number of the terminals, or the wagers, or both, are coming from middle class and lower middle class areas. Does it make sense that Kankakee’s wagers are 10 times those of Bourbonnais? When video gambling was legalized, the initial thought seemed to be to help out small restaurants and taverns. Instead, what has happened is the creation of mini-professional storefronts that have rows of machines. A discussion of Aroma Park’s experience indicated that is where the money is flowing now. One mainstream Aroma Park restaurant no longer operates its machines. In addition, one local mayor quoted indicated that she had not seen many cars in front of one wagering establishment. Translation: It might be that a small number of people are losing a lot of money. Moreover, the amounts wagered are escalating rapidly — up by a third or more in half a dozen communities. Now, we would not want to be Carry Nation with the ax, crusading against demon rum. It would be impossible to go back to no gambling. But a wide range of studies estimates that somewhere from 1 to 2 percent of the population can be classified as being “problem gamblers.” These are people who don’t know when to stop, and show up to follow a bad day with another long session to get even. So, in the pile of proceeds being raked in by the state, we ask a question: Is enough money being set aside to help those who will need help? Much like cigarette taxes, the government seems to need and relish the money. Unlike tobacco, are we warning people enough?)

(FROM THE ARTICLE: Donald Trump describes himself as a businessman. And he says he wants to run the government more like a business. But would any business hire Mr. Trump? It isn’t a trivial question. Given the Republican presidential nominee’s vulgar boasts about sexually assaulting women and trying to coerce a woman to commit adultery with him — among other things — it is hard to believe he could get past the human resources department of a Fortune 500 company. Over the last decade, much of corporate America has put in place strict policies to deal with sexual harassment and other offensive behavior, trying to make amends for an abhorrent history of letting such conduct go unchecked (remember “Mad Men”?). Hiring procedures at large companies, particularly for senior positions, include extensive background checks, which typically include interviewing former colleagues and combing through articles, court records and, yes, social media. Thousands of employees have been fired or pushed out for using far less repugnant language than Mr. Trump’s words about how he gropes women. Walmart, the nation’s largest employer, with some 2.2 million employees, has explicit policies, for example, that prohibit “sexually explicit language, off-color jokes, remarks about a person’s body” as well as “using slurs or negative stereotyping,” “verbal kidding, teasing or joking” and “intimidating acts, such as bullying or threatening.” By those definitions, it is not clear if Mr. Trump would qualify to be hired as a janitor, let alone a senior executive. A spokesman for Walmart, asked whether Mr. Trump’s comments would disqualify him from employment there, said: “We’ve got a policy of not entertaining hypotheticals.” Mr. Trump has apologized for his language, which he described as “locker room talk.” But he used the language while on the job; he was recorded on a live microphone while working to promote “The Apprentice,” his popular reality show.)

But in the second presidential debate, he confirmed that there were a number of years where he paid nothing at all. A week ago, The Times published his partial state tax returns from 1995 that show a substantial business loss that could have allowed him to avoid paying income taxes for nearly two decades. When asked by the moderator Anderson Cooper whether he indeed used the loss to get out of a tax bill, Mr. Trump replied, “Of course I do.”  But rather than attempt to convince the American people that he had paid his fair share of taxes, Mr. Trump has vociferously defended the virtue of his ways, even arguing that paying nothing makes him fit to be president. “That makes me smart,” he retorted when presented with the idea during the first presidential debate. He told the Fox host Bill O’Reilly two days later, “A lot of people say, ‘That’s the kind of thinking that I want running this nation.’ ” He’s now calling it “brilliant.” Mr. Trump’s assertion that people should pay as little as they can in taxes — because, as he told Mr. O’Reilly, the government will “waste the money” — fits with quite an old conservative ideology. The government is bloated, inefficient and trampling on freedoms, the thinking goes; therefore, it deserves as little of our tax money to prop it up as possible. It’s no coincidence that Mr. Trump proposed a tax cut during the primary that was unprecedented, costing the government about double the revenue as would have been lost to Mitt Romney’s plan.)

Among those in attendance at the fundraiser in the country club’s Reagan Room: Todd Ricketts, head of a conservative super PAC and a co-owner of the Chicago Cubs; Weather Tech CEO Dave McNeil; and Bears Hall of Famer Dan Hampton. Claar, who began a trip to Cuba Friday night and missed the early coverage of Trump’s remarks recorded during a 2005 appearance on Access Hollywood, said he got a text from one of the donors who attended last week’s Trump fundraiser. “He said ‘Well, it’s over,’” Claar said Saturday as he waited for a flight in Florida. “I texted him ‘Why? What happened?’ and he said ‘Google Trump and comments and video’”  “It’s unfortunate,” Claar said. “But it’s not like he’s the first person in the world that’s ever said that stuff.”  Claar said that his discouraged Trump donor also texted him again Saturday after reading about Hillary Clinton campaign emails released by WikiLeaks. “He said ‘He’s back in it,’” Claar said. “That’s how fast this thing is moving.” In the video, Trump is apparently unaware that his conversation with former “Access Hollywood” host Billy Bush is being recorded, as Trump confides that he did “try and f–k” a married woman, and that his fame allowed him to grope women with impunity. “When you’re a star, they let you do it. (FROM THE ARTICLE: “It could all come down to Colorado.”  That’s the latest conventional wisdom from presidential poll watchers. But it may not be legal American citizens in my adopted home state who choose the next commander in chief. Instead, it could very well be foreign noncitizens voting illegally in the Rocky Mountains — and in other crucial swing states — who seal our country’s fate. Former Colorado Secretary of State Scott Gessler identified nearly 5,000 noncitizens in Colorado who voted in the 2010 general election. Gessler’s office uncovered upwards of 12,000 noncitizens registered to vote. Liberal groups who oppose stronger election system protections attacked him for trying to verify citizenship status — because God forbid public officials sworn to uphold the rule of law actually do anything to enhance the integrity of our election system! Compounding the problem: The militant immigration expansionist group Mi Familia Vota, connected with the Service Employees International Union, has ramped up its efforts in swing states to facilitate naturalization and registration of Latino voters who will promote the open-borders agenda at the polls. Another rare defender of American sovereignty, Kansas Secretary of State Kris Kobach, fought in court for his state’s right to require citizenship documents from people who register to vote at motor vehicle offices. Last month, a federal appeals court struck down the Kansas law despite the U.S. Constitution’s conferral of responsibility for determining who may vote to states. In a scene straight out of “Alice in Wonderland,” Kobach faced a contempt hearing for battling against those who hold contempt for truly free and fair elections. He was forced to sign an agreement with the ACLU allowing more than 18,000 motor-voter registrants to cast ballots this November while litigation continues. Last year, undercover investigative journalist James O’Keefe and his Project Veritas team blew the whistle on North Carolina political operatives who encouraged people to vote even if they were noncitizens. Like Kobach, O’Keefe endures attacks on his efforts to ensure clean elections by grievance-mongers screaming about phony voter “disenfranchisement.” Never mind that a nonpartisan study in 2014 from Old Dominion University concluded “that 6.4 percent of noncitizens voted in 2008 and 2.2 percent of noncitizens voted in 2010.” Put on your shocked faces: These illegal noncitizen voters overwhelmingly supported Democrats. And their votes were enough to tilt the presidential election results in North Carolina to President Obama, along with handing over “Democratic victories in congressional races including a critical 2008 Senate race (Al Franken’s victory in Minnesota) that delivered for Democrats a 60-vote filibuster-proof majority in the Senate.” The ACLU and other left-wing groups sabotaging voter integrity laws see no voter fraud, hear no voter fraud and speak no voter fraud. Thanks to their efforts, voter ID laws have been tossed in Texas, Wisconsin and North Carolina. Committed to flooding the voting rolls with every last potential Democrat constituent, their operational motto is: No unqualified voter left behind. But J. Christian Adams, a former Justice Department election lawyer in the Voting Rights Section, has exposed the systemic assault on the election process at every level by activist groups funded by liberal billionaire George Soros, including: –Blocking citizenship verification. –Automatic voter registration of welfare recipients without local verification checks. –Massive foreign language ballot expansion. –Obstruction of efforts to include state qualification instructions on voter registration forms. This past week, the Public Interest Law Foundation uncovered thousands of foreign aliens registered to vote in swing states Virginia and Pennsylvania thanks to the federal Motor Voter law. It’s the tip of the iceberg because the studies include just a small sample of counties. Oh, Virginia voters, you’ll be thrilled to know that your top election officials are now trying to cover up the true extent of the scandal. PILF noted that the commissioner of the Virginia Department of Elections issued a written guidance to local election officials instructing them “not to respond to our requests for records pertaining to non-citizen voters.” In Pennsylvania, election officials are so apathetic and incompetent that even when aliens begged to get off the voter rolls because they had never registered to vote in the first place, they were ignored. But her hardships are not the result of slavery from years past – as her professors and peers like to insist – but instead from the current political persecution she says she faces for being a conservative on a liberal college campus. “I have been told since day one that I would not succeed without the demeaning benefits of affirmative action,” says Richer, 18. “One of my professors actually told me that it’s offensive to say that everyone can achieve the American dream.” Statements like these are common among the liberal academia, who teach that “systemic oppression” and “institutionalized racism” are the most significant factors of whether or not one will achieve success in life. But late last month, student government leaders refused to allow the club to officially be recognized on campus, accusing it of being too similar to the College Republicans. “I was disgusted by the hostility I felt for daring to give a voice to conservatives on campus,” she says. “College is advertised as a place for your mind to grow, but I didn’t realize how much of a lie it was until I saw firsthand how these ‘student leaders’ attempt to dictate how students think on campus.”)

(FROM THE ARTICLE: Republican voters in Naperville Township should mark their calendars for Feb. 28, 2017, when they can head to the polls for a primary election. The Naperville Township Republican Organization decided to hold a primary next year instead of a caucus to choose candidates for positions before the April 4 election. Seats included in the primary are for supervisor, clerk, assessor, highway commissioner and four township trustees. Carl Schultz, Naperville Township Republican chairman, said the group chose to buck its recent trend of slating candidates through a caucus because a primary will allow all interested voters to get involved. “I think it’s a very positive move,” Naperville Township Supervisor Rachel Ossyra said. “It shows the organization’s commitment to transparency, accountability and ensuring all the voters have access.” With a caucus, state-mandated to take place during a gathering on a certain night, Schultz said “there’s a lot of people that are excluded — not maliciously, but by fact.” Military members or college students or anyone who happens to be out of town on caucus night wouldn’t be able to participate, Schultz said. Neither would anyone in the hospital or unable to access the caucus site. The decision comes at a time when Naperville Township is the subject of political discussions about government consolidation — either by managing road district operations through agreements with other entities or by potentially eliminating townships themselves. “Given some of the local issues regarding townships, we thought we should broaden (the candidate selection process) and make it as open to the entire community as possible,” Schultz said. “It gives voters the best opportunity to weigh in on what’s going on.” What’s going on, Schultz and Ossyra say, is really a discussion about “modernizing government.” The discussion could mean more people will want to be involved as candidates. If there is broader interest, Naperville Township Highway Commissioner Stan Wojtasiak said hosting a primary is a good move. It allows anyone to gather signatures, get their name on the ballot and run — without having to be a party insider. “It opens up the field to anybody who has any interest,” Wojtasiak said. The Republican organization is encouraging anyone who wants to run for a township position to review the 2017 candidate’s guide from the Illinois State Board of Elections. Prospective candidates must file nominating petitions between Nov. 21 and 28.)
