(FROM THE ARTICLE: Gov. Bruce Rauner’s administration is awarding one-time bonuses worth a total of between $3 million and $4 million to non-union workers whose bosses say are doing exceptional work. About 1,100 merit-compensation employees are in line to each receive a $3,016 bonus under the plan. “In an effort to recognize the hard work and dedication that non-bargaining unit employees demonstrate on a daily basis, coupled with the lack of systematic increases over the past several years, the state has authorized bonus payments for eligible non-bargaining unit employees,” Michael Hoffman, acting director of the Department of Central Management Services said in a memo to agency directors and others. “These bonuses do not make up for this unfair lack of wage increases for non-bargaining unit employees during previous administrations,” he said. “However, they do represent a commitment that, going forward, all employees will be treated equally, regardless of bargaining unit status.” Hoffman said the last across-the-board salary increase for non-bargaining unit employees was in 2005. The last merit pay program for them was in 2009. The memo says the bonuses are available to non-bargaining unit employees whose base salary as of July 1 was less than $100,000. Those earning more were not eligible. A number of other merit-comp employees were also excluded. Members of Rauner’s executive office were not eligible, nor were employees subject to Senate confirmation, those who left state employment before Sept. 16 and those who worked less than three months during the fiscal year that ended June 30. Rauner’s office said that left a potential pool of about 2,000 employees eligible for the bonus. In order to qualify, an employee had to receive an “exceptional” rating on his or her evaluation. Rauner’s office said about 1,100 employees got that rating. The size of the bonus was determined by adding all of the salaries of all non-bargaining unit employees making less than $100,000 a year, computing 2 percent of that and then dividing that amount by the number who actually qualified to receive it. That came to $3,016 for each of the workers who qualified. The administration has argued that a bonus system is cheaper than raises for the state in the long run because the payments are one-time and not built into a person’s base salary, and because they are not pensionable. The bonuses already have been issued to many, but not all, of the workers who qualify for them. The administration said it depends on how quickly individual agencies process them. Although the state is delaying payments to many organizations and vendors because of the traditional fall slowdown in tax collections, the bonus payments are being made. Rich Carter, spokesman for Comptroller Leslie Munger, said the bonus payments can’t be differentiated from regular payroll when agencies submit payroll information to the office for payment. “There’s nothing that says bonus on it,” he said. “They send us the payroll and we process the checks. As you know, we are required by court order right now to pay payroll on schedule.” In his memo, Hoffman said the bonus system is similar to one implemented in contract agreements the state has reached with 18 bargaining units representing state employees. Most of those workers belong to one of several Teamsters locals or trade unions. In those agreements, 2 percent of payroll was set aside to award performance bonuses. The administration and the American Federation of State, County and Municipal Employees, which represents about 38,000 state workers, still have not agreed on a new contract. The administration wants the union to accept a four-year wage freeze while also imposing a performance bonus plan. Bargaining stopped in January when state negotiators said they believed the talks were at an impasse. The Illinois Labor Relations Board is expected to rule on the issue next month. An administrative law judge who held hearings on the issue said she believed the two sides had reached impasse on some issues, but should continue bargaining over wages and benefits. ASFCME had no comment Friday on the administrations bonus payments to non-union workers.)

Millennials are shying away from public service. At least that appears to be the trend according to Olikara, a millennial and founding president of the Millennial Action Project. The organization’s goal is to bring American politics into a more inclusive and bipartisan age by using the talents of younger generations. “There’s this larger narrative that we have to combat which is that you can’t make a difference in public service,” says Olikara. “The levels of distrust continue to be high levels. Something like 80 percent of millennials don’t trust the government to do the right thing.” Olikara says recruitment and compensation are two huge issues when it comes to incentivizing young people. “There is a systemic problem, we need cultural change and I think the biggest thing I hear all the time is we need to be rewarding talent and rewarding results.” Lawmakers who are not millennials are well aware of this issue, so Oklahoma Sen. James Lankford and North Dakota Sen. Heidi Heitkamp held a hearing to examine just that. “We think some of the best missions in the country are in public service, we just need to figure out how we’re going to communicate that to millennials,” says Sen. Heitkamp. She says 31 percent of the federal government is eligible for retirement in 2019. She and Lankford agree that a new wave has to come in and soon. Lankford says with long hiring processes, nothing is fast these days. “Now, almost 100 days to be able to hire one federal employee. That’s a major problem. Most people aren’t going to sit around and wait if they apply for a job even if they want to be able to serve their fellow citizen.” “Hopefully, we can spark some larger public debate around how we can encourage and incentivize,” says Olikara. (FROM THE ARTICLE: Hillary Clinton holds not only a commanding 19-point lead over Donald Trump in Illinois according to a new poll, but also she has grabbed a solid lead over the reality TV star in a suburban DuPage battleground. An October 13, 2016 poll conducted by Illinois Public Opinion Strategies (IPOS) of 664 likely Illinois voters finds that Clinton has a 50.0%-31.5% statewide edge over Trump. Libertarian Gary Johnson is taking 5.8% of the vote and Green Jill Stein is eking out 1.1%. 11.6% are undecided. In 2012, when President Barack Obama defeated Mitt Romney 57.6%-40.7% in Illinois, Johnson, running on the Libertarian ticket then too, snagged only 1.1% and Stein, 0.6%. The new automated poll compares to a July 26 IPOS statewide survey of 824 likely voters that found that Clinton led Trump 49.2%-35.6%. Johnson took 4.3% and Stein had 1.6%. 9.3% were undecided. The survey had a +/- 3.5% margin of error. Clinton has merely solidified her lead statewide. But the former first lady has also established a firm advantage over Trump in the solidly Republican-held House district of appointed State Rep. David Olsen (R-Downers Grove), who earlier in the summer succeeded ex-State Rep. Ron Sandack (R-Downers Grove), taking an eight-point lead in this DuPage County battleground. An October 12 IPOS poll of 378 likely voters found Clinton edging Trump 44%-36%. In 2014, Bruce Rauner beat Governor Pat Quinn in this district 60.3% to 37.4%. Olsen faces Democrat and Downers Grove Village Commissioner Greg Hose on November 8. While Trump is getting thumped statewide by Clinton and in Olsen’s GOP district, Trump’s cratering candidacy has – so far – avoided crushing Republican comptroller Leslie Munger’s bid to win a full, four-year term against Democratic challenger and Chicago City Clerk Susana Mendoza. The October 13 survey shows that Munger is outperforming Trump statewide and leading Mendoza 41%-39%. Libertarian Claire Ball is taking only 2.2% and Green Tim Curtin, 2.0%. 15.6% of voters are undecided. Munger, who was appointed to her job in 2015 by Governor Bruce Rauner after incumbent Judy Baar Topinka died, is also outperforming Trump in Olsen’s House district. In the October 12 poll, Munger is decisively beating Mendoza – like a Republican should in a Republican district – 50.4% to 28.9%. Johnson is taking 6.8% and Stein, 1.6%. While Trump may be getting his clock cleaned and reassembled by Clinton statewide and in Olsen’s suburban DuPage district, he is having little discernible, negative impact on Munger’s down ballot comptroller contest. This polling phenomenon is also being played out around the country regarding down ticket fights. However, if Trump has a demoralizing impact on GOP voters and turnout sours, then the bottom could indeed fall out for Munger and all sorts of down ballot GOP candidates here – and everywhere. — A dozen hikers busted while police escort Governor Rauner through Starved Rock  Despite a busy holiday weekend, there were no falls to report at Starved Rock State Park. Conservation Police Sgt. Phil Wire says they did hand out 27 tickets counting Saturday and Sunday at the park. Four of them were for having small amounts of pot while the rest of the tickets were either for alcohol or being caught off the trails. Governor Bruce Rauner and his wife hiked about five miles at Starved Rock Saturday according to Wire. While walking with the governor, police nabbed a dozen other hikers for being off the trails.

(FROM THE ARTICLE: “It could all come down to Colorado.”  That’s the latest conventional wisdom from presidential poll watchers. But it may not be legal American citizens in my adopted home state who choose the next commander in chief. Instead, it could very well be foreign noncitizens voting illegally in the Rocky Mountains — and in other crucial swing states — who seal our country’s fate. Former Colorado Secretary of State Scott Gessler identified nearly 5,000 noncitizens in Colorado who voted in the 2010 general election. Gessler’s office uncovered upwards of 12,000 noncitizens registered to vote. Liberal groups who oppose stronger election system protections attacked him for trying to verify citizenship status — because God forbid public officials sworn to uphold the rule of law actually do anything to enhance the integrity of our election system! Compounding the problem: The militant immigration expansionist group Mi Familia Vota, connected with the Service Employees International Union, has ramped up its efforts in swing states to facilitate naturalization and registration of Latino voters who will promote the open-borders agenda at the polls. Another rare defender of American sovereignty, Kansas Secretary of State Kris Kobach, fought in court for his state’s right to require citizenship documents from people who register to vote at motor vehicle offices. Last month, a federal appeals court struck down the Kansas law despite the U.S. Constitution’s conferral of responsibility for determining who may vote to states. In a scene straight out of “Alice in Wonderland,” Kobach faced a contempt hearing for battling against those who hold contempt for truly free and fair elections. He was forced to sign an agreement with the ACLU allowing more than 18,000 motor-voter registrants to cast ballots this November while litigation continues. Last year, undercover investigative journalist James O’Keefe and his Project Veritas team blew the whistle on North Carolina political operatives who encouraged people to vote even if they were noncitizens. Like Kobach, O’Keefe endures attacks on his efforts to ensure clean elections by grievance-mongers screaming about phony voter “disenfranchisement.” Never mind that a nonpartisan study in 2014 from Old Dominion University concluded “that 6.4 percent of noncitizens voted in 2008 and 2.2 percent of noncitizens voted in 2010.” Put on your shocked faces: These illegal noncitizen voters overwhelmingly supported Democrats. And their votes were enough to tilt the presidential election results in North Carolina to President Obama, along with handing over “Democratic victories in congressional races including a critical 2008 Senate race (Al Franken’s victory in Minnesota) that delivered for Democrats a 60-vote filibuster-proof majority in the Senate.” The ACLU and other left-wing groups sabotaging voter integrity laws see no voter fraud, hear no voter fraud and speak no voter fraud. Thanks to their efforts, voter ID laws have been tossed in Texas, Wisconsin and North Carolina. Committed to flooding the voting rolls with every last potential Democrat constituent, their operational motto is: No unqualified voter left behind. But J. Christian Adams, a former Justice Department election lawyer in the Voting Rights Section, has exposed the systemic assault on the election process at every level by activist groups funded by liberal billionaire George Soros, including: –Blocking citizenship verification. –Automatic voter registration of welfare recipients without local verification checks. –Massive foreign language ballot expansion. –Obstruction of efforts to include state qualification instructions on voter registration forms. This past week, the Public Interest Law Foundation uncovered thousands of foreign aliens registered to vote in swing states Virginia and Pennsylvania thanks to the federal Motor Voter law. It’s the tip of the iceberg because the studies include just a small sample of counties. Oh, Virginia voters, you’ll be thrilled to know that your top election officials are now trying to cover up the true extent of the scandal. PILF noted that the commissioner of the Virginia Department of Elections issued a written guidance to local election officials instructing them “not to respond to our requests for records pertaining to non-citizen voters.” In Pennsylvania, election officials are so apathetic and incompetent that even when aliens begged to get off the voter rolls because they had never registered to vote in the first place, they were ignored. Catherine Engelbrecht of election integrity activist group True the Vote is right: “Just voting isn’t enough.” Keeping this republic depends on the vigilance of citizens committed to an almost impossible task these days: Making American elections American again.)

(FROM THE ARTICLE: As a young, black woman, life on campus is not always easy for Roger Williams University freshman Kalasia Richer. But her hardships are not the result of slavery from years past – as her professors and peers like to insist – but instead from the current political persecution she says she faces for being a conservative on a liberal college campus. “I have been told since day one that I would not succeed without the demeaning benefits of affirmative action,” says Richer, 18. “One of my professors actually told me that it’s offensive to say that everyone can achieve the American dream.” Statements like these are common among the liberal academia, who teach that “systemic oppression” and “institutionalized racism” are the most significant factors of whether or not one will achieve success in life. But because Richer doesn’t but into it, she’s mocked and ridiculed and blackballed. “One of my classes is entirely structured around the so-called belief in ‘white privilege,’” she told The College Fix, referring to a humanities elective. “Professors shame white students from speaking up against it, and whenever I do they look at me like I’m a traitor.” According to Richer, a political science major, such classes victimize women of color and force other students to justify their current “oppression.” In an attempt to balance the political climate of her campus, Richer took a position as the secretary of a proposed chapter of the conservative Young Americans for Freedom group. But late last month, student government leaders refused to allow the club to officially be recognized on campus, accusing it of being too similar to the College Republicans. “I was disgusted by the hostility I felt for daring to give a voice to conservatives on campus,” she says. “College is advertised as a place for your mind to grow, but I didn’t realize how much of a lie it was until I saw firsthand how these ‘student leaders’ attempt to dictate how students think on campus.”)
