(FROM THE ARTICLE: The medical expense deduction targeted for repeal by GOP tax writers has helped to offset costs including nursing home care and fertility treatments, laser eye surgery and travel out-of-state for a second opinion on a rare cancer. Several million people unlucky enough to face big medical bills not covered by their insurance would lose a valuable deduction under the House GOP bill. Groups representing older people and patients are trying to save it. “Anybody who is paying for the cost of nursing home care is paying a great deal of money, and they are going to lose that deduction, and their taxes are going to go up,” said Thomas DeCoursey, a retired lawyer from Kansas, in his 70s. He relies on the deduction to help offset costs associated with nursing home care for his wife, who has Alzheimer’s. Some of his own medical expenses also factor in. DeCoursey estimates that in a couple of years their annual costs will pass $100,000. “There are a lot of people in my shoes,” said DeCoursey, who lives in Leawood, a well-to-do Kansas City suburb that voted for President Donald Trump last year. About 9 million households – 6 percent of tax filers – claim the medical expense deduction, said Gordon Mermin, a senior researcher at the nonpartisan Urban-Brookings Tax Policy Center. The annual cost to the U.S. Treasury is about $10 billion, which ranks it as a modest tax break. Those who benefit tend to be middle-income and upper-middle-income people. “For the people who claim it, it is not a trivial benefit,” said Mermin. The medical expense deduction is also versatile. In addition to nursing home care, not generally covered by medical insurance plans, it can be used for: -Transportation expenses to a top hospital, like a comprehensive cancer center. -Some long-term care insurance premiums. -Installing specialized medical equipment in a patient’s home or vehicle. -Dental procedures. -Bills from out-of-network doctors. “When you are faced with large medical costs and don’t have a lot of options, this is one that helps people,” said Barbara Collura, president of RESOLVE: The National Infertility Association. Most insurance plans do not cover fertility treatments, which can cost from $15,000 to $30,000. The deduction can offset some of that cost. Advocacy groups pushing back against repeal may get help from the Senate.)

Among women, it’s 60-17, with 23 percent undecided. Forty-seven percent of the respondents were mobile phone users. Her only “bright spot” is Chicago, where Rauner’s lead is 41-34. Even so, 76 percent of Chicagoans say they’ve never heard of her, meaning they chose her without knowing who she is. Chicago is the only region where Rauner’s favorability is upside down. Just 40 percent have a favorable opinion versus 49 percent who have an unfavorable view.)

Bruce Rauner, has the potential to cause some conflict of interest problems for WTTW, the primary public broadcasting member station in Chicago. The news of Mahoney’s hiring was reported in a Sept. 17 story in Prairie State Wire. According to the real estate listing site BlockShopper, Mahoney lives with WTTW statehouse reporter Amanda Vinicky in the Wicker Park neighborhood of Chicago. “Amanda adheres to our News Standards which require balance, fairness and disclosure,” Mary Field, the station’s executive producer of “Chicago Tonight,” wrote in an email in response to being asked how WTTW would maintain balance in its coverage of the General Assembly. “I believe her works speaks for itself in that regard.” The Prairie State Wire story said that the hiring of Mahoney was being pushed by one of the Springfield’s top lobbyists and deal makers, Nancy Kimme, and David Walsh, Durkin’s top aide. Mahoney, 31, would replace Andrew Freiheit, 46, of Wheaton, who worked for the Illinois House Republicans, including Durkin’s predecessors Lee Daniels and Tom Cross, for more than two decades. Sources said that the move was precipitated by staff changes in Rauner’s office, where Kimme once had unrivaled access to information on state contracts, hiring and legislation. Immigration advocates and supporters from several groups, including Black Lives Matter Chicago and Refuse Fascism, gathered at Harrison Park and chanted “Si se puede” (Spanish for “Yes, we can”) as they marched up 18th Street toward the Loop, calling on President Donald Trump to save the program created by the Obama administration that shields young immigrants from deportation and provides work permits for employment. Ald. Raymond Lopez, 15th, addressed the crowd and called on the country to be united, “regardless of color and origin.” He said Trump “makes a mockery” of the nation. “No matter who is in the White House, no matter who is in Congress, you were here before them and you will be here after them,” Lopez said. “Chicago is committed to being a welcoming city to everyone who wants to be here.” Karen Ramirez, 26, a Pilsen resident and DACA recipient, said she and fellow program recipients are productive members of society who are fighting for the chance to stay in America because they consider it home. “This is our country. This is our home. A lot of us don’t even know what our native countries look like,” Ramirez said. “We are asking everyone to please come together and help us to fight to stay in this country,” she said. “At the end of the day, Dreamers are Americans too.” Cecilia Garcia, a local immigration activist, said the program recipients are marching to mobilize their allies and to let the president know that there will be resistance if he moves to cancel the program. “Now we wait another day to see if the Trump administration will make 800,000 Dreamers outlaws with the stroke of a pen,” she said. The rally was organized by Familia Latina Unida. Former President Barack Obama launched the Deferred Action for Childhood Arrivals program in 2012 for people who have been in the U.S. since 2007, were younger than 16 at the time of their arrival and were younger than 31 as of 2012. Those enrolled can legally drive and work, but they must reapply every two years. They are considered a low priority for immigration enforcement, though they are not protected from deportation. The Trump administration has until Tuesday to eliminate the program or face legal action from a group of Republican state lawmakers. Illinois has the nation’s fourth-largest population of DACA recipients — the highest share in the Midwest. At least 42,376 Illinoisans have been approved since March 31, according to U.S. Citizenship and Immigration Services. Current students, high school or GED course graduates and veterans are eligible for the program. They must be at least 15 to apply, unless they’re in removal proceedings or have a final removal or voluntary departure order. Immigrants who have committed a serious crime, have more than two misdemeanor convictions or are deemed to be a threat to national security are automatically disqualified. Nationally, about 68 percent of eligible immigrants have applied for the program since 2012, according to the Migration Policy Institute. More than 886,000 people have applied and 787,580 have been approved. The White House said a decision will be announced Tuesday.)

John Cabello (R-Rockford) and David McSweeney (R-Barrington) filed a measure Wednesday that would repeal a new law banning law enforcement in Illinois from stopping persons suspected of being in the U.S. illegally. “I swore to uphold the U.S. and Illinois Constitutions when I became a legislator,” Cabello told Illinois Review Wednesday. “As a member of law enforcement, I took a vow to uphold the law. I believe and trust in those oaths, and intend to do all I can to keep them.” The law many are referring to as the “sanctuary law” says law enforcement “shall not” detain or continue to detain any individual solely on the basis of any immigration detainer or non-judicial immigration warrant. Law enforcement “shall not” stop or arrest anyone solely based on the person’s immigration or citizenship status. They are, however, not banned from implementing a “valid” judge-issued federal warrant concerning any suspects. That is the definition of a sanctuary law, Cabello bill co-sponsor David McSweeney told Illinois Review. He pointed to Attorney General Jeff Sessions’ office comments on the law. “As the Attorney General has said, when cities and states refuse to help enforce immigration laws, our nation is less safe,” DOG spokesman Devin O’Malley told Fox News. “Failure to deport aliens who are convicted for criminal offenses puts whole communities at risk – especially immigrant communities in the very sanctuary jurisdictions that seek to protect the perpetrators.” The attorney general’s views were totally disregarded in a missive sent out by the Illinois Republican Party chairman Tim Schneider and County Chairman Association President Randy Pollard Monday night after Rauner signed the bill into law in front of an enthusiastic Latino audience in Chicago. “I think it is important that people know what Attorney General Sessions thinks about SB 31. Tim Schneider, the chief cheerleader for the ‘Capitol Compromise’ massive tax hike is now presenting more ‘alternative facts,'” McSweeney said. Cabello said lawmakers are supposed to do what’s best for those that are bearing the financial burden for decisions they make at the capitol. Not doing so will ultimately create consequences that political parties may not want, such as the base simply staying home in 2018. “People are telling me they’re so fed up with the party leaders and the governor that they’re just not going to go to the polls in 2018. That’s the opposite of what they should do,” Cabello, who co-chaired the Trump campaign in Illinois, said. “They need their voices to be heard loud and clear. As a noun, it is an act of accommodation to a demand by slight and merely formal concessions. For Democrats in Cook County, August’s slatemaking for their 2018 ticket was both a noun and an adjective, particularly regarding white men. Of the 16 candidates endorsed by the party for countywide offices, including judges, a grand total of three are while males, or about 18 percent. In the Democratic Party, men have hit the proverbial “glass ceiling.” Having a white man on the ticket is now of slight or no account. Of the remaining 13, seven are black, of which four are black women. That’s 44 percent. Seven are women. That’s another 44 percent. And two are Hispanics. That’s just 12 percent. As a noun, every key Democratic constituency got more than token accommodation. White males are no longer a key constituency. As expected, the Big Three – County Board president Toni Preckwinkle, House Speaker and state Democratic chairman Mike Madigan, and Alderman Ed Burke (14th) – did the dictating, with Burke picking the judges, and the 50 city and 30 suburban committeemen did the capitulating. Preckwinkle is expanding her empire exponentially, and is at the top of the heap. In the 2016 cycle, Preckwinkle engineered the slating of her county aide, Kim Foxx, for state’s attorney. She easily beat incumbent Anita Alvarez in the primary. She also worked with Madigan, dispatching another aide, Juliana Stratton, to run against independent-minded Ken Dunkin, who had the temerity to defy Madigan on several Illinois House votes. With a flood of Madigan money, Stratton buried Dunkin, and Madigan got another ally in Springfield. Now Preckwinkle and Madigan have worked again, plunking Stratton on J.B. Pritzker’s ticket for lieutenant governor in the March 2018 primary, and then delivering an endorsement of Pritzker for governor. Crafting a Pritzker-Stratton ticket sealed the deal, and Preckwinkle delivered all the black committeemen at slatemaking. And finally, another former Preckwinkle aide, Kim du Buclet, now a state representative, got slated for the 2-year Metropolitan Water Reclamation District term, beating a Hispanic backed by state Representative Luis Arroyo (D-3), and a longtime insider and donor associated with the North Shore Realtors. In the slating for county clerk, a job David Orr is relinquishing after 28 years, Recorder Karen Yarbrough, who is black and a Madigan protege, was slated. For Preckwinkle, despite the soda tax snafu, it’s “Veni, vidi, vici” – “I came, I saw, I conquered.”)

But Republicans initially opposed the measure, arguing it will cause a conflict with federal laws. State Sen. Bruce Rauner does not plan to wade into the controversy over a cartoon by a conservative think tank that sparked bipartisan outrage in the General Assembly and charges that it was racially offensive. “The governor would never try to talk anyone out of their reaction to any piece of art, political or nonpolitical, right or left, good or bad,” Rauner spokeswoman Laurel Patrick said Tuesday. “The governor has great respect for the black caucus and members of the General Assembly who voiced concerns about the cartoon. “The governor’s office has also heard from members of the black community who found truth in the imagery and do not find the cartoon offensive. Here is where things stand: The cartoon was removed days ago. And the governor – as a white male – does not have anything more to add to the discussion.” The cartoon by the Illinois Policy Institute depicted a black child in a Cubs cap begging for money for school from a wealthy cigar-smoking white man, who was showing one pocket empty and the other stuffed with tax-increment financing money. State Rep. Jaime Andrade denounced the cartoon on the floor of the General Assembly, drawing a bipartisan standing ovation when he denounced it as “s—.”  State Rep. Christian Mitchell, D-Chicago, called it a “Sambo” cartoon.  State Rep. Tom Demmer, R-Dixon, agreed, tweeting “Cartoons don’t make racism any more palatable @illinoispolicy should delete their cartoon and apologize. That has no place in policy debate.” The response from Rauner’s office on Tuesday did not go over well with Mitchell. “Wait what? So being a white male removes @GovRauner from a position of moral leadership? This is more disgraceful than saying nothing,” Mitchell tweeted. The Illinois Policy Institute defended the cartoon, which was intended to depict how Chicago siphons money from education with TIF funds. The think tank denied that it was racist, but removed it from its website, saying it was distracting from the debate over education funding and “the failure of political leaders to address the root cause of our struggling education system.” The think tank has been aligned with the governor, and Rauner has tapped its staff to replace senior members of his own administration since his budget veto was overridden earlier this year. Even after the institute removed the cartoon, NBC5 Political Reporter Mary Ann Ahern kept the issue alive on Twitter, repeatedly questioning whether the governor had seen the cartoon and what his reaction was. Patrick finally responded Tuesday. “Charges of racism must be taken very seriously,” she said. “The tragedy in Charlottesville and its aftermath serve as sobering reminders that even today, some remain who would use violence and hate to divide us. (FROM THE EDITORIAL: Face it: No one comes to Illinois for the weather or to climb mountains. People come — or came — for opportunity. But that once-thriving state has receded into the shadow. Why? Because while surrounding states add jobs, Illinois grinds private-sector concerns in its gears. The nation generated a 1.3 percent average annual growth rate from 2006-16, but Illinois managed just 0.4 percent, according to James Broughel of the Mercatus Center at George Mason University. Wisconsin outstripped Illinois with a 0.7 percent rate, and Indiana’s was more than double this state’s, at 0.9 percent. In July, the state’s unemployment rate ticked up. That’s the same month that Springfield passed a 32 percent personal income tax hike — inviting more people and businesses to head for the exits. Thank you, Senate President John Cullerton and House Speaker Michael Madigan. And what about those promised reforms, such as overhauling workers’ compensation, that could persuade more businesses to come, stay or expand? Or pruning Illinois’ wildly overgrown local governments to ease taxpayer burdens — two of the items on Gov. Bruce Rauner’s pro-jobs agenda? What, say the ranking Democrats, us worry? We recently sized up this state’s economic competitiveness and quality of life in a series of measures. In capsule, Illinois leads the nation in the worst ways. You know about the lousy credit rating, the unfunded pension liabilities, the onerous regulations on employers. Once a colossus that overshadowed its Midwest neighbors, Illinois in eclipse can’t escape the shadow. Other states gain by offering a sunnier jobs climate. Wisconsin recently landed what could be a $10 billion Foxconn LCD panel factory that will employ as many as 13,000 people. How did Wisconsin prevail? By being close to Illinois but not Illinois. Foxconn sought to exploit Illinois’ assets — its transportation and logistical systems, its energy reliability — but avoid its ever-rising taxes, crushing public debts and never-ending political brink-dancing. Foxconn chose a state that does the basics, like pass a budget every year. In a state in eclipse, though, even that task is too difficult. In a state in eclipse, taxes rise with no offsetting reforms. In a state in eclipse, voters return the same failed pols to the legislature decade after decade in a triumph of naive hope over costly experience.)
