(FROM THE ARTICLE: They are among 4,188 senior citizens across Chicago who didn’t have to pay property taxes on their homes this year, a Chicago Sun-Times analysis of more than 880,000 tax bills and property assessments in the city has found. The tax breaks those seniors got meant higher taxes for everyone else, shifting $9.6 million in property taxes to other homeowners and businesses, most of whom have been socked with soaring tax bills this year caused by a combination of new, higher property values set by Cook County Assessor Joseph Berrios and Mayor Rahm Emanuel’s tax hike to fund pensions for police and firefighters. Another 1,692 seniors living in the Cook County suburbs also received tax bills showing they owed no taxes on their homes this year, the Sun-Times found. It’s difficult to determine how much those breaks cost others in those suburbs since tax rates vary by community and school district. All of these seniors are benefiting from a program called the senior citizen assessment freeze, which the state of Illinois created two decades ago as a lifeline for older people who feared they’d be forced out of their homes when their neighborhoods became hot and real estate taxes skyrocketed. Under the program, the longer seniors stay in their homes, the more they can save on their property taxes, often ending up paying nothing at all.)

(FROM THE EDITORIAL: Labor Day was born, in large measure, as so many things seem to be in the United States, as a political favor granted to a special interest group. The national holiday was approved unanimously by Congress in 1894 and signed into law by President Grover Cleveland at least in part to reach out to trade unions following the bitter and bloody Pullman Strike of that year. Did the politicians of that time feel a genuine allegiance to unions? Many did, so we don’t want to get too cynical here. And the holiday without question was a sincere tribute by a large number to the achievements the labor movement had made on behalf of the worker. But there was a benefit for politicians who backed it — support from unions that were growing in strength. And a benefit for the unions — annual promotional branding in parades and celebrations across America. The holiday’s roots in the organized labor movement actually extended back a dozen years earlier when a more parochial version of it was celebrated in New York at the behest of the Central Labor Union. Is it still viewed largely as a tribute to union workers and the benefits generated by the American labor movement? Well, it no doubt is if you live in a union household. If you are a white collar fed, a 1.6 percent pay raise is still on track. Congress could raise or lower it, but they probably won’t. With two months to go in the cost-of-living adjustment countdown, federal-military-Social Security retirees are looking at a very, very small COLA in January. The exact amount won’t be announced until mid-October. As of today, it stands at 0.23 percent. No new word on buyouts or early retirement offers. After four years in the works, the phased retirement program is up and running, in some places. So far, fewer than 100 feds have applied for the part-time mentoring program. Many workers say it’s not from lack of interest, but that their agencies aren’t offering it. Something else, what was it? Oh yes, the American public still hates you. Or at least has the most negative feelings toward the government of any other organization or profession. You rank even lower than lawyers and the media.)

In order for his agencies to carry out his agenda, he’ll need the help of thousands of civil servants to do the work–people protected by federal employee union rules and regulations that are not accountable to any administration. Presidential historians have written time and again about how unprepared incoming presidents are to manage the bureaucracy, and Trump will be no different—just far more frustrated than most. Trump simply can’t fire any bureaucrat on the spot even if they perform incompetently. At a recent downtown Chicago event in an Addison Group boardroom, Rosengard and 31 others exchanged job leads with one another and listened to a motivational speaker. “You aren’t getting recognized for your skills,” said the speaker, Conor Cunneen. “I know it’s a pain in the butt when you know you can do the job with your eyes closed, and they are going to give it to someone new at it, taking half the salary.” The Bureau of Labor Statistics reports that there has been almost no recovery in the number of financial positions in Illinois since the financial crisis set off thousands of layoffs. During summer 2006, as the economy seemed strong and few worried about jobs, financial positions peaked at 335,100 in Illinois. But by March 2011, only 283,000 remained, and by June this year the numbers had improved only slightly to 295,200. Nationally, many of the 718,000 financial jobs that disappeared have returned, but commercial banking is still short more than 58,000 jobs. Positions in leasing and rental equipment are down 93,200. “Whatever the government says, the recession continues,” said Matt Bud, national chairman of FENG, which holds sessions like the Chicago meetup in cities throughout the country. The APPA found that in 2016 U.S. pet owners are expected to spend $62.75 billion on their furry (or scaly) friends. That estimate is up about 4% from the $60.28 billion spent last year. That first year, the industry was worth $17 billion. Of the $60.28 billion spent on pets in 2015, $23.05 billion was spent on food alone. — Whose mistake?  Did GOP state Rep. Michael McAuliffe lie about being a veteran in newspaper op-eds, as his Democratic opponent suggests? The issue’s a little more complicated than that, I learned when I began looking into it this week. The piece, penned collectively by the newspaper’s editorial board, entitled “Voice of The Southern: Know what you’re reading” took issue with the Southwest Illinois News’ editorial bent. But the description of this newspaper by The Southern Illinoisan was beyond disdain. “Does it look like a newspaper? For the most part, yeah.
