(FROM THE ARTICLE: The Wheaton City Council on Jan. 17 voted 6-0 to approve plans for the former Wheaton Inn building at 301 W. Roosevelt Road to become a facility for new and expectant single mothers. The Clarendon Hills-based company Love From Above plans to offer a two-year transitional housing program for women 18 to 26 years old that will serve single mothers in DuPage County. The facility would serve as many as 12 women at any given time who find themselves in “crisis pregnancies,” Love From Above President and founder Yvonne Florczak-Seeman previously said. City Council members approved the plans contingent on the installation of landscaping for the property and the replacement of any required landscaping that has died or is dying. In addition, the facility will only be able to serve a maximum of 12 women at any given time. While Wheaton Mayor Michael Gresk said he would have preferred to have seen a commercial use for the building, “it’s good to see that building occupied.” “It’s an appropriate use,” he said. Council members previously asked if the facility would have to be licensed or regulated by the state. Greg Dose, attorney for the applicant, wrote a letter to the city stating the facility is not subject to regulation or licensing by the Department of Children and Family Services under the Illinois Child Care Act. In the letter, Dose said the facility will be the primary residence of the women. “While they reside there, it will be their home and the home of their infant and toddler children,” Dose said in the letter. “There will be no children on the premises other than those of the moms. Thus all child care that occurs on the premises will be home-based child care.” Dose said the facility is exempt from DCFS licensing and regulation because the children will not be apart from their parents. Wheaton’s city attorney has agreed with Dose’s opinion. As proposed, the women staying at the facility would have to be enrolled in college to participate in the program. This would be the company’s first facility, which will be called The Butterfly Garden…A Place for Healing and Transformation. The Wheaton Inn originally was built in 1987 and most recently was used as office space by an investment company that relocated to Downers Grove a few years ago. Council member Suzanne Fitch was absent from the meeting.)

(FROM THE ARTICLE: The answer is called E-Verify, an internet-based system for verifying legal work status, the infrastructure for which already exists. It’s is a program operated by the U.S. Citizenship and Immigration Services bureau of the Department of Homeland Security. In less than one minute, any employer can use it to verify the legal status of the person seeking employment. Today it is a voluntary program used by over a half-million private sector employers that do not rely on illegal labor. We can halt probably 95 percent of unlawful hiring of illegal labor if E-Verify is made mandatory for all employers except those using a legal guest worker program to obtain temporary employees. But here’s the really scary part to my former colleagues: once in place, it is largely self-enforcing and does not depend on an army of immigration agents doing on-site inspections of paper records. It works, and that’s why it is so vigorously opposed. Mandatory E-verify will reduce illegal immigration dramatically. If we remove the magnet of jobs, far fewer people try to enter illegally, and once fully implemented, most of those already here will be forced to return home and start on a legal path of entry into the United States.)

(FROM THE ARTICLE: With a median household income of $40,581, millennials earn 20 percent less than boomers did at the same stage of life, despite being better educated, according to a new analysis of Federal Reserve data by the advocacy group Young Invincibles. The analysis being released Friday gives concrete details about a troubling generational divide that helps to explain much of the anxiety that defined the 2016 election. Millennials have half the net worth of boomers. Their homeownership rate is lower, while their student debt is drastically higher. The generational gap is a central dilemma for the incoming presidency of Donald Trump, who essentially pledged a return to the prosperity of post-World War II America. The analysis also hints at the issues of culture and identity that divided many voters, showing that white millennials — who still earn much more than their blacks and Latino peers — have seen their incomes plummet the most relative to boomers. . .The analysis of the Fed data shows the extent of the decline. It compared 25 to 34 year-olds in 2013, the most recent year available, to the same age group in 1989 after adjusting for inflation. Education does help boost incomes. But the median college-educated millennial with student debt is only earning slightly more than a baby boomer without a degree did in 1989. The homeownership rate for this age group dipped to 43 percent from 46 percent in 1989, although the rate has improved for millennials with a college degree relative to boomers. The median net worth of millennials is $10,090, 56 percent less than it was for boomers. Whites still earn dramatically more than Blacks and Latinos, reflecting the legacy of discrimination for jobs, education and housing. Yet compared to white baby boomers, some white millennials appear stuck in a pattern of downward mobility. This group has seen their median income tumble more than 21 percent to $47,688. Median income for black millennials has fallen just 1.4 percent to $27,892. Latino millennials earn nearly 29 percent more than their boomer predecessors to $30,436. The analysis fits into a broader pattern of diminished opportunity. Research last year by economists led by Stanford University’s Raj Chetty found that people born in 1950 had a 79 percent chance of making more money than their parents. That figure steadily slipped over the past several decades, such that those born in 1980 had just a 50 percent chance of out-earning their parents. This decline has occurred even though younger Americans are increasingly college-educated. The proportion of 25 to 29 year-olds with a college degree has risen to 35.6 percent in 2015 from 23.2 percent in 1990, a report this month by the Brookings Institution noted. The declining fortunes of millennials could impact boomers who are retired or on the cusp of retirement. Payroll taxes from millennials helps to finance the Social Security and Medicare benefits that many boomers receive — programs that Trump has said won’t be subject to spending cuts. And those same boomers will need younger generations to buy their homes and invest in the financial markets to protect their own savings. “The challenges that young adults face today could forecast the challenges that we see down the road,” said Tom Allison, deputy policy and research director at Young Invincibles.)

(FROM THE EDITORIAL: As part of its broader package of rules for the 115th Congress, the House of Representatives revived the Holman Rule, a provision that allows House members to propose amendments to spending bills that closely manage federal agencies. These “retrenchment” amendments can affect details down to individual federal salaries and the number of staff in an office. This rule allows Congress not only to eliminate entire programs (although it can do this already) but also to reassign or eliminate federal employees, individually or in groups. News that the Holman Rule was to be revived was greeted with pearl-clutching panic by such left-liberal news organizations as the Washington Post, which colorfully opined that the move “threatens to upend the 130-year-old civil service.” Others even asserted that Congress firing a federal employee would amount to an unconstitutional bill of attainder. This is ridiculous. The restoration of the Holman Rule means merely that when it comes to firing a federal employee, the president’s signature on an act of Congress can do it. It doesn’t seem extraordinary that the heads of the federal government should be able to dismiss their staff. Up to now, firing even the worst federal bureaucrat has been very, very difficult, so difficult that voters no longer control the agencies they employ and that govern their lives. Rep. Morgan Griffith, R-Va., whose idea it was to bring back the rule, put it succinctly when he asked, “Who runs this country, the people of the United States or the people on the people’s payroll?”  Given that the rule requires an act of Congress, it will be invoked only to deal with the most egregious cases. But there is an abundance of cases in which the bureaucracy and arbitrators cover up for their colleagues. Take Elizabeth Rivera of Puerto Rico, for example, who was restored to her job at the Department of Veterans Affairs after pleading guilty to involvement in an armed robbery. Her union not only thwarted managers’ attempts to fire her, but even successfully won back pay for the period when she had been off the job. As part of its argument for her reinstatement, officials of the American Federation of Government Employees pointed out that her manager at the agency is also a convicted sex offender. Of course, federal employees don’t have to go so far as to participate in violent or sexual crimes to diminish the reputation of the government. Internal Revenue Service employees who deleted Lois Lerner’s emails when they were under congressional subpoena were not fired. Aside from a few scapegoats, the VA employees who systematically manipulated the agency’s computer system at more than 100 facilities, harming veterans to win themselves performance bonuses, were not fired. Two VA managers who stole hundreds of thousands of dollars from their agency could not be fired. Nor could many of those implicated in the notorious scandal involving a General Services Administration conference in Las Vegas in 2010. Bad-penny federal employees are nothing new. But the multiplicity of recent examples helps demonstrate the larger point. The civil service is superior to the spoils system, by which top-to-bottom political hires once dominated the federal government in the 19th century. But there is a balance between the benefits and drawbacks of civil service protections, and at the moment the scales have tipped too far in one direction. It’s time someone helped federal employees by instilling in them the same healthy fear of losing their job that everyone in the private sector experiences. The Holman Rule or something like it is needed to restore public confidence, both in government and in the civil service. We hope Congress does not hesitate to exercise this power. It will send a clear message to those abusing a near-absolute protection that federal employment was never meant to confer.)

(FROM THE ARTICLE: The GOP took a lot of flak this past week for its foolish attempt to use House rules to gut the Office of Congressional Ethics. Public scrutiny quickly sunk that effort, but another very dangerous rule change passed without much fanfare or media attention. As a result, House Republicans — with the backing of the incoming Trump administration — now have powerful tools to attack not just entire federal departments, but to go after individual federal workers as well. It’s called the Holman Rule, which was first used in 1876 and last used by Congress in 1983. It allows members on either side of the aisle to offer amendments to appropriations bills — which are often hundreds of pages long — in order to reduce the amount of money an agency receives, the number of employees an agency has, or the amount of money an individual federal employee can be paid. It’s alarming that members of Congress will now be able to engage in targeted witch hunts against entire departments or individual employees who happen to work on subjects that do not fit a representative’s values or agenda. The most obvious targets are Department of Energy climate scientists and State Department teams that work on gender equality issues — both of which have already been singled out by yet-to-be-sworn-in Trump administration. But the rule change can broadly apply to any program or individual civil servant. This means any federal employees — such as those who help monitor dangerous chemicals in the environment, patent examiners, those who administer vital health and food programs, federal student loan advisers — can be targeted. Reviving the Holman Rule is not just about finding waste. The author of the rule change clearly stated that members could cut the amount of money “that could be paid to an employee of the US government.” This is not to say that House members would engage in such behavior, but even allowing for such powers in the legislative process, without any input from the agency or the targeted employee, is unacceptable. The federal workforce has undergone many cutbacks under both Republican and Democratic administrations. The fantastical myth that civil servants are somehow responsible for a ballooning “big government” is simply pretext for baseless political attacks on federal workers. Employees of the federal government work in every congressional district to keep our food, water, and air safe for all Americans. We must take a stand to protect hard-working, diligent employees who now find themselves at risk of losing their jobs or suffering crippling pay cuts if a particular member of Congress or president decides to single him or her out. Members of our country’s federal workforce should not be turned into political pawns.)

State Rep. Jeanne Ives (R-Wheaton) said publicly funded universities in Illinois lack a uniform standard on accepting illegal immigrants, leading to a patchwork of policies that may be unfair to legal residents of Illinois. “Who it’s unfair to is our own students who cannot attend,” Ives recently told DuPage Policy Journal. “I think that we had a flight of students leaving our state for other universities that give them a better deal.” Illinois State University reported that it had 49 students who identified themselves as not in the country legally during the fall 2016 term. The number of illegal aliens who applied to become students in fall 2017 is 79. The university stresses on its website a core value of diversity. “Undocumented students … who apply to Illinois State are treated identically to any other U.S. citizen or permanent resident,” the university’s policy states. Illegal immigrants who want to study at the university may also be eligible for the in-state tuition rate; they will be asked to complete an affidavit when applying for that tuition rate, according to the university website. However, Illinois State University policies on need-based financial aid and state departmental scholarships are more nuanced. The school is prevented from handing out state or federal funds based on need to illegal immigrants, but those students can freely apply for state scholarships if they meet certain minimum requirements, according to the university website. Ives said she is uncertain if a new state law would need to be passed to create a statewide policy on whether illegal immigrants should be allowed to attend publicly funded universities. Taxpayers are already footing the bill for illegal immigrants to get primary and secondary education — through 12th grade — and Ives thinks state fiscal policies need to be realistic. “We have no budget, and we’re really broke,” she said of the state’s continuing fiscal crisis. First of all, midterm elections almost always favor the party that doesn’t hold the White House. (FROM THE ARTICLE: As the Donald Trump transition team has worked diligently since Election Day to find the most qualified people to serve in leadership roles in his upcoming administration, the forces of the left are keeping score — not only in terms of the backgrounds and histories of the nominees, but also on what they look like. Of course there have been a plethora of media reports about Trump choosing too many out-of-touch rich people, militaristic generals and greedy profit-centered business tycoons to run federal departments. But what’s really bothering liberals the most is the lack of so-called “diversity” in Trump’s proposed leadership circle. S.A. Miller writes in the Washington Times, “A top adviser to Donald Trump on diversity issues is offering no apologies for the preponderance of white men filling the Cabinet and key jobs in the new administration, insisting that the lack of minorities reflected the president-elect’s color-blind approach to hiring decisions. “Bruce Levell, who spearheaded a minority outreach effort for the Trump campaign and now serves as an adviser to the transition team, said that Mr. Trump isn’t looking to check off diversity boxes with his hiring decisions — and that’s OK with black and Hispanic Americans.” Well, it’s not okay to the most race-conscious black and Hispanic Americans. They want to see as many non-white faces surrounding Trump as possible. Miller also notes that of 18 Cabinet-level picks so far, Mr. Trump has selected 13 white men, two women of Asian descent and one white woman. The only black nominee so far is retired neurosurgeon and former presidential candidate Ben Carson, tapped to run the Department of Housing and Urban Development. And that’s not all — of seven senior counselors named to his point, only Kellyanne Conway has two X chromosomes. Almost sounds like a poker game, doesn’t it? There’s little doubt that “affirmative action” will be a hot topic for the left in assaulting the Trump administration in the coming years. Whereas our society judges organizations such as the NFL for the quantity of minority coaches it employs, the left will certainly be counting the number of minorities in positions close to Trump – and they’re not going to like what they see. These same people may not feel as much angst towards the dearth of representation of women, however, because to liberals, Republican and conservative women don’t count towards their quotas. To them, if a woman doesn’t have some sort of bra-burning advocacy for abortion on demand in her background, she doesn’t count towards membership in the female gender. And the same definitely goes for homosexuals as well, or as is more commonly accepted these days, folks in the “LGBTQ community.” (What exactly does the “Q” – queer – demographic constitute that isn’t covered by the other letters?) It’s common knowledge that close Trump advisor Peter Thiel is homosexual, but he hasn’t yet been offered an official position in the administration, so he won’t count towards an affirmative action head count either. In fact, Thiel is enduring the usual level of leftist hatred for his willingness to work with Trump. As a candidate to lead the Food and Drug Administration, Thiel is being attacked from all sides. Robert Goldberg writes at The Hill, “Trump has promised to find ways to accelerate the pace of medical innovation. And so groups such as Public Citizen and the Center for American Progress that make a living and maintain a media presence bashing the pharmaceutical industry are howling that Thiel wants to water down the scientific and conflict of interests standards regulating the FDA and NIH, in order to allow Big Pharma to get rich by exposing consumers to dangerous, ineffective treatments.” While it’s true that in this case the liberals aren’t specifically targeting Thiel’s sexual orientation, the fact that “one of them” is actually advocating for loosening government controls must anger them to the core. The same goes for their opposition to Ben Carson taking over the direction of HUD. If a black man favors more private enterprise in housing, that’s a bad thing. Meanwhile, the media and liberals fail to note that Trump has placed several Jewish individuals in prominent roles. Commerce and Treasury nominees Wilbur Ross and Steve Mnuchin are both Jewish, right? Muslims must feel slighted. I’m sure that’s the way the left looks at it. It all doesn’t really matter, however. When push comes to shove, Trump could assemble a cabinet chock full of so-called ethnic minorities, women and folks with alternative lifestyles and he would still be labeled as racially and culturally biased by the left because of his colorblind policies. They’re not interested in someone’s background half as much as what he or she believes government’s role should be in enforcing the leftist accepted cultural norms. Need proof? George W. Bush elevated African-Americans to positions never held before by people of color and was there any credit given? Wasn’t Colin Powell and Condoleezza Rice black enough? Does Elaine Chao lose her Asian identity because she’s a Republican and is married to Mitch McConnell? And we don’t even need to mention Justice Clarence Thomas here, a man who’s endured decades of race hatred and scorn because he dares to be conservative and black at the same time. So don’t give too much credence to the left’s ethnic scorecard where Trump’s team is concerned. There’s just no way to satisfy them, short of packing his cabinet with the Eric Holders and Loretta Lynches of the world.)
