Mr. Trump talks about raising revenue by collecting unpaid taxes, and according to the I.R.S., the “tax gap” of unpaid but owed taxes is some $400 billion. If only 20 percent of that could be collected, it would yield substantial funds. But we need agents to collect these owed taxes and to perform audits. Historically, I.R.S. employees have returned many times the dollar amount invested in their salaries and benefits. The audit rate is now at a record low, however, and the I.R.S. relies increasingly on a tradition of voluntary taxpayer compliance, which is waning. (We can only imagine what a President Trump, who seems to boast about not paying taxes, would do to that tradition.) Moreover, another of Mr. Trump’s proposed revenue sources, stopping improper payments, would also be aided by more I.R.S. agents. The Government Accountability Office has shown that billions of dollars are paid to those who hack into taxpayers’ accounts and divert refunds. Existing staff members simply can’t keep up with these technologically sophisticated perpetrators of fraud. More professionals, schooled in cybersecurity, are called for. There is a common misconception that our bureaucracy has grown out of control. The federal civilian work force (excepting Postal Service employees) is about two million, roughly the same size it was during the Kennedy administration. In effect, the Civil Service has drastically shrunk since then, for the gross domestic product has multiplied five times, and numerous new agencies (like the Environmental Protection Agency and the Department of Homeland Security) have added significant and complicated missions to the federal agenda. Because of a shortage of federal positions, the only way these agencies could be staffed was by adding contractors, who, according to one estimate, now exceed the number of federal workers by a factor of four. These contractors, who are often more costly than a government counterpart would be, operate under increasingly thin federal management and scrutiny. The political scientist John J. DiIulio Jr. calls this “leviathan by proxy.” There are not only constitutional concerns but also management problems with contractors performing what are deemed by statute and regulations to be “inherent government functions.” These are functions that should not be outsourced. But when they are, it leads to further inefficiencies.)

The U of M College Republicans group painted a mural yesterday in the group’s designated spot along the Washington Avenue Bridge. Dozens of student groups paint murals along the inside walls of the pedestrian level of the bridge every fall. This group’s read in part “Build The Wall,” which refers to presidential candidate Donald Trump’s proposal to build a wall along the U.S.-Mexico border. The sign was later vandalized with the words “Stop White Supremacy.” Multicultural groups who did not support the vandalism later gathered to protest what they called “anti-immigrant” hate speech. “There’s freedom of speech but then there’s hate speech. It’s one thing to be conservative and it’s another thing to be saying these things that are clearly xenophobic and targeting specific groups of people,” Guillermo Perez said. Perez is a member of Sigma Lambda Beta, a Latino-based multicultural fraternity that happens to have the panel next to the College Republicans. “I was really angry, angry because it’s an attack to my people because I am Mexican,” Perez said. The group responded using its own panel, which said, “Building bridges, not walls.” “We’re trying to seek, at the very least, an apology and recognition that what they did was wrong,” Perez said. U of M President Eric Kaler said while some may find the initial message offensive it is protected speech and should not have been vandalized. He released a statement saying: “During the annual ‘Paint the Bridge’ event, an opportunity for registered student groups and University departments to promote their groups by painting a panel on the Washington Avenue Bridge, one panel assigned to a student group has received attention. The panel includes the phrase from Donald Trump’s presidential campaign, ‘Build the wall.’ While this is protected as free, political speech, we have heard from members of our community who find the phrase hurtful, offensive, anti-immigrant, and anti-Latinx. “People in our community may disagree with the sentiment expressed. However, while the University values free speech, the subsequent vandalism of the panel is not the way to advance a conversation. “The University of Minnesota supports a campus climate that welcomes all members of our community and our values of equity and diversity, but that also ensures the free flow of ideas, even those that are offensive to some. As students and our community participate in responses to this and future issues, I urge all of us to be respectful and thoughtful in our approach. Ellis dismissed all three objections. “When investigating a charge of race discrimination, EEOC ‘is authorized to consider where the overall conditions in a workplace support’ the allegations,” Ellis wrote. Two-thirds of Groupon’s U.S. workforce is white, according to a company blog post. Court filings say the company has 1,900 employees in Chicago and received 25,000 job applications between Jan. 1, 2014 and the present. A spokesman for Groupon did not immediately return a request for comment. The agency is investigating a claim by Adrian Stratton, who filed a charge of racial discrimination in October 2014, after the company did not hire him for an open position as vice president of merchandising. But the successful pursuit of Groupon’s data makes the case “much more significant than just a single subpoena,” said Linda Friedman, a name partner at Stowell & Friedman in Chicago who represents plaintiffs in discrimination cases. (FROM THE ARTICLE: How crazy is it that I ended up volunteering for perhaps the next president of the United States?  I mean you would have thought that by talking to Roger Claar the Mayor of Bolingbrook, I would volunteer at a Trump fundraiser! I can only say it was the best event that I have worked on in my early political life. Setting up tables was a challenge but greeting people by the door was amazing. Friendly faces, attitudes, familiar faces like (former State Senator) Kirk Dillard, (Bolingbrook Mayor) Roger Claar and (Chicago Cubs’ owner) Todd Ricketts.  I also had the pleasure of sitting next to (former New York City Mayor) Rudy Giuliani during the lunch. The speech that Trump delivered was electrifying. Reducing regulations, repealing Obamacare, and lowering taxes on the middle class. Straight to the point concise, was how his speech was, and everyone stood and applauded our future president of the United States. Unfortunately, there was a negative point, as I was called traitor and fake by Mexican protesters against Trump, yet I kept my smile and head straight up and continued to help Trump. After the event I traveled outside to see Trump supporters waving American flags and chanting “USA,USA,USA”. I got to talk to some of the Trump supporters and we discussed Trump at the first debate.
