He investigated and learned the 911 call center hadn’t certified its dispatchers in CPR techniques in the past six years, as is required by law. Further investigation there determined that taxpayer money was used for everything from pizza parties to gambling. Messrs. (FROM THE ARTICLE: The U.S. Department of Agriculture (USDA) recently claimed in a press release that the cost of raising a child from birth through age 17 is $233,610, or almost $14,000 annually. As the father of seven children, let me say that this is utter nonsense. Moreover, the USDA fails to identify the multiple benefits of raising children, such as the physical, spiritual, intellectual and emotional advantages. These benefits are not just unquantifiable, but inestimable. The value of raising, nurturing and training children far surpass the outlandish financial estimates of Washington D.C. bureaucrats. With the USDA’s exaggerated estimates, how do we expect to encourage married couples to return to the healthy birth rate of more than 2.1 in the United States?  We’re shortsighted if we fail to see that the current U.S. trend is unsustainable and portends economic trouble, including lower living standards for most citizens. We simply have to look at Japan, Greece or Italy for a lesson in the detriments of low birth rates. Federal officials are simply out-of-touch with Middle America. Most of us don’t spend hundreds of dollars on a hammer and we spend far less than they estimate to raise our each child every year. Maybe the federal government can learn something from working families?)

The conference, put on by the Gay and Lesbian Victory Institute — also known simply as the Victory Institute — was first envisioned as a recruiting event and strategy session to help place LGBTQ activists in a sympathetic Hillary Clinton administration. But with Donald Trump’s surprise victory on November 8, the event turned into a series of panel discussions on how to resist a Trump presidency and GOP-controlled Congress. The conference was hosted by the Washington Hilton Hotel, where President Ronald Reagan and three other men were shot in an assassination attempt in 1981. LifeSiteNews attended the Victory Institute conference, which drew more than 500 homosexual, bisexual and “transgendered” lawmakers as well as allied political and corporate activists from across the globe. This is the first of several articles on the conference, which offered a glimpse into President Obama’s success in pushing his LGBTQ policies in the United States and abroad and how difficult it will be to overturn them if President-elect Trump is so inclined. Victory Institute is associated with the Gay and Lesbian Victory Fund, a political action committee that works to elect openly homosexual, bisexual, and transgendered individuals to public office. Among Victory Fund’s co-founders in 1991 is homosexual activist and major Democratic Party fundraiser Terry Bean, who in 2014 at age 66 was arrested by Portland, Oregon, police along with his 25-year-old ex-boyfriend, Kiah Lawson, on charges of sodomizing a 15-year-old boy. As LifeSiteNews reported, Bean, who is also a co-founder of the LGBTQ lobby group Human Rights Campaign, was charged with two felony charges of third-degree sodomy and one count of third-degree sex abuse. The sex abuse charges against Bean were dropped after the boy fled and refused to testify following “an offer by Bean to end the case with a so-called ‘civil compromise’ in which Bean would pay the young man $225,000 and avoid a criminal trial,” Willamette Week reported. A transcript of a police interview with Lawson reveals that Bean reportedly knew the boy he was “hooking up” with sexually was underage and tried to coach him to say he was 18. A corporate-funded “gay insiders” army  Far more than on the abortion issue, in the LGBTQ “culture war” the homosexual-transgender lobby has a huge advantage over its pro-family opponents in both funding and the number of fully engaged activists. As homosexual power grew especially through two Obama terms, these conferences have gained more and more funding and sponsorships from large corporations, which have embraced the LGBTQ movement’s paradigm of viewing homosexualism and transgenderism strictly from a “civil rights” perspective. The Victory Institute conference was no exception. Most speaker panels were sponsored by a major corporation whose representative gave opening remarks touting that company’s commitment to LGBTQ issues. Here are some of the themes observed at the International LGBT Leaders conference: Openly “gay” and homosexually “married” American ambassadors — all men — discuss how living “out” proudly and publicly with their same-sex “husband” changes minds in the foreign nations in which they serve. They understand their role in normalizing “gay marriage” and the immoral homosexual lifestyle abroad. LGBTQ activists in the military discuss how they pushed for open homosexuality and then open transgenderism in the Armed Forces, and how transgender activists used key meetings with the Pentagon’s top brass to advance their gender-confusion agenda (without Congress). Why homosexual and transgender activists think it will be difficult to “roll back” many pro-LGBT policies enacted by President Obama — even transgenderism in the military. Representatives of major corporations (all conference sponsors) discuss how they are crucial to stopping “religious freedom” legislation at the state level. Corporate power is now central to LGBTQ lobbying nationwide. Homosexual (illegal) “immigration” activists apply homosexual activist “coming out” and victimhood tactics to their push for amnesty — comparing coming out as “gay” or “transgender” to coming out as an “undocumented” immigrant. How LGBTQ activists work hand-in-hand with other “progressive” agendas including abortion-on-demand, amnesty/“rights” for illegal immigrants, gun control and radical feminism — almost exclusively working with Democrats. When corporate America funds the LGBTQ movement, it mostly finances the left. Swaps were a villain in the Great Recession, and Obama’s 2010 Dodd-Frank Wall Street Reform & Consumer Protection Act pushed them from clubby, private bank transactions onto public platforms. There they became a welcome addition to the Chicago trading world. President-elect Donald Trump’s incoming team has vowed to dismantle the law, but Chicago’s trading interests won’t easily give up the companies, products and venues created after Wall Street banks’ grip on the swaps market was loosened. Financial exchanges like CME Group and trading firms such as Citadel have generated tens of millions of dollars in new swaps business, and they’ll be reluctant to let go of the new infrastructure built on Dodd-Frank’s Title VII, which set up a framework for the regulation of swaps markets. “People now are getting used to the standards,” says Brian Liston, co-founder and president of Seed CX, which launched a new Chicago swaps trading platform. “They should really change Title VII slowly if they have to, and ultimately I don’t think they’re going to.” Swaps are financial shorthand for arrangements in which parties agree to swap the risk associated with financial contracts tied to underlying values, like interest rates. In the 2008 financial crisis, those privately negotiated deals in the subprime mortgage market blew up and swamped major institutions with defaults.)

(FROM THE EDITORIAL: As part of its broader package of rules for the 115th Congress, the House of Representatives revived the Holman Rule, a provision that allows House members to propose amendments to spending bills that closely manage federal agencies. These “retrenchment” amendments can affect details down to individual federal salaries and the number of staff in an office. This rule allows Congress not only to eliminate entire programs (although it can do this already) but also to reassign or eliminate federal employees, individually or in groups. News that the Holman Rule was to be revived was greeted with pearl-clutching panic by such left-liberal news organizations as the Washington Post, which colorfully opined that the move “threatens to upend the 130-year-old civil service.” Others even asserted that Congress firing a federal employee would amount to an unconstitutional bill of attainder. This is ridiculous. The restoration of the Holman Rule means merely that when it comes to firing a federal employee, the president’s signature on an act of Congress can do it. It doesn’t seem extraordinary that the heads of the federal government should be able to dismiss their staff. Up to now, firing even the worst federal bureaucrat has been very, very difficult, so difficult that voters no longer control the agencies they employ and that govern their lives. Rep. Morgan Griffith, R-Va., whose idea it was to bring back the rule, put it succinctly when he asked, “Who runs this country, the people of the United States or the people on the people’s payroll?”  Given that the rule requires an act of Congress, it will be invoked only to deal with the most egregious cases. But there is an abundance of cases in which the bureaucracy and arbitrators cover up for their colleagues. Take Elizabeth Rivera of Puerto Rico, for example, who was restored to her job at the Department of Veterans Affairs after pleading guilty to involvement in an armed robbery. Her union not only thwarted managers’ attempts to fire her, but even successfully won back pay for the period when she had been off the job. As part of its argument for her reinstatement, officials of the American Federation of Government Employees pointed out that her manager at the agency is also a convicted sex offender. Of course, federal employees don’t have to go so far as to participate in violent or sexual crimes to diminish the reputation of the government. Internal Revenue Service employees who deleted Lois Lerner’s emails when they were under congressional subpoena were not fired. Aside from a few scapegoats, the VA employees who systematically manipulated the agency’s computer system at more than 100 facilities, harming veterans to win themselves performance bonuses, were not fired. Two VA managers who stole hundreds of thousands of dollars from their agency could not be fired. Nor could many of those implicated in the notorious scandal involving a General Services Administration conference in Las Vegas in 2010. Bad-penny federal employees are nothing new. But the multiplicity of recent examples helps demonstrate the larger point. The civil service is superior to the spoils system, by which top-to-bottom political hires once dominated the federal government in the 19th century. But there is a balance between the benefits and drawbacks of civil service protections, and at the moment the scales have tipped too far in one direction. It’s time someone helped federal employees by instilling in them the same healthy fear of losing their job that everyone in the private sector experiences. The Holman Rule or something like it is needed to restore public confidence, both in government and in the civil service. We hope Congress does not hesitate to exercise this power. It will send a clear message to those abusing a near-absolute protection that federal employment was never meant to confer.)

A big difference nowadays, he says, is that some of the nearly 9 million workers who lost jobs in the recession have yet to find work, or retire, and continue to drift in and out of the labor force, searching for jobs sporadically.
