Rauner lied to Cardinal Cupich and his constituents when he said he would not sign the bill authorizing Medicare funding of abortions. He also approved the bill making Illinois a sanctuary state. Rauner owns the 32 percent income tax increase, because he failed to do his job as a leader to keep the Republican leaders unified to the values of the constituents that put them in office. These are not Republican values. It is Gov. Rauner that has divided the Republican Party. Jeanne Ives explains to voters why she’s challenging Gov. Bruce Rauner in the primary election, she cites the honor code of her West Point alma mater: “I will not lie, cheat or steal or tolerate those that do.” The governor, Ives contends, lied to her and other social conservatives in 2014 when he said he had no social agenda, and she points to his signature on a law to expand abortion rights. At the same time, however, the Wheaton legislator has embraced Trump and urges what she calls the “silent majority” that elected him to rise up against Rauner. Trump’s lies in office are well chronicled — just Wednesday, he boasted that he made up facts on trade during a meeting with Canadian Prime Minister Justin Trudeau. Trump also has a history of cheating, including his affair with actress Marla Maples that broke up his first marriage, and the current fallout from $130,000 paid by his lawyer to a porn star who goes by the name Stormy Daniels as “hush money” about an alleged affair. How does Ives reconcile campaigning on an honor code that prohibits lying and cheating as a rationale to take on Rauner, while not only tolerating but actively promoting Trump? Asked that question recently, Ives paused for several seconds. “For me, it’s a personal affront to what Gov. Rauner has done because I’m part of that Republican caucus he lied to, OK?” she said. “So, it’s a very personal thing. That’s the thing. I can affect him (Rauner) and the outcome of this election. I can’t necessarily affect Donald Trump.” . . . “These two primary races at the governor’s level are pretty good examples of this issue of differentiation. Jeanne Ives has been very clear and very pointed about differentiating herself from Rauner in very specific ways,” he said. “Whereas the Democrats have to say, ‘Well, I’ve got this slightly different take on (things).’ Nuances are a problem.” With Ives, there’s not much nuance to her support for the president. “I think we should have a working relationship with (Trump),” she said after a recent gathering of the Streeterville Organization of Active Residents at Water Tower Place. “And look, I’ve been disappointed by a lot of other politicians who have lied about what their intentions are, have done the wrong thing. But you still work with them. You still work with them,” she said. “But in the case of Rauner, I can actually affect change where he has personally lied about his policies.” Ives has supported Trump attacks on sanctuary cities and illegal immigration while criticizing Rauner’s approval of legislation that would prevent local law enforcement from holding someone based solely on their legal status or detaining someone without a judicially issued warrant. Ives’ challenge means Rauner’s attempts to distance himself from Trump have become a factor for the governor ahead of the primary, Mooney said. “Rauner’s spent his time ignoring (Trump), (the president) is sort of a pariah in the state, and that’s annoyed the Trump supporters in the state, and then Jeanne Ives comes along,” Mooney said. “If she wouldn’t have been there, raising (Rauner’s) ambiguity about Trump and all of that, in the fall, the Democrat, whoever it would be, would definitely hammer him on Trump, associate him with Trump,” he added. “But without Ives putting out these sort of RINO (Republican In Name Only) criticisms and so forth, those (Trump) people might have just gone ahead and would vote for (Rauner).” Trump presents a problem for a Republican governor running in a Democratic-leaning state. For nearly two years, Rauner routinely has avoided using the president’s name in public, and he skipped the 2016 GOP convention that nominated Trump. Asked by reporters about Trump-proposed policies on immigration, health care and other issues and Rauner regularly demurs — at one point saying he had “no obligation” to discuss “every policy change in Washington.” Instead, Rauner has focused his primary campaign on his frequent political target, veteran Democratic House Speaker Michael Madigan, going so far as to try to link Madigan to Ives despite vast ideological differences between the Democratic leader and the GOP challenger. The assertion rated a “Pants on Fire” from PolitiFact Illinois. The election, Rauner told reporters, is “about the people against a corrupt, broken system. It’s about the people of Illinois demanding more value for their taxes and a lower tax burden, the people of Illinois demanding more jobs, more economic opportunity and the people of Illinois demanding an end to the corruption in our system by getting term limits.” The governor said his campaign message is one of “unification” that transcends party labels. But Rauner has had difficulty finding a base. His approval of legislation expanding taxpayer-funded abortions to women covered by Medicaid and state employee health insurance motivated Ives to challenge him. GOP conservatives viewed Rauner’s move as a betrayal after he had vowed to veto the bill. On the other hand, Rauner’s support of the measure could help him if he makes it to the November general election, winning favor with GOP-leaning moderate suburban women, a critical demographic in an evolving collar county landscape. Rauner followed that up, however, with his Tuesday veto of legislation that would have required the state licensing of gun shops. That’s legislation those same suburban women, many of them mothers of school-age children, would support. Before then, however, Rauner has to win the primary election, and he knows the voting power of Downstate gun-rights supporters. David Yepsen, the former head of the Paul Simon Public Policy Center at Southern Illinois University at Carbondale, said the Trump impact in the primaries may only be just the beginning heading toward the outcomes of the November general election. “There is a Trump effect, and it can be a harmful one to Republican chances in Illinois in November. There is a Democrat wave starting to form, and it manifests itself in the energy you see in these groups, the turnouts in primaries in other states,” said Yepsen, a former national columnist for The Des Moines Register. “It’s history. It’s the midterm election and the party in power (in the White House) is going to take a hit.” he said. “In Illinois, Republicans don’t have a lot of margin.”)

Jeanne Ives called for a vote on her proposal to expand protections for those who accuse a state lawmaker or employee of ethics violations. “We want this done now,” Ives said at a Tuesday news conference in Springfield. “We don’t want this to sit until the end of May. (FROM THE ARTICLE: Embattled legislative candidate Burt Minor says he won’t drop out of next month’s Republican primary but that he still could withdraw before the November general election. “Even if I win (the primary), it’s going to be tough to win in November,” Minor said Tuesday. “Would I step down and let someone else run? Maybe.” . . . Minor, the Winfield Township Republican chairman, entered the race with a long list of endorsements but has seen some of that support erode. On Tuesday, for example, a spokesman for U.S. Rep. Randy Hultgren said the Plano Republican has withdrawn his support and urged Minor to drop out. State Rep. David Olsen, a Downers Grove Republican, said he is not taking a stance on Minor’s comments but is withdrawing his support from all three GOP candidates in the primary — including Amy Grant and Ryan Byrne. Olsen said voters need to determine the truth of what was said and choose to support or not support Minor accordingly. “Comments that are racist and racially charged — and some of this very homophobic and inappropriate language — that really should have no place in the Republican Party,” Olsen said. “It should have no place in politics in 2018.” Addison Township Republican Chairman Pat Durante said he will continue to support Minor “on a personal basis.” He wouldn’t comment, though, on whether he thought Minor was telling the truth. “She (Harold) may be telling the truth,” he said. “He may be telling the truth. They don’t need to be involved in this. It’s a Catch-22 for them, unfortunately,” Minor said. With the primary less than three weeks away, it’s too late for Minor to remove his name from the ballot. To leave the race now, Minor said, “means I lied.” If Minor steps down after the primary, a three-person selection committee formed by the GOP would chose a replacement candidate. Ameya Pawar (47th) is jumping into a new challenge — launching his own non-profit news outlet meant to be the “progressive response” to the conservative think tank, the Illinois Policy Institute. . .But one of the group’s goals is “disruption,” according to a pitch provided by One Illinois that singles out the Illinois Policy Institute. “One Illinois has the opportunity to disrupt the marketplace of ideas by countering the IPI narrative with a contrary story line based on empathy and unity,” the group says. “One Illinois will disrupt the IPI market ownership by highlighting the human impact its policies have on voters and by putting a face on those who suffer the consequences.” The Illinois Policy Institute, led by John Tillman, is a conservative and free-market think tank, which at one point had close ties with Gov. Bruce Rauner. The group has spent years developing a presence on its website, and also in newspaper editorials and on the radio. Many of the pro-business, anti-union proposals that made up the governor’s “Turnaround Agenda” had been advocated for years by the institute. Pawar has a staff of six, and he’ll serve as president. I think initially what we’re going to focus on is developing good content, building rapport and support and donors. (FROM THE ARTICLE: Politicians, particularly House members facing a tough reelection race this year, would do well to check out the number of federal retirees, spouses and survivors in their districts. Especially in California, Texas, Florida, Virginia, Maryland but also in places that don’t seem obvious like Oklahoma, North and South Carolina and Pennsylvania where redistricting has been ordered. House Republicans made federal workers and retirees prime targets for much of 2017. While they batted zero for the legislative year, they scared the wits out of many people. There were serious efforts to raise the cost (while reducing the benefits) of the dominate FERS retirement program, to financially penalize those retiring before age 62 — even if their high-stress, dangerous jobs force them to retire at 57. They also took a shot at eliminating any future cost-of-living adjustments for present and future FERS retirees while trimming them 0.5 percent each January for those under the more generous CSRS program. Fortunately for members of the federal family, they failed, but not for lack of trying. While making enemies in much of the federal retiree community. This year, the White House has kicked off a new assault. It is proposing a zero pay raise for January 2019 for civilian workers and cuts in the FERS program. Not the best political move if you are facing a tough reelection fight this year in a district, or state, where former civil servants — all of whom are old enough to vote — are residents. And registered. In many communities, whether limited to the 55-plus age group or living in the general community, retired feds and spouses are among the most financially secure, best educated and best-trained. And unlike when they were employed and moderately constrained by the Hatch “no politics” Act, they are politically ready to rumble. Look at the numbers: There are 168,000 federal and postal retirees in California and another 46,500 survivors of feds. That’s a total of 215,000-plus people. Very likely most of them are regular voters too. Texas has 176,000 retired feds and Florida’s population of 179,000 grows by the day. Blue state Maryland has 164,000 retirees while Trending Purple Virginia has 145,000 and growing. D.C., which voted 95 percent for Clinton over Trump in 2016, is home to 44,000. Arizona has 58,000 plus retirees and those receiving survivor annuities. Colorado, 52,000. Georgia, 88,000; Hawaii, 25,000; Illinois 70,200; Indiana, 38,000 and Kentucky 34,000. Massachusetts 42,000; Michigan, 46,000; Minnesota, 30,000 and Mississippi, 26,000. Missouri, 55,000 plus; New Jersey, 53,000 and New York,9 4,000. Oklahoma 48,000; Pennsylvania, 110,000; South Carolina, 46,000 and North Carolina, 78,000. Washington, 69,000 and Tennessee, 48,000. Utah and Alabama, which also have large numbers of active duty feds have 35,000 and 60,000 retirees, respectively. Even low population states like West Virginia (19,000) and Vermont (4,700), have a relatively large number of former feds. Politicians who can’t wait to come back to the D.C.-swamp they run against might want to consider poking this particular bee hive this particular year.)
