Facebook had the highest-paid median employee of technology firms that had filed as of Monday, at $240,430, according to Proxy Insight. The median employee at Valero Energy made $192,837 in 2017. At the real estate investment trust Host Hotels & Resorts, one of the largest owners of luxury and upscale hotels, the median salary is $179,574. The highest median pay in the financial industry, according to Proxy Insight’s data, was at a reinsurance firm rather than a big Wall Street bank. In addition to publishing the CEO pay ratio, the U.S. Securities and Exchange Commission’s rule requires companies to disclose the pay of the median employee used in the calculation — determined by statistical sampling or by listing the compensation in the middle after ranking all workers from highest to lowest paid (excluding the CEO) — but they can’t leave out part-timers, the majority of foreign workers or those who only have seasonal jobs. It’s important to note that the companies at the top of the list don’t necessarily have the highest paid employees on average — just who pays the highest at the median. As a result, the numbers don’t tell most people looking to negotiate offers or compare potential jobs much at all. For one, you’d have to be vying for a job in that category — if the job in question is identifiable at all. McDonald’s, for instance, listed the median worker who made $7,017 in 2017 as “a part-time restaurant crew employee located in Poland,” but whoever made $183,304 at Netflix in 2017 is only identified as the “median employee.”)

Bruce Rauner’s favored candidate — Tim Schneider — can win another term and opening a new divide in a state party that just can’t heal itself. Robert Winchester, a 15th district committeeman candidate, a key district in southern Illinois, is disputing the validity of the results of his own election and threatening the Illinois Republican Party with legal action if it continues to identify his opponent, state Sen. Chapin Rose, as the winner. (Quick primer: Rose is pro-Rauner/Schneider while Winchester is poised to back Schneider’s opponent for state party chair). Party response: “A majority of Republican precinct committeemen in IL-15 cast their vote for state Sen. Chapin Rose for State Central Committeemen, which means he is the winner of that election,” Illinois Republican Party spokesman Aaron DeGroot responded by email last night. Except: in documents obtained by POLITICO, Winchester is demanding the party refrain from naming Rose the victor in the 15th district and separately asking the Illinois State Board of Elections to call the race. In a letter addressed to Andrew Collins, the executive director of the Illinois Republican Party, Winchester’s attorney alleges “substantial irregularities in the voting procedures in key counties of the 15th district.” “It is thereby demanded that the IRP take down all of the announcements in which Rep. Rose is identified as either the person receiving the most votes in the 15th district or identifying Rep. Rose as a member of the new State Central Committee,” attorney Stephen Boulton wrote. “If the IRP refuses or fails to cease its actions, Mr. Winchester will be forced to consider appropriate and immediate legal action.” (Read letter here.) Why is this all significant? The outcome of the 15th district race could determine the next statewide chairman and likely the direction of a party that nearly threw out its incumbent governor in March. Enter the newly-elected Republican State Central Committeemen, who are to meet May 19th to vote on the next chairman. Each of the votes is weighted. The district with the greatest weighted vote? The one under dispute in the 15th. While Rose supports Schneider, Winchester had pledged his support to challenger Mark Shaw, who is Lake County’s GOP Chairman. GOP sources tell us that the unofficial breakdown is pretty closely divided between Schneider and Shaw, making the 15th district outcome all that more impactful. Disunity: If Schneider cannot hold onto power, that’s a direct reflection on Rauner’s weakened grasp of his party. That’s a particularly stinging rebuke since Rauner has almost single-handedly funded the Illinois Republican Party apparatus. Even if Schneider wins another term, this latest turmoil only shows there’s a long road to repairing the rift in the party.)

Chapin Rose (R-Mahomet). The first step in the legal action is expected to be an appeal to the Illinois State Board of Elections, which under law, must certify the votes in party elections. Among other charges, Winchester is expected to challenge the use of votes by acclamation in some counties — a move that gives the candidate with more than half of the votes the entire final tally, which violates party rules and may violate state law. Republican sources said that the Republican Party put up Chapin to run against the incumbent Winchester as punishment for his backing Rep. Jeanne Ives (R-Wheaton) in the Republican primary against Gov. Bruce Rauner. Winchester, who could not be reached for comment, also opposes the re-election of GOP Chairman Tim Schneider. The party’s 18 central committee people, one representing each congressional district, is scheduled to meet May 19 to elect a state chairman, and sources say that Schneider’s re-election bid is in jeopardy. The results have to be certified first, and I expect the board will find a lot of irregularities in the voting process.” He added that he knows Winchester as a man of “integrity and honesty” and he would not be taking legal action unless he was convinced that election law procedures were violated. Results of the election show that Winchester received zero votes in nine of 33 counties, including four of the 10 most populated, a result that Shaw and others said would be impossible. Several counties, sources said, failed to even offer Winchester as a candidate for consideration. In Fayette County, home to Randy Pollard, Rauner’s downstate director, Winchester was not presented as an option. “Pollard asked for a voice vote by acclamation for Chapin (Rose) and just moved on,” a source said. “He didn’t even mention Winchester was a candidate, much less the incumbent.” Rose also received zero votes in 13 counties carried 100 percent by Winchester. In all, 22 of 33 counties voted by acclamation, representing 63 percent of Rose’s vote and 59 percent of Winchester’s. (FROM THE ARTICLE: A copy of the East Central Reporter landed in select mailboxes in 2016 with the look of a typical local newspaper. It had a community calendar. It listed high school sports statistics. And it contained an article about a statehouse candidate’s pitch to voters. But was that story news? Or was it a novel form of political advertising? Recently obtained documents and interviews show that an organization called Think Freely Media helped fund the operation that produced the article for the East Central Reporter’s website. As a nonprofit, Think Freely is forbidden by federal law from engaging in politics, and it has described the articles it funded as news. But State Board of Elections records also show a political committee, Liberty Principles, paid the same private company to publish the story in a print newspaper and mail it. That group, which state law says must spend its money on politicking, has labeled such content political ads. What these organizations have in common is one of the state’s most visible and controversial political figures, Dan Proft. Though Proft is known for backing conservative candidates for office through Liberty Principles, recent tax, business and campaign filings illuminate how other organizations with ties to Proft helped spread his political views through publications that showcase candidates he supports. It’s a situation that encompasses not only ethical questions about a modern tool of Illinois political warfare but also the national discussion over what constitutes “fake news.” Since 2015, thousands of articles have been published in more than two dozen print and online publications tied to Proft, who in addition to heading Liberty Principles has served as a consultant to Think Freely Media. The first articles were produced by a firm run by media entrepreneur Brian Timpone, a longtime friend of Proft’s who has frequently discussed Illinois politics as a guest on Proft’s morning radio show. Timpone’s firm, called Newsinator, also has a history of doing paid political work and offers marketing services to companies under the name Interactive Content Services. After Proft’s political committee paid Newsinator in 2016 to mail print versions of some publications to voters, the state elections board ordered Liberty Principles to identify such materials as political advertising more clearly in the future. But regulators did not impose fines, and since then, records and interviews show, Proft has doubled down on his media venture by teaming with Timpone to start a new private company, Local Government Information Services, that now runs the websites and publications created by Newsinator. The publications’ emergence over the past three years has drawn a range of critics, including Proft’s political opponents in both parties as well as journalists who have worked for traditional news organizations. (FROM THE ARTICLE: Rosanna Pulido was nearly unknown in Springfield until last fall when she emerged as the strongest citizen voice opposing the city council resolution to make Springfield a “Welcoming City.” The resolution is positive, progressive and innocuous, with phrases like, “the City of Springfield is committed to continue building a neighborly and welcoming atmosphere in our community, where all are welcome, accepted and appreciated.” But to Pulido, there is nothing innocuous about opening the city’s doors to immigrants and refugees, who she equates with “illegal aliens.” Her arguments that the resolution would be a foot in the door leading to all kinds of harm, from increased crime to increased costs for public services, helped persuade aldermen to table the resolution on a 7-3 vote, with Mayor Jim Langfelder, the son of an immigrant, announcing his opposition as well. She is well known nationally for her past anti-immigrant activism in Chicago. Pulido has only recently become vocal in Springfield, where she moved three years ago. She had spent several years caring for her parents in their final years – first her mother until her death, then her father. After the death of her father, who lived in Texas, she accepted the offer of a friend for whom she had been maid of honor to stay at her home in LaSalle County while she was deciding what to do next. Pulido found peace and quiet there, then moved to Springfield. She speaks of wanting to retire, perhaps from activism, but still has some fight left, now that the national mood seems headed in her direction. “I love Donald Trump,” she says. “He’s with me on immigration. I’ve been battling that since 2003 – fighting, fighting, fighting. Now I see a ray of hope.” In 2001 a friend who was police chief helped her land a job as police dispatcher in Northfield, Illinois, a northern suburb of Chicago. She was appalled when a police detective brought in four different fake IDs, each one slightly different, from a crime suspect who had been arrested. “That opened my eyes to what was going on,” she said. Soon there was a movement to “give driver’s licenses to illegal aliens” and she became active in the fight against that. In 2005 she joined the national group the Minuteman Project in its gathering of some 1,200 volunteers on the Arizona-Mexico border for a citizens patrol to prevent Mexicans from illegally crossing into the U.S. Upon her return she organized an Illinois chapter of the Minutemen. The Minuteman Project has been called a “hate group” for its zeal in the fight against undocumented immigrants. Is it a hate group? “We’re all just regular people,” Pulido says. Over the years she’s associated with other groups accused of being hate groups, including the Federation for American Immigration Reform, for which she is now state adviser. Labeling groups as hate groups is “the way they do things now,” she says. “Everything is blown out of proportion. I’m not going to worry about it.” She then names several left-leaning groups that oppose her point of view. “They’re hate groups. They’re anti-American. They want to change America and our way of life.” Much of Pulido’s public record of controversial statements comes from her 2009 run for Congress as the Republican nominee in the special election to fill the seat vacated by Rahm Emanuel, a race she lost to Democrat Mike Quigley. The Illinois Coalition for Immigrant and Refugee Rights has listed her statements on two fact sheets titled, “The Real Hate in the Debate.” “They hate me,” she says of ICIRR. But she doesn’t deny the statements the group attributes to her, one of which is an off-color joke about gays she had posted on the internet before she began her political campaign. “I made a joke about gays,” she tells me in our interview. “I’m not perfect. I’m going to screw up. I make mistakes.” She says her joke was brought up at a campaign appearance at a gay bar. “I told them I did it, and if I offended anybody I’m sorry. The whole gay bar stood up and gave me a standing ovation.” In Chicago she accused the Catholic church of deliberately luring illegal immigrants to support Catholic social programs. “If the church succeeds in their mission, they will destroy the United States of America,” she said in testimony to an Illinois House committee. “That’s absolutely true,” she says now, while insisting she is not anti-Catholic, having attended a Catholic grade school and an all-girls Catholic high school. No longer Catholic, she is now an evangelical Christian, but she admires her father for remaining a staunch Catholic to the end. (FROM THE ARTICLE: According to her website, a possible motivation for the shooting could have been tied to her many YouTube accounts, which she says have seen a decline in viewership over the past few months. She embedded videos from the biggest YouTubers on the platform on the site, including massive creator Casey Neistat. In them, they talk about the YouTube “Ad-apocalypse” where many users are seeing massive dips in traffic, subscriber count loss, and de-monetization of videos. Neistat has more than 9,000,000 subscribers and made a famous video about the YouTube ad revenue scare for creators. It appears that Aghdam was disgruntled by the changes in the YouTube platform. She wrote on her website, “Be aware! Dictatorship exists in all countries but with different tactics! They only care for personal and short-term profits and do anything to reach their goals even by fooling simple-minded people, hiding the truth, manipulating science and everything, putting public mental and physical health at risk, abusing non-human animals, polluting the environment, destroying family values, promoting materialism and sexual degeneration in the name of freedom and turning people into programmed robots!” She goes on to quote Adolf Hitler saying, “Make the lie big, make it simple, keep saying it and eventually they will believe it.” The rest of her message targets YouTube and censorship. “There is no free speech in the real world and you will be suppressed for telling the truth that is not supported by the system. Videos of targeted users are filtered and merely relegated so that people can hardly see their videos.” Aghdam’s website shows screenshots of her “reduced” and “supressed” videos. She referred to a specific video that appeared to be an instructional video for a workout saying, “This video got age-restricted after new, close-minded YouTube employees got control of my farsi YouTube channel last year, 2016, and began filtering my videos to reduce views and suppress and discourage me from making my videos!” Feb. 20, YouTube enacted a new advertising policy that demonetized channels with less than 1,000 subscribers and 4,000 hours of watch time. Though Aghdam’s main English channel had more than 5,000 subscribers, many of her videos appeared to be demonetized.)

A budget-related document notes that until the MSPB board has a quorum—it has lacked one for more than a year although nominees for the two vacant seats recently were named—it cannot issue the kind of studies it conducts regularly into federal personnel issues. However, it gave some detail regarding reports in progress. One shows that in a survey MSPB conducted in 2016, more employees reported observing “PPPs”—which include whistleblower retaliation, various forms of discrimination, decisions not based on merit, and more—compared with a similar survey in 2010. “Notably, only 54 percent of respondents in 2016 indicated that they had observed no PPPs, compared to 78 percent in 2010,” it says. The later survey also found high rates of employees reporting that their agencies are not complying with new PPP created in 2012, that non-disclosure policies must include language stating that the policies do not reduce employee whistleblowing rights.
