(FROM THE ARTICLE: Tradition at a Crossroads  For more than 130 years, Federal civil-service employees have enjoyed legal protection from partisan politics, but in recent years the partisan standoff in Washington has led to the lapsing of the authorizations for the agencies that enforce these laws. In the case of the U.S. Merit Systems Protection Board, which polices the entire civil service system, the failure to act on a nominee made by President Obama in 2015 will mean that just a few months into Mr. Trump’s term, it is likely that board will cease to have a quorum. As a consequence of the Senate’s failure to act, the incoming President will be able to appoint two of the three MSPB members. Currently the two million plus Federal workers who report to the 4,000 political appointees selected by the President enjoy civil service protections that were first put on the books in the 1880s in homage to President James A. Garfield, who was assassinated by a disgruntled office-seeker who felt slighted that his political work for Mr. Garfield’s Republican Party had gone unrewarded with a patronage position. Mr. Garfield had been a fierce opponent of the spoils system, cracked down on corruption in the U.S. Post Office and said in his inaugural address that “the civil service can never be placed on a satisfactory basis until it is regulated by law.”  Required Merit Hiring  The Pendleton Act, passed in 1883, two years after Mr. Garfield’s death, required that Federal employees be hired on merit and selected based on the results of competitive exams they would be required to take. This was a radical departure from the patronage system that mushroomed in the first 100 years of the nation. “When Garfield was assassinated, it was sort of a galvanizing event and it made a lot of policymakers scrutinize the spoils system—and there had been dissatisfaction with it,” said James Read, the Director of Policy and Evaluation for the U.S. Merit Systems Protection Board. The MSPB is a bipartisan quasi – judicial agency that has 228 employees and an annual budget of close to $47 million. It hears, on average, several thousand cases a year brought by Federal employees who believe their treatment by superiors violated the statutes and regulations that govern the Federal workforce. With the recent budget battles that produced furloughs, a government shutdown, and budget cuts due to sequester, the number of cases swelled to 33,000 in 2013.)

Recruiters are generally highly specialized in what we do and, remember, we’re putting round pegs in round holes. If you are a square peg, it is unlikely that a round peg recruiter can help you. If you are a round peg of the wrong diameter, there are some searches you’ll be excluded from. For instance, recruiters are very rarely hired to bring in entry level employees. Because the pool of talent is generally large for these positions and recruiters are not inexpensive, most businesses choose to fill these slots through campus recruiting, advertisements and the resumes they receive unsolicited. It also means that for certain oversubscribed college fields of study like psychology, sociology, or history, graduates may never be in a position to be helped by the services of a recruiter in obtaining a job in their chosen major. Generally speaking, recruiters start being helpful to younger workers once they have two to three years of experience in a given field—but only to move to another company within that same field. So, for instance, if a candidate excels in engineering (or accounting, or marketing) at their current company, recruiters will be interested in taking them to engineering (or accounting, or marketing) roles at other companies. Recruiters are paid to find people who have specific experience. For example, marketing means marketing to a recruiter. While sales people sometimes move into marketing roles on their own, it is rare that a company will pay a recruiter to find them a sales person that they’ll hire for a marketing position. By the same token, companies use recruiters to hire client-side employees for client-side roles and agency-side people for agency roles. Employees switch on their own from agencies to clients and vice-versa all the time. It is also common for employees to move from a specific function in one industry to the same function in another industry. When using a recruiter to find an employee for a specific role, however, firms may require that the industry experience more closely match their own. You have a non-linear career path  It is very common in today’s workplace for employees—even good ones—to change jobs more frequently and switch functions and industries with greater regularity. However, companies generally won’t pay a recruiter to find somebody like that. Say I’m hired to fill the job of Chief Cook and Bottle Washer for a client. Ideally, they’d like to see somebody who had a part-time job washing bottles in high school, graduated from culinary school with a degree in cooking, and moved on to progressively more responsible positions such as Cook and Bottle Washer Assistant, Associate Cook and Bottle Washer, Cook and Bottle Washing Manager, Director of Cooking and Bottle Washing, before culminating as Vice President of Cooking and Bottle Washing. In fact, some may require that I only target those that have not only done all that but are already serving as Chief Cook and Bottle Washer at another firm. It is sometimes difficult to meet all of a client’s expectations on any given position. Depending on the nature of the job and the client, however, we do usually come remarkably close. The higher up the chain you are in your career, the more closely my clients will want you to have very specific experiences. If you’ve come to your job as Director of Cooking and Bottle Washing by a more circuitous route, the client who’s hired me to fill that job as Chief may not want to meet you.)

These “highly compensated” public servants cost Illinois taxpayers over $8 billion. We found Cook County animal-control officers making $105,000; suburban school administrators at $503,000; university doctors earning $1.3 million; and 72 small-town ‘managers’ out-earning every governor of all 50 states. This research helps explain why Illinois has a net outward migration of residents. In order to pay these exorbitant salaries, Illinois has burdensome property taxes that are driving people out of the state. Illinois also has the double dippers — 15,000 “retired” public employees who go back to work in government and acquire a second pension. There’s former Republican Gov. Jim Edgar, who took $2.25 million in salary from the University of Illinois between 2000-2013 while also receiving more than $2 million in pension from a two-term stint as governor. Former state Rep. Roger Eddy now makes $322,200 — $291,725 as executive director of Illinois Association of School Boards and $30,500 from his lawmaker’s pension. Public pay and pension envy in Illinois is real. Their differences aren’t all that stark, and they aren’t the antagonistic, argumentative bunch that some Christians peg them to be. “Because many church leaders and members have such misperceptions about them, churches often fail to reach them, or even attempt to reach them,” Thom Rainer, President and CEO of LifeWay Christian Resources, wrote on his website, referring to Christians who do not go to church. LifeWay Research conducted a study on 2,000 of these unchurched Christians in partnership with Billy Graham Center for Evangelism in Wheaton. The “unchurched,” as defined, are people who have not attended worship service in the past six months. Rainer and his team discovered five surprising truths about the unchurched. First, most of them have some church background. “Contrary to some perceptions, the great majority of unchurched have a church background. Almost two-thirds of them (62 percent) went to church regularly as a child,” he said. Next, most unchurched quit church because they got out of the habit of going to church. A number of them left the church for negative reasons, but majority simply quit because they felt like quitting. Third, one-third of the unchurched actually have plans to return to church in the future. Rainer said this is good enough reason for the church to actively invite them and get them interested. Fourth, the unchurched are actually very open to gospel conversation. “Nearly half (47 percent) would interact freely in such a conversation. Another third (31 percent) would listen actively without participating,” shared Rainer. He said it’s time that Christians stop using the “poor excuse” that the unchurched aren’t really interested in gospel conversations, because in reality, it is the church members themselves who are not interested in initiating gospel conversations. Lastly, Rainer said if Christians invite the unchurched to attend worship services, they will definitely come. “Among the unchurched, 55 percent said they would attend church if invited by a family member. And 51 percent said they would attend church if invited by a friend or neighbor. These numbers are staggering. The opportunities are incredible.” Rainer said this is an incredible opportunity that the church must take, wondering just how many will even seize this God-given moment.)

More than 90 percent of Americans born in 1940 earned more than their parents, but only 50 percent of those born in 1980 will, according to the Equality of Opportunity Project. And while the loss of wealth after the Great Recession was steepest for minority families, it was steep for whites, too. A report by the Social Science Research Council estimates that black families will have 40 percent less wealth by 2031 because of the Great Recession. It also estimates that white families will have 31 percent less. That is better. It is still bad. Nobody I worked with had the luxury of my aerial view. They had high school diplomas and uncertain futures, and no easy explanation for why the dream didn’t work out for them. If being white made life so much easier, the thinking seemed to go, why was it still so hard? The ready-made answers that are front and center in our culture — a rigged system, new workers taking jobs, corrupt politicians — are a big part of what put Donald J. Trump in office. At its ugliest, whites’ resentment is channeled along race lines, often toward groups that many white people believe compete against them for resources — or don’t deserve resources at all. Grappling with this idea of who deserves benefits is a longstanding, difficult conversation. But the anxiety over economic competition is easier to answer. Working-class whites aren’t losing out because other groups are taking limited resources. They, along with the minority workers who the Economic Policy Institute says constitute about 40 percent of the working class, are facing uncertainty because of structural economic change. That ranges from the decline of unions and manufacturing to the rise of an urban service economy. Collectively, this translates to lower wages for working people, while the fruits of economic growth accrue at the top.)
