(FROM THE ARTICLE: Say goodbye to most deductions. Almost all itemized deductions are going away, except for three. The final House bill keeps the deductions for charitable donations, property taxes up to $10,000 a year and the mortgage interest deduction. The mortgage interest deduction would be capped at $500,000 for mortgages (down from $1 million now). About 30 percent of filers itemize. Most of the people who itemize claim the state and local tax deduction (SALT) where they deduct their state and local sales, income and property taxes. Under the House bill, only the property deduction would remain. This hurts people living in high-tax (and often blue) states like New Jersey, New York and California. Several GOP representatives from these states plan to vote no on the bill in protest. The adoption credit stays. The 401(k) exemption stays. But .?.?.Say goodbye to the tax credits for plug-in motor vehicles. It gets repealed in 2018. Say goodbye to the deduction for medical expenses. It goes away in 2018. Say goodbye to being able to write off the costs of your tax preparer. That goes away in 2018. Say goodbye to the deduction for moving expenses. It goes away in 2018, except for members of the military. Say goodbye to most tax benefits for college. At the moment, low and middle income Americans can deduct up to $2,500 a year in student loan interest. That benefit would go away in 2018. In addition, grad students who get tuition waivers because they teach or do research would now have to pay income tax on the waiver, a big change. For students currently in school, the American Opportunity Tax Credit would remain, which allows a $2,000 credit for higher education expenses. Say goodbye to the deduction for theft or loss of valuables. Right now people can write a lot of their losses off on their taxes, but that would be gone in 2018. The one exemption is losses for a natural disaster such as Hurricane Harvey. Those would stay.)

The highest salary in Chicago went to aviation commissioner Ginger Evans, a woman who brought in $400,000 in 2016. But the next 14 best-compensated employees were all men. The amount of money brought in by the highest paid men dwarfed the amount paid to women. “The 88 top-earning males made $17.5 million while the females earned $2.5 million,” Andrzejewski found. Andrzejewski’s study found that gender pay disparities were common at all levels of government and in the offices of politicians from both sides of the aisle. He suggests that politicians should stop directing criticism at the private sector and address the inequality that exists in their own show. “More than 50 years after American women began entering the workforce in droves during the feminist movement of the 1960s, allegations of gender inequality in the workplace still make the news,” Andrzejewski said. “Typically, the story stars a politician castigating the private sector. “Our study shows that government is one of the worst offenders when it comes to the gender gap. Illinois’ financial crisis may significantly worsen if there are efforts to roll back that increase. At a time when schools and municipalities are struggling to meet their budgets, the public will be clamoring for them to do with even less. Similarly, the cap on mortgage interest and property tax deductions will have a smothering effect on Illinois real estate, especially for those who own homes in areas that are heavily taxed, or where home values have dramatically increased. Retirees who have lived in the same home for decades may suddenly discover that their property is much less desirable to prospective buyers. There is also the sobering reality that this bill will add $1.5 trillion to the national debt over the next ten years, and in spite of the fuzzy math that supporters are using to sell this bill, it still flies in the face of the rhetoric Republican lawmakers have been spouting for the past decade. The prospect of future tax hikes appears to have propelled an exodus of high earners from Illinois, which has a relatively low and flat 4.99% income tax. Democrats raised the rate from 3% in 2010, but the tax hike lapsed in 2015 after Bruce Rauner became Governor. House Speaker Michael Madigan finally this summer secured GOP legislative support to override the Governor’s veto and reinstate the higher rate. But the tax increase won’t raise enough money to finance the state’s $250 billion unfunded pension liability, and the long-time goal of unions has been to enact a graduated income tax. The affluent know they’ll get soaked eventually and are seeking shelter. Top earners made up 47% of Illinois’s income flight in 2015 compared to 33% four years earlier. Income taxes from the 306 Cook County denizens who decamped to Palm Beach in 2015 with $258 million of income could have paid 200 teacher salaries. Alas. This millionaires’ diaspora has harmed income and economic growth. Real GDP between 2011 and 2016 grew annually at a paltry 0.2% in Connecticut, 1% in Illinois and 1.2% in New Jersey, according to the Bureau of Economic Analysis. These states were the slowest growing in their respective geographic regions, though other high tax states in the Northeast didn’t fare much better. As a result, revenues have repeatedly fallen short of projections in New Jersey, Illinois and Connecticut while budget deficits have ballooned. Democratic lawmakers have cut public services and funds to local governments, which have responded by raising property taxes. The Tax Foundation says New Jersey, Connecticut, Vermont, New York and Illinois have the highest property taxes in the country. Over the last two years, the average Chicago homeowner’s property taxes have risen by roughly $1,000. Higher property taxes hit middle-class earners especially hard and are another incentive to leave a state.)
