(FROM THE EDITORIAL: The tollway, managed by a board of supervisors appointed by the governor, has long been criticized as a body with too much patronage and too little responsiveness to the hundreds of thousands of us who travel its roadways every day. The tollway’s defenders are not helped by the types of activities our transportation expert Marni Pyke has uncovered. These include a $157 million contract that went to a company that has contributed to two board members’ charities and employs the daughter of the tollway board chairman; the hiring of the Republican House minority leader’s sister-in-law for an engineering management position even though she had no engineering experience; hiring three public relations companies for various projects despite having its own in-house PR team; and including among those three deals a $6.6 million subcontract with a communications company whose CEO is married to a GOP Chicago lawmaker. Tollway leaders suggest each of these cases is isolated by specific circumstances, and they repeated them at a state Senate hearing in Chicago last summer. What they don’t seem to understand is that at some point an accumulation of isolated circumstances adds up to a trend. And the trend that appears to be developing here is that Republican political connections helped get jobs and contracts for those doing business with a tollway board put in place by a Republican governor. The absolute worst response that could follow is that a year from now Pyke finds herself reporting on how Democratic political connections are helping get jobs and contracts for those doing business with a tollway board put in place by a Democratic governor.)

It includes hundreds of plan choices throughout the U.S. — far more than even the largest private employers. Many plan options also have broad networks of providers, often nationwide. So finding coverage for specialists and out-of-network services isn’t as tough a problem for judges as it can be in the often narrow networks ACA enrollees rely on. And federal employees have the option of keeping their coverage into retirement, unlike many private employer plans. Still, the insurance isn’t as comprehensive as one might imagine a federal judge or Supreme Court justice would get. Unlike the so-called Cadillac plans that top corporate executives often enjoy that fully cover a host of health care expenses, the federal plans have deductibles, premium costs, co-pays and other out-of-pocket expenses. Like any employer offering health insurance, the federal government pays a good portion of employees’ premiums. Except for some negotiated union contracts with postal workers, the feds generally pay about 72 percent of premium costs. But that’s less than the average 80 percent that private sector employers kick in. Even judges pay premiums That means judges who opt into the system pay premiums, just like the rest of us. They may even pay a bit more than the average private-sector employee. In addition, depending on what type of plan judges pick, like private-sector employees they may have high deductibles or high co-insurance for certain services. As in the marketplaces, it’s all about what plan they choose.)

The Democrats already are rolling out plans for higher taxes, more gambling, legalized dope and additional borrowing, particularly if it’s the risky pension bond-sale variety. Mayor Rahm Emanuel called for a change to the Illinois Constitution’s pension clause to control pension costs. But the most likely action at the city and state levels will be can-kicking and borrowing — exactly what got us here.)

Allowing poor migrants to flood across the southern border forces taxpayers to toil longer and pay more taxes to feed and house them, accommodate their children in public schools and pay for their medical care. Americans are already maxed out caring for our own needy, including the homeless sprawled on city streets. This nation has some 40 million people in poverty, one out of every eight people and one of every six children. That’s far higher than the share of people living in poverty in Canada or the UK. Our country doesn’t need to import more poverty. For the same reason, Trump is proposing that only legal immigrants who can support themselves without government handouts be granted green cards. Mayor Bill de Blasio blasted Trump’s proposal as “un-American.” Gov. Andrew Cuomo said “the plan is ugly, it is cruel.” Really? Why should Americans be compelled to provide a safety net for throngs pressing to get into the country? Milton Friedman warned two decades ago that America can have open borders or a generous welfare system but not both. Open borders boost a growing economy by providing a source of labor. But that works only so long as immigrants are barred from government benefits. Trump is tightening regulations under a longstanding law, on the books since 1882, that bars immigrants likely to need government benefits from obtaining permanent status. Starting with President Bill Clinton, the law has been applied so laxly that almost no one is denied a green card for that reason. A staggering 63 percent of households headed by a noncitizen depend on Medicaid, food stamps, housing assistance or in some cases all of these taxpayer-funded programs, according to a December 2018 analysis of census data by the restrictionist Center for Immigration Studies. That figure is almost double what it is for households headed by American-born citizens. Right now, newly arrived legal immigrants who earn little or nothing are eligible for fully subsidized ObamaCare plans, with taxpayers footing the entire bill, even for copays and deductibles. And 6.8 million children of immigrants are enrolled in Medicaid, according to the Urban Institute. Meanwhile, millions of American-born taxpayers who fund this giveaway to newcomers are going without insurance themselves, because they can’t afford it. That doesn’t jibe with the ideal that a democracy’s first duty is to protect its own citizens. Don’t expect the American public to buy into open borders and handouts for all comers. All Americans have to do is look across the Atlantic to see the disastrous results of that policy.)
