(FROM THE ARTICLE: He says that, in some areas, a new teacher with a master’s degree might earn only $27,000 per year. “If you look in the private sector or the nonprofit sector, workers with master’s degrees in the state, the average for them is an earning of about $103,000,” Montgomery said. “So that’s a massive gap here.”)

FED SMITH
— Poll: Majority of Americans Think It’s Too Difficult to Fire Poor Performing Federal Employees – Ian Smith (DIERSEN: According to my critics/opponents, their operatives, and their dupes, my Democrat superiors in the federal government took the following adverse actions against me because I was a “poor performing federal employee” and even worse things, and NOT because of political affiliation discrimination, reverse discrimination, or age discrimination: My Democrat GAO superiors forced me to retire in 1997 when I was 49 years old, gave me unfair performance expectations and appraisals, always ranked me in the bottom half of my coworkers for pay-for-performance purposes, did not promote me beyond GS-13, got rid of my mentor in 1987, kept me off audits of IRS for all but 3 of the almost 18 years that I worked for GAO, and forced me to take an $19,203 pay cut in today’s dollars to transfer from IRS to GAO in 1980. My Democrat IRS superiors did not promote me beyond GS-12, disallowed my education deductions in 1978, got rid of my mentor in 1975, and disallowed my partial day per diem claims in 1974. My Democrat Post Office superiors forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968. Needless-to-say, I should sue my critics/opponents, their operatives, and their dupes.)

— Federal employee volunteer hours can now go toward Combined Federal Campaign – Eric White (DIERSEN: While I was a federal employee for almost 30 years, I spent many “volunteer hours” earning a) a job-related bachelor’s degree when I was 21 in 1970 and job-related master’s degrees when I was 27, 31, and 48 and b) job-related professional certifications when I was 30 and 32.)
https://federalnewsradio.com/federal-newscast/2018/06/federal-employee-volunteer-hours-can-now-go-toward-combined-federal-campaign/

(FROM THE ARTICLE: The Office of Personnel Management has offered new guidance to help employees convert their volunteer hours to credit for the Combined Federal Campaign (CFC). The CFC will monetize volunteer hours and count them toward campaign results. But it will report them separately from financial contributions. Federal employees should use the CFC online pledging system to track volunteer hours.)

GOPUSA ILLINOIS
— Do you favor or oppose my reporting the names of Republican candidates, elected officials, and party leaders who speak at and/or attend Republican events in Wheaton, in Milton Township, and in DuPage County? If you favor my doing that, please let the following know that:

DuPage County Republican Central Committee (DCRCC) Chairman Brian Krajewski, DCRCC Secretary Paul Hinds, Milton Township Republican Central Committee Chairman Chris LeVan, the eight other Republican township party chairmen in DuPage County, and Republican candidates on November 6, 2018 ballots including Peter Roskam, Bruce Rauner and Evelyn Sanguinetti, Erika Harold, Jason Helland, Darlene Senger, Jim Dodge, Mike Connelly, Chris Nybo, Amy Grant, Peter Breen, Darlene Ruscitti, Dan Cronin, James Mendrick, Paul Hinds, Gwen Henry, Grant Eckhoff, Chris Zaruba, Joseph Cantore, Karen Wilson, and Jeff Mackay.

My critics/opponents have always vehemently opposed my reporting on political events, and especially my reporting who attends them. Should I attend and report on DCRCC’s Lincoln Day Diner with George P. Bush this Wednesday evening in Oak Brook and suffer the punishment that my critics/opponents will heap on me? My critics/opponents do not want me to know about their events or other activities, do not want me to promote their events or other activities, do not want me to attend their events, and do not want me to report on their events or other activities. At best, they paint me as being “too conservative, that is, that I support too many planks in the Illinois Republican Party platform. They focus on destroying those like me who they cannot manipulate/dominate.

https://www.westernjournal.com/facebook-replacing-trending-news-with-pre-approved-publishers/
(FROM THE ARTICLE: In its Friday announcement, Facebook unveiled plans to help users stay informed by testing out a new “Breaking News” label on select news stories. The company has pre-approved 80 “trustworthy and quality” publishers from across the globe to test the feature on their posts in the News Feed. “So we’re exploring new ways to help people stay informed about timely, breaking news that matters to them, while making sure the news they see on Facebook is from trustworthy and quality sources,” Alex Hardiman, Facebook’s head of news products, wrote in the news release. In short, the subtle change will allow news organizations to help users to stay informed about the news they care about most — as long as it’s from one of the organizations Facebook has chosen. While the full list of the 80 publishers currently involved in the test has not been made public, those who have reported their involvement include The Washington Post, ABC News, Recode, The Verge and Vox. In the announcement, Facebook did not disclose the criteria used to choose the 80 publishers, nor did the company reveal whether or not more publishers will be added in the future. “People tell us they want to stay informed about what is happening around them,” Hardiman’s announcement concluded. “We are committed to ensuring the news that people see on Facebook is high quality, and we’re investing in ways to better draw attention to breaking news when it matters most.” Facebook has greatly reduced the distribution of our stories in our readers’ newsfeeds and is instead promoting mainstream media sources. When you share to your friends, however, you greatly help distribute our content. Please take a moment and consider sharing this article with your friends and family. Thank you.)

FREEDOM’S JOURNAL

https://freedomsjournalinstitute.org/latest-news/opinion/everyday-racism-2/
(FROM THE ARTICLE: Sometime during the month of April, I was contacted by WGN and asked to be interviewed for a segment they were doing on Everyday Racism. I was told that WGN wanted another point of view. At that point, I should have asked about the point of view to which WGN was seeking an alternative. I might have learned that a particular narrative was being proffered, and anything expressed contrary to that narrative was not going to be fully or fairly treated. I agreed to do the interview not really knowing much about the segment or how long it would be. WGN reporter Gaynor Hall interviewed me for about a half hour. She asked me questions about my background, my politics, and my experiences with racism. I answered all her questions as my wife listened. I also made it clear that I see the world through a biblical worldview. What I mean by that is we are all sinners, and racism is a sin. It is part of our human nature that can’t be legislated away. Racism is an inward thought about the inferiority of other races or harboring negative stereotypes of those races. The overt act, which I said we must be more concerned about, is discrimination. I also mentioned that racism is a secular construct that is not evidenced in Scripture. There is only one race—the human race.)

Because I have always been a Republican, were it not for federal civil service protections, a) the Post Office would NOT have hired me in 1966 or let me work there for almost 3 years, b) IRS would NOT have hired me in 1971 or let me work there for almost 9 years, c) IRS would NOT have promoted me in 1972, 1973, or 1974, d) GAO would NOT have hired me in 1980 or let me work there for almost 18 years, and e) GAO would NOT have promoted me in 1986.)
http://thehill.com/opinion/finance/390358-impartial-advisers-could-help-trump-restore-civil-service-accountability
(FROM THE ARTICLE: Contrary to perceived wisdom about the sanctity of job protection, civil servants did not have tenure until the 1960s. Civil service was designed as a system of neutral hiring; it defanged the spoils system by eliminating political hiring of the rank-and-file. “If the front door [is] properly tended,” as a civil service reformer put it, “the back door [will] take care of itself.” The only protections against termination were a) to guard against politically-motivated firings (the Lloyd-LaFollette Act of 1912) and b) to protect quasi-judicial officers from executive meddling (the 1935 Humphrey’s Executor decision). Otherwise, as the leading Supreme Court decision held, the president had “the exclusive and illimitable power of removal” of executive branch employees. This all changed in 1963 when, as a payback for public union support, President John F. Kennedy in Executive Order 10988 authorized collective bargaining. Congress in 1978 then imposed collective bargaining upon the president as a statutory obligation. The Supreme Court never has been asked to rule on whether Congress had constitutional authority under Article II — which states, “The executive power shall be vested in a President” — to effectively remove executive power over personnel performance. An attorney general’s opinion at the time of original civil service reform stated that Congress could not so restrict the president’s authority. The harm of unaccountable civil service is not lots of shiftless people, but an enervated public culture. No accountability corrodes the spirit of organizations because it eliminates the trust that co-workers will do their share. Energy fades as it becomes clear that it doesn’t matter what you or anyone does. Without accountability, the only other tool for managing personnel is dense rulebooks, so suffocating bureaucracy is layered on top an already-dispirited workplace. By making civil servants “virtually impregnable” to accountability, Congress might as well have put nerve gas into public offices. It didn’t take long for the nerve gas to take effect. A 1989 report by the Volcker Commission on Civil Service found a “quiet crisis” in federal civil service, characterized by “an erosion of performance and morale.” The commission found that seven of 10 federal employees who witnessed fraud, abuse or waste did not even bother to report what they saw. A second Volcker Commission in 2003 found deep resentment at “the protections provided to those poor performers among them who impede their own work and drag down the reputation of all government workers.” The original idea of civil service remains valid — to create a “merit system” where civil servants are hired and retained based of performance. But the current system, as the Partnership for Public Service has concluded, is “a relic of a bygone era.” Attracting good people requires giving them real responsibility, not making them clerks on a bureaucratic assembly line. No one will give officials responsibility, however, unless they can be accountable if they abuse it. Distrust is the main hurdle to reforming civil service. Personnel decisions require judgment, not objective proof. How do you prove who doesn’t work hard, or isn’t cooperative with co-workers, or is mean-spirited? Someone must make those decisions, and Trump’s appointees are unlikely to be trusted. Union officials defend current procedures as being “just a matter of due process.” But due process is an impenetrable barrier because it puts the burden on the supervisor. Can you prove that this person is so much worse than anyone else? In a public service that aspires to A’s, due process protects people who get D’s and F’s. Our quandary is this: No president until Trump has been willing to take on public unions, but Trump lacks the trust to achieve the bold civil service overhaul that’s needed. How do we square this circle?)

That share, known as the labor force participation rate, generally has been falling for years as Baby Boomers retire. Also, many men ages 25 to 54 remain outside the workforce as a result of the opioid crisis and the loss of manufacturing and construction jobs during and after the recession of 2007-09. In other words, many people aren’t officially considered unemployed because they’re not actively looking, although they really would like jobs. “You’re able to pull (the unemployment rate) down because you don’t have as many people participating,” says Diane Swonk, chief economist of Grant Thornton.)

(FROM THE ARTICLE: Wow! Sneed was surprised not to see a mention of legendary conservative maven Phyllis Schlafly when Illinois permitted ratification of the Equal Rights Amendment last week. In all due respect, Schlafly must have been turning over in her grave. Who was Schlafly? Dubbed the first lady of the conservative movement, Schlafly was credited by some historians as the reason the ERA failed to pass in Illinois! The ERA Amendment lost steam in the late 1970s because of the work of Schlafly’s “volunteer brigades,” who were known to cajole legislators with apple pies. As the nation’s most famous anti-feminist during the rebirth of the Women’s Liberation Movement decades — she was also the president of the Illinois Federation of Republican Women from 1956 to 1964. She wore her hair up, she did not burn her bra, and you just knew she wore a girdle. For a journalist in the late ’60s and ’70s, Schlafly’s name was in your Rolodex. When Schlafly died in 2016, at the age of 92, her New York Times obit described her as being one of the most polarizing figures in American public life, a self-described housewife with “a moral ferocity reminiscent of the ax-wielding prohibitionist Carry Nation.” She was a remarkable woman who, thank goodness, did not get the last word in the ongoing fight for a woman’s equal rights.)

(FROM THE ARTICLE: These media methods have obvious appeal: Politicians can appear accessible but remain insulated from the press. They are also not altogether new. President Trump eschewed traditional television advertising during the 2016 campaign and can now overshadow even his own party’s message at the drop of a tweet. And many politicians have long made a practice of ducking reporters. Yet several factors have converged to elevate the practice: Fake news and false information about politics have proliferated; the public’s trust in the mainstream media is low; and social media platforms make unfiltered messaging easier than ever. As a result, there is a new urgency among politicians to deliver talking points directly. Some two-thirds of Americans get at least some of their news on social media, according to a recent Pew Research Center report. “Bernie and others are trying to find other ways that they can more directly connect with people,” said Guy Cecil, the chairman of Priorities USA, a Democratic “super PAC.” Many politicians blame the news media for the shift, claiming dishonest coverage has left them no other choice.)

(FROM THE ARTICLE: The language was added when Vice President Mike Pence was governor. But it is omitted from the latest draft of Indiana Republican Party’s platform. Delegates will be able to vote on the platform when they meet in Evansville next weekend. GOP Chairman Kyle Hupfer tells the Fort Wayne Journal Gazette that the new draft is a “compromise” that includes language that is inclusive. He says the party’s goal was “to try not to offend anyone.” Not everyone is happy with the proposed change. Micah Clark, executive director of the socially conservative American Family Association of Indiana, called it a “weak statement” that was “pure mush.”)

AMERICAN THINKER
— Affirmative action in the control tower – Willie Shields (DIERSEN: I should write a book about Affirmative Action at GAO, at IRS, and at the Post Office.)
https://www.americanthinker.com/blog/2018/06/affirmative_action_in_the_control_tower.html
(FROM THE ARTICLE: I don’t fly. When folks ask me why, the short answer is that I know too much: I’m a former FAA air traffic controller. It’s been recently reported that the FAA is now actively recruiting new trainees to work in the towers and control rooms directing airplanes and that the criteria they now utilize to screen applicants is a curiously absurd “biographical questionnaire.” Jason L. Riley in the Wall Street Journal: “A recently completed six-month investigation by Fox Business Network found that the Federal Aviation Administration has quietly moved away from merit-based hiring criteria in order to increase the number of women and minorities who staff airport control towers. The changes come despite the fact that the FAA’s own internal reports describe the evidence for changing the hiring process as “weak.” Until 2013, the FAA gave hiring preference to controller applicants who earned a degree from one of its Collegiate Training Initiative schools and scored high enough on an eight-hour screening test called the Air Traffic Selection and Training exam, or AT-SAT, which measures cognitive skills. The Obama administration, however, determined that the process excluded too many from minority groups. In May 2013, the FAA’s civil rights administrator issued “barrier analyses” of the agency’s employment procedures, which recommended “revising how the AT-SAT is used in establishing best-qualified lists.” By the start of last year, the FAA was using a biographical questionnaire (BQ) to initially vet potential hires. The questions – “How many sports did you play in high school?”, “What has been the major cause of your failures?” – seem designed to elicit stories of personal disadvantage or family hardship rather than determine success on the job.” I can tell you with absolute certainty that the FAA Air Traffic Control Division has been down with the affirmative action program for a long time. The PATCO controllers’ strike during the summer of 1981 seemingly gave the “fire whitey” gang the opening they craved. There was one problem. The air traffic system needed to get back up and running smoothly, and especially safely, so that Ronald Reagan’s mass firing would look reasonable. So they quickly hired aviation-experienced people, including pilots and experienced military air traffic controllers. I was one of them. Granted, some of these well qualified new guys were black, but no one would look upon this new controller work force and call it a model of so-called diversity. The big push for hiring other than pale males would have to wait. Safety first, as it were. A few things happened in the next few years. First, the FAA stopped reporting aviation incidents, including near mid-air collisions and runway incursions. When safety incidents are under-reported or deceitfully downgraded, the system starts to look like perfection, and the FAA will gladly report, as it frequently does, that it is “The Safest System In The World.” These people want the flying public to skate out onto the ice, even as they are lying about how thin the ice is, and while we are at it, how warm it is today.)

Two of the Democrats — Mr. Villaraigosa and Gavin Newsom, the lieutenant governor — were involved in high-profile affairs while they were in public office in the mid-2000s, episodes that have been raised against them during a candidate debate and in a handful of advertisements at a time of heightened awareness of sexual misconduct.)

While I worked for the federal government 1966-1969 and 1971-1997, most, and at times, virtually all of my superiors, supervisors, coworkers, and subordinates were veterans. All during the almost 18 years that I worked for GAO 1980-1997, the agency downsized. All during those almost 18 years, GAO’s employees who were veterans were specifically protected from suffering the adverse impact of that downsizing. If I had been a veteran, GAO could not and would not have forced me to take its early retirement “offer” in 1997.)

In Hillary Clinton’s case, the former secretary of state never had a chance to be drafted, so that was an easy one in 2016. Donald Trump, on the other hand, was certainly of draft age during Vietnam yet never served in the war. Upon further investigation, it turned out Trump, who’s mocked the record of U.S. war heroes, avoided combat because of a weakness in his foot. Trump is not alone when it comes to politicians and other self-proclaimed patriots who dodged military service. Here are eight other famous Americans who received draft deferments, including one former president. . .John Wayne. . .Dick Chaney. . .Mitt Romney. . .Bill Clinton. . .Rudy Giuliani. . .Rush Limbaugh. . .Ted Nugent. . .Bill O’Reilly. . .Donald Trump)

Grievances and arbitrations—which unions use to defend workers—would cover fewer issues and would cover “misconduct or unacceptable performance,” Trump’s orders say. His edicts left those terms undefined. And workers could not file grievances if bosses denied them regular pay raises Congress passed, bonuses they earned, or both. “These executive orders are a direct assault on the legal rights and protections Congress has specifically guaranteed to the 2 million public-sector employees across the country who work for the federal government,” Cox added. “This administration seems hell-bent on replacing a civil service that works for all taxpayers with a political service that serves at its whim.” In a later hasty press call after Trump’s original announcement, Cox added, “This is basically an attempt to make federal employees ‘at will’ employees so you can hire whoever voted for you and put on your bumper sticker during the last election.” He also said Trump is yanking protection from whistleblowers while shielding corrupt managers who play favorites. “The executive orders indicate an administration threatened by workers with rights,” NTEU President Reardon said. “The truth is these orders will disrupt the work-places of every agency, add red tape and impede the quality work taxpayers expect and deserve.”)

— Fatalities linked to ‘drugged’ driving keep rising – Mary Wisniewski
http://www.chicagotribune.com/news/ct-biz-drugged-driving-20180530-story.html
(FROM THE ARTICLE: A growing percentage of drivers who die in road crashes test positive for drugs, and states need to do a better job of educating the general public and law enforcement on the risks of driving while on marijuana, opioids and other substances, according to a new report. The Governors Highway Safety Association, a national nonprofit safety group, said in a report released Thursday that almost 44 percent of fatally injured drivers tested positive for drugs in 2016, the most recent year available, up from almost 28 percent in 2006. Meanwhile, the percentage of drivers killed in crashes who tested positive for alcohol dropped slightly to 38 percent in 2016 compared with 41 percent in 2006, the study found. Drunken driving has become socially unacceptable, and the same thing needs to happen with other substances, said Jim Hedlund, a former National Highway Traffic Safety Administration official who wrote the report. “The message has been out on drunk driving for 40 years now, and people have paid attention,” Hedlund said. “There’s a real social change that says it’s not acceptable to have two six-packs and go out and drive. The slogan years ago was: ‘Let’s have one for road.’ Now it’s: ‘Who’s the designated driver?’ I’d like to see the same thing for drugs.” A mix of substances were also found among drivers killed in fatal crashes. When test results for both alcohol and drugs were known, 49 percent of alcohol-positive drivers also had drugs in their systems. The report points to the challenges in tackling drug-impaired driving, including a lack of nationally accepted testing methods for drug impairment, the large number of drugs to test for and differences in effects between different drugs and drivers.)

https://www.westernjournal.com/dick-morris-trump-flushes-out-swamp-with-civil-service-exec-orders/
(FROM THE ARTICLE: And most importantly, the standards for dismissing, removing or demoting public employees are going to be changed to make these procedures easier. It now takes between six months and a year to remove a tenured federal employee for poor performance and an additional eight months to handle appeals. That makes tenured federal employees forty-four times less likely to get laid off than workers in the private sector. Under this flawed system, federal employees have stayed on the job after they have been caught stealing agency property or running personal businesses from work, and even after they have been arrested for using drugs during lunch breaks. These people need to go. But there is one more step Trump must take: banning IRS labor unions. We do not permit employees of the FBI, CIA, NSA or other such agencies to form or join unions. IRS employees, however, belong to the all-powerful Treasury Employees Union, whose contract grants them a substantial role in the management of this all-powerful agency.)

On May 9, 2018, the GAO General Counsel Thomas Armstrong sent a letter to White House Counsel Donald McGahn expressing concern that the National Security Council and McGhan’s offices repeatedly refused to engage with GAO staff over the course of their investigations. “Over the past year, GAO has requested information and meetings when preparing reports on topics clearly involving White House interests and expertise. These reports concern such diverse topics as the role of the NSC in the coordination of conflict prevention, mitigation and stabilization efforts abroad; Inspector General vacancies; and the cost of presidential travel and security related measures,” Armstrong wrote.)

My critics/opponents, their operatives, and their dupes side with my Democrat GAO superiors who forced me to take their early retirement “offer” in 1997 when I was 49 years old. I should write a book about my critics/opponents, their operatives, and their dupes.)

(FROM THE ARTICLE: But Sen. Chris Van Hollen, D-Md., said the executive orders, including the one expediting discipline and firing, erode federal employees’ due process protections. “Rather than improving government efficiency, these executive orders will make it harder to resolve workplace disputes; report waste, fraud and abuse; and ensure a fair and safe workplace for federal employees,” he said. “Instead of trying to erode the rights of federal employees and whistleblowers, the administration should focus on the abuses of Cabinet officials taking charter and first class flights and buying $31,000 dining sets and $43,000 soundproof booths.”)
