Both parents died while Graham was in his early 20s, and he helped care for his younger sister, Darline Graham Nordone. Graham earned undergraduate and law degrees from the University of South Carolina. He joined the Air Force as a military lawyer and continued to serve in the South Carolina Air National Guard and Air Force Reserve, eventually retiring as a colonel. After I earned an MBA when I was 27 in 1976, after I passed the CPA examination on my first attempt when I was 30, after I almost completed the requirements for a master’s degree in accounting, and after I had worked for IRS for almost 9 years, I transferred from IRS to GAO when I was 31. To waste my GAO career and to get rid of me, my Democrat GAO superiors outrageously/disgustingly/falsely/unethically hinted/implied/argued/shouted that the only reason why I transferred and the only reason why I asked to be assigned to audits of IRS was that I wanted to get power to punish my IRS superiors who had a) disallowed my travel vouchers in 1974, b) disallowed my education deductions in 1978, and c) failed/refused to promote me beyond GS-12. They used that to keep me off audits of IRS until I was 37 and then again after I turned 40 and for the rest of me GAO career. Of course, I never asked to be assigned to audits that involved my IRS superiors who had taken the aforesaid adverse actions against me. I stressed that my knowledge of IRS would help me contribute more to GAO’s audits of IRS. I stressed that I was under seven codes of ethics because I had been CPA since I was 30, a Certified Internal Auditor since I was 32, a licensed CPA since I was 32, a Certified Fraud Examiner since I was 41, a Certified Government Financial Manager since I was 45, a Certified Financial Services Auditor since I was 47, and a Forensic Accountant since I was 48.
