But that number hides a perplexing anomaly: The percentage of men who are neither working nor looking for work has risen substantially over the past several decades. The issue, in economist’s jargon, is labor force participation. When the Bureau of Labor Statistics surveys households, every adult is put into one of three categories. Those who have a job are employed. Those who are not working but are searching for a job are unemployed. Those who are neither working nor looking for work are counted as out of the labor force. This last group is ignored when calculating the unemployment rate. The presumption is that if a person without a job isn’t looking for one, then he or she doesn’t want one, and the joblessness is not a problem. But is that really accurate? The data show some striking changes over time. Among women, the share out of the labor force has fallen from 66 percent in 1950 to 43 percent today. That is not surprising in light of changing social norms and the greater career opportunities now open to women. Men, however, exhibit the opposite long-term trend. In 1950, 14 percent of men were out of the labor force. Today, that figure stands at 31 percent. Some of this change is easy to explain. People now spend more years in school, delaying their start of work. In addition, as life expectancy rises, people have longer retirements. A man retiring at age 65 in 1950 could expect to live another 13 years. Today, a man retiring at that age has an average retirement of 18 years. Yet schooling and retirement explain only part of what has occurred. Consider prime-age men, those from the ages of 25 to 54. These men are generally well past their schooling and well before their retirement. Yet this group has also been exiting the labor force. In 1950, only 4 percent of prime-age men were not working or looking for work. Today, that figure is 11 percent.)

Denise Rotheimer said Monday she filed a complaint with Illinois’ Attorney Registration and Disciplinary Commission against several high-ranking lawmakers, including state Senate President John Cullerton, D-Chicago, and House Speaker Michael Madigan, D-Chicago. Rotheimer also filed complaints against lawmakers who are attorneys on the Legislative Ethics Commission and against the special legislative inspector general. The ARDC was established by the Illinois Supreme Court to “promote and protect the integrity of the legal profession.” The Illinois Supreme Court has the authority to disbar attorneys. The complaints stem from the nearly three year vacancy for the legislative inspector general position. The inspector general is responsible for investigating allegations of lawmaker wrongdoing. (FROM THE ARTICLE: The Pew Research Center is out with a fascinating poll on “news fatigue.” The poll finds: “Almost seven-in-ten Americans (68%) feel worn out by the amount of news there is these days, compared with only three-in-ten who say they like the amount of news they get,” according to the report. “The portion expressing feelings of information overload is in line with how Americans felt during the 2016 presidential election, when a majority expressed feelings of exhaustion from election coverage.” On one hand, this is understandable given the constant drumbeat of scandal and outrage. On the other hand, no one forces Americans to watch or read the news. It is a choice whether to consume it or not, and judging from those stunning poll results (e.g. only 43 percent polled last year could name a single Supreme Court justice), many people do a fine job of being uninformed. Nevertheless, to the degree one attempts to be a diligent citizen, it seems to many that they are drinking out of the proverbial firehose. Looking a little closer, we see an interesting phenomenon. Distaste for President Donald Trump — and perhaps glee at his failures — makes Democrats more eager to ingest as much news as they can. “While majorities of both Republicans and Democrats express news fatigue, Republicans are feeling it more,” according the Pew’s findings. “Roughly three-quarters (77%) of Republicans and Republican-leaning independents feel worn out over how much news there is, compared with about six-in-ten Democrats and Democratic-leaning independents (61%). This elevated fatigue among Republicans tracks with them having less enthusiasm than Democrats for the 2018 elections. The lack of interest in the news and in the election suggests that an outsize segment of Republicans don’t want to hear that much about, or take stock of, the president and Congress they elected. Yes, we can sympathize that it is stressful to see someone you were warned not to vote for display just about every rotten trait you chose to overlook during the campaign (e.g. dishonesty, vulgarity, racism). Ironically, the less-informed people feel the most overwhelmed, even if they don’t actually consume a whole lot of news. (“While a majority of those who follow the news most of the time (62%) are feeling worn out by the news, a substantially higher portion (78%) of those who less frequently get news say they are fatigued by the amount of it that they see.”) There may be a strong segment of the electorate that is trying to hide from the news — but just can’t. The demographic groups that most strongly supported Trump are now the most exhausted by the news. “Some demographic groups — most notably white Americans — are more likely than others to feel exhausted by the news,” the poll finds. “Nearly three-quarters (73%) of white Americans express fatigue with the amount of news, much higher than among both Hispanic (55%) and black Americans (55%). Women are also somewhat more likely than men to feel worn out (71% vs. 64%, respectively).” There is some good news in this for the anti-Trump forces. It seems they are more energized (perhaps by a sense of vindication or by a desire to stop the Trump madness) than Republicans, who, gosh, just don’t seem to want to be reminded of what and whom they voted for. They are not “tired of winning.”)

(FROM THE ARTICLE: I don’t fly. When folks ask me why, the short answer is that I know too much: I’m a former FAA air traffic controller. It’s been recently reported that the FAA is now actively recruiting new trainees to work in the towers and control rooms directing airplanes and that the criteria they now utilize to screen applicants is a curiously absurd “biographical questionnaire.” Jason L. Riley in the Wall Street Journal: “A recently completed six-month investigation by Fox Business Network found that the Federal Aviation Administration has quietly moved away from merit-based hiring criteria in order to increase the number of women and minorities who staff airport control towers. The changes come despite the fact that the FAA’s own internal reports describe the evidence for changing the hiring process as “weak.” Until 2013, the FAA gave hiring preference to controller applicants who earned a degree from one of its Collegiate Training Initiative schools and scored high enough on an eight-hour screening test called the Air Traffic Selection and Training exam, or AT-SAT, which measures cognitive skills. The Obama administration, however, determined that the process excluded too many from minority groups. In May 2013, the FAA’s civil rights administrator issued “barrier analyses” of the agency’s employment procedures, which recommended “revising how the AT-SAT is used in establishing best-qualified lists.” By the start of last year, the FAA was using a biographical questionnaire (BQ) to initially vet potential hires. The questions – “How many sports did you play in high school?”, “What has been the major cause of your failures?” – seem designed to elicit stories of personal disadvantage or family hardship rather than determine success on the job.” I can tell you with absolute certainty that the FAA Air Traffic Control Division has been down with the affirmative action program for a long time. The PATCO controllers’ strike during the summer of 1981 seemingly gave the “fire whitey” gang the opening they craved. There was one problem. The air traffic system needed to get back up and running smoothly, and especially safely, so that Ronald Reagan’s mass firing would look reasonable. So they quickly hired aviation-experienced people, including pilots and experienced military air traffic controllers. I was one of them. Granted, some of these well qualified new guys were black, but no one would look upon this new controller work force and call it a model of so-called diversity. The big push for hiring other than pale males would have to wait. Safety first, as it were. A few things happened in the next few years. First, the FAA stopped reporting aviation incidents, including near mid-air collisions and runway incursions. When safety incidents are under-reported or deceitfully downgraded, the system starts to look like perfection, and the FAA will gladly report, as it frequently does, that it is “The Safest System In The World.” These people want the flying public to skate out onto the ice, even as they are lying about how thin the ice is, and while we are at it, how warm it is today.)
