DuPage County, Illinois GOP Chairman Kevin Coyne went viral on Monday after criticizing a gruesome political stunt at “Riot Fest” in a now-deleted post to X. Riot Fest ’25 occurred on September 19 through September 21 at Douglass Park in the City of Chicago. According to The New York Post, during a performance by GWAR, a metal band that was first formed back in 1984, band members performed a mock beheading of Elon Musk, as well as a mock killing of President Donald J. Trump. While the band is known for its grotesque stunts, several social media users voiced criticism due to the political environment in the United States following the assassination of conversative activist Charlie Kirk. “That’s not edgy, it’s grotesque and reckless and normalizes violence against a real person. This is not okay. Riot Fest and GWAR crossed a major line,” a social media user wrote, per The Post. Screenshots of the now-deleted post appear to show that Coyne, who was in attendance at Riot Fest, wrote the following in reaction to GWAR’s stunt: “Riot Fest, it’s always so …. Interesting. Could’ve done without all the politics from the stage but it was fun nonetheless. Apparently we can’t even go to concerts now without the political divide being tossed in our faces. We’ll still go back but it was obnoxious.” The screenshot appears to show that Coyne’s post was seen more than 2.5 million times before being deleted. The message is followed by an @ to an apparent parody Riot Fest account, which boasts more than 95,000 followers. The Riot Fest parody account responded to Coyne’s criticism, writing the following, according to a screenshot: “Shut the (expletive) up you dork (expletive) loser. Seriously some of the softest dumbest people on the internet.” After being accused of “normalizing violence,” a GWAR representative issued the following statement to the publication: “Normalizing violence? The event drew about 1,500 attendees and was organized by local church leaders and Decision Point USA. The prayer rally took place under the French Market Pavilion in downtown Wheaton. Organizers said the event was held to pray for revival in the city, schools, churches, and the nation. “In this moment of grief and urgency, we believe God is our only hope,” a flyer from Decision Point USA said. “Together, we will lift our voices and ask Him to raise up courageous leaders, heal our land and pour out His Spirit on the next generation.” The meeting was organized by leaders from four churches in the Wheaton area who said they believe this time is an opportunity for community revival. And that’s what the comptroller general is.” All of this is taking place as Trump administration officials and some congressional Republicans have been trying to downsize and discredit the watchdog. That has included publicly questioning the GAO’s authority and accusing the agency of siding with Democrats in its multiple determinations that the White House unlawfully flouted Congress’ “power of the purse.” White House budget director Russ Vought said this month that GAO is “a quasi-legislative independent entity … something that shouldn’t exist. There have been other slights, too. In the Senate, the GAO told Republicans they could not skirt the filibuster in voting to override California’s pollution standards; Republicans did so anyway. In the House, GOP lawmakers endorsed cutting the agency’s roughly $800 million budget in half for the upcoming fiscal year. And Elon Musk, prior to leaving the Trump administration, attempted to send in a Department of Government Efficiency team to assess the GAO for mass staff reductions. Meanwhile, the legislative branch writ large has become more broadly vulnerable to the White House’s whims, seen most starkly in Trump’s abrupt firing of the librarian of Congress and the registrar of copyrights. It’s not yet clear what the Dodaro succession plan will look like; a White House spokesperson did not respond to a request for comment. A 10-member panel of lawmakers is supposed to recommend at least three replacement candidates for Trump to consider. By law, that group is composed of the top leaders in each chamber, the chairs and ranking members of the key House and Senate oversight committees and the Senate president pro tempore. However, most congressional leaders have yet to start hunting for qualified contenders, and furthermore seem largely unaware they have any role to play in filling the slot. “I don’t even know the process,” Senate Majority Leader John Thune said in a brief interview. “It’s been a while. This hasn’t happened on my watch.” Two of the would-be commission members had kind words for Dodaro, including Sen. Rand Paul, chair of the Senate Homeland and Governmental Affairs Committee. “I’ve always appreciated him, and I think he’s a straight shooter,” the Kentucky Republican said in an interview. Sen. Gary Peters (D-Mich.), the panel’s ranking member, said he “would want somebody like Gene, who has been a really solid member.” On the House side, Oversight Chair James Comer (R-Ky.) said in an interview he’s looking for the next GAO director to be “an aggressive person that looks for waste, fraud and abuse.” Comer added, “We want someone that communicates regularly with Congress, so we can kind of have an idea of what they’re doing.” But Trump could instead ask Republican senators to confirm a new watchdog of his own choosing — or forgo making a nomination altogether. It would leave a leadership vacuum at the top of the agency that not only monitors whether Congress’ spending directives are followed but is also empowered to examine the effectiveness of federal agencies on behalf of lawmakers. Further raising the stakes in confirming a new director, lawsuits are pending around the country challenging Trump’s withholding of congressionally approved funding, and a federal appeals court ruled this summer that only the GAO director can sue the administration for violating the decades-old impoundment law — not the groups that were set to receive the funding. Dodaro has so far chosen not to sue the Trump administration for withholding funding. But when he steps down, he’ll be able to pick an acting GAO director who also would have the power to file a lawsuit if they so choose. Still, said Molly Reynolds, head of governance studies at the Brookings Institution, “if you get a comptroller general in place who is Trump-friendly, that is going to foreclose that option” of GAO suing the administration. An acting director also wouldn’t be “in a position to make major transformational changes,” warned Walker, the former GAO director. When Walker resigned in 2008, he appointed Dodaro acting director, a title that stuck for more than two years because Congress and the president weren’t quick to work through the nomination process. Before that, it also took two years to formally install Walker in the post in 1998. Walker is now urging congressional leaders to recommend candidates who are willing to challenge executive branch officials regardless of who is president, as he did during his own tenure. A political independent who “leans Republican” and was confirmed by a GOP-led Senate, Walker sued the Republican vice president, Dick Cheney, for failure to provide GAO access to records. He is also agitating for lawmakers to quickly start the search for potential replacements: “There’s no reason that they shouldn’t be planning now so that they can end up trying to make a timely decision.”)

Raymond Lopez (15th), Nick Sposato (38th), Anthony Napolitano (41st) and James Gardiner (45th) sparked outrage from some of their colleagues for refusing to endorse the resolution, which ultimately passed. The measure sponsored by Ald. Lamont Robinson (4th) issued a formal apology from the City Council “to the Black citizens of Chicago for the historical injustices of slavery, segregation, systemic racism, and the policies that have perpetuated racial inequality.” It overwhelmingly passed 43-4 but not without fireworks at a marathon City Council meeting Thursday. “Shame on you!,” Robinson shouted after Lopez, Sposato, and Napolitano announced they would vote against the resolution. “You have to be able to share with your constituents, your Black constituents — in all damn 50 wards — why you would say no to this resolution. Shame on you!” Robinson said. While the City Council is no stranger to racially charged debates on how to address the city’s long, continued history of segregation and inequity, the “no” votes against the symbolic resolution came as a shock to some of the Council’s most level-headed members. “I was hoping this would be a unanimous one — of all the things we can unanimously support,” said Ald. Maria Hadden (49th), who is Black. “This is a surprising, shocking, appalling piece.” The debate played out against a national backdrop of the Trump administration’s crusade against diversity goals in government and businesses and its efforts to sanitize how Americans look back on the evils of slavery. This month, President Donald Trump ordered the National Park Service to remove from a Georgia historic site an iconic 1863 photograph titled “The Scourged Back” of a formerly enslaved man bearing the scars of past whippings on his back. Gardiner, a Northwest Side alderperson, didn’t explain his no vote. In a brief comment, Napolitano said he voted no because there has been “just as much harm done” to this city “over the last couple of years” as in the past. Sposato, a supporter of Trump, said he would not take responsibility for sins of the past. “There’s a lot of blame to go around, but certainly not the city of Chicago, certainly not my family,” Sposato said. “I apologize to absolutely nobody. I want my name off there. I do not want to be associated with this.” Lopez, a Southwest Side alderperson, said he wouldn’t endorse the resolution because Chicago’s “own economy was not slave driven.” Lopez noted that the city became a haven for freed men and women escaping southern slavery. Half a million people came to Chicago as part of the Great Migration. Lopez said the City Council should focus instead on how to correct current-day injustices “as opposed to constantly looking backwards.” “If we want to talk about the injustices to the Black community, I want to talk about where we have failed. We don’t have to look that far back,” Lopez said. Hadden acknowledged Lopez’s point that the city “didn’t directly deal in enslaved people,” but she rebutted that “the money that built this city and controlled the power did.” She further argued that Lopez and Sposato’s arguments against the resolution were “emblematic of some of the worst behavior that we’re seeing coming out of DC.” “Those who would accuse us of going backwards by recognizing fact and truth, I challenge that sentiment. We’re not the ones going backwards,” Hadden said. “Recognition and apology is part of repair… which are necessary to moving forward.” The resolution notes that slavery thrived in the Midwest after French explorers introduced it to the region in the mid-1700s. Even after Illinois was deemed a “free” state in 1818, state laws in place through the Civil War “subjected free Black residents to oppressive restrictions, including the denial of voting rights.” It goes on to state that following slavery’s abolition in 1865, Black Chicagoans continued to face racial discrimination through redlining, segregation, housing discrimination and other systemic inequities “which persist today.” Chicago Mayor Brandon Johnson last year issued a formal apology from the city as a whole to Black Chicagoans through an executive order when he created a task force to study possible economic reparations for Black residents.
