The Senate bill retains the current mortgage interest deduction cap of $1 million whereas the House bill would wisely lower it to $500,000. (FROM THE ARTICLE: Last week, House Republicans released the Tax Cuts and Jobs Act, which would add more than $1.5 trillion to the federal deficit and gives massive tax cuts to large corporations and the wealthy, paid for on the backs of working families in Illinois and across the country. Using a partisan legislative process, the House Republicans’ plan lowers the rate at which corporate profits—currently at record highs—are taxed, while eliminating or restricting numerous deductions and tax benefits used by middle-income families to reduce their tax bills. Along with eliminating vital tax benefits such as the medical expense deduction and the student loan interest deduction, House Republicans gut the deduction for state and local taxes, or SALT, which 44 million Americans nationwide use to avoid being doubled taxed on their hard-earned income. Illinois has the fifth-highest number of taxpayers who benefit from this deduction, with 85 percent of them making under $200,000 per year. Nearly 2 million Illinoisans—roughly one-third of all taxpayers in the state— claim an average deduction of $12,500. Yesterday, Rep. Peter Roskam, a Republican from Wheaton and chairman of the House Tax Policy Committee, extolled the plan, in a piece published here, for benefiting everyone. Because the House GOP plan guts the state and local tax deduction, more than 50 percent of the taxpayers in the 6th Congressional District—represented by Roskam—could see their taxes increase if this plan became law. Out of the entire nation, Roskam’s district has the 12th-highest percentage of taxpayers benefitting from the SALT deduction. Seventy-nine percent of them earn less than $200,000. What does this mean for families? It means that a married couple with two children living in west suburban Wayne, straddling DuPage and Kane counties inside Roskam’s district, and making $50,000 to $75,000 annually would see a tax increase of about $1,100 under the House Republican tax plan. And the bad news doesn’t stop there. Many of the families our Republican colleagues claim their plan would help would actually see costs increase over time—because the provisions affecting those families are written in disappearing ink that fades over time. This means that under the House Republican plan, 20 percent of all taxpayers in Illinois would see their taxes rise by 2027—with taxes rising an average of $1,670 per taxpayer. At the same time, the richest 1 percent in Illinois would receive an average tax cut of $56,850 next year and $75,050 by 2027. With U.S. corporations earning record profits, exploding our deficit to benefit the wealthiest 1 percent of Americans is no way to provide relief to the millions of working families in Illinois who need a helping hand. Low- and middle-income Americans, whose spending accounts for two-thirds of the economic productivity in our country, should be the focus of any tax reform plan that Congress considers. Instead, the House Republican tax plan burdens middle-income Americans and the small businesses that power our economy, while lining the pocketbooks of the ultra-wealthy, including President Donald Trump’s friends and family. Illinoisans deserve better than the House Republican plan, which Roskam enthusiastically supports.)

John McCain, the most well-known Vietnam War veteran in American politics, appeared to take a jab at Trump for receiving the deferments, intimating that the President dodged the draft that swept up less affluent Americans…Trump’s deferments Trump attended the private New York Military Academy in high school, but he avoided the draft through a series of education and health deferments. After receiving four deferments due to education, Trump was diagnosed with bone spurs in his heels at the age of 22 in 1968, seven years before the Vietnam War ended. The diagnosis earned him a 1-Y medical deferment, meaning he was barred from military service in the same year that roughly 300,000 troops were enlisted into the military. Trump has defended the deferments in the past. In a 2016 interview with The New York Times, Trump said that a doctor “gave me a letter — a very strong letter — on the heels.” “Over a period of time, it healed up,” he added. (FROM THE ARTICLE: Chris Cleveland, chairman of the Chicago GOP and a conservative leader in the party, wrote to the IL GOP’s State Central Committee this week, expressing the frustrations the conservative base is having with the party’s direction and Governor Rauner’s bullying tactics within the party ranks. “State Central Committee member, I’m writing to alert you to a problem with the Rauner campaign’s use of state party resources, and to problems within the state party generally. A few days ago, a Chicago GOP staffer was informed that he could no longer use a desk within state party headquarters. We had put him there a few days a week so we could coordinate our activities with the state party. In the past, the city GOP has frequently supplied volunteers for state party-backed candidates. The reason they offered was a press report that I was under consideration as Rep. Jeanne Ives running mate. (Jeanne and I have talked, but as of this moment she has not yet made a final decision, and she has a number of very good candidates to choose from.) Subsequently, the state party cut off our GOPDataCenter access. Consider what has happened here: the Rauner campaign has ordered the state party to cut off an elected, regular Republican organization, based purely on the rumor that the head of the organization *might* be working with a candidate in a primary against him. To the best of my knowledge, the state central committee has neither endorsed nor slated Bruce Rauner. And given the widespread doubt within the Republican Party over his policy choices and his ability to execute, it seems to me that some dissent is warranted. But whether you love him or hate him, this behavior is abusive, and the state central committee should not stand for it. Our difficulties with the state party go beyond this recent behavior. It has long been the position of senior staffers in the state party that the Chicago GOP should not be running candidates in the city. The theory is that this just “activates” the other side and reminds them that there is an election. We in the Chicago GOP have rejected this position, and believe that a vigorous attack in the belly of the beast has many benefits. While the Chicago GOP is a small organization, and Chicago is often derided as a Democratic bastion, the number of Republican voters here is not small. We cover 7.5% of the Republican voters in the state, more than any county except Cook and DuPage, with 20,000 more voters than the next largest county, Lake. You ignore this constituency at your peril. Four years ago, we ran candidates across the city for the purpose of generating enthusiasm and volunteers for phone calls and door knocks. In close coordination with the Rauner campaign, we flooded their offices with volunteers and executed 363,000 voter contacts, 263,000 of which were door knocks. We were able to raise Rauner’s vote in Chicago to 20.63%, just a hair above the magic 20% threshold. And he won. If Rauner is on the ballot this fall, this won’t happen. Not because we wouldn’t want to; we’re loyal Republicans and Rauner over Pritzker would be an easy choice. It won’t happen because the state party has consistently undermined our efforts to recruit here, and because there is zero enthusiasm for this governor. Even prior to HB 40, we couldn’t get people to sign his petition. It’s past time for the state central committee to step in and right the ship. First, I ask that you prevail upon Bruce Rauner to stop the petty retribution. This is the Republican Party, not the mob, and it’s time for them to grow up. Bruce Rauner given the governor’s recent signature on a bill that expands the public funding of abortion, the congressman told POLITICO. Roskam, the Ways & Means Tax Policy chairman who is taking a lead role in an effort to overhaul the U.S. tax code, is the highest-ranking elected official in Illinois to potentially pull back from Rauner after the governor signed HB40. The new abortion law — which Rauner had promised to veto — has so infuriated conservatives, they are now talking about drafting a potential primary opponent to challenge Rauner. Roskam said Rauner’s move to sign the bill was “fundamentally out of step” with his congressional district. “I’ve got to reevaluate that and I’ll reevaluate that in the right time,” Roskam said Thursday when asked if he still supported Rauner. “Signing HB40 was a huge mistake on the policy and it was a huge mistake on the politics. The policy, this is the home of Henry Hyde, the author of the Hyde Amendment and I am his successor.” Roskam himself is facing a reelection challenge and Democrats are lining up to oppose him next year after Hillary Clinton won Roskam’s district in 2016 even as Roskam was reelected. “People have a wide range of views on the question of abortion, and right to life and so forth. But there’s a lot of agreement on this notion that taxpayers ought not to be compelled — and particularly in this environment — to pay for this,” Roskam said. “The politics are very challenging, I think. A big part of the coalition that elects Republicans is a pro-life constituency at a core and I think politics and policy make this error more and more glaring over time … It is a position fundamentally out of step with my constituency.” Is it a sign of a more sizable pulling away from Rauner? While Illinois’ Republican delegation jointly sent out a statement condemning Rauner’s action at the time of the bill signing, so far only Roskam has raised the possibility of withholding support. U.S. Rep. Rodney Davis, R-Ill., said Thursday Rauner still had his backing. From a Davis spokesperson: “Congressman Davis is pro-life so he was obviously disappointed in Governor Rauner’s decision to sign HB 40 but he has worked with the governor on many issues beneficial to the 13th district and will continue to do so. Politics will play out but Congressman Davis will continue to work to improve the state of Illinois.” Other Republicans from the delegation — Darin LaHood and John Shimkus — did not respond to inquiries about whether they still stand behind Rauner.
