Evelyn Sanguinetti told the Herald & Review in an interview last week, echoing a common criticism raised by Republican Gov. Bruce Rauner. A bill that would make it easier to mount township abolition campaigns in McHenry County passed through the Illinois House on an 80-22 vote, though it has faced adversity since arriving in the Senate. If approved before the session ends this month, the plan sponsored by state Rep. David McSweeney, a Republican from Barrington Hills, would allow townships to consolidate via a majority vote in a referendum, and could be placed on the ballot by a majority vote of the county board or by at least 5 percent of the total voters in the prior election. . .Many took the report to single out townships, of which there are more than 1,400 across the state, but Sanguinetti said the intent was to focus on ways to reduce the number of all units of government, specifically things like mosquito abatement districts. Sanguinetti said that in some cases townships can be valuable for the community. . .“We realize that no township in Illinois is created equally,” she said. “There are communities where townships are needed, especially in the rural areas.” The idea of locals looking after themselves has always been the purpose of the discussions about consolidation, Sanguinetti said. With the task force and the proposed legislation, the entire point has been to strengthen the ability for communities to push for consolidating, merging or even discontinuing whatever local forms of government they see as being unnecessary, said. “The purpose of our task force was to alleviate the hurdles,” Sanguinetti said, “so that local government could decide what it could do with and what it could do without.”)

Pon justified the proposed changes as bringing the government more in line with private sector practices, though some have argued that prospective employees are attracted to the government over the private sector due to more generous retirement packages. “In order to ‘recruit, retain and honor a world-class workforce to serve the American people’ as OPM seeks, the federal government must maintain a competitive benefits package befitting such a workforce. Last Wednesday, April 18, each of the 102 counties in Illinois held a Republican county convention. Every two years this is where the county GOP chair and other county party officers are picked. And every 4 years, this being one of those years, the county conventions are also the place where under the easily rigged system only the Illinois Republican Party uses, the 18 members of the state central committee (“SCC”) are picked. One member is selected from each of the state’s U.S. congressional districts. The SCC is the State GOP’s senior governing board and its members pick the state party chairman. The current state chair is Governor Rauner flunky, Tim Schneider of suburban Cook County.)
