Several million people unlucky enough to face big medical bills not covered by their insurance would lose a valuable deduction under the House GOP bill. Groups representing older people and patients are trying to save it. “Anybody who is paying for the cost of nursing home care is paying a great deal of money, and they are going to lose that deduction, and their taxes are going to go up,” said Thomas DeCoursey, a retired lawyer from Kansas, in his 70s. He relies on the deduction to help offset costs associated with nursing home care for his wife, who has Alzheimer’s. Some of his own medical expenses also factor in. DeCoursey estimates that in a couple of years their annual costs will pass $100,000. “There are a lot of people in my shoes,” said DeCoursey, who lives in Leawood, a well-to-do Kansas City suburb that voted for President Donald Trump last year. About 9 million households – 6 percent of tax filers – claim the medical expense deduction, said Gordon Mermin, a senior researcher at the nonpartisan Urban-Brookings Tax Policy Center. The annual cost to the U.S. Treasury is about $10 billion, which ranks it as a modest tax break. Those who benefit tend to be middle-income and upper-middle-income people. “For the people who claim it, it is not a trivial benefit,” said Mermin. The medical expense deduction is also versatile. In addition to nursing home care, not generally covered by medical insurance plans, it can be used for: -Transportation expenses to a top hospital, like a comprehensive cancer center. -Some long-term care insurance premiums. -Installing specialized medical equipment in a patient’s home or vehicle. -Dental procedures. -Bills from out-of-network doctors. “When you are faced with large medical costs and don’t have a lot of options, this is one that helps people,” said Barbara Collura, president of RESOLVE: The National Infertility Association. Most insurance plans do not cover fertility treatments, which can cost from $15,000 to $30,000. The deduction can offset some of that cost. Advocacy groups pushing back against repeal may get help from the Senate.)

Learning a new language is hard, and more challenging when there’s no pressing need to adapt linguistically. But one statistic in the Census data jumped out at me. Many of those who speak a foreign language at home aren’t immigrants, but rather are born in the United States – 44 percent, or 29 million, of the 65.5 million. The U.S. born citizens, then, grow up in a household where the heads of family don’t speak English. My final takeaway from two decades of English language instruction was that the experience was personally enriching, but with generous amounts of frustration included in the mix. I would tell my students that to fully take advantage of the American way, English is essential. Without English, newcomers are limited to an unsatisfying life of low-paying jobs or welfare dependency. To Congress, pause in the unsustainable policy of admitting one million legal immigrants annually. Maintaining the current immigration pace guarantees an increasingly fractured America.)

A coalition of conservative, anti-abortion organizations met Saturday for the second time in as many weeks to discuss a “viable Republican primary candidate” against the first-term governor, according to Paul Caprio, director of the Family-Pac political action committee. While no formal decision was made, Caprio said the group of about 35 people planned to meet again in November “to further clarify the group’s position” and likely endorse a challenger to Rauner. “Historically, the way the pro-life, pro-family movement has operated relative to selecting and endorsing candidates for statewide office, we have always had a meeting of all of these different groups together,” Caprio said. The coalition met around this time three years ago, he continued, at which point there was a split, though not drastic, among its members in their support of a gubernatorial candidate. The group officially endorsed then-state Sen. Kirk Dillard, though some in attendance chose instead to back state Sen. Bill Brady. Rauner – the eventual nominee – was invited to the 2014 meeting despite his pro-abortion rights stance at the time, though he declined to attend or fill out a questionnaire to receive the organizations’ support and financial backing. While some of the organizations eventually ended up supporting Rauner in the race against the incumbent Democrat Pat Quinn, this time around, the coalition has made it clear that under no circumstances will Rauner receive their endorsement. During its initial meeting on Oct. 9, the coalition of 20 statewide organizations voted unanimously in favor of a “Bill of Particulars” outlining the groups’ stance on Rauner and in particular, his support of House Bill 40. Signed into law on Sept. 28, HB 40 allows the state of Illinois to cover abortions for its employees and Medicaid recipients, and protects access to abortion in Illinois should the landmark Roe v. Wade Supreme Court decision legalizing it be overturned. Rauner publicly changed his stance on the issue multiple times, attempting to traverse the politically difficult decision without alienating either his GOP base or more moderate, particularly female voters ahead of his upcoming bid for re-election. However, his choice to ultimately sign the bill into law angered conservatives, who have quickly moved to organize against him. The coalition’s “Bill of Particulars” vows that the groups will not support Rauner in next year’s GOP primary or general election after he “shockingly, caved to pressure from radical abortion extremists and signed this dastardly legislation” and will only support candidates committed to repealing the law. This marks a major departure from 2014 in which some organizations offered Rauner their qualified endorsement in solely the general election. Now, conservative groups have not only disavowed Rauner, but are actively searching for a challenger. One potential candidate is state Rep. Jeanne Ives, of Wheaton. Ives said earlier this month that she was “exploring the option by having important conversations with folks around the state,” and while she hasn’t begun circulating nominating petitions, sources said that may change over the next week. Ives is looking into forming an exploratory committee, sources said, adding that she would likely run if she could raise $1 million. While Ives is among the candidates that the anti-abortion groups are considering, Caprio said there have been a few other names floated and the coalition hopes to make an official determination at its next meeting in November. Reflecting on this year’s “unusual set of circumstances,” Caprio said that there are typically three or four significant candidates in the race at the time the groups make their decision, but without any declared challengers – who would certainly face an uphill battle against an incumbent Republican governor with very deep pockets – the task of reaching a consensus has become that much more difficult. But the groups are united in their staunch opposition to Rauner’s re-election, so much so that Caprio foresees a situation in which conservatives might even “take two bites at the apple.” While the right-wing firebrand was not in attendance at Saturday’s meeting, former Congressman Joe Walsh is also considering throwing his hat in the ring for governor – but only as an Independent. In August, Walsh slammed Rauner, saying he was “done” should the governor sign a bill to effectively turn Illinois into a so-called “sanctuary state,” preventing law enforcement officials from detaining individuals based solely on their immigration status. And ever since Rauner signed that bill the following week, it appears as though Walsh – who did not immediately respond to request for comment – has been floating the idea of taking on the governor himself. “He feels like he’s going to focus his interest, in the issue of the defeat of Rauner, on the possibility of his own Independent candidacy,” Caprio said of Walsh, adding that the oft-incendiary radio host is “very interested” in running. But Walsh is leaning towards waiting until after the primary, Caprio said, to see if Rauner is able to emerge victorious even without a large swath of conservative support. Ever-increasingly, voters in my precinct who cast Republican primary ballots make it clear to me that they vote for Democrats in general elections. Ever-increasingly, candidates who have cast Republican primary ballots make it clear to everyone that they are really RINOs, Democrats, Libertarians, or Greens. Most commonly they reject the traditional family, right to life, immigration, illegal drugs, and equal opportunity (no race or gender based preference giving) planks in the Republican Party platform and the Illinois Republican Party platform. Most commonly, they reject the Milton Township Republican Central Committee (MTRCC) resolution against video gambling.  Most commonly, they focus on getting rid of Republicans like me who support the aforesaid planks and resolution. (FROM THE ARTICLE: In the little-noticed change to party bylaws approved this summer, candidates must now have voted in three out of the last four GOP state or federal level primaries to be considered bona fide Republican candidates. For candidates seeking to appear on next year’s ballot that will mean voting histories can be scrutinized going back to the August 2012 primary. The previous standard was for candidates to have voted in two of the last four GOP primaries. Exceptions in the new rules will be made for candidates not old enough to have voted in the last four primaries, moved from another state or had an illness or military service that prevented them from voting. A letter from established Republicans to vouch for GOP newcomers could override the primary voting requirement, at the chairman’s discretion.
