(FROM THE EDITORIAL: Sometimes, when a big new issue presents itself, such as a deadly disease epidemic, lawmakers must respond on the fly. They craft laws without knowing the full facts, taking a gamble on the unintended consequences. When it comes to legalizing recreational marijuana in Illinois, precisely the opposite is true. There is no compelling reason to rush a decision, and plenty of reasons not to. To be precise, there are nine excellent reasons not to — eight states plus the District of Columbia, where recreational pot already has been legalized. They offer Illinois a terrific opportunity to sit back, watch and learn. The benefits and dangers of legal pot will become more clear fairly quickly, at which time Illinois can proceed accordingly. In Illinois, two state legislators are proposing to legalize recreational marijuana for people 21 or older. Users would be limited to possessing about an ounce or less and could not drive under the influence of the drug. Lighting up in public would be banned. That sounds reasonable enough, and we certainly understand the attraction of more taxable revenue for our financially troubled state. But skeptics continue to warn of the dangers, such as the potential physiological effects and the questionable message sent to young people about the casual use of drugs. Far better, then, to take a breath. Let’s see how recreational marijuana plays out in, say, Colorado or California. We might also learn a few things from Canada, which is expected to legalize recreational pot soon. If access to recreational pot were a fundamental matter of civil rights, Illinois would be wrong to delay legalization any further. But it is not. The urgency does not rise to the level of, say, legalizing same-sex marriage or eliminating unconstitutional barriers to voting. Canada already has identified some concerns about recreational marijuana that Illinois would have to address. Testing equipment similar to breathalyzers must be developed for marijuana, to guard against increase in impaired drivers. The testing equipment also would have to be made available to many workplaces, such as factories, to safeguard against workplace accidents. Concerns remain whether young people would have easier access to a drug that some scientists warn inhibits brain development. Taking a wait-and-see approach also will allow lawmakers to see how the Trump administration’s plans to enforce federal laws against marijuana play out. The Obama administration’s policy was to avoid interfering with state legalization of non-medical marijuana use. States can’t count on that anymore. Conflicts between federal and state could create huge legal headaches. The strongest argument for legalizing recreational pot in Illinois right now is money. Last year, the state of Colorado pocketed nearly $200 million in tax revenue from recreational marijuana. State Sen. Heather Steans and state Rep. (FROM THE ARTICLE: The owner of a chain of Illinois news outlets — including this one — answered critics and defended the right of conservatives to have a voice in the largely blue state during a recent broadcast of a Chicago-based radio talk show that he co-hosts. “I’m the first newspaper publisher in, apparently, modern times who has a point of view,” Dan Proft, co-host of Illinois Rising, said. “And that is a problem, such a problem, that I’m a brazen propagandist engaged in mock journalism, according to Eric Zorn. I’m also something of a political operative, though Mr. Miner over at the Reader imagines I’d prefer a loftier description.” There’s a far more serious motive behind the name calling, Proft’s Illinois Rising co-host, Pat Hughes, said during the same broadcast. “Look at the irony,” Hughes said. “Eric Zorn is commenting on your newspaper from a newspaper. He’s making political commentary. And the fact that there’s other opinion leaders out there that can get out to readers in a way that’s more efficient, in a way that they’re interested in consuming the news, is a threat not just to their model economically but to the monopoly that they feel they have on thought. And from Zorn’s perspective — and I suspect Miner’s perspective — from left-leaning, liberal orthodoxy.” Proft, co-founder with Hughes of the Illinois Opportunity Project, is Liberty Principles PAC chairperson and treasurer, as well as a senior fellow at the Chicago-based conservative think tank Illinois Policy Institute. Illinois Rising is a presentation of the Illinois Policy Institute. Proft is a principal of Local Government Information Services, which owns this publication. Proft and Hughes were responding to a March 23 op-ed article in the Chicago Tribune in which Zorn referred to Proft’s Illinois news outlets as “mock journalism.” Zorn’s column was published a week before a similarly themed piece in the Chicago Reader by Michael Miner titled, “If your community news is slanted, Dan Proft may be to blame.” Zorn’s column wasn’t the first time the Tribune writer has targeted Proft. In July 2009, a few weeks after Proft announced his ultimately failed bid for the Republican nomination in the governor’s race, Zorn used his column to call Proft a “seethingly eloquent conservative attack dog.” The Tribune has allowed Proft space in its columns to voice his views as well. On July 11, 2016, it published Proft’s op-ed piece, “How to (really) achieve the ‘important conversation,’ ” about the sniper attack in Dallas a few days earlier that killed five police officers. Proft criticized the mainstream news media’s coverage of the incident, as well as other incidents in which police officers have been shot by black men, and urged less-biased, more-objective coverage. “There is plenty of intellectual room between ‘cops can do no wrong’ and ‘cops are all racists waging war against minorities,’ ” Proft wrote. “The reasoned room in between is occupied by most of the Americans who are not on television, radio or Twitter.” Proft cited the apparent hypocrisy of critics dismissing his news outlets as not being objective while their own work is published by companies with far less transparent political biases. “I’m transparent about my point of view,” Proft said. “That certainly informs the stories that we select to cover and the way that we cover them. And that’s the case for everybody in journalism. I hate to break it to those who think there’s this superhuman race of journalists who have no point of view. Every human being has a point of view, and it influences how they do their jobs. So, if we could just start from that agreed upon point, then maybe we could get somewhere. But they have an agenda.”)

The investigative leave is for use when an employee is under investigation. The notice leave is for use when an employee has been placed on notice of an impending adverse action. These two forms can be used independently or notice leave can follow a period of investigative leave if an adverse action is proposed at the conclusion of an investigation. To use these forms of leave, the agency must determine that the employee’s continued presence may: Pose a threat to the employee or others; Result in the destruction of evidence relevant to an investigation; Result in loss of or damage to Government property; or Otherwise jeopardize legitimate Government interests. The agency also must consider the following alternatives before using either investigative leave or notice leave: Assigning the employee to duties in which the employee no longer poses a threat described in the preceding paragraph; Allowing the employee to take another form of leave for which the employee is eligible, e.g., annual leave; Carrying the employee in absence without leave status (AWOL) if the employee is absent from duty without approved leave; and Curtailing the notice period for an employee subject to one if there is reasonable cause to believe the employee has committed a crime for which a sentence of imprisonment may be imposed; and find that none of these options is appropriate. Generally, investigative leave may be granted for a period of 30 days, but extensions for up to 90 days are possible when approved by the agency’s Chief Human Capital Officer or his designee. Extensions, in 30 day increments, beyond the 90 day total are possible if the agency submits a report to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Government Reform of the House of Representatives, along with any other committees of jurisdiction. Notice leave will be granted only for the duration of the prescribed notice period. In the blink of an eye, you could be stripped of your rights without any due process, simply because someone accused you of something with absolutely no evidence to validate the claim…” That’s a scenario a bill scheduled to be heard next week in Illinois’ Senate Judiciary Committee would set up, Sons of Liberty Media is reporting. “Illinois State Senator Julie Morrison (D-29) has proposed a bill that would allow the government to confiscate firearms from gun owners without any due process,” the website says.  The proposal is SB 1291. While the Illinois State Rifle Association doesn’t sound an alert about SB 1291 on their website, the National Rifle Association called on Illinois members to contact their state lawmakers about the bill before the hearing was postponed to heard March 14th.  “SB 1291 would allow an individual’s family members or law enforcement to petition the court for an ex parte restraining order if they consider the individual to be a danger to themselves or others simply because the individual owns, possesses or purchases a firearm,” the NRA’s website explains. “According to the summary of the bill, an ex parte order would be issued by a judge based solely on a brief, unsubstantiated affidavit made by a petitioner and absent any input made by the individual on which the order is targeted.” If enacted, the NRA says, this SB 1291 would require the surrender of FOID cards, concealed carry licenses as well as the seizure of all firearms by law enforcement. “This legislation is ripe for abuse by individuals that disagree with the Second Amendment, and the mere insinuation that gun ownership makes you a danger to yourself or others is offensive and insulting,” the NRA says.)
