But her hardships are not the result of slavery from years past – as her professors and peers like to insist – but instead from the current political persecution she says she faces for being a conservative on a liberal college campus. “I have been told since day one that I would not succeed without the demeaning benefits of affirmative action,” says Richer, 18. “One of my professors actually told me that it’s offensive to say that everyone can achieve the American dream.” Statements like these are common among the liberal academia, who teach that “systemic oppression” and “institutionalized racism” are the most significant factors of whether or not one will achieve success in life. But because Richer doesn’t but into it, she’s mocked and ridiculed and blackballed. “One of my classes is entirely structured around the so-called belief in ‘white privilege,’” she told The College Fix, referring to a humanities elective. “Professors shame white students from speaking up against it, and whenever I do they look at me like I’m a traitor.” According to Richer, a political science major, such classes victimize women of color and force other students to justify their current “oppression.” In an attempt to balance the political climate of her campus, Richer took a position as the secretary of a proposed chapter of the conservative Young Americans for Freedom group. But late last month, student government leaders refused to allow the club to officially be recognized on campus, accusing it of being too similar to the College Republicans. “I was disgusted by the hostility I felt for daring to give a voice to conservatives on campus,” she says. “College is advertised as a place for your mind to grow, but I didn’t realize how much of a lie it was until I saw firsthand how these ‘student leaders’ attempt to dictate how students think on campus.”)

The Naperville Township Republican Organization decided to hold a primary next year instead of a caucus to choose candidates for positions before the April 4 election. Seats included in the primary are for supervisor, clerk, assessor, highway commissioner and four township trustees. Carl Schultz, Naperville Township Republican chairman, said the group chose to buck its recent trend of slating candidates through a caucus because a primary will allow all interested voters to get involved. “I think it’s a very positive move,” Naperville Township Supervisor Rachel Ossyra said. “It shows the organization’s commitment to transparency, accountability and ensuring all the voters have access.” With a caucus, state-mandated to take place during a gathering on a certain night, Schultz said “there’s a lot of people that are excluded — not maliciously, but by fact.” Military members or college students or anyone who happens to be out of town on caucus night wouldn’t be able to participate, Schultz said. Neither would anyone in the hospital or unable to access the caucus site. Mr. Trump talks about raising revenue by collecting unpaid taxes, and according to the I.R.S., the “tax gap” of unpaid but owed taxes is some $400 billion. If only 20 percent of that could be collected, it would yield substantial funds. But we need agents to collect these owed taxes and to perform audits. Historically, I.R.S. employees have returned many times the dollar amount invested in their salaries and benefits. The audit rate is now at a record low, however, and the I.R.S. relies increasingly on a tradition of voluntary taxpayer compliance, which is waning. (We can only imagine what a President Trump, who seems to boast about not paying taxes, would do to that tradition.) Moreover, another of Mr. Trump’s proposed revenue sources, stopping improper payments, would also be aided by more I.R.S. agents. The Government Accountability Office has shown that billions of dollars are paid to those who hack into taxpayers’ accounts and divert refunds. Existing staff members simply can’t keep up with these technologically sophisticated perpetrators of fraud. More professionals, schooled in cybersecurity, are called for. There is a common misconception that our bureaucracy has grown out of control. The federal civilian work force (excepting Postal Service employees) is about two million, roughly the same size it was during the Kennedy administration. In effect, the Civil Service has drastically shrunk since then, for the gross domestic product has multiplied five times, and numerous new agencies (like the Environmental Protection Agency and the Department of Homeland Security) have added significant and complicated missions to the federal agenda. Because of a shortage of federal positions, the only way these agencies could be staffed was by adding contractors, who, according to one estimate, now exceed the number of federal workers by a factor of four. These contractors, who are often more costly than a government counterpart would be, operate under increasingly thin federal management and scrutiny. The political scientist John J. DiIulio Jr. calls this “leviathan by proxy.” There are not only constitutional concerns but also management problems with contractors performing what are deemed by statute and regulations to be “inherent government functions.” These are functions that should not be outsourced. But when they are, it leads to further inefficiencies.)
