(FROM THE ARTICLE: Where is the transparency? Where is the respect? In less than six months, the Helena City Commission has been able to weaken Helena’s city departments, processes and strategic partnerships, resulting in a culture of distrust by hiring their handpicked city manager to implement their agendas and clean house. We are retired city employees who care about current employees and community groups that we had the honor of serving with in a productive and respectful environment. We retired before the new city manager was hired, and while it may appear we have an “ax to grind,” we simply care about the future of this city and staff. This letter strives to raise awareness and encourage Helena citizens to get involved and stay engaged. The 2019 City Commission election filing deadline is Monday. There are plenty of facts and documentation to support these concerns. However, for the protection of staff, details will not be disclosed in this format. Where is the community conversation? There appears to be a lack of public process and participation related to recent recommendations and decisions. City advisory boards are “informed” of decisions rather than consulted in a collaborative effort, and their recommendations are ignored. Longstanding and effective partnerships are dismissed and dismantled while priority is given to the rhetoric of entitled special interest groups and disgruntled individuals without any regard to the greater community benefit and other legitimate user groups. Research and you will find that decisions are made outside the framework of city ordinance and that contracts are being awarded without following a competitive process. We are concerned there is a total disregard for city code and legal processes. Is this transparency?)

All of the following should be lining up to speak out against pot at public hearings: Republican activists, Republican candidates, Republican elected officials, Republican party leaders, Republican major donors, Republican political consultants, business leaders, religious leaders, healthcare leaders, education leaders, law enforcement leaders, etc.)
https://www.nwherald.com/2019/06/06/local-officials-discussing-how-new-marijuana-law-would-impact-municipalities/ar36dcv/
(FROM THE ARTICLE: ‘We have a lot of evaluating to do’ Local officials say they have been watching the issue but it’s unclear how the legislation will impact McHenry County. Harvard City Council likely will discuss the matter this month, City Administrator Dave Nelson said. “If [council members] don’t have any issues with it, we don’t have to do anything,” Nelson said. “In the event they get a client to retail here, there is a tax on that, and that’s another discussion.” Municipalities can impose a local tax on recreational marijuana, under the bill. They cannot ban its use but can enact ordinances to regulate where the shops are allowed to open. “A unit of local government, including a home-rule or non-home-rule county within the unincorporated territory of the county may enact ordinances to prohibit or significantly limit a cannabis business establishment’s location,” according to a portion of the bill. Inquiries about launching a marijuana business in Harvard have already come in, said Charles Eldredge, director of the Harvard-Woodstock enterprise zone. He said several potential growers had approached him about the possibilities and were looking at sites within the enterprise zone. “The city of Harvard has expressed to me that they would be very open to a grow facility located in the enterprise zone,” Eldredge said. The Woodstock City Council discussed the matter at a recent workshop, but a clear stance on the issue hasn’t yet emerged, City Manager Roscoe Stelford said. “We have a lot of evaluating to do,” Stelford said. “My understanding of the law is that you can’t ban the use. You can only ban the sale. There will be communities that allow it because it’s now lawful, and you will see the impact … but we still need to do more research. It’s still so new.”)

NEW YORK TIMES
— With Most States Under One Party’s Control, America Grows More Divided – Timothy Williams
https://www.nytimes.com/2019/06/11/us/state-legislatures-partisan-polarized.html
(FROM THE ARTICLE: When J.B. Pritzker took over as the governor of Illinois this year, Democratic lawmakers, who had spent four years at an impasse with his Republican predecessor, vowed that their party’s new grip on the State Capitol would bring immediate change. The pace has been startling. In recent months, Illinois legislators have moved sharply to the left, deeming abortion a fundamental right for women no matter what the Supreme Court might decide, raising the minimum wage, taking steps to legalize recreational marijuana and introducing a graduated income tax. . .Alabama and Illinois — one overwhelmingly red, the other blue — were more representative of this year’s tone, providing perhaps the best examples of political parties moving to enact utterly different agendas. After Alabama effectively banned abortion last month, female lawmakers in Illinois responded almost immediately, pressing through a bill expanding abortion rights in their state. (Abortion rights groups have sued to stop the Alabama law from taking effect.) And while Illinois voted to allow sports betting and to legalize recreational marijuana, Alabama failed to approve either a state lottery or medical marijuana. . .In Illinois, Republicans were in much the same position as Democrats in Alabama: Outnumbered and outflanked. And like Alabama Democrats, Illinois Republicans lost nearly every vote of significance. In addition to voting to raise the minimum wage to $15 by 2025, the state legislature became the first in the nation to pass a bill legalizing both the sale and possession of marijuana. (In other states, voters have approved such laws through ballot initiatives.) Dale Righter, a Republican in the Illinois Senate, said that without power, Republicans’ hopes relied on conservative Democratic voters deciding that their lawmakers had gone too far. “I have no doubt that there are Democratic voters saying, ‘Hey, this isn’t what I signed up for,’” he said.)

AMERICAN FREE PRESS
— Internet Free Speech All But Dead – Philip Giraldi
http://americanfreepress.net/internet-free-speech-all-but-dead/
(FROM THE ARTICLE: Social networking sites have voluntarily employed technical fixes that restrict some content and have also hired “reviewers” who look for objectionable material and remove it. Pending European legislation, meanwhile, might require Internet search engines to eliminate access to many unacceptable old posts. YouTube has already been engaged in deleting existing old material and is working with biased “partners” like the Anti-Defamation League (ADL) to set up guidelines to restrict future content. Many users of Facebook will have already undoubtedly noted that some contacts have been blocked temporarily (or even permanently) and denied access to the site. Google now automatically disables or limits searches for material that it deems to be undesirable. If Google does not approve of something it will either not appear in search results or it will be very low on the list. And what does come up will likely favor content that derives from those who pay Google to promote their products or services. Information that originates with competitors will either be very low in the search results or even blocked. Google is consequently hardly an unbiased source of information.)

(FROM THE ARTICLE: Through letter campaigns and petition drives, Mike Barbier, now a Wheaton city councilman, and his fellow South classmates enlisted the support of lawmakers who passed a bill signed by President Donald Trump last December to rename the post office after Williams. Barbier knew Williams as a social butterfly in high school. Shortly after graduation, Williams joined the Army, motivated by a call of duty after the Sept. 11 attacks.)

If I had not been taking job-related graduate courses, IRS might not have promoted me in 1972, 1973, and 1974. If I had not earned a job-related master’s degree in 1976, if I had not passed the CPA examination in 1979, and if I had not almost completed the requirements for a second job-related master’s degree, GAO would not have hired me in 1980. If I had not completed the requirements for a second job-related master’s degree in 1980, passed the Certified Internal Auditor examination in 1981, and became a licensed CPA in 1981, GAO might not have promoted me in 1986. If I had not earned job-related professional certifications in 1990, 1994, 1996, and 1997 and completed the requirements for a third job-related master’s degree in 1997, my Democrat GAO superiors might have succeeded in forcing me to take their early retirement “offer” sooner than they did.)

https://www.theherald-news.com/2019/06/07/okon-conflicts-of-interest-can-be-interesting-in-joliet/a5gw6tz/
(FROM THE ARTICLE: Interim City Manager Martin Shanahan meets the job description to become the permanent city manager, the city council was advised last week. Interim City Attorney Chris Regis provided the opinion because the matter had been raised by at least one council member. Interestingly enough, Regis delivered the opinion moments before Mayor Bob O’Dekirk declared that city staff should not be involved in any application process or candidate search for a permanent city manager because it would be a conflict of interest. The theory is that since all city staff falls under the supervision of Shanahan as interim city manager, they have a conflict of interest in the selection of a new city manager. Therefore, city employees who normally would be involved in a city hiring process cannot be called upon to provide staff support for the council in a candidate search or even in a simple posting of the job. Apparently, no conflict of interest applied to Regis, however, in determining that Shanahan met the job qualifications, although Regis is a city employee who was advising the council on whether they could hire Shanahan for the job.)

(FROM THE ARTICLE: A lawsuit filed against a business that plans to sell recreational marijuana brought about 20 protesters to Railroad Square late Saturday morning. They stood across the street from Mark’s Deli, whose owner along with two other plaintiffs has challenged the city’s decision to allow the opening of a pot shop in the now-vacant quarters of the Sons of Italy at 124 Washington St. The lawsuit alleges that allowing the shop violates the constitutional rights of nearby property owners, violates federal narcotics laws and is detrimental to Haverhill. “I believe strongly we need to get the underground economy into the mainstream,” said Douglas Edison, a longtime community activist who is running for City Council. “Why are we stopping it? You can’t just say ‘no’ to everything,” he said. Edison pointed out the shop will pay taxes to the city. “We need money for schools,” Edison added. Caroline Pineau, who already owns and operates the Yoga Tree at 90 Washington St., hopes to open the recreational marijuana store. “I’ve been fighting for this for 15 years,” said Michael Crawford of Marblehead. He called the lawsuit “frivolous.” A friend of his who suffered from mental health problems and addiction had a very positive outcome after he started using medicinal marijuana, Crawford said. “It turned his life around,” he said. Crawford wore a shirt bearing the message, “more weed, less greed.” Another City Council candidate, Nick Golden, said Pineau is being “unfairly targeted” by the lawsuit. “She represents the type of person and entrepreneur that we’re trying to attract,” said Golden, who is on the staff of state Rep. Lori Ehrlich, D-Marblehead. “I think it’s really important to support small business owners,” Christina Barbieri, a former Haverhill resident, said. She and others noted that possession of marijuana is now legal in Massachusetts and that Haverhill voters supported this change. The protesters held signs with messages such as “drop the lawsuit.” Many motorists driving by honked in support of the cause. A few people voiced their objection to having a pot shop in the city, Crawford said. One man confronted the protesters and called them “immature.” As he walked away from the group, he extended his two middle fingers. Two police officers were assigned to the demonstration, which remained orderly. Officer James Keenan advised the man who made the obscene gestures to not cause a disturbance. Jess Hileman, a lifelong Haverhill resident and longtime patron of Mark’s Deli, said he does not think the owner of the restaurant objects to having a pot shop in Haverhill. “He only opposes the location,” he said. Hileman also said he did not think it was fair that some of the protesters were depicting the owner as a bad guy. A patron at Mark’s Deli said the owner did not want to speak to the media. The lawsuit lists the plaintiffs as Bradford Brooks, a local realty professional; Lloyd Jennings, a contractor; and Steve Dimakis, owner of Mark’s Deli. Brooks and Jennings are described as trustees of L&B Realty Trust. Dimakis is identified as a trustee of the Evthokia Realty Trust.)

(FROM THE ARTICLE: Public records show that lies went unchecked during the hiring process for a former Victoria teacher and coach accused of sexually assaulting a student. James Christopher White, 34, was arrested in February on charges of sexual assault of a minor and improper relationship between an educator and student while working as a wrestling coach and special education teacher in Victoria. The charges, which are under review by prosecutors, came after he admitted that he attempted to have sexual intercourse with a 16-year-old student in a hotel room during a school-related function, according to court records and officials from the Victoria County Sheriff’s Office. A more detailed background check on White would have revealed red flags: the Texas Commission on Law Enforcement, or TCOLE, revoked his peace officer and jailer licenses in 2012. The action came after he was terminated and dishonorably discharged for untruthfulness or insubordination from Mathis and Orange Grove police departments, according to records from all three agencies.)

— So You Want To Hire A New Superintendent: What Does The FOIA Permit (And Require)? (DIERSEN: Nothing stops applicants from disclosing a) that they had applied, b) the documents that they submitted, c) if they will be interviewed or were interviewed, d) if they were eliminated, e) etc.)
https://www.jdsupra.com/legalnews/so-you-want-to-hire-a-new-48064/
(FROM THE ARTICLE: “Personnel Search Committees” and the Screening Process: As for its actual search, the board could vote to create a personnel search committee. Such a committee, when formed with respect to an “executive level” position (such as a superintendent), is exempt in its entirety from the FOIA and its open meetings and notice/posting requirements. The appointment of such a personnel search committee is useful in that it protects the privacy rights of those being interviewed and avoids the need of the board to take official action in narrowing the field of candidates (even to the final recommended candidate) as part of the interview process. The FOIA also protects from disclosure any records of a personnel search committee which would reveal the identity of a candidate (without that candidate’s consent). . .Not all gatherings of a board committee ostensibly acting as a search committee will be considered exempt from the FOIA’s meetings and posting requirements. A personnel search committee is exempt from the FOIA’s requirements for only as long as it is engaging in activities protected by the search committee exception. Based upon the FOIA, the Freedom of Information Commission [“FOIC”] views the role of a personnel search committee for purposes of this FOIA’s exemption as limited to 1) reviewing resumes, 2) interviewing and screening candidates and 3) considering and recommending the selection and appointment of an individual for the position.)

(FROM THE ARTICLE: During a special Thursday afternoon meeting, the Clearlake City Council will consider applicants for a vacant council seat. The council will meet at 3 p.m. Thursday, June 6, in the council chambers at Clearlake City Hall, 14050 Olympic Drive. On May 9, Mayor Nick Bennett resigned as he prepared to move to South Dakota, as Lake County News has reported. At a May 13 special meeting, the council directed City Clerk Melissa Swanson to advertise the vacancy for appointment and accept applications with a June 4 deadline. The city has received six applications for the seat, which has a term ending in November 2020. Applicants are Cristina Azanza, the founder of a nonprofit, Azanza Inc.; David Claffey, a marketing and communications professional who serves on the city’s marketing committee; Desserrie Shaw, who has experience as a board member and president of the Konocti County Water District; Erin McCarrick, who owns cannabis companies Clearlake Ventures and Cara Farms and a consulting business, Madrone Strategies; Russell Perdock, the city’s former mayor who resigned last year to pursue the police chief’s job and now is director of community integration for Adventist Health Clear Lake; and Pattie Duke, a registered nurse case manager. Swanson’s report to the council said staff is recommending that the council interview the six applicants at Thursday’s meeting. The candidate they pick will be approved for the appointment by motion, majority vote and resolution. The appointee would then be given the oath and seated at the June 13 meeting, Swanson said.)

(FROM THE ARTICLE: “Displacement and immigration enforcement are like a two-headed dragon for our families,” Rios-Sierra said. The lack of affordable housing in her neighborhood, plus landlords that require background checks and fingerprinting, have forced out her Latino neighbors from the community, she said. LSNA is focusing its efforts on Hermosa, the neighborhood just west of Logan Square, where a lot of displaced residents have moved, Rios-Sierra said. “There is still a strong immigrant stronghold [in Hermosa], and we’re trying to maintain that.” She added that the loss of immigrant populations also results in a loss of culture. “It’s really sad to see residents moving in who are upset about an ice cream truck making noise in the summer, or people having their quinceañeras in their backyard,” Rios-Sierra said. “Those are things that really celebrate who we are, so it’s really hard to see people come in and dislike it and complain and call the police.” Sylvia Puente, executive director of the Latino Policy Forum, said that the drop in the immigrant population is a trend that deserves attention, but that the numbers are not particularly alarming. “This is 31,000 over 10 years,” Puente said. “It’s not 31,000 in a year. It’s like 3.000 people per year.” Puente attributed the decrease, particularly among Mexican immigrants, to a slowdown in migrants coming to Chicago from Mexico, which has had a stronger economy in recent years than it did in the 1990s. She also pointed out that the decline could be a sign of other trends, such as the upward mobility of Mexican immigrants who arrived in the 1990s, gained an economic foothold in the city, and then took their families to the suburbs. In addition, Puente said Chicago is no longer the sole point of entry for immigrants, as it was in previous decades. “They go directly to Skokie. They don’t stop in Chinatown anymore,” Puente said. “They go directly to Palatine, Carpentersville, Waukegan, Elgin and Aurora; they don’t go to Pilsen and Little Village anymore.” The Metropolitan Planning Council’s report showed that Chicago’s immigrant population decline is higher among less-educated immigrants, those without a high school diploma. The number of Asian immigrants has increased, although they make up a considerably smaller portion of the total population.)

No. Does it happen? Yes.” Instead of using your hotmail or AOL address from the 90s, upgrade to a Gmail account. . .Mistake No. 7: You call attention to your age Although the Age Discrimination in Employment Act prohibits employment discrimination against persons 40 years or older, plenty of 50-plus workers sense that it can be a problem. Many job seekers make the mistake of revealing their age by including their college graduation date on their resume, says Ward. The best approach is to simply leave it off. That may not solve the problem, of course. In AARP’s survey, 44% of respondents who had applied for a new job in the past two years reported being asked their age or graduation year. — 4 Emotions New Federal Retirees May Experience – Brandon Christy (DIERSEN: Ever-increasingly, to get rid of me, my Democrat superiors, supervisors, coworkers, and subordinates in the federal government subjected me to a hostile work environment.) (FROM THE ARTICLE: Relief provides a feeling of reassurance and relaxation once anxiety and stress have been released. Since we were young we have experienced good times and bad. Life has been full of uncertainty. The cloud of doubt as to whether or not you will make it to retirement is no longer lingering over your head. Instead, your time is yours to enjoy and spend how you see fit. This is your time. Your year. Your moment. Make the most of it. The transition from federal employee to federal retiree is not an easy one. It takes time and patience to start all over again. Essentially you are recreating yourself. Hang in there. Be aware of the emotional obstacles that you may face along the way. Enjoy the ride anyway.)
