(FROM THE ARTICLE: The 2018 Retirement Confidence Survey (“RCS,” a joint venture between the nonpartisan Employee Benefit Research Institute and research firm Greenwald & Associates) is out, and about two-thirds of Americans feel confident or at least somewhat confident in their ability to retire comfortably. Yet nearly the same share say that preparing for retirement makes them feel stressed. You may think that these feelings arise because so many have saved very little. Among respondents who are still working, 45 percent report that the total value of their household’s savings and investments, excluding the value of their primary home and any defined benefit pension plans, is less than $25,000. Nine percent report totals of $25,000 to $49,999, 11 percent have $50,000 to $99,999, 15 percent are at $100,000 to $249,999 and 21 percent have $250,000 or more. But when many of those who have saved very little call my radio show or podcast, they don’t actually seem stressed. They are clear-eyed about their priorities and seem to know what they need to do. But for those who have managed to accumulate some money, usually $100,000 or more, that’s when the worries seem to start. Perhaps the stress comes from not knowing or fearing what lies ahead. (FROM THE ARTICLE: An audible gasp went out in the breakout room I was in at last month’s pension event cosponsored by The Civic Federation and the Federal Reserve Bank of Chicago. That was when a speaker from the Chicago Fed proposed levying, across the state and in addition to current property taxes, a special property assessment they estimate would be about 1% of actual property value each year for 30 years. Evidently, that wasn’t reality-shock enough. This week the Chicago Fed published that proposal formally. It’s linked here. It surely ranks among the most blatantly inhumane and foolish ideas we’ve seen yet. Homeowners with houses worth $250,000 would pay an additional $2,500 per year in property taxes, those with homes worth $500,000 would pay an additional $5,000, and those with homes worth $1 million would pay an additional $10,000. Is the Chicago Fed blind to human consequences? Confiscatory property tax rates have already robbed hundreds of thousands, maybe millions, of Illinois families of their home equity — probably the lion’s share of whatever wealth they had. Property taxes in many Illinois communities already exceed 3%, 4% and even 5% of home values. Across Illinois, the average is a sky-high 2.67 percent, the highest in the nation.)

But domestic welfare was subsumed by the war. Hubert Humphrey carried the banner in 1968, promoting federal planning for jobs, housing, and community development. (FROM THE ARTICLE: The Office of Personnel Management on Monday issued a memo tweaking the rules governing how agencies handle employees who resign while under investigation. In a memo to chief human capital officers, OPM Director Jeff Pon implemented a new provision of the 2017 National Defense Authorization Act requiring agencies to make a “permanent notation” on the personnel file of someone who leaves his or her job while an investigation into the employee is ongoing. Such investigations include those done by an inspector general and adverse personnel actions for performance or misconduct. Pon wrote that the notation should be applied to one’s record only after the person has been given an opportunity to respond to the findings of an investigation. That is, dying in a way that gives back to others, whether that’s giving your possessions to charity or making your life’s accomplishments an example of what hard work and determination can earn. However, there’s one way we can all give back in death: ourselves. No, not in a metaphorical sense. Our bodies are rich in carbon, bacteria and other stuff that naturally decomposes into the environment with relative ease. That being said, it seems odd that to this day burial seems to be the preferred route of putting a loved one to eternal rest. Burial of an entire body in a metal and plastic coffin seems so off-putting and gaudy, not to mention contrary to the natural process of decomposition. While there are certain religious justifications, nonetheless the modern practice of burial is environmentally unfriendly and creates a future environmental crisis. Graveyards alone contain hundreds if not thousands of bodies, both subterranean and in mausoleums. With a large elderly and baby boomer population beginning to die off, many of these locations will be hard pressed to make room for more. The process, money and storage it takes to put the deceased in their own plot of land or on a marble shelf makes no sense. Furthermore, the resources that go into burials aren’t necessarily friendly to the earth. Since most coffins are made of plastic and varying metal alloys, they aren’t really known for their ability to break down. While the idea of being able to visit a loved one’s final resting place can be therapeutic or provide emotional closure, this practice is as wasteful as it is impractical.)

In today’s dollars, my ending GS-13 Step 10 GAO salary was $125,325. My $51,864/year CSRS pension is $6,224/year less because my Democrat GAO superiors succeeded in forcing me to take their early retirement “offer” in 1997 and suffer a 12% early retirement penalty (2% X 6 years). Of course, my CSRS pension would be much higher if my Democrat superiors in the federal government had not wasted my career and forced me to take their early retirement “offer” in 1997 when I was 49 years old. If the Democrats who run the federal government had promoted me into their Senior Executive Service, my CSRS pension would be $131,360/year (80% of $164,200/year.)

(FROM THE ARTICLE: An attorney for an unsuccessful candidate for the Republican State Central Committee says his client may go to court to try to reverse a decision by the Illinois State Board of Elections — a move that could affect who becomes the next state GOP chairman. State Board officials said they had no choice under law Thursday but to certify the results of county conventions held previously across the state that elected a member of the state central committee from each of the state’s 18 congressional districts. Those 18 will decide — by a weighted vote of GOP ballots cast in the March primary — whether to keep Republican Gov. Bruce Rauner’s handpicked chairman, Cook County Commissioner Tim Schneider, or opt for challenger Lake County GOP Chairman Mark Shaw. Thursday afternoon, the Illinois State Board of Elections confirmed results from the State Central Committee’s contest. But, there is still a dispute over the winner in the 15th Congressional District. The results showed State Senator Chapin Rose (R-Mahomet) won. He could be the deciding vote, but critics say the process was rigged. According to Matt Dietrich, a spokesman for the State Board of Elections, ISBE has no legal authority over the party rules. “All we are able to do under state statute is accept the results when the party gives them to us from their county conventions and certify those results, which are then used to elect the state chairman,” Dietrich said. Local party operative Mark Shaw said Thursday’s announcement shouldn’t significantly change the outcome of his race against current GOP Chairman Tim Schneider. Shaw is threatening legal action because of the dispute. Governor Bruce Rauner’s office released a statement after the results were announced. “Sen. While he may stand to benefit from Proft’s behind-the-scenes machinations, Shaw sought to distance himself from the provocative radio host on Wednesday, choosing rather to embrace an embattled governor — and the party’s top donor — in pursuit of his own narrow election win. “I don’t really know Dan that well,” Shaw claimed. “I know he’s a radio personality.
