PRAIRIE STATE WIRE
— Ives mounts challenge to Rauner in Republican primary
https://prairiestatewire.com/stories/511256258-ives-mounts-challenge-to-rauner-in-republican-primary
(FROM THE ARTICLE: After weeks of speculation, State Rep. Jeanne Ives (R-Wheaton) has decided to take a concrete step towards challenging incumbent Republican Gov. Bruce Rauner. Ives stopped short of announcing her candidacy but said she will circulate petitions in pursuit of the required signatures to appear on the March 20 primary ballot while she continues contemplating the decision to run. “Today my team and I are taking the first step toward restoring common sense in Illinois,” Ives said. “I have started circulating petitions to get on the ballot as governor of Illinois.” Ives’ announcement comes in the wake of withering support of Rauner, who has lost a growing list of allies in the conservative community after signing into law HB40, which forces Illinois taxpayers to fund abortions during all nine months of pregnancy. Rauner had earlier he would veto the bill, and his reversal led to an open revolt within the Illinois Republican Party leading many local party organizations to withdraw invitation by Rauner to speak and refuse to circulate his petitions. “There is little trust between most Illinoisans and their government at many levels — and for good reasons,“ Ives said. “Top political leaders have lied to the people about who they are and what they are going to do, and they continue to make promises we cannot keep.” In addition, Rauner has been roundly criticized for signing a so called “sanctuary state” bill that limits cooperation between the state and federal authorities in matters involving the deportation of illegal immigrants, signing legislation that allows persons to change their listed gender on their birth certificates and for authorizing a 15 percent premium increase on Obamacare silver health insurance plans in order to prop up Medicaid expansion under Obamacare. As a member of the General Assembly, Ives has focused much of her efforts on government transparency. “Public corruption is an everyday event across the state,” she said. “Many Illinoisans have simply decided to leave for better opportunities elsewhere.” Ives’ tenure has also been marked by her pursuit of tax reform, term limits and school choice. Rock Island-based former state representative and community college Prof. Rich Morthland will be Ives’ running mate. “Rich and I know, however, that if you change out the politicians and tell people the truth, then the reform can begin,” Ives said. “And Illinois can recover. Our promise to you is to be honest about the problems we face and the path we must take to make Illinois a place where businesses and families can thrive. We will confront and expose public corruption at every level of government until it stops.” Ives, the mother of five, is a West Point graduate and former Army officer who has represented the 42nd House District since 2013. She formerly served on the Wheaton City Council and was an ROTC instructor at Wheaton College. Chicago GOP Chairman Chris Cleveland will serve as the chairman of the Ives for Illinois campaign. Petitions for Ives’ candidacy are available here (https://jnswire.s3.amazonaws.com/jns-media/cc/64/715668/ivescirculation.pdf). Candidates for state office in Illinois must file their candidacy paperwork by December 4.)

ILLINOIS REVIEW
— IVES ANNOUNCES VIA EMAIL
http://illinoisreview.typepad.com/illinoisreview/2017/10/ives-announces-via-email.html
(FROM THE ARTICLE: State Rep. Jeanne Ives is in to challenge incumbent Governor Bruce Rauner, according to an email sent out Saturday afternoon … From: Jeanne Ives <jeanneives@yahoo.com> Date: Sat, Oct 28, 2017 at 1:21 PM Subject: Ives for Illinois To: Dear Friends, Today my team and I are taking the first step towards restoring commonsense in Illinois. I have started circulating petitions to place my name on the ballot for Governor of Illinois. I have selected as my Lt. Governor Rich Morthland, a farmer, former state representative and community college professor from the Rock Island area. There is little trust between most Illinoisans and their government at many levels – and for good reasons. Top political leaders have lied to the people about who they are and what they are going to do – and they continue to make promises we cannot keep. Public corruption is an everyday event across the state. Many Illinoisans have simply decided to leave for better opportunities elsewhere. Rich and I know, however, that if you change out the politicians, replacing them with public servants, and tell people the truth, then reform can begin. Illinois can and must recover. Our promise to you is to be honest about the problems we face and the path we must take to make Illinois a place where businesses and families can thrive again. We will confront and expose public corruption at every level of government until it stops. I am most thankful that my team includes Chris Cleveland. He will serve as the Chairman of the Ives for Illinois campaign. Chris was among the first to encourage me to enter this race and has been a key advisor to me on a daily basis. His position as the current Chicago GOP chairman shows the broad base of support this campaign already has. We need your help to get on the ballot. Our petition is attached along with the instructions. Please read through the instructions prior to circulating. In advance, I give my sincere thanks to all for your support and work that is ahead of us. Best Regards, Jeanne)

(FROM THE ARTICLE: Apparently, Ives has picked former State Rep. Rich Morthland as her LG. The petitions are now online. Radio talk show host and Illinois Opportunity Project head Dan Proft’s Prairie State Wire exclusively revealed the petitions Saturday morning. SPRINGFIELD – Who is State Rep. Jeanne Ives (R-Wheaton)? Why is her name in a buzz about challenging Republican Governor Bruce Rauner in next March’s IL GOP Primary? Illinois Channel’s Terry Martin offers this first in-depth interview from a non-Rauner funded news source that provides a one on one insight into Ives’ thinking about the need for a viable conservative candidate in 2018. While reports say she’s out fundraising to reach a $1 million goal to launch the campaign, she’s also picking her running mate as Illinois law requires gubernatorial candidates to run as a team with their lieutenants. UPDATE: The Ives petitions are now online (https://jnswire.s3.amazonaws.com/jns-media/cc/64/715668/ivescirculation.pdf) and her running mate is former State Rep. Rich Morthland. Before today, we were hearing the top two choices for her LG are Quincy state rep Randy Frese and Chicago businessman and the city’s GOP Chairman Chris Cleveland.)

— State Rep. Ives collecting signatures for possible Rauner primary challenge – Rick Pearson
http://www.chicagotribune.com/news/local/politics/ct-met-jeanne-ives-bruce-rauner-primary-20171028-story.html
(FROM THE ARTICLE: Ives said she does not plan on making a formal candidacy announcement until securing the signatures needed to appear on the March 20 primary ballot. Candidates for governor need a minimum of 5,000 valid signatures by Dec. 4 to qualify. “We are doing everything possible to get on the ballot. I would say nobody’s running until they’re on the ballot. We’ve got catch-up work to do here so we’ve got to put out the petitions and get the signatures. When we’ve got that done, we can officially announce,” Ives said. “We know that we’re behind the curveball here to some degree in that we’ve only got about a month to put it all together,” she said. Responding to the move, Rauner’s campaign issued a statement that did not mention Ives and focused on the governor’s favorite political target, Democratic House Speaker Michael Madigan. . .She said the commitments she has received so far are enough to get started with a campaign. “Obviously that’s a big issue. To get your message out, you’ve got to have the money behind you,” she said. “Unless you can self-fund like the other billionaires in the race, (raising money is) an ongoing process for any candidate. We’re not intimidated by it either.” Ives said she selected Morthland, an associate professor at Black Hawk College, as her lieutenant governor candidate because he “also represents Illinois.” “He’s a farmer. He comes from an area that’s outside the suburban area. He’s somebody who is recognized for having been elected before and he’s a professional also as a community college teacher,” she said.)

(FROM THE ARTICLE: Illinois Campaign for Political Reform shows Republican Bruce Rauner has raised campaign funds at more than twice the amount of his most well-funded Democrat hopeful J.B. Pritzker has raised. But even more stunning is that Rauner shows $65 million on hand while Pritzker shows only $7 million on hand. Will those numbers intimidate anyone from the conservative majority of the IL GOP from giving a serious challenge to the incumbent governor? Time is running out to circulate petitions.)

PC’s are elected officials and are vital to their fellow candidates running for Public Office. Elected PC’s serve a two year term and make up the Central Committee of the County Party and vote on all major decisions. The DuPage Elections Committee describes the role of PC as follows: The grass roots and foundation of the political parties are its precinct committeemen. They serve as the foot soldiers to the most fundamental political unit of government, the precinct. The precinct committeeman helps shape party policy and participates in the selection process of candidates. A precinct committeeman is elected to a two-year term in the even-year primary elections. In our PC orientation, we cover exactly how you can *Represent the party’s voters at the county central committee convention to elect the county central chairman and its officers. The precinct committeeman casts a total number of party votes, (weighted vote), as cast in the precinct at the recent primary election *Become a voter registrar and register all qualified constituents *Appoint and fill vacancies of election judges for the precinct polling place *Provide candidate and election information to the voters *Circulate petitions for candidates prior to the primary election *Become familiar with the elected officials and legislatures so the concerns of the voters can be passed on to them. *Attend and become involved in the party’s Township meetings in one of the nine townships in which you live)

Since 2000, GOPUSA Illinois Editor Dave Diersen has asked all Republican activists, candidates, elected officials, party leaders, major donors, political consultants, etc. in Illinois to keep diersen@aol.com on their press advisory and press release lists.)
http://www.chicagotribune.com/news/local/politics/ct-bruce-rauner-cursive-20171026-story.html
(FROM THE ARTICLE: House Republican leader Jim Durkin of Western Springs has released a list of mayors and village presidents who are backing his re-election. He released the list after Burr Ridge Village President Mickey Straub said earlier this month that he was considering a primary challenge to Durkin, who has been House GOP leader since 2013 and has served in the legislature for 19 years. The 16 mayors backing Durkin come from throughout the suburban area including from outside his district, such as Aurora Mayor Richard Irvin, Naperville Mayor Steve Chirico and Geneva Mayor Kevin Burns. But he’s also backed closer to home by Western Springs Village President Alice Gallagher and Homer Glen Mayor George Yukich. Straub’s potential challenge to Durkin is part of the conservative fallout over GOP Gov. Bruce Rauner’s decision to sign legislation expanding taxpayer-subsidized abortions. Some conservatives also expressed dismay that several Republicans defected from Rauner and Durkin to join with Democrats in enacting a spending and tax-hike package that ended the state’s historic budget impasse in July. Straub said many conservative groups encouraged him to take on Durkin, including getting support from failed 2010 governor candidate and current radio show host Dan Proft and onetime U.S. Senate candidate Patrick Hughes. Proft and Hughes co-founded the politically tax-exempt group the Illinois Opportunity Project.)

— Rauner fails ‘integrity test,’ so Ives might challenge him GOP mother from Wheaton also irked by Exelon bailout – Scott Reeder
http://www.saukvalley.com/2017/10/24/springfield-scoop-rauner-fails-integrity-test-so-ives-might-challenge-him/ar82yzk/

(FROM THE ARTICLE: State Rep. Jeanne Ives sounds like she’ll be a candidate for Illinois governor. The Wheaton Republican is one of the most conservative members of the General Assembly, and she is hopping mad at Gov. Bruce Rauner, whom she contends is not trustworthy. Rauner angered many in his party by signing a bill last month providing state funding for elective abortions. He did this after promising multiple Catholic bishops and state lawmakers that he wouldn’t. “He’s failed the integrity test. No one in the Legislature believes a word he says,” Ives said. If Ives enters the race, she would be the only candidate opposing abortion rights in either the Republican or Democrat gubernatorial primaries. “The state is broke. We can’t afford to create another entitlement program, let alone for something as morally reprehensible as abortion,” she said. But Ives says her objection to Rauner goes beyond this. For example, although he ran on a platform opposing “crony capitalism,” Rauner signed a measure giving a multibillion-dollar bailout to Exelon, a power company. Are you starting to get the feeling that she really dislikes the governor? Yeah, me too. But it’s one thing to object to what the leader of your party is doing, and it’s another thing to leave your safe seat in the Legislature and challenge him. Ives said she hasn’t decided yet whether she will run. But listening to her, it sure sounds like she is on the brink of diving in. But running and winning are two different things. And, sadly, money is the lifeblood of politics. Ives began the month with $8,488 in her campaign coffers, while Rauner had $65.5 million. Most of that money came from either himself or his billionaire buddy, businessman Ken Griffin. That almost makes David and Goliath seem like an even contest. And the front-runner for the Democratic nomination, J.B. Pritzker, also is a billionaire who is self- funding. Could Ives beat not only Rauner but Pritzker? Mike Lawrence, a longtime statehouse observer and former senior adviser to Gov. Jim Edgar, is skeptical. “I don’t think she will win the primary, but I’m not writing her off. I think if she runs, she will start out with a solid 30 percent of Republicans who vote in primaries. Far-right conservatives have a disproportionate influence in primaries,” he said. Lawrence noted that when Edgar ran in the Republican primary in 1990 against Steve Baer, the relatively unknown Baer got more than 30 percent of the vote, mainly from anti-abortion voters angry that Edgar supported abortion rights. So, can a middle-class mother of five beat two of the wealthiest men in Illinois? She faces long odds. But she seems undeterred. And there may be a certain populist appeal to someone who isn’t among the wealthiest Illinoisans running. When pressed about her candidacy, Ives said her 8th-grade daughter told her, “Mom, I thought you were going to announce last week.”)

(FROM THE ARTICLE: Senate GOP Leader BILL BRADY, R-Bloomington, on Wednesday announced that JASON GERWIG is his new press secretary. Gerwig, 44, of Springfield, takes over for PATTY SCHUH, who was named Gov. Rauner’s deputy chief of staff for communications earlier this month. Gerwig has worked for the GOP Senate staff, the state treasurer’s office, the Illinois GOP, DuPage County government, and the FleishmanHillard public relations firm in Chicago. He’s been back on Senate staff since January 2016, and his pay goes to $105,000 — up from $98,500 — in the new job. He grew up in Evergreen Park and double-majored in history and political science at North Central College in Naperville. He and his wife, EMILY, have a 5-year-old daughter. “Jason brings over 20 years of communications and government experience to this important position, and he’s been a well-respected, and valued, member of our staff,” Brady said. Gerwig was first on Senate GOP communications staff in 1996. He said that even back then, the job he just got was one to which he aspired. “I took a long road to get there, but I’m happy to be doing it now,” he said.)

My critics/opponents want Congress a) to cut if not eliminate my Civil Service Retirement System pension, my federal health, dental, and vision insurance subsidy, and my Social Security and b) to dramatically increase the taxes that I pay. While I worked for the federal government, they wanted Congress a) to have my Democrat GAO superiors force me to retire in 1997 when I was 49 years old, always rank me in the bottom half of my coworkers for pay-for-performance purposes, not promote me beyond GS-13, keep me off audits of IRS, and force me to take an $18,847 pay cut in today’s dollars to transfer from IRS to GAO in 1980; b) to have my Democrat IRS superiors not promote me beyond GS-12, disallow my education deductions in 1978, and disallow my partial day per diem claims in 1974; and c) to have my Democrat Post Office superiors force me resign in 1969 and disallow my sick leave requests in 1969 and 1968. In Diersen v. GAO, my Democrat GAO superiors stated that they treated me just like Congress wanted them to.)
http://altondailynews.com/news/details.cfm?clientid=17&id=254111
(FROM THE ARTICLE: Gov. Bruce Rauner says he is calling on Congress to pass a federal bill that would allow Illinois to reorganize its pension debt, but no one must have picked up the phone. Last month, Rauner told a group of business leaders that he’s pushing for a bill that would allow the state to restructure much of its estimated $130 billion in unfunded pension liabilities. “We’ve got a bill now. We’re working with Congress to pass a law. We’re lobbying right now that would allow states to reorganize and restructure their pensions,” he said. “If we can get this bill passed in Congress, and I’m hoping to get it done with this tax overhaul that we’re doing, if we can get this bill passed, [it will be] transformative to Illinois taxpayers.” But none of Illinois’ Republican congressional delegation would confirm this week that anyone from Rauner’s camp has approached them about a standalone proposal or one that would be tied in with the coming tax reform plan. Rauner doesn’t have the best relationship with the GOP Congressmen. They strongly rebuked Rauner last month for his signing of a controversial bill allowing for the public funding of abortions. Rep. Peter Roskam, R-Wheaton, who’s in charge of the GOP’s tax reform plan, wouldn’t comment on the premise of allowing a bankruptcy-style restructuring but told others that the idea has been discussed but only conceptually. The Hill reports that House Speaker Paul Ryan will release the details of their tax reform legislation next week. A spokesperson with the governor’s office did not immediately respond to questions for this story.)

http://illinoisreview.typepad.com/illinoisreview/2017/10/rauner-ilgop-staff-deny-republicans-access-to-party-headquarters-.html
(FROM THE ARTICLE: In a press release today, the Chicago Republican Party expressed disappointment that a staffer has been denied access to Illinois Republican Party headquarters. The Chicago GOP staffer was told by a Rauner staffer that he could no longer use a desk within the office. According to the press release, the reason the IL GOP offered is a press report that Chris Cleveland, chairman of the Chicago Republican Party, is under consideration as a running mate for State Rep Jeanne Ives. Ives is considering a gubernatorial bid. “We’re disappointed the governor’s team would do something like this. We’re running candidates in Chicago, and the city and state parties need to coordinate so they’re not left out in the cold,” said Cleveland. “The governor should be above such petty retribution.”)

Further, they wanted me to serve as an “example” to current and potential future GAO employees. They wanted current and potential future GAO employees to see a) that GAO gives preference to its employees who are Democrat, minority, female, younger, and/or veteran, that is, that GAO discriminates against its employees who are Republican, White, male, older, and/or non-veteran and b) that GAO wastes the careers of and gets rid of its employees who complain about political affiliation discrimination, reverse discrimination, or age discrimination. Kresges in Chicago Heights during my junior and senior years in high school 1964-1966. What did you do to qualify yourself for better-paying jobs? I earned a) a job-related bachelor’s degree when I was 21 in 1970 and job-related master’s degrees when I was 27, 31, and 48, b) job-related professional certifications when I was 30, 32, 41, 45, 47, and 48, and c) a job-related professional license when I was 32.)

WBEZ
— Primary challenge for Rauner?
https://www.wbez.org/shows/wbez-news/4-takeaways-from-gov-bruce-rauners-reelection-launch/e98ff166-6dd8-4f1d-a492-67ad30c00ade
(FROM THE ARTICLE: Walsh has taken himself out of a primary against Rauner but is considering an independent run. All eyes are now on State Rep. Jeanne Ives, a three-term House member from west suburban Wheaton. She’s been the most visible voice of conservative anger over Rauner’s abandonment of a past pledge to veto legislation that allows public funding for abortions. Ives told WBEZ Monday she intends to announce an exploratory committee for governor this week and has gotten commitments of support from past Rauner donors. She also ridiculed Rauner’s campaign video: “To me, it didn’t matter what he said in that video. You can’t trust his word. Venture capitalist Rauner would have fired Rauner by now for failure to perform and for lying.” How hard is it to unseat a sitting Illinois governor in a primary? It’s beyond hard. And in recent political history, it’s been outright impossible. Going back to 1990, incumbent Illinois governors have been challenged four times in primaries. Each time, the challengers got clobbered. Protest votes against Republican Gov. Jim Edgar and Democratic Govs. Rod Blagojevich and Pat Quinn trended between 25 percent and 33 percent. Rauner is clearly vulnerable with one poll in March measuring his public approval numbers in the mid-30s. But Rauner has money in the bank: $65.5 million to be exact. Last week, by contrast, Ives reported only $8,500 in her political fund.)

WALL STREET JOURNAL
— How to Know When You’re on Thin Ice at Work – Sue Shellenbarger (DIERSEN: Democrats run the federal government. They use Affirmative Action, Diversity, and Inclusion to not hire, to waste the careers of, and to get rid of Republicans, and especially Republicans who are White, male, older, and/or non-veteran. While I worked for the federal government for almost 30 years, I was always on thin ice. GAO hired me in 1980 because it could not find a qualified Democrat, minority, female, younger person, or veteran who would take the job. IRS hired me in 1971 because it could not find a qualified Democrat, minority, female, or veteran who would take the job. The Post Office hired me in 1966 because it could not find a qualified Democrat, minority, female, or veteran who would take the job. Because I have always been a Republican, were it not for federal civil service protections, a) the Post Office would NOT have hired me in 1966 or let me work there for almost 3 years, b) IRS would NOT have hired me in 1971 or let me work there for almost 9 years, c) IRS would NOT have promoted me in 1972, 1973, or 1974, d) GAO would NOT have hired me in 1980 or let me work there for almost 18 years, and e) GAO would NOT have promoted me in 1986.)

My Democrat IRS superiors would further stress that they did not promote me beyond GS-12, disallowed my education deductions in 1978, and disallowed my partial day per diem claims in 1974. My Democrat Post Office superiors would further stress that they forced me resign in 1969 and disallowed my sick leave requests in 1969 and 1968. In an interview, Havenhill acknowledged he disinvited Haskell from the tea party meeting. He said it was in response to a Facebook post he said was aimed at the tea party, because it was a screenshot of a comment from the local group’s page. In the post, Haskell said he wasn’t getting any love from the “so-called ‘kingmakers.'” “Their only focus is getting rid of Kinzinger and putting someone in who they can control! Which is why they show me no love,” Haskell said. In an interview, Haskell said his post wasn’t targeting the tea party, but rather a general statement about party establishments in the congressional district. He said Havenhill and others are purposely misinterpreting his statement in their effort to support Marter as the Republican nominee.)

POLITICO ILLINOIS
— Primary? – Natasha Korecki
http://www.politico.com/tipsheets/illinois-playbook/2017/10/23/politico-illinois-playbook-rauner-wants-second-term-governor-lobbying-congress-to-revamp-state-pensions-fioretti-v-preckwinkle-222930
(FROM THE ARTICLE: The news also comes as another Republican, state Rep. Jeanne Ives, began circulating petitions and has told colleagues she’s all in if she receives the support and financial backing. And as we told you earlier this month, there is talk of a conservative challenging Rauner as an independent in the general election. Rauner’s base — As it happens, a group of Illinois conservatives met on Saturday to hash out the primary options and to solidify their unity — in turning their backs on Rauner — in both the primary and, if necessary, the general election. On Friday, we reported that U.S. Rep. Peter Roskam was rethinking his support for Rauner after the governor’s decision on HB40. WLS’ “Big John Howell” asked Rauner about that. “Reasonable people can reasonably disagree,” Rauner said. “As Ronald Reagan said, we are a big tent. As Ronald Reagan said, we don’t speak ill of our fellow Republicans.” In an interview with POLITICO Sunday, Family PAC’s Paul Caprio countered that it’s Rauner who has failed to embrace his fellow Republican — in the White House. “The governor did not endorse the Republican president of the United States. He’s never even said anything positive — every time I see Rauner and Trump in the same breath — he either punts or he criticizes,” Caprio told POLITICO. He noted that Rauner shouldn’t count on conservatives to support him even if it’s between him and a Democrat. “The party loyalty argument and the lesser of two evils?” Caprio said. “That’s dead.”)
— PUSH FOR PENSION BANKRUPTCY? – Natasha Korecki
http://www.politico.com/tipsheets/illinois-playbook/2017/10/23/politico-illinois-playbook-rauner-wants-second-term-governor-lobbying-congress-to-revamp-state-pensions-fioretti-v-preckwinkle-222930
(FROM THE ARTICLE: Last week, Rauner (along with deputy governor Leslie Munger) made a surprise appearance at a New Trier Republican dinner. He created another surprise by making a couple of declarations, according to people in attendance: one, he singled out National Republican Committeeman Richard Porter for his role in a federal effort to allow the restructuring of public pensions. The state has the worst-in-the-nation pension liability, estimated now at an eye-popping $130 billion. “The governor tells us we should all thank Richard Porter and congratulate him on the work he’s doing — that he’s trying to get federal legislation passed affecting public pensions which would supersede the Illinois constitution and allow us to restructure our pension system,” one of the attendees told us. Porter, an attorney at Kirkland & Ellis, is not a registered lobbyist, so it isn’t clear what role he is playing in advocating for Rauner in Congress. Our efforts to reach Porter since last week by phone and email were unsuccessful. A GOP spokesman who followed up referred us to the Rauner campaign, which did not have a comment. Rauner also told the crowd he was working to reverse a tax increase (something he reiterates today in his reelection rollout). Timing: Rauner’s talk about revamping pension debt and a lower tax rate comes just as the state is in the midst of a massive, $6 billion bond issue — attempting to borrow money at as low a rate as possible to pay down a bill backlog that’s reaching $16 billion. When Illinois made its offer letter to potential investors, it was under certain assumptions — including that the state now had a “permanent” revenue stream under a recently approved 5 percent income tax rate and 7 percent corporate income tax. Politically, however, it’s a tall order to advance a federal law to circumvent state constitutions. And any agreement would need 60 votes in the U.S. Senate, which Republicans don’t have. At an event last month before the U.S. Chamber of Commerce, Rauner talked about his efforts. “We’ve got a bill now, we’re working with Congress. (If) Congress passed a law, we’re lobbying right now, allow states to restructure their pensions, supersede the restrictions that the special interest groups have put on the state,” Rauner said at the Sept. 28 event. (Audio) “And I’m hoping to get it done with the tax overhaul that we’re doing. If we can get this bill passed — transformative for Illinois government and taxpayers.” Roskam, the Ways & Means Tax Policy chairman, who is taking a lead role in the tax overhaul effort, said there isn’t a separate bill but added: “I’ve heard the concept discussed, I’ve not seen the language. Not pension funds — but there’s some theory about the capacity of federal courts to get the jurisdiction to allow some level of bankruptcy,” Roskam said in an interview. “There is some discussion … there is no language that I’m aware of. I think it’s conceptual.”)
— ROSKAM TAKES TAX LEAD – Natasha Korecki (DIERSEN: I worked for IRS for almost 9 years, the last 5 1/2 of which at the GS-12, Step 1-5 levels, currently $79,563-$90,173. I worked for GAO on audits of IRS for 3 years at the GS-13, Step 1-3 levels, currently $94,610-$100,917.)

(FROM THE ARTICLE: Returning to Roskam, the suburban congressman spent last week meeting with groups of small business owners, among others in his district, to talk about how to tackle what’s expected to be the most sizeable income tax overhaul the county has seen in 30 years. “You’ve got to have two things: Number one: middle income tax relief and number two, a better business climate through tax policy,” Roskam said. As he talked to one group of business leaders last week, Roskam heard concerns from business owners who said major decisions, including the sale of business real estate, hinged on the tax hit they anticipated. Why he has hope for tax success — Roskam said unlike the health care debate, everyone agrees the Internal Revenue Code needs fixing. He also noted that there are numerous ways to negotiate aspects of an overhaul by dialing down or up percentages rather than declaring an item in our out of the plan. Asked if Republicans can keep their majority in Congress if they can’t come up with tax relief: “There’s an expectation that this gets done. I think we have to deliver on it. The policy on it is significant. The politics are less significant, but they matter as well. I think it becomes very important for a Republican majority,” Roskam said. How worried is he about losing the majority if it fails? “I’d rather be running in the 2018 election with Republican tax reform at our backs.”)

As a gubernatorial candidate, he told Personal PAC and others that he supported abortion rights. Then he flipped on the issue, twice telling conservatives he’d veto the measure before ultimately supporting it. “Rosemary Mulligan used to tell her colleagues, ‘There’s a word for people who try to walk the middle of the road on abortion: Roadkill,'” Cosgrove says of his good friend, the late state representative from Des Plaines, who was one of the few pro-abortion rights Republicans in the statehouse.)

http://www.centralillinoisproud.com/news/politics/mccain-appears-to-mock-trumps-draft-deferments/842559133
(FROM THE ARTICLE: Sen. John McCain, in an interview about the Vietnam War, appeared to take a swipe at President Donald Trump when he criticized people from “the highest income level” who avoided the draft by finding a doctor who “would say that they had a bone spur.” Trump, who attended the private New York Military Academy as a young man, received five military draft deferments during the Vietnam War, including one medical deferment after he was diagnosed with bone spurs in his foot. McCain and Trump have feuded since the businessman-turned-president used an early event in his 2016 campaign to derided the Arizona Republican’s military service, claiming he was not a war hero because he was captured during the Vietnam War. Trump refused to apologize and their feud has carried into his administration, where McCain has been one of his most fervent Republican critics on Capitol Hill. “One aspect of the conflict, by the way, that I will never ever countenance is that we drafted the lowest income level of America and the highest income level found a doctor that would say they had a bone spur,” McCain told C-SPAN3, American History TV, in an interview about the Vietnam War. “That is wrong. That is wrong. If we are going to ask every American to serve, every American should serve.” McCain never mentions Trump by name in the interview, but the President’s deferment because of a bone spur is widely known and the President’s family was well off at the time. Trump told The New York Times in 2016 that a doctor “gave me a letter — a very strong letter — on the heels.” “Over a period of time, it healed up,” he said. In a 2015 biography, Trump told Michael D’Antonio that the bone spurs were “not a big problem, but it was enough of a problem.”)

(FROM THE ANNOUNCEMENT: William J. Kelly, Governor Rauner’s Republican opponent in the 2018 primary, has released the following statement: We welcome Bruce Rauner’s supporter, Jeanne Ives, to the Governor’s race. However, we are calling on her to return the money from Governor Rauner and his wife. I announced my campaign for Governor against Bruce Rauner back in May and opposed his sanctuary state bill and taxpayer-funded abortion bill when all of Rauner’s supporters, like Ives, were silent. More importantly, we are very excited that the 42nd state house seat currently held by Jeanne Ives is open. We are looking for a candidate to run in this open seat. This is a tremendous opportunity and a safe seat in a Republican district. Whomever is elected to this seat will be an elected state representative for life unless they do something really, really stupid. This time, we need a “clean” 42nd district candidate with zero money ties to Bruce Rauner or his henchmen John Tillman and Dan Proft, which is why we will be vetting this candidate very, very closely. If you are interested in running for the 42nd state house district seat, please contact us directly through the campaign website here.)

NBC5
— Rauner Likely to Draw Primary Opponent, Possible Third-Party Candidate as Right-Wing Backlash Heats Up – Mary Ann Ahern and Shelby Bremer
https://www.nbcchicago.com/news/politics/governor-rauner-conservative-challenger-452283453.html
(FROM THE ARTICLE: The movement to take down incumbent Republican Gov. Bruce Rauner from within his own party is gaining steam. A coalition of conservative, anti-abortion organizations met Saturday for the second time in as many weeks to discuss a “viable Republican primary candidate” against the first-term governor, according to Paul Caprio, director of the Family-Pac political action committee. While no formal decision was made, Caprio said the group of about 35 people planned to meet again in November “to further clarify the group’s position” and likely endorse a challenger to Rauner. “Historically, the way the pro-life, pro-family movement has operated relative to selecting and endorsing candidates for statewide office, we have always had a meeting of all of these different groups together,” Caprio said. The coalition met around this time three years ago, he continued, at which point there was a split, though not drastic, among its members in their support of a gubernatorial candidate. The group officially endorsed then-state Sen. Kirk Dillard, though some in attendance chose instead to back state Sen. Bill Brady. Rauner – the eventual nominee – was invited to the 2014 meeting despite his pro-abortion rights stance at the time, though he declined to attend or fill out a questionnaire to receive the organizations’ support and financial backing. While some of the organizations eventually ended up supporting Rauner in the race against the incumbent Democrat Pat Quinn, this time around, the coalition has made it clear that under no circumstances will Rauner receive their endorsement. During its initial meeting on Oct. 9, the coalition of 20 statewide organizations voted unanimously in favor of a “Bill of Particulars” outlining the groups’ stance on Rauner and in particular, his support of House Bill 40. Signed into law on Sept. 28, HB 40 allows the state of Illinois to cover abortions for its employees and Medicaid recipients, and protects access to abortion in Illinois should the landmark Roe v. Wade Supreme Court decision legalizing it be overturned. Rauner publicly changed his stance on the issue multiple times, attempting to traverse the politically difficult decision without alienating either his GOP base or more moderate, particularly female voters ahead of his upcoming bid for re-election. However, his choice to ultimately sign the bill into law angered conservatives, who have quickly moved to organize against him. The coalition’s “Bill of Particulars” vows that the groups will not support Rauner in next year’s GOP primary or general election after he “shockingly, caved to pressure from radical abortion extremists and signed this dastardly legislation” and will only support candidates committed to repealing the law. This marks a major departure from 2014 in which some organizations offered Rauner their qualified endorsement in solely the general election. Now, conservative groups have not only disavowed Rauner, but are actively searching for a challenger. One potential candidate is state Rep. Jeanne Ives, of Wheaton. Ives said earlier this month that she was “exploring the option by having important conversations with folks around the state,” and while she hasn’t begun circulating nominating petitions, sources said that may change over the next week. Ives is looking into forming an exploratory committee, sources said, adding that she would likely run if she could raise $1 million. While Ives is among the candidates that the anti-abortion groups are considering, Caprio said there have been a few other names floated and the coalition hopes to make an official determination at its next meeting in November. Reflecting on this year’s “unusual set of circumstances,” Caprio said that there are typically three or four significant candidates in the race at the time the groups make their decision, but without any declared challengers – who would certainly face an uphill battle against an incumbent Republican governor with very deep pockets – the task of reaching a consensus has become that much more difficult. But the groups are united in their staunch opposition to Rauner’s re-election, so much so that Caprio foresees a situation in which conservatives might even “take two bites at the apple.” While the right-wing firebrand was not in attendance at Saturday’s meeting, former Congressman Joe Walsh is also considering throwing his hat in the ring for governor – but only as an Independent. In August, Walsh slammed Rauner, saying he was “done” should the governor sign a bill to effectively turn Illinois into a so-called “sanctuary state,” preventing law enforcement officials from detaining individuals based solely on their immigration status. And ever since Rauner signed that bill the following week, it appears as though Walsh – who did not immediately respond to request for comment – has been floating the idea of taking on the governor himself. “He feels like he’s going to focus his interest, in the issue of the defeat of Rauner, on the possibility of his own Independent candidacy,” Caprio said of Walsh, adding that the oft-incendiary radio host is “very interested” in running. But Walsh is leaning towards waiting until after the primary, Caprio said, to see if Rauner is able to emerge victorious even without a large swath of conservative support. If the billionaire governor succeeds, Walsh may at that point enter the race as an Independent – drawing both votes and perhaps even the backing of Republican organizations away from the GOP governor. “If Rauner and his millions are able to buy the election, if our candidate were not successful in the Republican primary, then I think there would be a very serious discussion of the possibility of an independent candidate,” Caprio said. But first, the organizations will gather once again in November at which point it’s “very likely that we will have a candidate,” he added.)

(FROM THE ARTICLE: Mayor Rahm Emanuel announced Sunday that 14,020 people have applied to become Chicago Police officers. The Chicago Police Department will give an exam in December, the second one this year and the fourth in six years. The city plans to add nearly 1,000 officers by the end of 2018. The mayor said his proposed budget includes more than $27 million for increased police training to help departments reach hiring goals. In August, Chicago Police Supt. Eddie Johnson said the two-year hiring plan was moving on schedule, and that an April exam generated 8,700 qualified candidates. When announcing the upcoming exam, Johnson emphasized a need for greater diversity in the police force. “CPD should reflect the demographics of this city. If we’re gonna get there, we have to ensure that we have a viable pool of people to constantly pull from,” he said. The mayor’s office said the current “applicant pool reflects the diversity of the city.” Of the applicants, 35 percent are female and 76 percent identify as minorities. The exam is scheduled for Dec. 16 at McCormick Place.)

(FROM THE ARTICLE: A man is in a dispute with a Roman Catholic diocese over his efforts to install a marker at his mother’s gravesite at a suburban Chicago cemetery that proclaims her support for victims of “rapist” priests. The Chicago Tribune reports that Jack Ruhl of Kalamazoo, Michigan, was informed by the Roman Catholic Diocese of Joliet that it would not allow a marker at the grave of Marguerite Ridgeway at a cemetery the diocese owns in the suburban Wheaton that incudes what it calls “explicit language.” Ridgeway died in 2015. The attorney suggested in a letter that the marker could read that Ridgeway supported “victims of clergy sex abuse.” Ruhl says it is important to keep the words “priest rapist victims” because those are the people his mother supported.)
